Fifth Regular Meeting for FY 2012 The Oklahoma Board of Nursing held its fifth regular meeting of FY 2012 on March 27, 28 & 29, 2012. Notice of the meeting was filed with the Secretary of State’s Office and notice/agenda was posted on the Oklahoma Board of Nursing web site. Michael formally thanked Board members for their time and efforts in making visits with legislators to carry out the Board’s ongoing initiative related to statutory changes in the Executive Director’s salary, or removing the salary from statute altogether. Ms. Michael directed Board members to contact J. Ward for progress updates and visit assignments. The National Council of State Boards of Nursing is inviting interested Board members to contribute stories based on their experience as a Board member. A handout was made available with format guidelines/submission information. (b) Executive Director’s Report (i) Legislation Update (ii) Other Interviews are under way to fill the Licensing Analyst position vacancy at the agency. The internal posting for the succession planning position for the Deputy Director for Regulatory Services has been made. Upon the resignation of the Administrative Technician responsible for renewals/reinstatements, advertisements were placed and applications are being accepted to fill that vacancy. The agency is now in the final phase of the Information Technology Consolidation project with the Office of State Finance. Finalization of the cost-benefit analysis and service level agreement are pending. The Tulsa World has requested data for all Board discipline from January 2003 through calendar year 2011, and recently made a follow-up request for January 2012 data.


The agency’s administrative rules were approved by Governor Fallin and work on the Joint Resolution to obtain legislative approval by the House and Senate is ongoing. This new approval process come through changes in the law made last year with regard to agencies under Title 59. The public hearing on proposed rule changes by the Oklahoma Board of Medical Licensure and Supervision, which was originally published in the Oklahoma Register to be held at that entity’s March 2012 Board meeting, was canceled. The Board was updated on pending legislation which may impact the agency. J. Ward gave a report on progress on her work in organizing and helping the Board to carry out its initiative for removal of the Executive Director’s salary cap from statute. Ms. Ward reported that current and former Board members have made personal contact with eighty-seven legislators to date, and thanked the Board for their diligence in pursuing this cause. 5.2 Discussion and Board decision regarding contract legal services for FY 2013 K.
