The September Meeting of the Dodge County Board of Supervisors was called to order by ChairmanRussell Kottke at 7:00 p.m.
The Board rose to say the Pledge of Allegiance.
Roll call was taken by the Clerk with all Supervisors being in attendance. Supervisors Boelk, Hedrick,Houchin, Maly, Miller, Nickel and Schraufnagel appeared via teleconference.
Chairman Kottke called for approval of the minutes. Motion was made by Supervisor Greshay andseconded by Supervisor Caine to approve the minutes of the August 78,2020, session of the County Boardmeeting, as recorded. Motion carried by voice vote.
Communications on FileKaren J. Gibson, County Clerk, read a resignation letter from Richard Bennett, County Board Supervisor
District 7,with an effective date of September 14,2020. The Chairman ordered the letter to be placed on file.
Special Orders of BusinessChairman Kottke called the First Order of Business: Confirm Appointment made by County
Administrator, James Mielke. Reappoint Mary Reak to the Housing Authority Committee for a five year term,commencing on September 30,2020 to September 30,2025. A motion to accept the appointment was made bySupervisor Frohling and seconded by Supervisor D. Schmidt. Motion carried by voice vote.
Chairman Kottke called the Second Order of Business: Confirm Appointment made by County BoardChair, Russell Kottke. Appoint Terry O'Connor to replace Paul Huebner on the ThriveED Board of Directors. Amotion to accept the appointment was made by Supervisor Caine and seconded by Supervisor Hilbert. Motioncarried by voice vote.
Chairman Kottke called upon Supervisor Bobholz, Chairrnan, Human Services and Health Board whointroduced Abby Sauer, Public Health Officer, Human Services and Health Department who gave an update onCOVID-I9. Questions by Supervisors Berres, Derr, Greshay, Guckenberger, Marsik, and J. Schmitt answered byMs. Sauer. Comment by Supervisor Greshay.
The following Resolutions, and Reports, were read by the Clerk and acted upon by the Board:
Resolution No. 20-22 Authorizing an Increase to Clearview Soffit and Siding Replacement ProjectBudget - Health Facilities Committee. A motion for adoption was made by Supervisor Bischoff and seconded bySupervisor Benter. Questions by Supervisors Berres and D. Schmidt answered by County Administrator Mielke.Comments by Supervisors J. Schmitt, Maly, and Guckenberger. The vote was cast with 26 ayes and 6 noes,thereby adopting the Resolution.

Resolution No. 20-25 Alter the Boundaries of Dodge County Supervisory District No. 3 and DodgeCounty Supervisory District No. 31 Due to an Annexation from the Town of Beaver Dam to City of Beaver Dam -Executive Committee. Motion for adoption was made by Supervisor J. Schmitt and seconded by SupervisorSchaefer. Question by Supervisor Burnett answered by Clerk Gibson. The vote was cast with 30 ayes and 2abstentions, thereby adopting the Resolution.

Report No. 2 Ordinance No. 1057 - Amend Land Use Code - Michael & Tiffany Stark Property - Townof Lebanon - Land Resources and Parks Committee. A motion for adoption was made by Supervisor Behl andseconded by Supervisor Schaefer. The vote was cast with all voting in the affirmative, thereby adopting the Reportand Ordinance.
The Clerk noted the following had been placed on the Supervisor's desks: A memo from CountyAdministrator Mielke regarding Routes to Recovery,the 2021Preliminary Budget Book, and the agenda and acopy of a Resolution that is on the agenda for the September 28, 2020 County Board meeting.
The Chair ordered these be placed on file.

The Board rose to say the Pledge of Allegiance.
Roll call was taken by the Clerk with all Supervisors being in attendance with the exception of SupervisorBoelk who had previously asked to be excused. Supervisors Houchin, Kemmel, Maly, Miller, Nickel andSchraufnagel appeared via teleconference.
The following Resolution was read by the Clerk and acted upon by the Board:
Resolution No. 20-32 Dodge County Revised Declaration of Local State of Emergency (Public Health -COVID-I9) - Executive Committee. A motion for adoption was made by Supervisor Frohling and seconded bySupervisor Schaefer. The vote was cast with all voting in the affirmative, thereby adopting the Resolution.
Supervisor Guckenberger arrived at 6:35 p.m. Supervisor J. Schmitt arrived at 6:45 p.m.
The meeting continued with Department Heads presenting their 202l preliminary budget. Questions bySupervisors throughout the presentation.
Following the department presentations, Chairman Kottke asked for motions to amend the preliminary 2021DodgeCounty Budget. No motions were made. Questions by Supervisors D. Schmidt, and Guckenberger answered byCounty Administrator Jim Mielke, and Finance Director Dave Ehlinger. Comment by Chairman Kottke.Statement by Supervisor Guckenberger regarding library reimbursement. County Administrator Mielke stated theproposed budget would be distributed at the October 20,2020 County Board meeting, and the document would beplaced on the county website for public review after that date. Questions by Supervisors Kuehl and Hedrickanswered by County Administrator Mielke, and Finance Director Ehlinger.
At 9:39 p.m. Supervisor Frohling made a motion to adjourn until Tuesday, October 20, 2O2O at 7:00 p.m.Supervisor D. Schmidt seconded the motion. Motion carried by voice vote.

COVID -19: The recent surge in positive COVID-I9 test results has created challenges related to staffing invarious operational areas. The primary impact is related to ernployees being requested to quarantine.Following proper approvals and as appropriate, employees schedules may include a cornbination of in-personand telecommuting. Utilizing technology, various county meetings continue to include an option of in-personor virtual participation. lnformation Technology Director Justin Reynolds and his team continue to provideenhanced virtual participation options.
Though there is increased levels of anxiety and stress, employees remain strong and continue to provide thehighest level of professional services.
Dodge County Public Health continues to explore contact tracing capacity. The Human Resource & LaborNegotiation Committee has authorized up to twelve (12) Limited Term Employees as contact tracers. This is inaddition to employee sharing with Human Services and other operational areas. The efforts are also supportedby a recent contractual arrangement with Nurses PRN to provide staffing to assist contact tracing. NursesPRN focus on placing RN's and LPN's. At this time, the combination of existing staff, LTE's and contractedpersonnel is expected to continue through the end of2020.
Public Service Commission Broadband Grant: Late aftemoon Thursday October 8th Dodge County wasnotified that many projects identified inthe2020 PSC Broadband Expansion Grant application will be fundedthrough a recent CARES allocation to the Public Service Commission. The Dodge County grant award is inthe amount of $1.223.042. One-hundred percent of the project costs will be covered if the projects arecompleted by December 31,2020. Should a project not be completed or isn't completed in time, fiscalresponsibility will be on the service provider. Agreements with the PSC and the service providers will be inplace to document the fiscal responsibility. The broadband expansion will consist of new towers and co-locates on existing structures. Upon completion of the grant projects, the expansion will make broadbandservice available to 7,624 residents and 434 businesses.
Countv Administrator Proposed 2021 Budeet: The Administrator's Proposed Budget is scheduled fordistribution at the October 20th County Board meeting. The Proposed Budget will be posted on the DodgeCounty website (Finance and County Board page) on October 20th. A public hearing regarding the proposedbudget is scheduled for 9:00 a.m. Tuesday, November 10ft.
Routes to Recoverv: A third Routes to Recovery application was submitted to the Wisconsin Department ofAdministration on Friday, October 9th. The application totaled $422,705.55. To date, Dodge County hassubmitted and received reimbursements totaling $156,323.43. A fourth and what is believed to be the finalapplication period is scheduled for mid-November. An updated summary of the Routes to Recovery Programwill be distributed to all board members at the october 20ft County Board meeting.

r Most of the communities have expressed a need for additional housing. We have facilitated 6 meetings
with residential developers that are considering a variety of developments throughout the county, ldeally a
housing study would be performed that would assess the needs of each community, the type of
development and price range that could be supported. This would help us to clarify needs and attract
additional develoPers'
BUSINESS VISITS:
o Businesses have been extremely welcoming and have expressed optimism about their growth. We have
participated in 9 business expansion meetings, 6 business retention meetlngs, counseled I person about
starting a new business; and have responded to 6 business attraction RFI's. Additionally, we've conducted 6
attraction visits; speciflcally with commercial / industrial developers, to familiarize them with the county
and potential development opportunities.
COMMUNITY NETWORKING:
Beyond introducing myself to the area Chambers of Commerce and SHRM groups, I have actively
participated in business networking events including 2 Watertown Chamber, 3 Beaver Dam Chamber events
and outreach to Dodge County SHRM. The goal is to meet community buslness leadership, increase
awareness of our organization and nurture relationships that may exPose investment oPportunities'
Additionally, l,ve met with the directors of the Beaver Dam Area Development Corporation, the Mainstreet
MaWille organization and Watertown's Main Street program. l've also been interviewed by WBEV Radio'
met with the Superintendents of the Horicon and Dodgeland school districts, and have engaged with
representatives from Alliance Energy, We Energies and Geronimo Energy'

We the Dodge County Land Resources and Parks Committee, hereby report
favorably on the petition of KATMAR Real Estate LLC requesting amendment of the
Zoning Ordinance, Town of Theresa, Dodge County, Wisconsin, to rezone
approximately 2"S-acres of land from an A-1 Farmland Preservation Zoning District to

Dodge County Conservation Aids Program
1-O THE HONORABLE BOARD OF SUPERVISORS OF DODGE COUNTY, WISCONSIN,
WHERBAS, Dodge County desires to participate in county fish and game projects pursuant to the provisionsof Section 23.09(12), of the lYisconsin Statutes; and,
WHEREAS, financial aid is desirable to install the project(s); and,
WHERBAS, the Wisconsin Department of Natural Resources (WDNR) has grant funding available throughthe County Conservation Aids program, specifically for the installation of fish and game projects under Section23.09(12), of the Wisconsin Statutes;
NOW, THERBFORE, BB IT RESOLVED, that Dodge County has budgeted an amount in its budget equalto the local share of project costs or land acquisition; and,
BB IT FURTHER RESOLVED, that Dodge County hereby authorizes the Chair of the Extension DodgeCounty Education Committee to act on behalf of Dodge County to:
1. Sign and submit an application to the Wisconsin Department of Natural Resources (WDNR) forany financial aid that may be available;
2. Submit to the WDNR reimbursement claims along with necessary suppofiing documentationwithin one ( 1) year of project end date; and,
3. Take necessary action to undertake, direct, and complete the approved project; and,
BE IT FINALLY RESOLVED, that Dodge County willcomply with all state and federal laws related tothe County Conservation Aids program and will obtain approval in writing from the WDNR before any change ismade in the use of the project site.

2020 Dodge County Human Services and Health Department Budget Amendment(Children's Long Term Support Waiver Program)
TO THE HONORABLE BOARD OF SUPERVISORS OF DODCE COLINTY, WISCONSIN,
WHEREAS, Dodge County, by its Human Services and Health Department, was notified of increasedgrant funding for its Children's Long Term Support Waiver program, in the amount of $93,685; and,
WHBREAS, the purpose of the additionalgrant funding is due to increased demand and to reduce waittime for programming; and,
WHEREAS, the grant program period is January 1,2020, through December 31,2020; and,
WHEREAS, the Dodge County Human Services and Health Board has reviewed the anticipated excessrevenues and additional expenditures and has formed the considered conclusion that the additional servicesfunded by the increased grant amount will benefit program participants and address increased demands; and,
WHEREAS, the Dodge County Human Services and Health Board requests that the Dodge CountyBoard of Supervisors appropriate to the 2020 Dodge County Human Services and Health Department Budget theexcess revenues and increased expenditures as reflected on Exhibit "A", attached hereto and incorporated hereinby reference;

Dodge County Capital Improvement Program for 2021-2025
O THE HONORABLE BOARD OF SUPERVISORS OF DODGE COUNTY, WISCONSIN,
WHEREAS, the Dodge County Finance Committee has developed a Capital ImprovementProgram for Dodge County consisting of a flexible five-year capital expenditure plan for thedepartments and agencies of Dodge County, intended to be updated and projected on an annualbasis; and.
WHEREAS, the departments and agencies of Dodge County have cooperated in assessingtheir five-year capital needs; and,
WHEREAS, the Finance Committee believes that the Capital Improvement Program is auseful fiscal planning tool and recommends adoption by the Dodge County Board of Supervisors;
NOW, THEREFORE, BE IT RESOL\1ED, that the Dodge County Board of Supervisorshereby adopts the Capital Improvement Program for 2021-2025, attached hereto; and,
BE IT FURTHER RESOLVED, that the purpose of such adoption shall be to aid theDodge County Board of Supervisors, its committees, and departments and agencies of DodgeCounty in the performance of their duties; and,

DODGE COUNTY CAPITAL IM PROVEMENT PLAN
NEED FOR A CAPITAL ¡MPROVEMENT PLAN
The Capital lmprovement Plan assists in allocating financial resources. lt schedules major capital expenditures each year over the nextfive years. The plan identifies each project, the estimated cost of the project and the financial resources available to finance it. TheCapital lmprovement Plan (ClP) selects and prioritizes capital projects, distributes expenditures and projects the impact of theseexpenditures on the budget and tax levy. The plan is updated annually to reflect changing needs and priorities, and to extend the plananother year.
OBJECTIVES OF THE CAPITAL IMPROVEMENT PLAN
1) Allocation of limited financial resources by prioritizing requests.2) Continuity in financial decisions by linking planning, programming and budgeting of major projects.3) Coordination between department and committee decision makers.4) Public awareness of financial needs.5) stabilization of tax rates by relating expenditures to financial capacity.6) lmproved bond ratings through effective management and fiscal solvency.7) ldentify requests to be funded with sales tax proceeds.
PROCESS AND PROCEDURE
The capital improvement plan process depends upon the cooperation of people from most areas of county government. Six steps areinvolved in the process.
Determine Future Capital Needs - Each department head or agency director inventories their capital needs and submits them forinclusion in the ClP. Governing committees may review and approve requests prior to submitting them. The Land Resources andParks Department compiles individual capital project requests and combines them with other department requests.
Petermine the Financinq Potential - The County Administrator reviews the preliminary CIP and assesses the ability of the County to payfor the requested capital improvements and identifies possible requests to be fundód with sales tax proceeds. Îot all capitai projeitrequests will be included in the CIP that is fon¡varded to the Finance Committee.
Establish Fiscal Policies_- After review by County Administrator, the Finance Committee outlines policies and priorities by which to rankthe remaining projects. Financing methods and projected revenues and expenditures are considered.

We, the Dodge County Land Resources and Parks Committee, hereby report favorably on the
petition of Leon and Stephanie Wollitz requesting amendment of the Land Use Code, Dodge County,
Wisconsin, to rezone approximately 9.S-acres of land from an A-1 Prime Agricultural Zoning District to an
A-2 General Agrieultural Zoning District in part of the SW % of lhe NE %, Section 13, Town of Shields to
allow for the creation of a non-farm residential lot at this location and recommend adoption of the attached
ordinance.
The committee has reviewed and considered the facts presented in the application and received
at the public hearing and finds that the criteria listed in Section 2.3.4.1of the Dodge County Land Use
Code can be met for this proposal. The commiitee finds that the proposal is substantially consistent with
the Dodge County Comprehensive and Farmland Preservatisn Plans and is consistent with the stated
purposes of the Dodge County Land Use Code. The committee finds that the proposal will not result in
significant adverse impacts upon the surrounding properties or the natural environment and further finds
that the land proposed for rezoning is suitable for development and will not cause unreasonable soil
erosion or have an unreasonable adverse effect on rare or irreplaceable natural areas. The committee
