15Towing & Recovery Incentive Program

16What is TRIP?An ODOT program that will reward an incentive to prequalified towing and recovery companies for the timely removal of large vehicle incidents from ODOT roadway.

The first pilot program has begun in the Central Ohio Area.

Rustys Towing, Eitels Towing, Eastland Towing, and ProTow have all been prequalified to participate.

Future expansion to Cleveland and Cincinnati$2500 for 1.5 hour recovery$600 show up fee

45 min on scene then 1.5 hours removal17What Qualifies as a TRIP?A TRIP call may be initiated under the following conditions:

A crash involving a DOT Class 7 or 8 Heavy Duty vehicle that blocks or otherwise affects the traveled lanesRollover, jack-knifed, or otherwise not drivableLost or shifted loadTruck fire w/ tires burned offMajor impact with guard rail, bridge support, or structure

18Program BoundariesThe pilot program shall cover I-270, all interstates inside the perimeter, all of SR-315 within the boundaries of I-270, all interchange ramps, and the following boundaries outside the perimeter:

19TRIP Operational Flow Chart20TRIP Operational Flow Chart21How to Initiate a TRIP CallODOT Statewide TMC will be the point of contact for TRIP.

TMC may be notified of a potential TRIP situation by ODOT, FSP, law enforcement, and/or fire/emergency.

If there is an agreement that the incident qualifies, the TMC will notify the contractor and record the time of notification.22TRIP Operational Flow ChartThis time will be recorded by the TMC with verification from the incident commander23TRIP Operational Flow ChartThis time will be recorded by the TMC with verification from the incident commander24TRIP Operational Flow ChartThe company may remove incident related wreckage and place it onto ODOT right of way at the discretion of the Incident Commander and ODOT. As long as all travelled lanes are cleared for traffic to resume its normal pattern the company still qualifies for the incentive payment.

The contractor is then obligated to return to retrieve the wreckage as per the Permitted Lane Closure schedule and with the appropriate traffic control items. This scheduled retrieval shall be aided by ODOT.

25Incentive PaymentODOT agrees to grant an incentive payment to the prequalified towing contractor if the clearance activity meets the following two requirements:

The contractor shall arrive on scene no more than 45 minutes from being called by the TMC from the hours of 5:30 AM to 7:00 PM Monday-Friday. No more than 60 minutes from initial contact at any other time.

The contractor shall complete clearance activities no more than 90 minutes from being given the go-ahead by the incident commander.

$2500 or $600 show up fee

26Extenuating CircumstancesAt any time the Incident Commander may direct the Company to stop clearance activities due to extenuating circumstances (HazMat, etc).

When the direction to stop is given by the Incident Commander, the Company shall inform the ODOT TMC.The 90 minute Clock will be paused.

When the direction to proceed with road clearance activity is issued, the Company shall inform the ODOT TMC.The 90 minute Clock will begin again from where it was paused.

These timestamps must be recorded and verified by the Incident Commander (can be done after the incident).
