    great regard and respectfor the state police and the

    Kashmir are gearing up forthe bi-annual shifting of thestate capital from Srinagar toJammu.The bi-annual practice of'Darbar' (Secretariat) move

    betwe en the two capit alcities of the state, Srinagarand Jammu, has been inher-

    ited from the Dogra rule,dating back to the 19th cen-tury.It is estimated that the wholeexercise of relocating offices

    costs the government over520,000 dollars every year.The civil secretariat willopen in Jammu on

    moment all the documentsfrom the Srinagar secretariatare being loaded into trucksand other vehicles to betransported to Jammu. Allthis will be reopened in

    Jammu. This durbar move isan age old tradition and is

    JAMMU: The Border Security Force onTuesday lodged a strong protest with itscounterpart Pakistan Rangers over repeatedceasefire violations, shelling on civilianareas along the International Border. Theflag meeting was held in RS Pura sector ofthe International Border in Jammu district.The Home Ministry had asked the BorderSecurity Force to try to hold a flag meetingwith Pakistan Rangers as soon as possible toreduce tension along the border in Jammuand Kashmir where heavy exchange of firehas led to killing of two persons and injury toover two dozen others since last week.

    History books are replete with many theoriesand events regarding the days beforeAccession of the State with India. Scarcelyhas a conscious effort been made to under-stand impartially the events which took placeimmediately before Accession documentwas signed. It is a two page document whichwas signed by Maharaja Hari Singh on 26thOctober. When senior Congress leader Saif-u-din Soz says that Sheikh Abdullah played alead role in the Accession, some facts need to

    be put point blank. According to partitionplan it was the Maharaja who was to sign theinstrument of Accession and no second orthird party had any say in this. Thus the state-ment of Soz that only when SheikhMohammad Abdullah gave his stamp of

    Sozs Accession facts against NCs rejection

    Election 2014 is yet months away butthe political fight has already reacheda tipping point. Political parties aredemanding fantastic measure that theElection Commission (EC) of Indiashould take. One such demand relatesto lotus flowers. Congress hasdemanded that lotus flowers inMadhya Pradesh (MP) should be hid-den. In an application to the EC,Congress has written that measuresshould be taken to hide lotus flowersfrom public view lest they unfairlyinfluence voters who could be drawnto BJP whose electoral symbol islotus.

    Incidentally, MP is known for thecultivation of lotus flowers since ages.Its natural water bodies contain lotusflowers and lately to diversify theirfarm produce, many farmers havetaken to lotus farming because theflowers fetch good price and the lotusstem is a prized vegetable. Accordingto Congress leader Amar ChandBawaria,"We have more than 40 con-stituencies spanning Dhanpur,Gotegon, Deori, Barela, Bargi,Bhedaghat, Magarmoha, Panagar,

    Usner, Gosalpur, Sihora, in andaround Jabalpur, Hoshangabad,Pipariya and Sohagpur besides Dhar,Dewas belt in Malwa along with

    pockets in Bundelkhand where lotusfarming is undertaken on a largescale."

    Argument given in favour of thisdemand is that when stone elephants(BSPs symbol) were covered withsheets during Uttar Pradesh electionswhy lotuses cannot be hidden from

    public view. Poor natio nal flower, itsfate hangs in balance. In the electoral

    politics, now flowers are too at therisk of facing the moral code of con-duct. EC has now to devise some wayto hide lotuses from public view. Italso has to develop in the MP voters, asense of disinclination towards lotusflower even though Indian civilizationis incomplete without lotus. From thenavel of Lord Brahma emerged a lotuson which Vishnu took seat, Goddessof learning Saraswati is also seated onlotus. Leave apart the mythologicalinterpretation; Indian architecture isincomplete without lotus motif. Allgrand ancient temples have lotusengraved on its stones. The Mughalstoo incorporated the flower into their

    architecture. Poor lotus, for no fault ofits own and being symbol of Indianculture is harassed. Had the flower got

    any premonition that in independentIndia, a time will come when it will bemade a villain, it would have not

    bloomed at all in the country.Interestingly it will entail crores ofruppes from the coffers of EC to coverall lotus ponds and natural water bod-ies with sheets. Still the job cannot befulfilled. However if EC succeeds indoing this, the prestige of the countrywill rise in the world. India will beseen as a country where a nationalflower has been hid in order to ensurefree and fair polls. Here it is GreatIndian democracy creating a record ofsorts. In this drama of bizarre politicalup man- ship, one thing disturbs themind. If lotus is the national flower ofIndia, then why this apathy towards it,and if lotus has been allott ed to BJP aselection symbol, why so much fear inthe heart of Congress against thismajestic flower. Politics has horizons,it has limits and in India it hasimmense possibilities. Here political-ly divergent parties come together toshare power. Congress and SP or BSPhave divergent philosophies still theDelhi government survives on thecrutches provided by the SP and BSP.In Jammu and Kashmir National

    Conference and Congress have differ-ent perceptions politically, yet theyare together. Who knew the election

    heat would bring into focus Indiasnational flower. It seems now natural

    because technically India is at warwith its own civilization and a general

    perception goes that it is Congresswhich has ignited this war in a subtletone. Lotuses bloom all over India; it

    bloomed without BJP and will contin-ue to do so minus BJP. Obviously, allalong this argument of hiding lotusfrom the public view many questionsarise which seek answers.

    If a political party had Sun orMoon its election symbols would EChave been told to hurl a special rocketinto space so as to drape the Sun or theMoon? Having said so, going by acounter argument or demand is it pos-sible for the people of India to keeptheir hands uncovered till electionsare over. Hand is the election symbolof Congress; hence till election timeall Indians must not see their hands,lest it might influence the electoral

    prospects of the oldest poli tical partyof India. As nobody will work proper-ly with hands covered a way out iseasy to find. With Chinese andPakistanis intruding regularly insideIndia an open invitation must go toChinese, Pakistani and Bangladesinationals. Let them take over thenation till elections are over and cov-ered hands are uncovered.

    innocent civilians besidespersonnel of army and Para-military forces, he said.Khanna, who along withother BJP leaders, is under-taking 'Refugees AdhikaarYatra' in Jammu. He saidwhile a refugee likeManmohan Singh can

    become Prime Minister ofIndia, three generations oflakhs of other refugees have

    perished demanding citizen-ship rights, right to vote andcompensation for the proper-ty left in PoK. They are

    being subjected to discrimi-nation and injustice for nofault, which is indeed veryunfortunate. Khanna alsolambasted the Congress-ledUPA at the Centre and the

    NC-Congress coalition in t hestate for adopting completesilence on the situation on the

    borders, where Pakistan isinvolved in a proxy war forthe past over two decades.Pakistan never honors anyceasefire agreement andindulges in unprovoked fir-ing, which results into killingof innocent civilians besides

    personnel of army and Para-military forces, the BJPleader said. He assured thatthe BJP will continue toextend support and raise thevoice of refugees and borderarea people at every appro-

    priate forum.

    United States Air Force(USA) ::The United States Air Forceis the strongest Air Force inthe world.     Israeli Air Force (Israel) ::The third strongest air force

    Royal Air Force (UnitedKingdom) ::The fourth in the list is theRoyal Air Force of UnitedKingdom. It was formed onApril 1, 1918 and it is theoldest independent air forcein the world. The RAF hastaken a significant role in theBritish Military History,

    playing a large part in theSecond World War.The RAF is one of the mosttechnologically sophisticatedand capable air forces in the

    world. As of January 2012, itoperated 826 aircraft, makingit the largest air force in theEuropean Union, and the sec-ond largest in terms of air-craft in NATO, only afterUnited States Air Force.Elementary flying training isconducted on Tutor 1, a kindof aircraft where the basictraining is provided to the

    People's Liberation ArmyAir Force (China) ::The PLAAF is the aviation

    personn el and more than2,500 aircraft, of which 1,617were combat aircraft.The PLAFF is the largest airforce in Asia, and is betterknown for comprising someof the deadliest self-reliancecombat aircrafts. ThePLAAF was founded withSoviet assistance on

    Armee de I Air (France) ::The French Air Force is theair force of the French ArmedForces. It was officiallyestablished on October 8,1932 as a supporting air forceof the British Raj. SinceIndependence, the Indian AirForce had been involved inseveral wars, one with neigh-

    boring Pakistan and on e withthe Peoples Republic ofChina.Other major operationsundertaken by IAF areOperation Vijay- the invasionof Goa, Operation Meghdoot

    and Operation Cactus. TheIAF had also been an active

    Luftwaffe (Germany) ::Luftwaffe is the aerial war-fare branch of the GermanArmed Forces. It was found-ed in 1956 and remains as theGerman Air Force to the

    since the Treaty of Versaillesand the German pilots trainedsecretly in violation of thetreaty.     SRINAGAR, OCT 29:Central Reserve Police Forceon Tuesday celebrated its

    platinum jubilee and in thisconnection various functionsand celebrations were organ-ized at different places allacross Kashmir Valley. TheCRPF is an armed Force ofthe Union of India, with the

    basic role of maintainin ginternal security and assistingthe State/Union Territories inmaintaining law and orderand counter insurgency oper-

    ations. Reports said thatCRPF has entered 75th yearof its glorious history andPlatinum jubilee celebrationwere held in this regard inSrinagar and other palces. Onthis occasion a medical campwas organized by 43rd battal-

    ion at Kesarmulla, Budgamwhile a blood donation campwas organized at 23 battalion,Karan Nagar in whichapproximate 100 personneldonated blood.A CRPF official said that'Synergy cup cricket tourna-ment' final was organized atBudgam Stadium by 35thBattalion in which MLABudgam Aaga SayedRaunallah, was the chiefguest. Cultural programmes,mela and Bada Khana were

    The fifth prototype ofthe prospective 5th generation aviation

    complex (PAK FA, T-50)made its maiden flight in

    Komsomolsk-on-Amur at theY.A.Gagarin KnAAZ aircraf t

    plant of the SukhoiCompany. The plane was

    piloted by distinguished testpilot of the 1st cl ass RomanKondratiev. The fighter air-

    craft spent 50 minutes in theair and landed safely on thefactory airfield runway.The test flight was a successand in full accordance with

    the flight plan. The stabilityof the aircraft and the propul-sion system were tested dur-ing the flight. The aircraft

    performed well in all phasesof the planned flight pro-gram. The pilot confirmed

    reliability of all systems andequipment.Upon completing the testflights program inKomsomolsk the aircraft will

    join the flight tests in the cityof Zhukovsky near Moscow.Four 5th generation fight-er aircraft have already

    joined these tests.Two more planes areinvolved in ground tests

    one as a complex groundstand and the other undergoesstatic tests.The first flight of the PAK FAtook place on January 29,

    2010 in Komsomolsk-on-Amur. Currently work isunderway on the full range ofground and flight tests. Todate, more than 450 flightswere carried out under theflight test program.

    become the first state inNorth India to implementRashtriya Bal SwasthyaKaryakram (RBSK) - Child

    Health Screening and EarlyIntervention Services - in allthe districts under NationalRural Health Mission(NRHM).The implementation processof the scheme was reviewedon Tuesday by the Ministerof State (Independent) Healthand Family Welfare, Mr.Shabir Ahmed Khan.Addressing the meeting, theMinister said that RBSK is anew initiative undertaken bythe Union Health Ministryand is aimed at screeningchildren from 0 to 18 yearsfor 4 Ds - defects at birth, dis-eases, deficiencies and devel-

    opment delays including dis-abilities. Children diagnosedwith illnesses shall receivefollow up including surgeriesat tertiary level, free of costunder NRHM, he said.

    The Minister said that theUnion Health Minister Mr.Ghulam Nabi Azad has beenrequested to launch thescheme formally in Jammuand Kashmir. "We mustensure that the implementa-tion process is completed as

    per the deadline set by thedepartment so that the pro-gramme is launched as perthe schedule", the ministerdirected the concerned offi-cers.He said that the UnionMinister has been personallymonitoring all the revolution-ary schemes launched underhealth sector by the Congress

    led United ProgressiveAlliance (UPA) governmentin the center. "It is the effortsand personal intervention ofMr. Ghualm Nabi Azad thatJammu and Kashmir is

    among few and the only statein North India to be in a posi-tion to implement the schemein all the districts. The UnionMinister is keen to ensurethat the benefit reaches to theneedy people across the stateand in this direction we have

    been ensured all possiblefinancial help", he said.Expressing gratitude to theunion minister, Mr. Khansaid that the health sector inJammu and Kashmir hasentered into a new phase ofrevolution and it is the endureof the coalition governmentin the state to ensure health-care facilities at the doorstep

    of not only the urban buteven to the population livingin the rural and inaccessibleareas. The meeting wasinformed that the DistrictHealth Societies across the

    state have already taken upthe process to implement thescheme in their respectivedistricts. In this regard almostall the District Societies haveset the recruitment process inmotion and same is expectedto be completed by mid ofthis month.It was further told that underthe new initiative a total of773 posts, includingPediatricians, MBBS andAYUSH doctors, have beensanctioned and the state gov-ernment has already receivedthe funds from the C entre.The scheme will be imple-mented through dedicated

    mobile health teams placed inevery medical block of thestate. The teams will carryout screening of all childrenin the pre-school age enrolledat Anganwadi centres at least

    twice a year besides screen-ing of all children studying inGovernment andGovernment aided schools,whereas the newborns will bescreened for birth defects inhealth facilities by service

    providers and during thehome visits by ASHAs.District Early InterventionCentres are being set up asfirst referral point for furtherinvestigation, treatment andmanagement, he said addingthat the tertiary care centrewould be roped in for man-agement of complicatedcases requiring high-endmedical care and treatment.

    POONCH OCT 29- At thelast leg of his 3-day tour ofRajouri and Poonch districts,Minister for PHE, Irrigationand Flood Control Mr. ShamLal Sharma on Tuesday inau-gurated six PHE schemes andlaid foundation stone of onePHE scheme in far-flungareas of Poonch district.The PHE schemes inaugurat-ed at Kulani, Nubna, Salotri,Dhar Kass, Dahrot, Balakote,and Surankote developed at acost of Rs. 7.28 crore andwould provide safe drinkingwater to over 10000 souls ofover 2 dozen villages.The Water Supply Scheme at

    Nangali Sahib would bedeveloped at an estimatedcost of Rs. 1.71 crore and oncompletion over 1000 soulsof half a dozen villages will

    be benefited with the facilityof drinking water.During his tour to these twindistricts, the Minister alsotook detailed review of all

    ongoing schemes of PHE,Irrigation and Flood Control.He obtained complete feed-

    back about the status of theseschemes and over all drink-ing water scenario and irriga-tion potential.     The virtual absence of amusement parks forchildren in the state is also coupled by the neg-ligible presence of playing grounds and colony

    parks that can provide facilities for outdoorgames for children. These are absent not only inthe smaller towns and villages of the state butalso in Jammu and Srinagar. The only outdoorgame facilities available for youngsters are the

    Maulana Azad Stadium in Jammu and BakshiStadium in Srinagar, which actually focus onserious sports activities. The access is thereforelimited to a few children. It is an accepted partof life to find children playing on the streets,making them vulnerable to all the hazards oftraffic and all kinds of pollution, or forcingthem to stay indoors.

    At a time when all the luxuries and lifestyles of

    the West are being aped, it is important that thegovernment also begins a serious process ofthinking about creating infrastructure for devel-

    oping community centres for every locality onthe patterns of the western countries so that

    adequate space is provided to children for play-ing and for day to day sporting activities.

    Increasing road accidentsDear Editor,

    For years, people at the helm of affairs haveturned a blind eye to the increasing number of

    accidents and practically did nothing to takeaction against the negligent elements within the

    administration nor addressed the root cause ofthese tragedies. Majority of road accidents hap-

    pen because of poor condition of roads and

    overloading of vehicles, especially publicmeans of transport, both of which should not be

    permissible by the traffic authorities. T here has

    been a phenomenal growth in the number ofsuch tragedies not only because of rash driving,

    poorly monitored traffic regulations but also

    because there is no physical verification of theroads before deciding bus routes. Moreover, a

    highly corruption riddled administrative set uphas only encouraged a system of hafta vasooli

    by the traffic cop s who allow such blatant vio-

    lation of rules in allowing bus operators tooverload their vehicles, adding to the vulnera-

    bility of the unsuspecting masses. This cultureof graft by the traffic cops has also been admit-ted on the floor of the house by a minister of thestate cabinet some years ago, which reflects

    that this culture has been public knowledge fora long time. Yet, successive governments have

    done precious little to arrest this trend.

    NOT AGAIN, PLEASE!Stop pointing fingers, find Patna blasts culpritsTrue to form, certain senior Congress and Janata Dal(United) leaders shamelessly rushed to see conspiracies

    that could benefit the Bharatiya Janata Party, behind theserial blasts that occurred hours before Mr Narendra Modibegan his speech at the Hunkaar Rally in Patna onSunday. The unsaid part in their rumination was that peo-ple sympathetic to the BJP's cause could have engi-neered the violence to reap political dividend. This mis-chievous speculation was for them more important thanthe fact that innocent people had lost their lives or thatadequate medical aid was not promptly available to thescores of injured who landed in hospitals or that therewas a major lapse in security measures at the site of therally where several lakh people had gathered to hear MrModi. Congress general secretary Digvijaya Singh wasamong the first to float his old theory, which has one con-stant: Every time there is terror violence in the country,the Rashtriya Swayamsevak Sangh or its affiliates mustbe responsible. He did that on many earlier occasions,including on the blasts at Bodh Gaya in Bihar. TheCongress has not found it fit to rebuke him for repeatedlyshooting his mouth off and without waiting for investiga-tions to even begin, let alone complete. It does not matterto the party's high command that its senior leaders not

    just jump the gun and create a disharmonious environ-ment but also that the speculation of these leadershave turned out to be far from true. For instance, investi-gating authorities believe that the Bodh Gaya incidentcould be the handiwork of Islamist terror elements.

    Similarly, Patna Police has indicated that the IndianMujahideen could be involved in the Sunday blasts inPatna. That these revelations expose the lies of irrespon-sible leaders of the Congress, does not appear to matterfor the party, which is desperate to cash in on any inci-dent, howsoever tragic and inimical to national security, toprop up its sagging electoral fortune. Certain leaders ofthe JD(U), which rules Bihar, too have resorted to thedangerous game, and not just because they want to con-demn the BJP and the rest of the Sangh Parivar. TheJD(U) wants to deflect public attention from itsGovernment's lapses. Thus, we have one of its leaderssay that he finds the timing of the blasts suspicious,although he offers no justification for the remark.Since law and order is a State subject, the JD(U) cannotwash its hands of the incident. From all bipartisanaccounts, crowd control and security measures were poorin Patna where lakhs of people had gathered for the rallythe first by Mr Modi in many years in Bihar. The ChiefMinister had on some pretext absented himself from thecity, and returned only after the gravity of the situation hithome. Senior BJP leader Ravi Shankar Prasad hasalleged that the district administration went back on keyassurances it had given the organisers when they metofficials in the run-up to the rally. There were few ambu-lances at the site to meet an emergency, no or few bombdisposal squads, and no crowd control measures in place.This is shocking, given that every official of the Stateknew beforehand the scale of the event. Political differ-ences will always be there in a robust democracy such asours, but there is no place for violence.

    UNREST IN BANGLADESH

    Khaleda Zias pre-poll obstinacy fuels violenceThat Bangladesh's political establishment failed this week-end to end the stalemate over the nature of a caretakerGovernment to oversee the 2014 general election, leadingto a wave of violence across the country, is deeply disap-pointing. The historic once-in-a-decade phone conversa-tion between Prime Minister Sheikh Hasina and herfiercest rival Khaleda Zia on Saturday had raised hopes insome quarters of a resolution. But they collapsed after theOpposition leader refused to budge from her positioneven as Ms Hasina sought to meet her half-way. Ms Ziaand her Bangladesh Nationalist Party continue to insistthat only an election held under the watch of a caretakerGovernment (as has been the case in Bangladesh since1996) can be free and fair, and that, consequently, theincumbent regime must quit office. Prime Minister Hasinahad initially argued, and rightly so, that such an arrange-ment went against the spirit of democracy. Even theSupreme Court of Bangladesh ruled that a caretaker

    Government was unconstitutional. Yet, with the Oppositionshowing no signs relenting it threatened to boycott theelection altogether the incumbent Awami Leagueregime offered to have an all-party caretaker Government.But on Saturday, Ms Zia said that even this was notacceptable. She will not take anything apart from a non-party caretaker Government of the kind that was at helmduring the 1996, 2001 and 2008 general elections. Yet, itis this sort of a caretaker Government that has repeatedlyusurped power in Bangladesh, with the support of the mili-tary, and ruled for years at length. Even the last suchregime that oversaw the 2008 general election, was inpower for two years after Ms Zia's second term as PrimeMinister ended in 2006. Thats not being a caretaker.Nevertheless, an obstinate Ms Zia has refused to see rea-son, dismissing even Ms Hasina's offer for dinner and dia-logue at the Prime Minister's residence. Instead, her partyhas gone ahead with its three-day, nationwide shutdownthat began on Sunday and has already claimed more thanhalf-a-dozen lives, including that of a BNP leader. A simi-lar number also died in violent clashes between Fridayand Saturday, after Ms Zia addressed a 1,00,000-strongrally in Dhaka. The situation is particularly bad inOpposition strongholds where BNP activists have come toblows with security personnel, forcing the latter to fire livebullets. Awami League workers have been targeted andthe pre-poll atmosphere vitiated. In response, the Awami

    League-led 14-party ruling alliance has announced that ittoo will hold counter-rallies across the country fromNovember 1 to protest the Oppositions anarchy and vio-lence. Bangladesh is on the boil and unless the two lead-ers can come to an agreement soon, the situation will spi-ral out of control. Incidentally, it is exactly this kind of theviolence and viciousness that had led a caretakerGovernment to take charge in 2006.
