Mr. Verma seconded, and the motion passed (6-0-0). Ms. Engelke motioned to accept the August 13, 2019 agenda (ATTACHMENT B). Mr. Verma seconded, and the motion passed (6-0-0). New Business Covenant Advisor Report Carrie Wenholz, Oakland Mills Covenant Advisor for Applications, and Ms. Cederbaum presented training on the Board’s responsibilities as members of the OM Architectural Committee. A discussion ensued, and the Board made several recommendations and requests. CA FY21-22 Budget Requests from OMCA Ms. Cederbaum presented a draft list of items that could be requested to be included in Columbia Association’s FY21-22 Budget (ATTACHMENT C). The Board discussed and added items to the list. OMCA Donation Consideration for OM Schools Ms. Cederbaum presented Mr. Verchinski’s suggestion that the Board donate funds to help alleviate school lunch debt at OM schools. A discussion ensued. The Board agreed to bring the donation suggestion back as old business at the next Board meeting. OMCA Regular Board Meeting

Mr. Edelson called the regular meeting of the OMCA Board of Directors to order at 7:01 p.m.

Present: Jonathan Edelson, Board Chair; Bill McCormack Jr. (arrived at 7:13 p.m.); Lynn Engelke,

Architectural Committee Chair; Ginny Thomas, Columbia Council Representative; Rebecca Bryant; Larry

Pretlow; Paul Verchinski; Bageshwar Verma; Sandy Cederbaum, Village Manager; Amy Carpenter,

Administrative Assistant

Opening of Meeting

• Ms. Engelke motioned to approve the July 23, 2019 minutes (ATTACHMENT A). Mr. Verma

seconded, and the motion passed (6-0-0).

• Ms. Engelke motioned to accept the August 13, 2019 agenda (ATTACHMENT B). Mr. Verma

seconded, and the motion passed (6-0-0).

New Business

Covenant Advisor Report

Carrie Wenholz, Oakland Mills Covenant Advisor for Applications, and Ms. Cederbaum presented training on

the Board’s responsibilities as members of the OM Architectural Committee. A discussion ensued, and the

Board made several recommendations and requests.

CA FY21-22 Budget Requests from OMCA

Ms. Cederbaum presented a draft list of items that could be requested to be included in Columbia

Association’s FY21-22 Budget (ATTACHMENT C). The Board discussed and added items to the list.

members of the Howard County Board of Education (ATTACHMENT D). Mr. Edelson reported that he had

received positive responses from residents. The Board discussed legal matters pertaining to the subject.

Board Chair Report

Mr. Edelson reported that CA president Milton Matthews and other representatives from CA would be meeting

with the village chairs and village managers on September 5th. He also reported that the village board chairs

would have their first meeting of the current board year on August 26th. He asked for further suggestions of

items the Board would like brought up at the meeting, and a discussion ensued.

Columbia Council Representative Report

Ms. Thomas reported that the CA board would be meeting on September 6th and that board requests for the

budget must be made by that date. She discussed concerns about items that should be paid for and maintained

by Howard County.

Village Manager Report

Ms. Cederbaum referred to her printed report (ATTACHMENT E).

FY19 OMCA Audit

Ms. Cederbaum reported on OMCA’s FY19 audit.

The board asked questions about the Stevens Forest/Farewell Rd. roundabout.

Committee Reports

Safety and Security Committee

Refer to the printed report (ATTACHMENT F).

Bulletin Board

Mr. Verchinski reported on self-parking vehicles.

Mr. Verma reported on his tour with Ms. Cederbaum of the OM neighborhood centers and plans for the OMHS

climate change essay contest.

Mr. McCormack reported that he had visited the Stevens Forest/Farewell Rd. roundabout during construction.

Mr. Edelson motioned to go into a closed session of the OMCA Board for consultation with staff personnel,

consultants, attorneys, or other persons in connection with pending or potential litigation. Mr. McCormack

seconded, and the motion passed (6-0-0).

Mr. Edelson went into closed session at 9:04 p.m.

No action was taken.

Mr. Edelson went out of closed session at 9:21 p.m.

Mr. Edelson adjourned the regular OMCA Board meeting at 9:22 p.m.
