PROGRESS CONTINUES ON HIGHWAY 407 EAST

Request for proposals released: Contributing to growth in Durham Region TORONTO Infrastructure Ontario and the Ministry of Transportation are moving forward with the final phase of Highway 407 East with the release of a request for proposals (RFP) to companies short-listed to deliver the project. Highway 407 East Phase 2 will extend eastward from Harmony Road in Oshawa to Highway 35/115 in Clarington. It will have eight interchanges and a 10-kilometre north-south highway called the East Durham Link (EDL) to connect Highway 407 East to Highway 401. The new highway will help relieve congestion and support the efficient movement of people and goods through the eastern Greater Toronto Area and beyond. It will create opportunities for business, accommodate population and employment growth and provide an emergency detour route for the Durham Region. Interested bidders submissions were reviewed and evaluated for their design, construction and maintenance capability and experience, and their personnel and financial strength to deliver a project of this size and complexity. They were also evaluated for their understanding and experience in delivering similar projects in Ontario, as well as their ability to work with local companies and to administer relevant Canadian and Ontario standards. The short-listed bidders will be given approximately six months to prepare and submit proposals. The first phase of the project, from Brock Road in Pickering to Harmony Road in Oshawa, is under construction. The initial portion of Phase 2 from Harmony Road to

Taunton Road / East Durham Link (EDL) is intended to be open to traffic in late 2017, with the remaining portion to be completed by late 2020. Highway 407 East will be a publicly-owned tolled highway with the province being responsible for setting and regulating tolls. The province will retain the toll revenue. Infrastructure Ontario and the Ministry of Transportation are working together to deliver both phases of Highway 407 East. The project is being delivered with the provinces alternative financing and procurement delivery model. Infrastructure Ontario is a Crown agency of the Province of Ontario that delivers large, complex infrastructure renewal projects on time and on budget. Over the last seven years, the province has applied Infrastructure Ontarios alternative financing and procurement model to more than 90 major projects valued at approximately $42 billion. Infrastructure Ontario also manages one of the largest real estate portfolios in Canada, provides municipalities and eligible public sector clients with financing to renew public infrastructure, and leverages its private sector expertise to manage major commercial transactions on behalf of the province.
