On the Cover...At our October Breakfast Club meeting at Glory Days in Seal Beach, Shawn Wilson saw all the Porsches in the parking lot and decided to take a look. A local resident, he parked his VW Thing and started talking to folks.

It ends up that Shawn also owns a 1960 356 1600 Super, so with a little encouragement, Shawn went home and swapped cars. Not only that, but he brought his son Spen-cer with him. Clearly, Spencer is an eager-to-get-a-driver's-license kind of young man. Thanks Jimmie for the photo.

I truly cannot believe what has been going on with the Grand Prix Region Tours in 2014. Our Chairs, Marty Gold-smith and Jeff Peck, have put together tour after tour this year and every one has been an incredible success.

The other day we sent out a region email blast which in-cluded the Jalama Tour for November 8th, a beautiful trip to Santa Barbara County for the last GPX tour of the year. Literally in a matter of moments we had registrations, and I can understand why people are interested. Just look at the pictures on Motorsportreg, they are beautiful and the day sounds fabulous and extremely enticing.

Only this past weekend, we did our annual trek to Morro Bay, and even without the mating of the elephant seals (a personal favorite of mine) we had almost 40 people go on this great overnighter that included Sunday side tour to a couple of wineries and an offer to visit a local car collection, courtesy of our friends from Cal Central Coast Region. This really has been a terrific year for us in doing some magnifi-cent events, and tours have (you should excuse the expres-sion) lead to way.

GPX is heading to the Infield of Fontana this coming Saturday for our final driving event of the year, which will be sponsored by Circle Porsche of Long Beach. Circle has sponsored our entire driving series in 2014 and we are very appreciative of their great support to our Performance Driv-ing Program.

We will, of course, also be doing our 1st Saturday of the month breakfast at the Glory Days Beachside Grill. So if you are not driving at Fontana, please come out and support the breakfast. We will have lots of great door prizes, tires to kick and, of course, great Porsche friends to see.

Also, we could use your help, in order to stay at the Beach-side Grill. We need to meet our minimum number of people to buy breakfast, so come help out so we don’t have to move to a new location.

December 6th is our Annual Holiday Party at the Long Beach Yacht Club, and reservations are already being ac-

cepted at Motorsportreg.com. Plans are shaping up and we are expecting another great crowd again this year. Please sign up early and come out and join us. We are again subsidiz-ing the dinner which will be a fun and festive affair. We are planning some lovely gifts, door prizes and special guests, so join us for our big party of the year.

November is here already, and the pace of Grand Prix Region (and other PCA events) has not slowed down at all. Take a look at the November and December calendars. We still have tours and driving events, not to mention our monthly Breakfast Club meetings and our annual Holiday Party on the first Saturday in December.

The Long Beach Yacht Club is again hosting our Holi-day Party. In case you hadn't noticed, the fee we charge for this dinner is hugely subsidized by GPX. It's considered an opportunity to give back to our members. In other words, you get a lot for the admission fee. If you have not been there with us, please take this opportunity. This historic old wooden building, with all of the historic sailing memorabilia from our area is well worth seeing, and it's not that easy to get into this place if you are not a member.

We've had 3 or 4 tours in the past few months, going to plac-es like Ojai, Mt. Wilson, Morro Bay, Hearst Castle, wineries and more. The tours are getting so large that we're having to divide the cars into more than one group. I know there are plans afoot for 2015, so expect to see a calendar full of fun and interesting places to drive to and visit.

Our last Performance Driving Event is Saturday, No-vember 1 at the California Speedway's infield course in Fontana. This is the first time we've put on this event. Reg-istration is good and it is expected to be a great event. Come on out and take a look even if you're not registered to drive. It's the same day as our Breakfast Meeting, so have breakfast, then take a short drive to Fontana and join in the fun.

I want to mention our new Advertising Chair. Daniel Rozenblatt has just signed on to take over that position. Daniel and his brother David, and dad Mike have been regulars at our Performance Driving events for several years now, and Daniel has decided that he'd like to help out the club. We very much appreciate him jumping in.

By Law changes — You'll find our annual ballot for next year's board of directors on page 11. You will also find some-thing that has not happened in the Grand Prix Region since 1992, a proposed amendment to our region bylaws. We've been talking about doing this for many years and, thanks

to our President, Suesan Way Carter, we finally got it done. The biggest change is making the positions of Membership, Editor and Activities chair positions rather than board posi-tions. Those three positions on the board will now be held as Directors at Large (assuming the proposal passes).

There are many other changes, primarily done to simplify this document. We've include the full proposal in the Circuit but, because of its size, the 1992 version is not reproduced here. You can go to our region website to view that docu-ment, and we welcome you to do that.

SPECIAL ELECTIONEvery year about this time we have an election for the upcoming year's Board of Directors. This year we have a special added bonus, an amendment to the Grand Prix Region Bylaws.

Our President asked Marty Goldsmith and Skip Carter to review our current bylaws and pro-pose an amendment, which follow as approved by the Board to include on this ballot.

One of the main changes removes Newsletter Editor, Activities and Membership from board positions. These positions become typical chair positions appointed by the President, and those three directors become "directors at large." If the amendment passes, those three candi-dates will become "directors at large" with this ballot.

Another change is to reference PCA National's bylaws regarding classes and qualifications to be a club member rather than include the full definitions in our bylaws. The old way required us to monitor the national bylaws and to consider revising ours whenever there was a change at national. After looking at several dozen other PCA region bylaws, we found this and several other changes that we are incorporating into this amendment.

Because of the length of the existing 1992 bylaws, we are not including them in the Circuit. What we have done is included the proposed amendment on the following pages, and we have made both the 1992 and proposals available on the GPX website.

BYLAWS — GRAND PRIX REGION PORSCHE CLUB OF AMERICA

ARTICLE I - NAME AND HEADQUARTERS

The name of the Club shall be "GRAND PRIX REGION - PORSCHE CLUB OF AMERICA, INC.". For the purposes of incorporation within the State of California, its principal office shall be the residence of the President of the Board of Direc-tors. The region shall consist of the area designated by the National Porsche Club of America and accepted by the Board of Directors and Officers of the Grand Prix Region.

ARTICLE II - OBJECTIVES

The general objective of the Club shall be to encourage the highest standard of safety and courtesy on the highways, and to increase the enjoyment of owning a Porsche by the exchange of technical information and by engaging in such automotive and social events as may be agreeable to the members.

The Club shall be empowered to do all things, and conduct all business, not for profit, necessary to the carrying out of its objectives.

ARTICLE III - POLICY

A. This Club shall be politically non-partisan.

B. This Club is empowered to do all things and conduct all business, not for profit, necessary to carry out the general pur-poses set forth in the Certification of Incorporation issued under the statutes of the State of California and in these Bylaws.

C. The corporate seal of the Club shall be circular in form, being inscribed with the name of the Club and the year and place of its incorporation.

ARTICLE IV - MEMBERSHIP, DUES AND FEES

A. Membership in the Club shall be limited to members in good standing of the National Porsche Club of America. There

shall be no dues beyond those for membership in the National Club. Members in good standing shall be entitled to all the privileges of the Club

B. Any Member may be suspended by a 2/3 vote of the Board of Directors for infractions of National or Regional rules or regulations or for action inimical to the general objectives or best interests of the National or Regional Clubs. Upon written notice of such suspension, the suspended Member shall be afforded reasonable opportunity to be heard, in person or through a representative, by the Board of Directors or a committee appointed by it for the purpose, concerning the alleged miscon-duct. The Board of Directors may thereafter continue the suspension for a definite time, terminate the suspension or expel the Member, and its decision shall be final.

ARTICLE V - MEETINGS

A. An annual meeting of the Members shall be held during the month of December at such place as the Board of Directors may determine and direct for the purpose of considering reports of the affairs of the Club and the transaction of such other business as may properly be brought before the Membership. Notice of such annual meeting shall be made to all region mem-bers by either direct mail or by notice included in the region newsletter not less than fourteen (14) days prior to the date of the annual meeting. The normal December Board of Directors’ meeting, open to all members, can satisfy this requirement for an annual meeting of the Members.

B. Meetings of the Board of Directors.a. The Board of Directors shall meet regularly, at least once each calendar quarter.b. A quorum at any meeting of the Board of Directors shall consist of a simple majority of the Board Members.

C. Special meetings of the membership may be called by the President or by a majority of the Board of Directors or by peti-tion submitted to the Board and signed by 10% of the members, stating the purpose of the meeting.a. A quorum at any special meeting of the members shall consist of 15% of the members.b. Due notice shall be given by the President to the general membership within 30 days of the receipt of said petition, stating the date, time, place and purpose of such meeting.c. Any actions or decisions affecting the general membership taken at this meeting, and approved by a majority of those mem-bers attending, shall be submitted to the general membership by ballot for their final approval.

D. Minutes of all meetings of the Board of Directors shall be recorded by the Secretary of the Club or by such person as may be appointed by the Secretary or President.

ARTICLE VI – BOARD OF DIRECTORS AND ELECTIONS

A. The Board of Directors shall consist of seven persons, all of whom must be current members in good standing of this Region of the Porsche Club of America.

B. The term of office of each Board Member shall commence January 1 of the year for which they are elected. Each Board Member shall serve for one (1) year. A Member appointed to fill a vacancy on the Board of Directors shall only serve the unex-pired term of his immediate predecessor.

C. By the first day of October, the Board of Directors shall elect one (1) of its Members as Chair of the Nominating Com-mittee. The Nominating Committee Chair shall select up to three (3) Region Members (who are not Members of the Board of Directors) to serve on the Nominating Committee. By the twentieth day of October, the Nominating Committee Chair shall provide the President with a slate of candidates composed of Members willing to serve as Members of the Board of Di-rectors.

D. By the first day of November the Club Secretary shall mail to each Member a ballot. A ballot included in the Region newsletter will serve in lieu of a separate mailing. Ballots must be postmarked on or before midnight November 15th.

Before the 25th day of November, the Secretary and at least one (1) Member of the Nominating Committee not running for office shall open, count and tally all valid ballots and certify the results.

As soon as the count has been completed, the Secretary shall notify the President of the results, who shall immediately cause to be notified all candidates of the results of the election.

E. A vacancy or vacancies shall be deemed to exist in case of the death, resignation, removal or disqualification of any Board Member. The Board of Directors may also declare vacant the seat of any Board Member who shall absent himself from three (3) successive meetings of the Board of Directors. Vacancies so occurring shall be filled by election of the Board of Directors at its next succeeding meeting. The Director or Directors so elected shall hold office until the expiration of the term of office as provided by these Bylaws.

F. Four (4) Board Members shall constitute a quorum for the transaction of business at any regular or special meeting of the Board of Directors. There shall be no proxy voting by any Board Member. Every act of a majority of at least four (4) Board Members present at a meeting held at which a quorum is present shall be regarded as an act of the entire Board of Directors.

G. Subject to any limitations in the Article of Incorporation, these Bylaws, the general non-profit law of the State of Califor-nia, or any other law of the State of California or the United States, all corporate powers shall be exercised by and under the authority of, and the business and affairs of this Corporation shall be conducted by, the Board of Directors.

H. Board Members shall not receive any salary or other compensation for their services as Directors.

I. A quorum of the Board Members may adjourn any meeting of the Board of Directors.

ARTICLE VII - OFFICER DESCRIPTION

A. The offices of the Board of Directors shall consist of the President, Vice-President, Secretary and Treasurer. The other three (3) Members of the Board of Directors shall act as Directors at Large

B. Duties of the President:a. To prepare the Agenda for and preside at all meetings of the Board of Directorsb. To prepare the Agenda for and preside at all General Membership meetings.c. To act as an ex-officio Member of all standing committees and temporary committees, except the Nominating Committee.d. To execute all documents and correspondence in the name of the Corporation as authorized by the Board of Directors and/or the Membership.e. To be a signer on all Club financial accounts.f. 3. On request of the Board of Directors, furnish to the auditor designated by them, all financial reports and/or books and state-ments as provided in the Bylaws4. Receive all monies paid to the Corporation and deposit same to its credit with the bank designated by the Board of Directors

ARTICLE VIII - FISCAL YEAR

A. The Club's fiscal year shall be the calendar year.

ARTICLE XI - AMENDMENTS TO BYLAWS

A. The Bylaws of this Corporation may be amended at any time in the following manner:

1. Upon recommendation by not less than three (3) Directors, or by a writing signed by at least ten (10) Members in good standing, a special Parliamentary Committee shall prepare the suggested Amendments in such manner that it may be legally incorporated in these Bylaws.

2. The properly prepared Amendments shall be mailed to each Member in the form of a ballot. Inclusion of the proposed bylaw changes in an issue of the region newsletter may substitute the for separate mailing. Thirty (30) days from the mailing date, the Secretary shall count the valid returned ballots and, if a majority of said ballots are in favor, the Amendments shall be deemed adopted. Thereupon the Secretary shall cause the results of vote to be included in the next succeeding newsletter.

3. In any case, the Secretary shall announce the results of the ballots by reading it into the Minutes of the next meeting of the Board of Directors.

ARTICLE XII - ENACTING CLAUSE A. These Bylaws shall become effective upon a favorable vote by a majority of the Membership

Ed: I grew up loving pretty much anything with a motor, and airplanes were no exception. I managed to barely get a pilot's license but, in the process, recognized that I flew the same way I drove a car... Not a good thing. I stopped flying, but did not stop loving it. I read sport Aviation cover to cover every month. It always has interesting articles and pieces about how to better work on and fly, why things break and pilots crash, etc.

Reading Mike Busch's article on Human Error, I realize that much of what he was saying pertains to automobile mechanics, both professional and back yard varieties, so I asked for, and got permission to take excerpts from the article and reprint them here. Thanks Mike!

In recent decades, there has been an increased focus on maintenance errors by the airlines but, in my view, not nearly enough attention has been given to maintenance er-rors in general aviation, where the incidence of maintenance-induced failures is more prevalent.

Kinds of Maintenance Errors:Maintenance errors can be divided into two broad classes: (1) introduction of a problem that was not there before the maintenance began (or what I call a "maintenance-induced failure" or MIF) and (2) failure to detect a pre-existing problem during maintenance inspections.

Errors of omission seem to be the most com-mon kinds of maintenance errors. An analy-sis of 122 maintenance errors detected by a major airline over a three year period revealed that 56% were omissions, 30% were incorrect installation, 8% were wrong parts installed, and 6% were other things.

My experience in general aviation suggests that we suffer the same kinds of MIFs as the airlines do, and that the major-ity are errors of omission. This includes things like fasteners left uninstalled or improperly torqued, caps and inspection plates left loose or missing, hoses and electrical harnesses left disconnected, and so forth.

The Reassembly Problem:Most maintenance errors occur not when taking something

apart, but when putting that something back together. There's a good reason for this. Consider a bolt into which eight nuts have been assembled, each one labeled with a unique letter A through H. Assume that the task at hand is to disassemble the nuts from the bolt, clean them, and then reassemble them in the original order. There is really only one way to take this assembly apart, but there are 40,320 different ways in which it could be put back together - and 40,319 of them are wrong!

This simplistic example illustrates the fact that the task of disassembly usually constrains you to one particular se-quence, with each succeeding step being prompted by the last. You don't require much guidance, because the disassem-bly procedure is usually obvious. In contrast, correct reas-sembly usually requires knowledge - either in your memory or in the form of written instructions.

Human memory being as imperfect as it is, reassembly based on memory is inevitably error-prone. Reassembly based on written guidance (such as a checklist or maintenance manual instructions) is far more reliable, but people doing a

hands-on grease-under-the-fingernails job tend to be reluc-tant to consult written instructions. Watch any A&P [An aircraft maintenance technician who holds an Airframe and/or Powerplant (A&P) certificate issued by the Federal Aviation Administration] work on an aircraft, and note how rarely he consults the manual or any other form of written guidance.

Reassembly-by-memory is probably adequate for a task that one does every day, but some maintenance tasks aren't like this, and we all know how easily we can forget the details of a task after even a relatively short period of time.

To make matters worse, improper assembly is not always obvious on later inspection. The absence of washers, bush-ings, fasteners, seals, O-rings, caps, lubrication and the like

are often concealed after reassembly. This, reassembly by memory often creates the opportunity for double jeopardy: an increased probability of forgetting something important during reassembly, and a decreased probability of detecting the error once the job is done.

Slips, Mistakes, and Violations:Failures to perform a task as planned are commonly termed slips, lapses, trips, or fumbles. "Slips" occur when one is trying to do the right thing but screws it up somehow. Slips can be caused by omitting some necessary action, perform-ing some necessary action in a clumsy fashion, performing some unwanted action, or carrying out the right actions in the wrong order. Such slips most often occur when doing tasks by memory - often well-practiced tasks that are done frequently in an automatic fashion.

"Mistakes" are higher-level failures caused by an error in the plan itself. These are usually caused by lack of knowledge and occur most commonly when performing tasks that are not done very often. Often mistakes are caused by trying to do something by memory that should have been looked up in the manual. Forgetting to torque a cylinder hold-down nut is a slip; torquing it to the wrong torque value is a mis-take.

"Violations" are deviations from standard practices, rules, regulations, or standards. While slips and mistakes are unintentional, violations are usually deliberate. They often involve cutting corners in order to take the path of least resistance and can become part of one's habit pattern.

Distractions:Distractions can play a big part in errors of omission. A common scenario is that a technician installs some fasteners finger-tight, then gets a phone call or goes on lunch break and forgets to finish the job by torquing the fasteners. I have personally seen some of the best, most experience A&Ps I know fall victim to such seemingly rookie mistakes, so I know that they can happen to anyone. I also know of sev-eral fatal accidents and countless less-serious incidents and precautionary landings (not to mention pissed-off aircraft owners) caused by such omissions.

Just as pilots need a "sterile cockpit" during high workload phases of flight, maintenance and avionics technicians need a distraction free workplace when performing safety-critical tasks. Unfortunately it has been my observation that the typical piston GA shop is a distraction-rich environment. Phone calls come in. Customers drop by unexpectedly. UPS drivers deliver anxiously awaited parts. The Snap-on tool truck stops by.

Quality Assurance:I've visited quite a few GA aircraft and engine factories over the years, and watched how they build our flying machines and their powerplants. One of the fundamental work rules is that there must always be at least two sets of eyes that look at every step of the process: the technician that performs the work, and an inspector who verifies that the work has been done properly. Fewer sets of eyes inevitably means that more slips, mistakes, violations, and discrepancies escape detec-tion.

The Owner as Final Inspector:Aircraft owners and pilots need to understand that mainte-nance errors create a significant hazard, and act accordingly. The most likely time for an aircraft to suffer a mechanical problem is on the first flight after maintenance. Prudence de-mands a post maintenance test flight every time the aircraft comes out of the shop. The test flight should be done VMC (visual meteorological conditions), without passengers, and in a place where the pilot can easily put the airplane back on the ground if something isn't right.

Prior to the test flight, the owner or pilot should conduct an extraordinarily thorough preflight. Make sure that all inspec-tion plates and fairings are installed and secure, all cowling fasteners are tight, and all fuel and oil caps installed. Check that all flight controls and trim systems are free throughout their full range of motion.

In short, be thoroughly skeptical any time an aircraft comes out of maintenance.

Since the 1960s, Anatoly Arutunoff has been known in some circles as a very active sportscar racer and rally/tour driver, both in the US and Europe. His credentials are solid, having won SCCA National Championships, but he often raced in obscure classes, or did rallys in Europe, so he is not as well known in this county as he should be.

This book is not about Toly the racer, but about Toly the unique individual (name me another SCCA Runoffs Champion with 5 college degrees). Although certain races are discussed in detail, ONE OFF is a book about the life and times of a very interesting character; it shows Toly the raconteur rather than Toly the racer. It is a collection of very interesting and readable stories, told by a self-depreciating, personable guy who has had a very active and complex life, mostly related to cars and competitive motorsports events.

The parents of Toly and his two sib-lings were expatriate Russians. Toly grew up primarily in Oklahoma, but had ties to the Russian film colony in SoCal, through an uncle. His family was fairly well to do, which gave him the opportunity to have his first new car while in high school, to hot-rod a series of new cars (and temporarily his mother's), to attend races in Europe, most notably the '57 Mille Miglia which lead to his acquisition of a Carrera GS Speedster as a daily driver.

Not really a motor racing autobiography, ONE OFF none-the-less has endorsements by Denise McCluggage and Peter Egan, who says “it's a book that re-ignites the sense of fun and wonder that once filled the motor racing world”, refer-ring more to events leading up to races than to the action on the track. Toly really is one of a kind, and it shows through-out this book, which provides a much more comprehensive picture of Toly than anyone who just watched him race saw.

Ten chapters cover various facets of his life (often with overlapping chronologies), and an appendix lists the over 50 tracks on which he has driven. Chapter titles (they are un-numbered because the are not necessarily sequential, and each

stands alone) range from “Youth: Ca-pers, Frivolities and Other Gambols”, through “The Fairer Sex: The Shine on the Glaze on the Cherry on the Frosting on the Cake”, to “Historic Rallies: Better Cars, Better Food, Better Wine”

Two sections of pictures document his life, from his first 4-wheeled vehicle at age 1 to hamming it up at Galleria Ferrari at age 70. Along the way he was a Ferrari dealer, track designer/owner/operator, and particularly a guy who liked to drive, especially ob-scure cars like his Studebaker Hawk, Morgan 4/4, Lotus Europa and Lan-cia Zagato. He was the kind of guy who drove for the fun of it and, to him, driving an open Cooper Mark IV Sports through deep snow on the Monaco-Sestriere Rally was fun, even at age 52!
