Leslie Street Connection Track Underground Municipal Infrastructure Notice of Upcoming Construction The Project The TTC is building the Leslie Barns, a streetcar maintenance and storage facility at the corner of Leslie and Lake Shore, to accommodate new, low floor, accessible streetcars. Built to Toronto Green Development standards, features of the facility include a storm water management pond, green roof and enhanced streetscaping. Under its previous name, the Ashbridges Bay Light Rail Vehicle (LRV) Maintenance and Storage Facility Transit Project Assessment Process was completed under Ontario Regulation 231/08 and followed the Ontario Transit Project Assessment Process Guide (March 2009). The Project Statement of Completion was issued in December 2010. In 2011 the Toronto Transit Commission (TTC)/City of Toronto (co-proponents) initiated the preliminary and detailed design phases of the project. A connection track from Queen Street to the facility will be built along Leslie Street (see map). • Replace watermain from Mosley Street to Queen Street; and

• Access and clean the existing storm sewer on Commissioners Street from Leslie Street to the proposed existing storm sewer isolation structure at the Innocon site on Commissioners Street.

In addition to providing City operations crews with access for future maintenance by coordinating the above works with the connection track, the City avoids the need to make future underground infrastructure repairs/replacements and reintroduce construction on Leslie Street at a later date.

The ProcessAs all of the proposed construction will take place within the existing Leslie Street right-of-way or City easements, the above infrastructure replacements and rehabilitation works are classified as a Schedule “A+” undertaking as defined in the Municipal Engineers Association’s Class Environmental Assessment document (October 2000 as amended in 2007 and 2011). A Schedule “A+” project is pre-approved under the Environmental Assessment Act and includes the requirement for public notification prior to project implementation. By issuance of this notice, the TTC and the City of Toronto has fulfilled its public notification requirements for the above works.Municipal infrastructure replacements and rehabilitation is anticipated to commence in June 2013.

All correspondence will be maintained for reference throughout the project and will become part of the project record. Under the Municipal Freedom of Information and Protection of Privacy Act and the Environmental Assessment Act, unless otherwise stated in the submission, any personal information such as name, address, telephone number and property location included in a submission will become part of the public record files for this project and will be released, if requested, to any person.
