Project:

Management o oil and gas in Madagasar

Following an appliation rom the President o Madagasar, dated 15.03.05, adelegation led by NORAD visited Madagasar in February/Marh 2006. The aim was

to assess the possibility o onduting a projet assisting the relevant authorities

building their ompetene and apaity within the oil and gas setor. NORADs

proposal regarding launhing suh a projet was presented to the Oil or

Developments Steering committee at its meeting 11.05.06. The Steering

committee approved the projet, and asked NORAD to proeed with the work.

19.05.06 NORAD requested NPD to prepare a plan or a long term ooperation

programme between Madagasar and Norway. Both environment and revenue

management should be inluded as integral part o the ooperation programme

as these elements are all parts o the sope or Oil or Development. The

programme should indiate a time shedule as well as an overall budget.

A Terms o Reerene doument was approved 15.08.06 detailing the oming

ativities and budget. The planning work should be based on:

Ativities in 2006:NPD attended NORADs Fat Finding Mission to Madagasar in

February/Marh together with NORAD and MPE.

NPD organised a visit to Madagasar together with SFT and FIN in September or

drating the projet plan. A series o meetings were held with OMNIS and various

government institutions. NPD also attended the Strategi Deision Meeting (SDM)

arranged by the Presideny.

As preparation or the frst oshore liensing round, two geophysiists rom OMNIS

spent 2 weeks at NPD in November/Deember to interpret the newly aquired

regional seismi survey rom oshore Madagasar. A management delegation rom

OMNIS and the Presideny also visited Norway or urther detailing o the projet

plan and to have meetings with NPD, PSA and GRID, Arendal.

OMNIS delivered a new projet plan and a revised appliation or ooperation with

Norway to the Norwegian Embassy in Antananarivo on 20.12.06.

Plans 2007NPD will ontinue to play an ative part in order to

fnalize the overall Programme Doument. Based

on this NPD and OMNIS will sign an Institutional

cooperation Agreement. Signing is expeted in

May 2007.The ativities listed in the Terms o Reerene

doument o August 2006 will be ompleted by frsthal o 2007, inluding both tehnial and legal sup-

port or the oshore round. An UNcLOS workshop is

planned or Marh in Madagasar as preparation or

sending a laim to UN or extension o the continental

shel. The Petroleum Saety Authorities will arrange a

workshop on Saety Audit methodology or OMNIS in

April and perorm a joint audit towards Madagasar Oil

later in the year. High level Training will be initiated and

organized as Master degree eduation in Norway or

seleted sta at OMNIS and 8-week Petrad ourses.

NPD will selet internally a Petroleum Advisor that will

stay 2 years in Madagasar in the OMNIS ofe to

ensure good ooperation between Norwegian andMalagasy institutions and ensure individual om-

petene and organizational apaity building.

The NPD advisor will ommene her duties in

Madagasar in June 2007. Ativities on all the

Programme elements will start ully during seond

hal o 2007 and ontinue to 2011.
