Climate change legislation We will not be on the sidelines

A climate change bill passed the U.S. House of Representatives in a 219-212 vote. You might call that a squeaker. If the analogy to a baseball game holds true, the early innings are over, but there is a lot of game remaining. As you watch the political process, it does feel like a game and like most games, you’ll probably watch it closer as it moves to the final innings.

The Waxman-Markey (HR 2545) is complex legislation (1,201 pages worth) with very high stakes. This was an unwieldy piece of legislation that changed considerably as it moved through final negotiations. We were involved in those negotiations through the National Rural Electric Cooperative Association (NRECA). Improvements were made over the original draft of the bill. Rep. Collin Peterson, chairman of the House Agriculture Committee, and Rep. Tim Walz, also on the agriculture committee, were very instrumental in getting amendments that were helpful to agriculture and lessened the very unfair impact to electric cooperatives in the Upper Midwest. The original bill would have given utilities in some parts of the country a huge windfall of allowances, while in the Upper Midwest where we had the greatest need, we would have received only about 60 percent of our allowances. Although the changes

addressed the inequities, they did not totally fix it. We did not support the bill, but we did not attempt to cripple it.

We will be active in the Senate as we seek major improvements. During the process, comments were made that rural America is “over-represented” in the Senate and that is where we should go for

our relief. When I look at the House members and see the number of Representatives from California and other urban states, I would respond that they are “over-represented” in the House. Senate here we come. It is unlikely that the Senate will pass the House bill. As in the House, we expect a bill to go through a series of stages in negotiations and amendments. NRECA will focus on three key issues:

AllowAncesAllowAnces – Allowances should be based on emissions to give relief to consumers who will face higher costs as a result of putting a price on greenhouse gas emissions.emissions reductionemissions reduction – Lower the emissions cap to 7 percent of 2005 levels in 2020, which is actually 14 percent given Energy Information Administration projections of future growth in electricity demand. The 17 percent by 2020 in the House bill actually makes it 24 percent when you account for growth. A national greenhouse gas emission reductions goal should account for projected growth in energy demand.

offsetsoffsets – A greenhouse gas emission offsets program must be workable, with all domestic offsets managed by the Department of Agriculture. Electric cooperatives and other utilities must be able to use these offsets the year carbon restrictions are mandated in order to hold down costs.

Beltrami Electric’s board of directors conducted its monthly meeting Monday, June 29, 2009. All directors were present except Lea Perkins. Also present were general manager Lynette Nieuwsma, Sid Sletten and Kay Olson.

The following reports were given:•  The Manager gave her monthly 

report, including a review of the average sales and revenue and power costs. Various legislative issues were also discussed.

•  Sid Sletten presented the May financial and statistical report and reviewed the work order inventories.

•  The balance sheet was reviewed with the board.

•  Emmet Weidenborner reported on the Square Butte board meeting.

•  Terry Diffley reported on the Minnkota Power board meeting.

•  Judy Honer reported on the power plant tour to Center, N.D., she recently attended.

•  Attorney David Sogard discussed legislative issues with the board and reviewed the fiduciary duties of cooperative directors.

The following actions were taken:•  Arnold Christianson was ap-

pointed Cooperative Development Governor representing Beltrami Electric Cooperative.

•  Authorized expenditure for Bel-trami and Hubbard County 4-H auctions.

•  Authorized attendance of Direc-tors to the New Director Orienta-tion, Energy Issues Summit and the Region VI meetings.
