The 2007 annual meeting is in the books and I’d like to thank every-one who attended the meeting and 

those who participated in their coop-erative through the democratic process. I’d also like to congratulate Emmet Weidenborner, Frank Zentek and Terry Diffley who were re-elected to the board of directors, and thank candidates Murl Nord and Dennis Zeto for taking an active interest in their cooperative. We had a record number voting in this year’s election. Your participation in the elec-tion process and attend-ing the annual meeting is appreciated. 

Much was discussed at this year’s annual meeting, including the year in review, challenges ahead, and important leg-islative issues facing the cooperative and the utility industry in general. 

David Loer, president & CEO of Minnkota Power Cooperative, Beltrami Electric’s wholesale power supplier, discussed future generation resources, including a proposed coal-based plant currently under study. He also highlight-ed Minnkota’s recently announced power purchase agreement with FPL Energy for 99 megawatts of renewable energy from a wind farm to be constructed south of Langdon, N.D. The wind farm is scheduled to be operational in late 2007 or early 2008. This purchase agreement will help Minnkota work toward meeting 

the renewable energy mandate passed by the Minnesota Legislature, in which 25 percent of the electricity generated must be in the form of renewable sources by the year 2025. 

Also discussed were the challenges of pending legislation that would man-date energy conservation and reduce CO

2 

emissions. A key point we made at the meeting is that these mandates will impact future electric rates.  

Dr. Michael Jones, senior research advisor at the Energy & Environ-mental Research Center and an adjunct professor of physics at the Univer-sity of North Dakota, dis-cussed the challenges and opportunities of electric-ity generation in the 21st century. He emphasized the importance of coal as a fuel source in producing electricity. With 154 pro-

posed new plants currently under study in the United States, Jones said coal would play a large role in meeting our nation’s energy needs.

As I write this column, there is pending legislation that if passed, would adversely affect electric reliability in Minnesota. In essence, the implementa-tion of a cap and trade system for carbon emissions could potentially block the construction of Big Stone II, a coal-fired power plant in South Dakota essential to providing affordable electricity to electric consumers throughout the region. While Minnkota is not a partner in this plant, we support its construction to maintain electric reliability. We have been commu-nicating our concerns with legislators and will monitor this and other legislation as it progresses.

Touch. In its eighth year, this statewide cooperative program has provided much-needed assistance to our state park system and collectively members have donated more than 16,000 hours of their time to this worthwhile cause. It’s amazing what can be ac-complished in a short time with a coordinated effort of dedicated volunteers. 

 I’m coming up against my first anniversary at the coopera-tive. This year has gone quickly. I have not found a slow time at the cooperative, some times are just busier than others. We are approaching our construction season and we expect a busy one with both new service requests and road jobs. If you have service needs for the summer, please get them in as early as possible.

NOTICE FROM THE MINNESOTA DEPARTMENT OF REVENUE

Sales and Use Tax Utilities – Agricultural Production Animals

Background Minnesota Statutes, section 297A.69, subdivision 2, provides a sales tax exemption for fuels, electricity, gas and steam used or consumed in the agricultural production process. Subdivision 2 further provides that utilities used for space heating, cooling and lighting are exempt when they are in excess of the average climate control or lighting needed for the production area and necessary to produce a particular product. Minnesota Rules, part 8130.5500, subpart 4a, provides that the purchase of fuel, electricity or gas to power a machine or fixture that controls the lighting or climate of a building is taxable unless the lighting or climate control is a special requirement necessary to produce that particular agricultural product. 

Department position It is the department’s position that the purchase of all fuel, 

gas and electricity that is used to heat, cool, light and ventilate facilities in which agricultural animals are housed, is consumed and used directly in the agricultural production process and is therefore exempt from the sales tax. Thermal and air qual-ity control is necessary to maintain the health of and prevent disease in agricultural production animals. 

Ventilation is typically the primary means of maintaining the desired air quality, velocity, humidity and temperature in buildings housing agricultural production animals. Ventilation is needed to provide adequate oxygen; remove moisture, gases and odors; regulate temperature; and dilute airborne disease organisms. 

Thermal control is vital to the agricultural production process as extremes in temperatures can affect the health of the animals and the production of agricultural products. Both the lack of sufficient heat and the effects of heat stress will affect agricultural production animals. Young animals often have special thermal requirements as they develop their immune sys-tems and adjust to dietary and environmental conditions. Older animals often generate enough heat themselves to maintain optimum temperatures, but supplemental heat may be needed in cold weather. 

Examples A farmer houses swine in a confinement facility and 

purchases utilities to heat, cool, ventilate and light the facility. The utilities can be purchased exempt from the sales tax. The exemption does not apply to space heating, cooling or lighting used or consumed in the nonproduction portions of the facility, such as office or administrative areas. 

A farmer who raises dairy cattle can purchase electricity to heat, cool, ventilate and light the barn exempt from the sales tax under the agricultural production exemption. The agricultural production exemption would also apply to electricity purchased to power automatic feeding systems, feed grinders, tank heaters, milking machines, milk coolers and milker washer units.

Beltrami Electric Coopera-tive members elected three directors at the coopera-tive’s 67th annual meeting Friday, April 27, at the Northern Inn in Bemidji. More than 900 members and guests attended the event at which Emmet Wei-denborner, Frank Zentek and Terry Diffley were re-elected to the cooperative board.

The District 1 race saw incumbent director Emmet Weidenborner of Kelliher defeat Murl Nord of Black-duck 1,563-938. In District 5, incumbent Frank Zentek of Cass Lake ran unopposed and received 2,247 votes. District 8 incumbent Terry Diffley of Bemidji defeated Dennis Zeto of Bemidji 1,685-817.

More than 900 members and guests attended Beltrami Electric’s 67th annual meeting Friday, April 27, at Bemidji’s Northern Inn. Those in at-tendance were treated to an excellent roast beef dinner, heard reports from co-op management and witnessed the election of three directors to BEC’s board. Attendees also had a chance to win one of many door prizes awarded through-out the evening.

Dr. Michael Jones was the featured speaker at this year’s annual meeting. Beltrami Electric’s board of directors conducted its monthly meeting Wednesday, April 25, 2007. All directors were pres-ent. Also present were general manager Lynette Nieuwsma, Sid Sletten and Kay Olson. 

The following reports were given:•  The manager made her 

monthly report, including a re-view of the first quarter budget, unclaimed capital credits and grassroots legislation.

•  Sid Sletten presented the financial and statistical report, including a review of the equity management plan goals and work orders. He also re-viewed the first quarter budget performance.

•  Dan Edens discussed right-of-way clearing and cleanup.

•  Jared Echternach presented in-formation on legislative issues and the grassroots program. He also reported on the Youth Tour, Project GreenTouch and the scholarship program.

•  Sam Mason reviewed the upcoming annual meeting and reported on Northern Safety & Security LLC.

•  Lyle Robinson reported on the last Minnkota Power Coopera-tive board meeting.

•  Lyle Robinson reported on the reorganization meeting of the Minnkota board.

•  Emmet Weidenborner reported on the reorganization meeting of the Square Butte Electric Cooperative board.

•  The manager and Lyle Robin-son discussed a recent CEO & board chair conference.

Also discussed were:•  Environmental and other legis-

lative issues.  •  The Minnkota and Square 

Butte annual meetings.

The following actions were taken:

•  Election tellers for the 2007 an-nual meeting were appointed. 

•  Scholarship payments from unclaimed capital credits plus a general fund contribution to seven area high schools and to the St. Mary’s Mission School were approved.

The June board meeting will be held Wednesday, June 27, 2007.

Ingredients:3 cups uncooked rotini pasta

1 (8 oz.) pkg. imitation crab meat, flaked

1 red bell pepper, julienned

1 mango, peeled, seeded and cubed

2 tbsp. chopped fresh cilantro

1 jalapeno pepper, seeded and minced

1 tsp. lime zest

3 tbsp. fresh lime juice

2 tbsp. olive oil

1 tbsp. honey

½ tsp. ground cumin

½ tsp. ground ginger

¼ tsp. salt

Directions:Bring a large pot of lightly salted water to a boil. Add

pasta and cook for 8-10 minutes or until al dente;

drain and rinse under cold water. Place pasta, crab

meat, red pepper, mango, cilantro and jalapeno in

a large bowl and set aside. In a small bowl, whisk

together the lime zest, lime juice, olive oil, honey,

cumin, ginger and salt. Pour over salad, toss to coat

and let sit in refrigerator for at least one hour before

serving.
