EU Context

• Regulations (ie rules) are being finalised, covering ERDF, ESF, Rural Development and EMFF • New Category: Transition regions (incl LCR) • Partnership agreement (National Govt and EC) is next

key milestone (autumn) • Size of Funds for regions will depend on EU Budget

agreement (expected July) and allocation methodology (which may be different between EC and UK!) • Programmes start 2014 (but project funding unlikely

before end 2014)

UK Context • Govt asked LEPs to lead on EU Investment Strategy (Feb)

to access Structural/Rural Funds/EMFF •  LEP and local partners working together (regulatory) •  Local EU Strategies sit within the National Growth and Job

strategy • Single pot (2015) • Preliminary guidance issued (Apr) with more in June • Govt establishing Local Growth Teams to support and

ensure compliance from project applicants •  LEPs to produce a Local Growth Plan

LCR Context •  Inclusive Governance Structure established by LEP • Thematic leads working with existing groups to

propose priorities for ERDF, ESF and Rural • Stakeholder events (Apr & Sep) planned to gain wider

buy-in • Links to NW structures to ensure LCR priorities are

reflected •  ‘Red Lines’ agreed by EU Sub Group of LCR Board,

including local management of full allocation

LCR: EU Investment Strategy

• Will be one element of the LCR Growth Plan • Will build on current strengths/opportunities and

enable investment in new opportunities • Proposals from theme leads will be moderated by APG

and EU Sub Group • Plans for accessing wider EU opportunities also being

developed, esp. Territorial Programmes (Interreg) & Horizon 2020 • On-going communications via LCR LEP website • First Draft submitted in June
