1. INTRODUCTION
The subproject: “Yen Thanh 110KV Substation” is one of the subprojects that will be
implemented in Phase I of the Distribution Efficiency Project (DEP) funded by the World
Bank. The subproject will be implemented in 13 communes of 2 districts in Nghe An
Province.
Activities of Subproject consist of: (i) new construction of 27.382 km of 02-loop
110kV(in current 01-loop will be stretched from Do Luong 220kV substation to Yen Thanh
110kV substation) on the compass of 13 communes within 02 districts of Nghe An province,
including: Xuan Son, Minh Son, Tan Son, Lac Son, Thinh Son, Hoa Son, Thai Son commune
belonging to Do Luong district and My Thanh, Cong Thanh, Khanh Thanh, Lien Thanh, Nam
Thanh, Bac Thanh commune belonging toYen Thanh district (ii) Building new one 110kV
bay at Do Luong 220kV substation and (iii) Building new Yen Thanh 110kV substation, Yen
Thanh district, Nghe An province with capacity of 25MVA. These activities may cause
negative impacts on the local environment and communities during pre-construction,
construction, and operation phases.
To ensure the potential negative impacts are identified and mitigated during the
subproject implementation and in compliance with the policy on environmental assessment of
the World Bank (OP/BP 4.01), an Environmental Management Plan (EMP) of the subproject
has been prepared in accordance with the guidelines provided in the Environmental
Management Framework (EMF) of the DEP project. The EMP includes the following
contents: an introduction, the main legal framework, the subproject description, the
environmental background, potential positive and negative impacts, proposed mitigation
measures to be carried out during the subproject implementation, and implementation
arrangements. It also includes an Environmental Codes of Practice (ECOP) prepared for the
subproject, and it will be incorporated into the bidding documents and construction contracts,
as well as a scope for environment quality monitoring. A Resettlement Plan (RP) has been
prepared and presented separately.
To comply with the government environmental management regulation, an
Environmental Impact Assessment (EIA) of the subproject has been completed and approved
by the Nghe An PPC as a premise of the EMP.

2. POLICY, REGULATIONS, AND INSTITUTIONAL FRAMEWORKS
2.1. Government Regulations:
The following laws and regulations are applied for subproject:
- Law on Protection of the Environment No. 52/2005/QH11 passed by the National
Assembly on November, 29th
, 2005 regulates the obligations of individuals,
organizations in protecting environment.
- Law on Water Resource No. 08/1998/QH10 dated 20 May, 1998
- Decree of Government No. 80/2006/ND-CP dated 9 August, 2006 on guidance for
implementation of Law on Protection of the Environment.
- Decree of Government No. 29/2011/ND-CP dated 18 April, 2006 regulating strategic
environmental assessment, environmental impact assessment and environment
protection commitment.
- Circular No.26/2011/TT-BTNMT dated 18 July, 2011 on guidance for Decree
No.29/2011/ND-CP dated 18 April, 2011.
- Decree of Government No.106/2005/ND-CP dated 17 August, 2005 on guidance for
Law on electricity relating to the protection of high-voltage networks.
- Decree of Government No.81/2009/ND-CP dated 12 October, 2009 amending some
Article of Decree No.106/2005/ND-CP dated 17 August, 2005.
- Circular No.12/2011/TT-BTNMT dated 14 April, 2011 relating to toxic waste
management.
- Vietnam National Standard: QCVN01: 2009/BYT- national technical regulation on
drinking water quality; QCVN02: 2009/BYT- national technical regulation on
domestic water quality; QCVN08: 2008/BTNMT - national technical regulation on
surface water quality; QCVN09: 2008/BTNMT - national technical regulation on
ground water quality; QCVN05: 2009/BTNMT – air quality – Standard for ambient
air quality; QCVN06: 2009/BTNMT – air quality –specified maximum allowable
concentrations of certain hazardous substances in ambient air.
- Guidance of EVN No. 2623/CV-EVN - KHCN & MT dated 28 May, 2007 on
management and pollution prevention and exposure to PCBs.
2.2. World Bank Safeguard Policies
An environmental screening was undertaken in line with the guidelines provided in the
Environmental Management Framework (EMF) of the DEP project and it showed that the
World Bank’s policies on Environmental Assessment (OP 4.01) and Involuntary
Resettlement (OP 4.12) will be triggered for the subproject. In addition, the Bank’s
requirements on public consultation and information disclosure will need to be followed. The
implementation of policy on involuntary resettlement (OP 4.12) will be addressed in a
separate report.
3. SUBPROJECT DESCRIPTION
3.1. Objectives of the Subproject
The objectives of the proposed subproject are to: i) To supply power for Dien Chau, Do
Luong substations, prevent overload of the local power grid for the subproject communes and

meet the power supply demand of Nghe An Province; ii) reduce power losses, improve
electricity quality, and provide stable power supply for living, production, and business
activities in the rural areas; iii) meet the power supply demand of the subproject local
communes for socio-economic development in present and future of Do Luong, Yen Thanh
districts; iv) contribute to Government poverty reduction programs in rural areas by providing
basic infrastructures, particularly electricity; and v) contribute to improving material and
spiritual life of people in remote areas of the central provinces.

3.4. Subproject Components
3.4.1. Electric cable 110kV
Yen Thanh 110kV line has the length of 27.382m, its starting point connects to
pooctic of bay of 110kV from Do Luong 220 kV bay, Nghe An province, the ending point is
110KV pooctic of Yen Thanh 110kV substation, Yen Thanh district,Nghe An province. The
line goes through area consisting of thirteen communes belonging to two districts: Do Luong
and Yen Thanh, in which Do Luong districtconsists of communes:Xuan Son, Minh Son, Tan
Son, Lac Son, Thinh Son, Hoa Son, Thai Son, and Yen Thanh districtconsists of communes:
My Thanh, Cong Thanh, Khanh Thanh, Lien Thanh, Nam Thanh, Bac Thanh. The line
mainly runs on flat rice-fields with low different levels, there is one line section of 3.7km
crosses the hill with rather slope terrain (Section from G7 to G13).
Some sections cross through the forested hills of public land of Hoa Son commune, pine-hills
beloging to Thai Son Commune. The Line also many time crosses fields, several times over
the small pond (within area of Son Thinh, Son Hoa, Thai Son and My Thanh communes).
The Line several times crosses field paths, over electrified line with lower voltage such as 35
kV and 0.4kV. It also passes many communication wires.
The line does not affect the residential Works, defense economy, and planning of
local, historical, cultural places or natural conservation zones.
3.4.2 110kV substation:
Yen Thanh 110kV substation is located on rice-field of Bac Thanh commune, Yen
Thanh district, Nghe An province, the transformer station is far from the edge of Provincial
Road 538 about 34m, beyond the road-boundary markers. This area has a relatively flat
terrain.
Yen Thanh 110kV transformer station is built on rice-field of Bac Thanhcommune, Yen
Thanh district, Nghe An province, far from provicial Road 22, far about 25m from the South.
- In order able to build this transformer station the total required land acquisition is
4,262.2m2. In which:
+ Area of station: 3,100m2

+ Area of access to station: 346.66m2
+ Area around station (Slopes, grassing ...): 815.54m2
3.4.3 Sub expansion 110kV at 220kV Pho Noi substation
- At Do Luong 220kV transformer, the Subproject will expansion an outgoing feeder. The
bay is in precinct of Do Luong 220kV substation, land acquision is not necessary as well as
there is no effect to soil and crops.

c) Yen Thanh 110kV Sustation: Construct new 110kv substation with capacity of 25kVA in
Bac Thanh commune, Yen Thanh district, Nghe An Provine.

3.5.2. Transportation
Material and equipment supply
Material and equipment supply will be determined in detail in later phase, depending on
the state budget disbursement and the subproject bidding method. Two sources are expected:
- Material and equipment supply by the subproject owner.
- Material and equipment supply by the contractor.
Long distance transportation
For material and equipment supplied by the project owner:
+ Long distance transportation of such material and equipment will be undertaken
using specialized trucks. Such trucks will be selected in accordance with the requirements
provided in the contract.
+ Long distance transportation from the subproject owner warehouse to the site
will be undertaken using 5-7.5 ton trucks and loading and unloading will be done using 5-
ton cranes.
For materials and equipment supplied by the contractor:
+ Electric poles will be transported using Kawaz trucks, using 5-ton cranes for
loading and unloading.
+ Supporting frames and accessories will be transported using 5-ton trucks with
manual loading and unloading.
+ Cement and steel will be transported using 5-ton trucks with manual loading and
unloading.
+ Stone and sand will be transported using 5-ton dump trucks.
Intermediate transportation
- Materials and equipment stored at the site such as cables, insulators, accessories,
breakers, capacitors, power meters, meter boxes and cement will be transported to the
construction sites using non-motorized vehicles and manual handling.
Manual handling
All materials and equipment will be transported to the construction site manually. The
distance will be determined case by case.

4. ENVIRONMETNALBACKGROUND
4.1 Geography
Nghe An has its area of 16,487km2. Nghe An is the biggest province of Vietnam
belonging to Mid-northern area.
+ Bordering Thanh Hoa province in the North
+ Bordering Ha Tinh province in the South
+ Bordering Laos in the West
+ Bordering Eastern Ocean in the East.
The project is located in Dong Luong district and Yen Thanh district, in the East of Nghe An
province.
4.1. Climate, topography, pedology
4.2.1. Climate
The communes in the project area are located in tropical monsoon climatic region,
with 4 seasons: spring, summer, autumn, winter. Annually, from April to August, the climate
of the province is affected by dry and hot south-west wind. In winter, it is affected by cold
and wet northeast monsoon. In the project area, annual average rainfall is: 1,670 mmwith

average temperature of 25.2 °C, average relative humidityof 86-87%and number of annual
sunny hour of 1,420 hours.
4.2.2 Topography
Communes in the project area are belonging to delta region. The topography is
relatively convenient. Nghe An has a dense river system, Ca River (Lam River) is the biggest
river with the total length of 532 km. However, the wire line does not pass over Rivers but
also crosses some small lakes and ponds, irrigational channels in Thinh Son, Hoa Son, Thai
Son, My Thanh, Khanh Thanh communes. Foundations of poles are not built on public
ground and ricefields. The construction of foundation on rice fields does not impact on
irrigational channels and drainage ditches.
4.2.3 Pedology
Survey result shows that the foundation geology of the project area is mainly formations with
erosive accumulated origin (alQ4), including 3 soil layers: cultivating soil, clay, clay mixed
with grit and gravel fragments.
4.2. Natural resources
4.3.1 Land
Nghe An province has its natural soil area of 1,648,728 ha. In which, agricultural land is
195,944 ha, accounting for 11.88%; forestrial area with forest is 685,504 ha, accounting for
41.57%; specialized area is 59,221 ha, accounting for 3.59%; residential land is 14,893 ha,
accounting for 0.90%; land area not yet used and river/stream is 693,166 ha, accounting for
42.04%.
In agricultural land, the area for tree plantation annually is 142,333 ha, accounting for
72.63%, particularly for rice plantation accounting for 22.4% with 2 harvest seasons; the land
area for long-planting tree is 12,401 ha, accounting for 6.32%.
4.3.2. Forest
Total forest area is 745,557 ha, coverage of 45.2% (according to data in 2004).
Wood deposit is more than 52 million m3
including many valuable types of wood such
ashinoki wood, samu wood, iron wood, dracontomelum wood, clove wood, bassia...
Bamboo, neohouzeaua, met: more than 1 billion trees; estimated about 226 valuable
medical and forestrial species.
The project line does not pass by forest areas.
4.3. Population, culture, society
Nghe An population (according to the survey on 01/04/2009) has 3,113,055 peoples.
Over the province, there are many minorities living together such as Thai people, Muong
people besides the main ethnic – Kinh people. In the project area, only Kinh people lives.
In the project area: cultural and social matters are under the attention of local
authorities, all people living the area have pure water and electricity. The project will directly
and indirectly contribute to the life improvement for local residents by supplying power for
manufacture, local economic development and lighting public works.
The project is not located in the areas having historical heritages, cultural-social
works as well as state security works.

4.4. Traffic:
Nghe An is an important traffic node of the nation. It has a developed and diverse transport
network, with roadway, railway, waterway, airport and harbour, which are established and
distributed suitably along residential areas and admin-economic centers.
Roadway: national road 7, national road 48, national road 46, national road 15;
moreover, 132km Ho Chi Minh Highway passing by mountainous and midland
districts of the province.
Railway: 124 km, including 94 km North-South line, with 7 stations, Vinh station is
the main one.
Airway: Vinh airport, with flights from Vinh to Da Nang and from Vinh to Tan Son
Nhat (and backward)
Harbour: Cua Lo harbour presently can adapt 1.8 ton seaboat, to be an international
exchange terminal
International entry gates: Nam Can, Thanh Thuy; in the coming time Thong Thu (Que
Phong) gate will be openned.
Because traffic conditions of project is rather convenient, further construction access
is not necessary.

5. SUBPROJECT POTENTIAL IMPACTS
The project will play an important role in the electrification program and poverty
reduction policy in 13 communes of 02 districts. It will also speed up the national
modernization and industrialization which is a step towards promoting rural development and
poverty reduction.
When the transmission lines are constructed, the local residents will tend to move to
live close to electricity access. The local authorities will need to plan for this by opening new
roads, new residential areas and industrial and agriculture development. All the subproject
districts and the city will have to work in this direction.
The project will bring about significant socioeconomic benefit. This has been
documented in detail in the description of feasibility report. Apart from such benefits, the
subproject may also result in environmental and socioeconomic impacts which are adverse to
the local conditions.
The environmental screening of the subproject indincates that it is eligible for financing
considering that the subproject will not involve possible high UXO risk and will not create
possible adverse impacts on (a) critical natural habitats and/or protected area including
proposed protected areas; (b) loss or damage to cultural property, including sites having
archeological (prehistoric), paleontological, historical, religious, cultural and unique natural
values, graves and graveyards; (c) water regime, particularly water flow and water quality;
and (d) local traffic.
The potential negative impacts of the subproject are identified in table 5.1 and could
be minimized by applying the proposed mitigation measures developed for the subproject
which is described in Sections 6.

7. EMP IMPLEMENTATION ARRANGEMENT AND CAPACITY BUILDING
7.1 Responsibilities for Implementing the Environmental Management Plan
Non-compliance by the contractor could result in suspension of works, financial
penalties, or other penalties, as must be clearly spelled out in the EMP and in the contract.
Contractors are responsible for implementation of EMP. The responsibilities for
monitoring EMP implementation are typically shared between the contractor, the PMU, and
the Construction Supervision Consultant (CSC). The Contractor’s Work Plan should
incorporate the guidelines provided in the EMP created for the subproject. The designated
Technical Officer(s) and Safeguards Officer(s) of the PMU are responsible for supervising
the adherence to the agreed EMP by the selected contractor(s). The World Bank may
periodically supervise implementation activities of the subproject.
At a minimum, the contractor should prepare a monthly report on adherence to EMP
which should be submitted to the CSC and to the PMU. Subproject-specific or contract-
specific reporting requirements are described in the EMP. CSC is responsible for monitoring
overall environmental performance of the project and submit to PMUs quarterly monitoring
reports.
To ensure effective implementation of the EMP, the following actions will be carried out
during the implementation of the subproject:
7.1.1 During Detailed Design and Preparation of Bidding Contract Documents
During the detailed design and bidding invitation preparation, the project management
unit will be responsible for incorporate the EMP (mitigation measures, responsibilities of the
contractor) into the attached annexes in the bidding invitation and contract signed with the
contractor. Engineers taking charge of the detailed design will also refer to findings in the
EIA and EMP to ensure environmental issues will be looked at in the final design.
During the bidding invitation preparation and the contract, it is necessary to ensure the
contractor is fully informed of its responsibilities in implementing environmental mitigation
measures and its commitment to compliance.
7.1.2 During Construction Phase
PPMU will assign the Construction Supervising Consultant (CSC) and/or field engineer
to be responsible for supervision of safeguard performance of contractor on a daily basis. A
generic Terms of Reference (TOR) is provided in Annex 1. CSC and/or field engineers will
carry out, but not limited to, the following tasks:
- Before the commencement of the construction, confirm that all compensation for land
and facilities are provided and relocation and/or land acquisition/donation has been
completed.
- Closely supervise the implementation of safeguard measures throughout the
construction period.
- Confirm the compliance with the EMP and inspect for any damages caused by the
contractor. If necessary, prepare a minutes to ask the contractor to compensate or
rehabilitate as provisions of the contract. Contractor safeguard performance will be
included in the subproject progress report.

7.2 Capacity Building for EMP Implementation
Training plan in the coming time includes:
EVN’s training program: Internal training courses on the implementation of
environmental management work at site, the preparation of reports on the Project
environmental issues as a part of half-yearly and annual reports. The program will
also provide training on environmental impact mitigation measures which
unexpectedly occur and differ with forecasts stated in the EMP report.
Northern Power Corporation’s training program: NPC’s training program
provided to the local power company’s staff and some local people is about:
Training on safety work: Periodically training on the safety work and power
network maintenance;
Supervision method and report EMP implementation to stakeholders in the
province and the districts where the Project is located. The training work will also
provide guidance’s on the coordination with the people in the environmental
management work;

8. PUBLIC CONSULTATION AND DISCLOSURE OF INFORMATION In the subproject preparation phase (the year of 2011), the following five activities
were carried out:
Activity 1: Surveying the site, working with the local authorities to discuss the route
and the substation locations.
Activity 2: Surveying the site and preparing the EPC and the EMP reports.
Activity 3: Conducting public consultation on the subproject.
From Octorber 1st 2011 to Octorber 17, 2011, a meeting with local residents in 13
communes was organized in order to consult with the public on the EMP, the representatives
of the Subproject Owner were also involved the following contents:
- Describing the subproject, the route, thesubstation locations, and the necessity for
the subproject;

In general, most of opinions of the local authorities and people were supportive of the
subproject. Similarly, most participants agreed that the impact that caused by the project
to the environment will not be severe due to the nature of the impact is slight and even
the reasonable scope of project. Furthermore, they also emphasized that the benefits will
clearly be able to compensate for the negative effects.

All the involved issues as well as suggestion of the local people that recognized by
the consultant and the investor, will be considered in the sub-project design and in the EMP
implementation phase.
Activity 4: Review and correct the EMP in accordance with the
comments. Continuing to receive feedback from the affected households. To collect opinions
of the people to complete the environmental impact mitigation measures in the EPC and
EMP.
Activity 5:Disclosure of the EMP
The EMP in Vietnamese will be disclosed at the offices of 13 People Committees of
the 13 subproject comunes, and People Committee offices of Do Luong and Yen Thanh
districts, Nghe An Province.
The EMP copies in Vietnamese and English will be sent to the Vietnam Development
Information Center at 63 Ly Thai To street, Hanoi City for disclosure of information.
The EMP copies in English will also be disclosed in the InfoShop of the World Bank
in Washington DC.

TERMS OF REFERENCES FOR MONITORING OF EMP IMPLEMENTATION FOR
CONSTRUCTION SUPERVISING CONSULTANT
Background
The construction supervising consultant will deliver technical services (“Services”) to ensure
efficient implementation of the EMP for the project.
Scope of services:
Services provided by the supervising consultant will include reviewing and monitoring of
construction activities to ensure mitigation measures described in the EMP for the project are
correctly complied with and negative environmental impacts are minimized.
On behalf of the PMU, supervising consultant undertakes the following duties:
- Conduct frequent field inspection;
- Review the implementation of environmental protection measures described in the EMP
and contract documentation;
- Review the effectiveness of the mitigation measures and environmental performance of
the project;
- If necessary, validate the acceptability of construction methods with regards to
environmental compliance (for temporary and permanent items), relevant design plans
and other submitted documents. If necessary, the supervising consultant will seek for and
recommend methods with less environmental impacts with consultation with the design
consultant and the PMU;
- Validate inspection results with regards to any non-conformance to environmental
performance and effectiveness of any countermeasures;
- Provide audit results for the leading engineer of the contractor in accordance with non-
conformance handling procedure described in the EMP;
- Direct the contractor to take corrective actions within a specific time period and exercise
additional monitoring if necessary, as per the requirements of the contract in case of non-
conformance and complaints;
- Direct the contractor to take actions to mitigate impacts and comply with the EMP in case
non-conformance is found;
- Direct the contractor to stop any activity resulting negative impacts and/or in case the
contractor does not fulfill requirements of the EMP, to take corrective actions.
- For contracts that need Site Environmental Management Plan (SEMP), the
supervising consultant will conduct a final review and approve all environmental plans at
the site that may affect environment. This work includes but not limited to: dredging
areas, material quarries and dumping areas and worker houses. The supervising consultant
will review and approve such SEMP submitted by the contractor. If such plans are found
non-compliant to the EMP, EPC or RAP, the supervising consultant will work with the
PMU and contractor for a proper solution.
- Complaint handling: Complaints from local residents will be collected by site officer of
the contractor, which may include violations to noise level, dust concentration and traffic

safety requirements. The lead consultant of the contractor and the supervising consultant
will address and work out a final solution organizes all such complaints. The supervising
consultant will provide a list of these complaints and confirm they have been properly
handled by the contractor in the same way with issued identified during site inspection.
- Confirmation of monthly payment: The supervising consultant will confirm monthly
payment for environment related activities undertaken by the contractor.
- Report: The supervising consultant will make the following reports in English:
o Report twice a week on non-conformances
o Monthly summary report will include issues and findings from the reviewing
and monitoring of construction activities
o At the end of project, the supervising consultant will make a final summary
report on findings from their work, number of violations, and solutions, etc. as
well as provide consultancy and guidance on how to implement such duties in
future.
