Welcome from the Chief Secretary Hello and thank you for your interest in the role as Chair of the Board in the newly created arms-length delivery organisation for health and care services. The way in which we deliver health and social care services on the Island is undergoing an exciting transformation and
the Chief Executive Officer to drive these changes forward and to continue to progress the work that has already been undertaken as a direct result of the review conducted by Sir Jonathan Michael. Tynwald, the Island’s parliament, has accepted all recommendations and the Council of Ministers has issued a mandate to ensure their comprehensive implementation. A key recommendation was to establish a new publicly funded, arms-length health and care delivery organisation. As a result, it is intended that from April 2021, “Manx Care” will take responsibility for delivering health and social care services for the citizens of the Isle of Man. New legislation has been

To support us on the next stage of our journey, we are seeking an experienced non-executive Chair, to lead the Board of executive and non-executive directors to continue to shape and deliver the services to support the future health and care needs of the residents of the Isle of Man. You will have the skills to be adaptable, motivated and imaginative and a problem solving leader, who can command the respect of others, including a wide range of stakeholders. This is a new, challenging and pivotal role in the transformation of health and care services, which is critical to their future successful direction. It will inevitably be a high profile appointment, which requires a suitably, strategic thinking, high calibre candidate. Given that this is a new role in a new organisation, we anticipate that, initially at least, the required time commitment will be significant. Overview
The Isle of Man Government is seeking a Non-Executive Chair to lead the Board responsible for the delivery of health and care for the citizens of the Isle of Man. This new high profile role will be responsible for leading the Board of non-executive and executive members of the new arms-length delivery organisation (Manx Care), which will drive change and help shape the future delivery of health and care services. The Chair of the Board is crucial in the development of the strategy and the culture ensuring it is patient and service user centred, focusing on financial and clinical sustainability and delivering the long term transformational objectives detailed in Sir Jonathan’s Report.
Job Purpose
As Chair of the Board you will work closely with and hold to account the Chief Executive Officer of Manx Care for delivery of the responsibilities for the delivery of health and care services defined in an annual Mandate given to it by the Department of Health and Social Care on behalf of the Isle of Man Government. You will be responsible for providing the strategic leadership and direction for the Board enabling delivery that is focused on quality, strategy, governance, risk and operational and financial performance.
Position Details

ð· Recruit, mentor and evaluate the performance of the Non-Executive Directors of the Board.
ð· Ensure that the Board is open and transparent in all its business. ð· Develop the Board, ensuring appropriate membership with a variety of skills
and diversity. ð· Direct and guide the work of the Board to ensure high levels of accountability
and value for money delivering high standards of clinical and corporate governance.
ð· Enable the Board to take consistent, appropriate decisions, taking consideration from all stakeholders.
ð· Lead the Board and ensure that they work collaboratively within the agreed governance and financial regulations framework.
ð· Develop a positive collaborative relationship with the Board and Chief Executive Officer of Manx Care.
ð· Ensure that the Board function within the legal and regulatory framework as well as observe relevant policies, priorities and requirements including the Isle of Man Government’s ‘Corporate Governance Principles and Code of Conduct’ November 2005. ð· Provide strategic leadership, modelling the Manx Care vision and values proactively directing major decisions of the board.
ð· Work with the Chief Executive Officer to negotiate and agree the annual Mandate with the DHSC.
ð· Hold the Chief Executive Officer accountable for the management and for fulfilling the responsibilities for the delivery of the requirements and strategy as agreed by the Board.
ð· Ensure the arms-length organisation delivers services or commissions services from other suitable providers, both on and off Island, that are at the highest quality while ensuring best use of public money, monitor that delivery and ensure timely remedial action is taken when necessary.

ð· Lead and enable the critical cultural change required to transform the delivery of health and care services for the population of the Isle of Man.
