The month of June is dedicated to Youth Month in

remembrance of the 1976 Soweto uprising, where

young people stood against the Afrikaans

language as a medium of black student

education. This was the beginning of our Democracy. Ngaka Modiri

Molema District Municipality under the Political Leadership of

Executive Mayor, Cllr Tshepo Justice Makolomakwa, Welcome the

newly appointed MEC for Cooperative Governance and Traditional

Affairs and Department of Human Settlement, Hon. Mothibedi

Kegakilwe.

The MEC, who is amongst other passionate about the role that

Communications plays in Government, says he is passionate about

this function of which during his engagement with Local

Government Communicators he urged that there is a need for

Communicators to be the proper face of government as they at all

times communicate government messages with one voice. In this

issue 42 of Modiri External Newsletter, we demonstrate the extent at

which the Municipality delivers its mandate at providing quality

services to Communities through various projects and programmes.

The Executive Mayor has acknowledged the challenges faced by

the residents of Ngaka Modiri Molema on the scarcity of water due

the low water level sources as this District is a dependent on ground

water sources and Villages such as Magogoe Koikoi, Central and

Majemantsho in the Mahikeng Local are amongst others affected

by lack of water and are benefitting from the Drought Relief

Programme funded by Department of Water and Sanitation.

Despite these challenges, the Municipality has completed 3 water

projects in Springbokpan, Meetmekaar and Schoongezicht which

installed yard connections to more than 2 000 households. Other

Projects such as the one in Bakerville are among the projects that

were supported by the Department of Water and Sanitation and

implemented through Sedibeng Water as delivery of Water is a

shared responsibility with the Department of water and sanitation;

and Sedibeng Water as an implementing agent.

The Municipality will continue to communicate all its plans on service

delivery matters and communicate one voice on “Thuma Mina”.

The year calendar for Local

Government sphere has come to an

end and Ngaka Modiri Molema District

Council has approved the both the

reviewed 2019/20 IDP that clearly set

out prioritised projects and

programmes, as well as the 2019/20 –

2021/22 MTREF Budget amounting to

R1.1 Million to enable the Municipality

to continue with its commitment in

providing a quality services to the

Communities of the District.

Ngaka Modiri Molema District

Municipality strive to remain proactive

at all times and not reactive in

addressing the plight of our

Communities. We are resolute that

amongst others, the Municipality joins

the President to curb the Youth

Unemployment Rate, in which he

regard it as being at “peak and affects

all of us”. The Municipality therefore,

call upon stakeholders to partner with

government in fighting this pandemic,

but we will continue to reduce youth

unemployment through EPWP and Skill

Development Programmes in all

projects that are to be implemented.

Furthermore, we are determined to

assist as young entrepreneurs’ in their

small businesses, as the Municipality

has already rolled out a programme to

provide financial assistance in

registering Cooperative, by the end of

June 2019 359 applications where

processed of which 40 Cooperatives

has been provided with their

registration certificates. This is an o

ngoing programme in ensuring that

entrepreneurs and cooperatives are

developed.

We are hoping for the best moving

forward Ngaka Modiri Molema. Let us

all pull together because nurturing the

same dream together, will only allow

for growth.

The Deputy Minister of Department of

Water and Sanitation (DWS) Pamela

Tshwete accompanied by the MEC for

Local Government and Human

Settlement Motlalepula Rosho,

Executive Mayor of Ngaka Modiri

Molema District Municipality Cllr Justice

Makolomakwa, and Mayor of

Ditsobotla Local Municipality

Cllr Daniel Buthelezi handed over the

Bakerville groundwater project to the

community of Bakerville.

Bakerville is a village in Ditsobotla Local

Municipality in the North West province

located approximately 20 km north of

Lichtenburg, with a population of 2241.

This village rely on two boreholes as

their source of potable water. Due to

the depletion of the yield from the two

existing boreholes and increase in

population, there was water

shortages in the

area. The

Department of

Water and

Sanitation then

assigned

Sedibeng Water

(SW) as an

I m p l e m e n t i n g

Agent to

undertake the

implementation of

reliable water

supply to

efficiently address

the water

shortages. The

project achieved

practical

completion in 21

February 2019.

The community started to receive

water from the date of practical

completion.

The two boreholes were subjected to

24hrs testing in order to determine the

performance characteristics of a

borehole and volume of water that

can be abstracted. Also, water quality

tests were conducted to ensure that

the abstracted water is safe and

palatable for human use as per the

requirements of SANS 241.. The project

is funded by the Department of Water

and Sanitation through the Water

Services Infrastructure Grant (WSIG) at

a cost of R20 million and Ngaka Modiri

Molema District Municipality will take

ownership of the project and will be

responsible for operations and

maintenance of the infrastructure.

The project has benefited the project

team and community with the

following: -

•Involvement of trainee personnel in

the project whilst gaining experience in

all project aspects (design, contract

administration, policies).

•Involvement of local people in the

project whilst gaining experience and

training on construction and contract-

ing aspects and the following training

for local labourers were undertaken

and they received certificates of com-

petence:

Basic Plumbing skills – 21 Local Labour-

ers First Aid Training – 7 Local Labourers

Fire Fighter Training - 3 Local Labourers

Addressing the community, Deputy

Minister Tshwete reiterated that the

handing over of the project comes at

a time when the DWS is initiating the

Groundwater Campaign to highlight

the need to optimize groundwater use

as an alternative within the greater

water mix.

“It is befitting for us to be celebrating a

project of this nature as the

Department of Water and Sanitation

(DWS) is currently embarking on a

campaign to highlight groundwater as

an important alternative for basic use

of water, under the theme “Making

the Invisible, Visible”, said Tshwete.

Low Water Levels causes Water Scarcity in

Ngaka Modiri Molema District

Ngaka Modiri Molema District

Municipality is facing challenges on

scarcity of water due to the drying up

of water sources throughout the

District. We take note of the plight of

our communities including those of

Majemantsho, Magogoe Central and

Koikoi in the Mahikeng Local

Municipality

Ngaka Modiri Molema District

Municipality as a Water Service

Authority takes account and is

responsible for providing access to

clean water and sanitation to its

communities throughout the District,

but due to the ageing infrastructure

and the limitations of underground

water, water tankering is used as an

intervention of the last resort, as proper

plans for the rehabilitation of

infrastructures are put into place. The

Executive Mayor, Cllr Tshepo Justice

Makolomakwa acknowledged that

Water tankering is not an effective

method of provision of water, but a

temporary measure.

”Thus as a District, we have made an

assessment on the status quo of our

water and sanitation infrastructure

which needs more that R 675m and

applaud the Department of Water and

Sanitation for funding Ngaka Modiri

Molema District Municipality through a

drought relief program, an amount R

157m for restoration and refurbishment

non-functional boreholes as well as

drilling and development of new

boreholes amongst others in identified

hot spot areas. Service Providers are

already on site as per the approved

time line schedule” said the Executive

Mayor.

Over the past years the underground

water levels dropped, which posed a

serious threat regarding the provision

of water to communities as currently, in

the Mahikeng Local Municipality and

surrounding areas, the District is

experiencing low water pressure as a

result of only three of the twelve

boreholes are operational from

Molopo Eye.

Previously, the Eye as affectionately

known used to produce 1 400kl/hr and

currently it produces only 800 kl/hr,

therefore it is difficult to have an

ongoing and unrestricted water

supply.

In three villages within the jurisdiction of

Mahikeng Local Municipality, Sedi-

beng Water as an implementing agent

for Ngaka Modiri Molema District

Municipality is currently implementing

the Water Supply Project of which the

bulk pipe line from Mahikeng Water

Treatment Works (WTW) has been

completed.

The Municipality has thus set-aside R 6

m from the drought relief programme

to ensure that these three (3) projects

are completed.

Majemantsho, work is in progress as

the project is only awaiting for the

installation of steel storage tank

and equipping/drilling of three (3)

boreholes.

Magogoe Central and Magogoe-

Koikoi, pipe lying has been com-

pleted, the borehole are

equipped and the steel storage

tank has also been installed, only

awaiting Eskom to energise these

boreholes. Our working relationship

with ESKOM would certainly assist in

fast-tracking energising

Ngaka Modiri Molema District Munici-

pality is committed in providing quality

water diligently in order to address the

plight of accessing clean water in a

sustainable manner.

The Executive Mayor Makolomakwa

continue to plead with Communities to

preserve and protect their own

infrastructure as theft and vandalism

cause a delay in completing most of

these projects.

THUMA MINA Campaign in Springbokpan Village

unveils complete water project

Community members from across the

district gathered together in numbers

to attend the Mayoral Imbizo which

highlighted complete service delivery

projects. The event was held at

Sprinbokpan sports ground in the

Ditsobotla local area on the 23 May

2019, with the intention to give

progress report on performance target

of IDP. Residents of Springbokpan

village had their fair share of good

service delivery, as it’s the role of

leaders in government to ensure that

services are rendered to community

members.

In the previous consultation with

residents of Springbokpan and through

thorough engagements it was

highlighted that there is a need for tap

water yard connections. This is a way

to put into action the Thuma Mina

(send me) Campaign, which is about

reconnecting with South Africans

through activities that improve

people's lives. In this way the message

decreed by President Cyril Ramaphosa

is taken into action.

A total number of (1492) one

thousand, four hundred and ninety

two household in Springbokpan and

Meetmekaar are now able to easily

access water. This water taps were

installed in the yard making it easily

accessible and within reach. Water

shortages for community members will

now be gone and forgotten.

South Africa Reflects on June 16.

The 1976 protests were a revolutionary movement that set South Africa

alight and changed the lives of many black African students

during the Apartheid era. The uprising was historical!

The Movement was against the apartheid regime were

back students were forced to take Afrikaans as a

medium language. The protests ignited across the

country when black students felt that enough

was enough. The 1976 riots have made a

history, many black students are fallen for the

right to etched in hearts and minds South

Africa has a story to tell.

It has been said and debated that the

youth today is fighting a different a battle

from the youth of generation X and despite

the many challenges that the youth today

is facing, every generation has its course.

The Challenges are different and the tools

used are different.

The Youth today is confronted with challenges

of poverty, unemployment, crime, drug abuse

and inequality. Generation Y might have

survived the struggles of apartheid. Let the youth

of today, tackle these challenges differently with

the tools that have been given to them. One major

tool to consider is the tool of education and the right to

function and manoeuvre anywhere. Let us eradicate

poverty and join in the struggle and uplifting another. Let us

operate in the essence of the spirit of Ubuntu.

The first recorded celebration of May

Day in South Africa is reported by Ray

Alexander to have taken place in 1895

which was organised by the

Johannesburg District Trades Council.

The next occasion was the visit of British

labour and socialist leader Tom Mann,

who came to South Africa in 1910.

Mann, like Kier Hardie before him,

criticized the South African Labour

Party (SALP) for its neglect of African

workers, and urged the white labour

movement to begin to think seriously of

organising among African workers. His

visit inspired a mood of international

worker solidarity and culminated in a

mass May Day procession in which all

sections of the labour movement

participated.

In 1913 Mineworkers strike, known as

the ‘July Strike’ as well as the strike by

railwaymen in January 1914 led to the

growth of the Labour Party and it

managed to win a straight majority in

the Transvaal Provincial elections of

March 1914. It also captured seats

from the government in by-elections,

and it was expected to make great

strides in the coming general election

of 1915.

On the 64th Anniversary of May Day, in

1950, the Communist Party of South

Africa (CPSA) called for a May Day

strike to protest against the Suppression

of Communism Act. The strike resulted

in police violence that led to the death

of 18 people across Soweto. Nelson

Mandela, later South Africa’s first

democratically elected President,

sought refuge in a nurses' dormitory,

overnight, where he sheltered from the

gunfire.

Less than two months later, the CPSA

was forced by the regime to dissolve,

and the African National Congress

(ANC) took over the planning for a

‘Day of Mourning’ for those who died in

the May Day strike. They also called for

the day to be celebrated as Freedom

Day in the future. At this period (1950),

the National Party government was a

“new kid on the block”, as it just won

the 1948 general election and was

tightening its grip on the Black majority

of the country.

Following the first democratic elections

in South Africa in 1994, 1 May was

inaugurated as an official national

public holiday. Known as International

Workers’ Day (also as May Day), the

holiday is widely celebrated, with as

many as 80 countries honouring the

date and what it stands for.

The Ngaka Modiri Molema District

Council would like to honour all public

servants and wish them happy and

safe “May Day”. We would like to

honour those that work tirelessly to

ensure that public consumers are at all

times with services and resources. To

the employees of Ngaka Modiri

Molema, it is without a doubt that our

district has a long way to go in ensuring

that resources are made available, as

council we appreciate the work and

the dedication that you still display

despite the hardships. Happy May Day.

South Africa had identified an

opportunity based on the 23 years

long Research on hemp fibre as a

crop that can address issues of job

creation, climate change,

traditional healing and indigenous

knowledge systems in our

communities.

tightened relations to plant

Cannabis for research and

development with the vision to

have Ngaka Modiri Molema District

being a hub of the product that will

amongst others create jobs.

Benefits from such farming will also

address essential oils for health

rejuvenation, manufacturing of

bricks, food security in enriching soil,

medicinal, textile amongst others.

THUTO MMELEGI PRIMARY SCHOOL DISASTER FREE

The disaster management centre of

Ngaka Modiri Molema District

municipality held a fire awareness

campaign at Thuto Mmelegi primary

school in Coligny on the 17th of April

2019. The campaign was aimed at

educating the learners about ways to

curb and avoid fire out breakages at

home and in the communities that

they live in.

With winter upon us, the disaster

management centre saw it fitting that

they conduct a fire awareness

campaign at primary schools to teach

the leaners about the different types of

fires that are there and how to respond

effectively. The leaners were engaged

on the discussions of what “Is Fire?”; it

can be harmful, it can be dangerous

and most importantly it can cause a

disaster. The campaign was graced by

various stakeholders from different

sector departments. The department

of Social Development, Office of the

Speaker at Ditsobotla local

municipality (DLM) and South African

Police Services (SAPS) were invited

respectively.

They played a very significant role

educating the learners about their

duties and responsibilities played in

their communities. At the centre of it

all, the delegation engaged the

learners on the emergency numbers

they should know in case of trouble.

From social development the key

message was; should a family find

themselves faced with a disastrous

situation and everything they had is

completely destroyed , the family

should lodge a claim at the nearest

Social development office within three

days to get the assistance that they

require to find solid ground again.

The disaster team, led by Mr. Lesenyego

encouraged learners not to play with match

sticks as they can ignite dangerous wild fires. He

further invigorated to the teachers to continue

imparting about the dangers and safety

measures about fire, man-made disaster and

natural disasters. Information must not only be

kept, but must be shared among peers and

elders.

Entertainment was nothing short of amazing

when talent was displayed on stage by a group

of learners performing a drama piece on

“Disaster.” it was descriptive and the message

couldn’t have been anymore clear.

Thuto Mmelegi Primary School was overwhelmed

by the support and recognition from the

government as a whole, that they took the time

to come and educate the leaners about disaster

awareness. Ngaka Modiri Molema District will

conduct more awareness campaigns across the

district.

AFRICA’S TRAVEL INDABA GREAT PLATFORM FOR BENCHMARKING

The Ngaka Modiri Molema District

Municipality team went on this year to

be present at 2019 Africa’s Travel

Indaba from 2- 4 May 2019 in Durban

ICC.

This is one of the largest annual tourism

marketing events on the African

calendar. A large number of tourists,

buyers and exhibitors gathered for a

period of (3) three days to sell, exhibit,

market and network. Indaba

showcases the widest variety of

Africa's best tourism products and at-

tracts international buyers and media

from across the world.

The 2019 event attracted more than

7000 delegates with 88 countries

represented and 135 hidden gems

across all provinces in the country.

North West province has a rich

heritage part of the important

historical sites in the province includes

Mafikeng, the traditional capital of the

Barolong people, where a British

garrison was placed under siege by

Afrikaners during the Boer War (1899-

1902); Lotlamoreng Cultural Village

near Mafikeng, which re-creates a

traditional African village. This heritage

sites are only a few falling within the

Ngaka Modiri Molema District.

Tourism includes various segments like

parks and reserves, accommodation

and hotel schools. North West Province

Mec for Tourism Mme Wendy Nelson

also was also present at the event and

she encouraged municipalities to

continue supporting SMME’s. She

further promised to engage with

international investors to attract them

for business Mme Elizabeth Thabethe

who is the Deputy Minister of Tourism

indicated that the province has done

well in tourism for the previous year in

terms of contribution to economic

growth. She also announced that the

2019 National Tourism Career Expo will

be held in Mahikeng during the month

of September.

Mr Derek Hannekom Minister of Tourism

did the official opening of the event

together with the Acting Premier of

Kwazulu Natal on the first day of the

event. He pronounced the love he

has for tourism for this country and his

willingness to take it to even greater

heights.

The Honorable President of the country

Mr Cyril Ramaphosa graced the event
