I am the Architect and Master Planner for the Paseo de las Americas the tourist development from Hughes to Macario Garcia. Our plans show a complete development including hotels, townhomes, a retail area similar to San Antonio’s Market Place and not the ghost city shown in the attached bird’s eye overpass final. Whoever drew the attached renderings is not familiar with this area. We have been building on this area for the past 10 years. I am afraid to say….but this is a biased statement to promote the underpass. Our plans show gardens and welcoming signs closer to Hughes. There is plenty of Community support from East End residents and businesses to move forward with an UNDERpass as well.

METRO committed in 2011 to build an underpass. That was at a time that contamination was known and remediation necessary. Nothing has changed since 2011. The contamination issue is not new, never has been. Let’s not pretend that it is. There are obviously people on both sides of this issue that are advocating for either OVER or UNDER.

Nobody here knows exactly what development will or will not occur. As not a single person owns all those parcels, they can’t say what will happen. Even Julio that has been putting in 10 years of efforts cannot tell you whether or not it will end up as Julio's proposed development, something better or something worse. What is shocking is that in 2.5 years METRO—who is in a push to get this line done as they profess—has not started on the work on the underpass that they agreed to build in 2011. They could be significantly progressed on the underpass should they have started work, but have not. Sorry I had to send email in 2 segments. Subject: RE: Metro Underpass Legal Analysis and Renderings Nice but not TRUE. The attached plans do not reflect at all the plans we have for this area. I am the Architect and Master Planner for the Paseo de las Americas the tourist development from Hughes to Macario Garcia. Our plans show a complete development including hotels, townhomes, a retail area similar to San Antonio’s Market Place and not the ghost city shown in the attached bird’s eye overpass final. Whoever drew the attached renderings is not familiar with this area. We have been building on this area for the past 10 years. I am afraid to say….but this is a biased statement to promote the underpass. Our plans show gardens and welcoming signs closer to Hughes. No real estate developer would build 4 story homes on contaminated soil next to the RR tracks. Julio del Carpio, M. In our view, an overpass the size of the Navigation overpass would be a cause for urban blight for this section of Harrisburg, whereas the underpass would permit full development along this sector.
