2 Contract document consisting of the detailed plans, complete specifications, the schedule of thequantities of the various classes of work to be done and the set of conditions of contract to becomplied with by the persons whose Bid may be accepted, which will also be found printed in theform of Bids can be seen at the office of the Executive engineer Div MDZ everyday except onSaturday, Sundays and public holidays, during office hours or it can be seen/ downloaded fromweb site httPi/lsppp.raj.nic.in & www.jaipurmc.org.com

3 If the Bids is related to rate contracted only rates will be approved & work order shall be given tothe sucessful bidder according to demand time to time durring the year. Bidder has complete thework according to time schedule mentaioned in work order.

4 Bids which should received on line by the Executive engineer Divi MDZ upto the 20.12.2016 andwill be opened in his office at 03.00 PM on 21.12.2016 in the presence of such contractors ortheir authorized representatives, as are present.

5 Bids are to be submitted only in electronic format which can be seen & obtained from the website httPi/lsppp.raj.nic.in, www.jaipurmc.org.com & httpi/leprocooraj.gov.in and also can beseen in the office of the Executive engineer Div MDZ. The sale of Bid forms will start from Dated06.12.2016 The sale of Bids will be closed on date 20.12.2016 it should be ensured that all thepayments regarding the bid, like Tender fee, Earnest Money Deposit, RISL fee etc. are to be paidonly on online to the website www.jaipurmc.org.com befor submission Date and time and tenderwill be accept valid after above receipt scanned copy will be uploaded to thewww.eprocoorajasthan.gov.in. Sales Tax clearance & registration certificate is also to be scaned.payments will not be accepted in the forms of DD/ Cheque or any other format. Bid papersincluding conditions of contract are to be signed by the Bidder Eligibility to get Bid forms shall bewith reference to the amount mentioned in the NIT.

6 The work is to be completely finished to the satisfaction of Engineer-in-Charge 2 Month from the10th day after the date of written order to commence the work.

and addressed to the commissioner nagar nigam jaipur Enlisted contractors shall be required todeposit 1/2% of estimated cost of work as Bid security while Biding within their enlistment zone.For out side their zone, 2% Bid security shall be required to be deposited.

8 The Performance security @ 10% of the gross amount shall be deposited by successful bidder within fifteen days after issuing of Letter of Acceptance in the form of BC/ BG/ Cash/ FOR etc. Thesecurity deposited shall however be adjusted while depositing the Performance Security. Howeverin case of during execution cost of the work exceeds balance performance security shall bedeposited by the bidder in form of BC/ BG/ Cash/ FOR etc

9 The acceptance of a Bid will rest with the competent authority who does not bind itself to acceptthe lowest Bid and reserves to itself the Authority to reject any or all of the Bids received withoutassigning any reasons.

10 Bid forms, as issued from the office mentioned above (Para 4) must be returned with allenclosures, to the following office/ offices, on the date of receipt of Bid.

11 No refund of Bid fees is claimable for Bids not accepted or forms returned or for Bids notsubmitted.

12 The Bids for the works shall remain open for acceptance for the period as given below from thedate of opening of financial bid:

1 For Bids to be accepted by Executive Engineer 20 days.2 For Bids to be accepted by Superintending Engineer3 For Bids to be accepted by Addl. C.E.4 For Bids to be accepted by Chief Engineer5 For Bids to be accepted by Administrative Deptt.

Note - Communication of acceptance of Bid shall be also be within the above limits.

13 If any Bider withdraws his Bid prior to expiry of said validity period or mutually extended period ormakes modifications in the rates, terms & conditions of the Bid within the said period, which are

not acceptable to the department or fails to commence the work in the specified period/fails toexecute the agreement the department shall, without prejudice to any other right or remedy, be atliberty to forfeit the amount of Bid security given in any form absolutely. If any contractor, whohaving submitted a Bid does not execute the agreement or start the work or does not complete thework and the work has to be put to reBiding, he shall stand debarred from participating in suchreBiding in addition to forefeiture of Bid security/security deposit and other action underagreement.

13 All Bids, in which any of the prescribed conditions are not fulfilled or which have been vitiated byerrors in calculations, totalling or other discrepancies or which contain over-writing in figures ofwords or corrections not initialled and dated, will be liable to rejection.

14 Enlisted Contractors, will be required to pay Bid security @ 1/2% of estimated cost of work put toBid, in case of work for which they are authorised to Bid under Rules for enlistment ofcontractors, but the amount to the extent of full Bid security shall be liable to be forfeited in theevent of circumstance explained in Clause 11 above. Degree/Diploma holder Engineers may payBid security equal to one half of the normal rates, subject to the provisions of rules for enlistmentof Contractors.

15 The Bid should be accompanied with Registration, 10, Income Tax and Sales Tax ClearanceCertificate from the concerned Departmental Authorities, without which the Bids may not beentertained.

16 The whole work may be split up between two or more contractors or accepted in part and not inentirety if considered expedient.

17 If the contractor does not submit performance guarantee within 15 days from the date ofcommunication of acceptance of his Bid, his Bid security shall be liable to be forfeited.

18 Each and every paper enclosed with bid shall be duly signed by the bidder.

19 Annexure A, B,C, & 0, are also attached with the bid Firms are suppose to read thoroughly andfill as and where required & Additional quantity may be procured by placing a repeat order on therates & conditions of the original order. However, the additional quantity shall not be more than50% of the value of work of the original contract.

20 Rajasthan transparency in Public procurement act 2012 and Rajasthan transparency inprocurement rules 2013 will be applicable as and where is clearly mentioned otherwise publicworks financial and account rules of appendix- xi will be applicable.
