    Kia Orana and welcome to my February e-newsletter. The year has begun with great news -provisional 2013 NCEA results show 71.8 per cent of Pasifika students left school with at leastNCEA Level 2, up from 64.8 per cent in 2012 and 55.3 per cent in 2008.

    This shows the excellent work being done by students, teachers and parents, and Boards ofTrustees.

    Ensuring every child gets a good education is one of the most important things National can do toraise living standards, and build a more competitive and productive economy for all NewZealanders. I am proud to be part of a government which is committed to lifting achievement inschools around the country, and particularly the work undertaken by Hon Hekia Parata which isleading to such successes. National is investing an extra $359 million over the next four years inlong-term policies to continue to lift student achievement.

    Highlights of February

    6 Feb:Waitangi Day. I attended the Waitangi Day dawn ceremony at the Orakei Marae, OkahuBay organised by the Ngati Whatua Orakei and Mika Haka Foundation (MHF). It was an awesome

    event with traditional performances from TAKI Mori and acoustic performances from the MHF. Atmid-morning I also joined the celebrations at Sir Barry Curtis Park in Manukau. In the afternoon Iattended a reception at government house in Wellington with my guest Tinokuro Tairea, ex -Vietnam veteran. I had a fabulous day commemorating Waitangi Day and the significance ofWaitangi to all New Zealanders.

    7 Feb: Hon Peseta Sam Lotu-Iiga and I were hosted by Rise Up Academy in Mngere, the firstPacific partnership school in Auckland. The Academy's Junior School, with a roll of fifty studentsfrom years 1-6, will work in partnership with local community organisations and provide specialistarts, sports, and culture and heritage programmes. Their main aim is to develop and use

    innovative approaches to improve and lift educational achievement for Maori and Pasifikalearners. I am very happy that our government has supported this new initiative and I amconfident we will see good outcomes for our kids.

    Rise Up Academy Opening, Mangere

    18 Feb: I joined the Young Nats at Orientation week for Otago University and met up withAuckland Ex-Otahuhu College Health Care Heroes:Fano Leleisiuao-Fesolai,Monica ViandSiopeaTracy-Pea Pato.It is inspiring to see the results of an excellent programme by Pacifica MedicalAssociation (PMA) in mentoring and supporting Pacifica youth to study towards Science/Healthdegrees.

    Cook Islands visit

    21-24 Feb: I travelled with Hon Murray McCully to my native Cook Islands to attend the third NewZealand-Cook Islands Joint Ministerial Forum. The discussions focused around economic reform,

    regional and international issues, and New Zealand's substantial development programme for theIslands. We also attended the ground-breaking of the Te Mato Vai project - a $65 millionpartnership between New Zealand, China, and the Cook Islands to replace the island's aging water

    network. The project will promote further development in the Cook Islands while safe-guarding thetourism which brings such economic gains to the region.

    26 Feb: Hon Peseta Sam Lotu-Iiga I attended the Village Sports Academy (VSA) Breakfast withthe Blues. All Black legend La'auli Michael Jones, the founder of VSA, has been instrumental inforging a new partnership with Unitec. This partnership focusses on lifting the achievement ofdisengaged Pacific and Maori youth who often leave school without qualifications. VSA aims toempower, equip, and help employ our youth through sport by providing courses in leadership, lifeskills, and aspiration building. It was a great event to support our youth and an added bonus wasmeeting another legend, Sir John Kirwan and our successful Auckland Blues team.

    Key issues in Parliament:

    More students leaving school with NCEA Level 2

    Provisional 2013 results show the number of students leaving school with an NCEA Level 2qualification significantly increased last year.

    Nearly 77 per cent achieved at least NCEA Level 2, up from 74.3 per cent in 2012, and 66.5 percent in 2008.

    Mori and Pasifika students had the biggest increase in achievement, up 14.2 and 16.5 percentagepoints respectively since 2008.

    Over the past five years National has collected data across the whole education system to seewhere we need to focus resources to lift achievement.

    As part of our commitment to deliver better public services we have a target of 85 per cent of all18-year-olds achieving NCEA Level 2 or an equivalent qualification in 2017. These results showthis goal is achievable.

    Progress continues on public service targets

    National remains firmly focussed on the public service becoming more innovative and efficient tohelp improve services, control costs, and deliver better results for all New Zealanders.

    The latest update shows significant gains continue, but challenges remain in achieving theseambitious goals. We deliberately set the bar high in our targets as they address complex, long-term issues that affect New Zealanders.

    Most result areas are on track, and some, including increasing infant immunisation, reducingcrime, and reducing re-offending - are ahead of where they need to be to meet their targets.

    National remains committed to delivering better public services as one of our four key priorities forthis term.
