NGA’s Role in Homeland SecurityOperating Assumption
D/NGA is the Functional Manager for GEOINT for the NSG.
“… and will provide responsive GEOINT products, support, services, and information to DoD Components, and for national intelligence purposes, to the DNI, the non-DoDmembers of the IC, the National Security and other Federal Government Departments and agencies.”
PMH is providing GEOINT for the federal community in support of the Homeland Security mission
Through partnerships, build integrated geospatial datasets to support the HLS community
-Data Broker Role-Leader in HS Geospatial Data Standards
Provide geospatial intelligence analytic support for the HLS mission
-Intelligence, Law Enforcement, Border Monitoring, National Security Special Events, Disaster Preparedness and Response

What has the Homeland Security Infrastructure Program become?
• An Acquisition Program– Data requirements document– Collection & acquisition strategy– Budget planning tool
• A Comprehensive Data Management Effort– National Database of Critical Infrastructure
• ~2000 data layers, ~ 50 million records, terabytes of imagery & LiDAR– Federal, state, local, and commercial data sources (vector)
– 8 Servers at both Bethesda and St. Louis• Production, Imagery, Working database servers • Infrastructure maintenance & continuity requirements across the systems
• A Product– HSIP GOLD
• Deliverable subset of NGA’s HLS data holdings to Federal partners • ~ 300 data layers, ~ 10 million records
– Foundation for NGA’s web-based services for HLS• A Community Leadership Vehicle for NGA
– NGA excels as the GEOINT provider for DoD & IC supporting HLS– Data Broker for HLS
• DHS leveraging HSIP GOLD for State & Local outreach

NGA Data Acquisition StrategyNGA Data Acquisition Strategy
•Acquire Federal Databases- Available at no cost, but needs evaluation for quality/accuracy- National level data releasable to State and Local during crisis
- Several data sets replaced by more accurate commercially available data
•Federally-Licensed Commercial Data (National Level)- Thorough Review of selected Infrastructure databases
- Identify ‘Best Available’ for purchase and distribution
•Partnerships with State and Local Authorities- MOU with the USGS to acquire local GIS Datasets, - HSIP FREEDOM
- Goal to create data from state & local sources without license restrictions and fees

Way Ahead• Provide HSIP visualization and data for mission partners
– NSG Google Earth™ visualization in Fall 2007– NGA Gateway (secure nets) in Winter 2008– HSIP Gold Copy 2008 in Spring 2008– HSIP Freedom in FY 2009
• Reduce commercial data dependence as HSIP Freedom matures
• Become the advanced analysts for HS/HD community • Transition to DHS GMO by 2012
– Begin transition planning through Program Partnership Working Group
– Assess the DHS GDM for HSIP as the model matures• Become HSIP management/oversight not data maintenance
and dissemination
NGA as the Advanced HSIP User

Take Aways• NGA’s partnerships with other Federal Agencies and
with Industry facilitate effective and efficient information acquisition and sharing– Close coordination with USGS (includes with State & Locals)– Flexible contracting vehicles for imagery, elevation and
infrastructure– Commercial based tools and solutions, data-centric focus
• NGA is uniquely suited to provide GEOINT to support all HLS Mission areas– Coordination among all levels of government, to include local, and
with industry is providing responsive and cost-effective GEOINT
• HSIP directly supports DoD planning & operations– 38% of HSIP GOLD customers
NATIONAL GEOSPATIAL-INTELLIGENCE AGENCY
Know the Earth…Show the Way20CLEARED FOR PUBLIC RELEASE AS NGA CASE #07-359
Take Aways• HSIP is the primary geospatial database to satisfy the
Homeland Security Presidential Directive 7 (HSPD-7) to “ …geospatially image, map, and sort the Nation’s critical infrastructure and key resources…”
– DHS officially adopted HSIP as the foundation Common Operational Data (COD)
– DHS has integrated HSIP into the DHS Common Analytic Viewer (iCAV) provides the COP within the DHS National Operations Center (NOC) – March 16, 2007
• Impact and implication of the National Applications Office still to be determined. – Leadership role in the HLS community expected, but not in place
yet to understand its impact to NGA’s HLS support mission
