Okay, you’ve heard me say that we’ve got energy. You’ve heard me say that the Saint Paul Area Chamber cares passionately about its members. We lobby every day at the capital, at city halls, and with the county on issues of business importance. We bring you great event programming that matters for your business. We even keep you updated with fantastic e-mail updates on everything from road construction to member news or TCAAP to the Port of Saint Paul.
But none of this matters if you don’t believe we have an incredible team here, ready to support you. How good is our team? Well, last week one of our newest staff members came in a little bit late and in
apologizing for being late, he casually mentioned, “Sorry I’m late, I got hit by a car while jogging this morning.” Yes members, that’s the caliber of the team you have working for you here at the Chamber! Hit by by a car and apologizing for being 30 minutes late!
I’m joking, but I do want you to know, this is a special team here at the Chamber. We are not your “normal” Chamber. A little edgy, a little too aggressive, but not enough as far as I’m concerned. We are committed to your success. Challenge us, make us work for your investment. I promise you, we won’t stop jogging and we will make it back to the office on time!

Ramsey County has purchased 427 acres of land in Arden Hills from the U.S. Government to spur regional development and put unproductive land back on the tax rolls. The project, when completed, will generate millions of dollars annually in county and state property taxes. This addition to the tax base will benefit the entire county, including the city of St. Paul and suburban taxpayers.
Development of TCAAP will include a mix of residential, commercial, light industrial and other uses. In addition, the remediation project will clean up the state’s largest Superfund site for a fixed price, to be recovered when the land is ultimately sold for private development.
Nearby highway improvements to Interstate 35W, I-694, Highway 10, Highway 96 and other roadways will benefit 240,000 commuters per day. These highway and bridge improvements are needed whether TCAAP is redeveloped or not.
In 2012, Ramsey County purchased the site from the U.S. Government. The County Board approved a fixed-price agreement with Carl Bolander and Sons Co., for hazardous material abatement, demolition and site remediation.
The total fixed-price contract amount is $22.6 million to bring the site to residential standards. This contract limits the county’s exposure to liability. The County will finance the deal with $21.4 million in bonding, a $6 million transfer from its solid waste fund and $2 million in contingency funds. The County will recover its costs for acquisition and remediation from land sale proceeds.
The city of Arden Hills will prepare an Alternative Urban Areawide Review (AUAR) and Master Plan within 18 to 24 months. The City will recover its costs for the AUAR and Master Plan through development fees.
Redevelopment of TCAAP will serve as a catalyst for economic development and spur job creation in Ramsey County, the North Metro and the state of Minnesota.

Ramsey County officials are asking the State to prioritize transportation improvements neededto support redevelopment of the former Twin Cities Army Ammunition Plant in Arden Hills.
The County is seeking State funding for the following projects:
• Interchange improvements at County Road 96 over I-35W. The state plans to re-deck the three-lane 96 bridge over I-35W, but local officials say it should be replaced and widened to relieve congestion. Work is estimated to cost $13.4 million.
• Interchange improvements at I-35W and County Road H, including new bridges over I-35W and Rice Creek. The project is estimated to cost $13 million.
• A $6.5 million “spine road” that would run down the center of the property connecting County Roads 96 and H. The first phase of the project is a $2.15 million, quarter-mile access road into the site from 96 and a new signalized intersection across from North Heights Lutheran Church, at 1700 W. County Road 96.
Funding for the work is requested from the Department of Employment and Economic Development’s Transportation and Economic Development Program.
The Twin Cities Army Ammunition Plant (TCAAP) and the Arden Hills Army Training Site (AHATS) comprise nearly 2,370 acres in the northern third of Arden Hills. With close proximity to Minneapolis and St. Paul, this property is a historic opportunity to create a new legacy.

Construction of the Twin Cities Army Ammunition Plant began in 1941. Between 1942 and 1945, TCAAP produced small arms ammunition. The work force reached its peak in July 1943, when employment totaled about 26,000 people, more than half of whom were women. After WWII, the TCAAP was “mothballed.”
Several redevelopment attempts have been made in the ensuing years, but none was successful. There were several attempts by private developers to negotiate a purchase with Government Services Administration (GSA) in the early 2000s, but they could not make the redevelopment plans work.
Seventy years ago 26,000 workers came to the TCAAP site each and every day, drawing a paycheck, supporting their families, and contributing to the economy. The TCAAP site has laid dormant for far too long. By purchasing TCAAP Ramsey County will accelerate the return of this property to the economic engine that it once was, ensuring a new generation of Minnesotans will report to work each day on the site, building a new future for themselves and their families.
Much remains to be done, but no other site in the Twin Cities has the history to build on, and the future potential to explore, of the TCAAP property. Ramsey County is proud to accelerate the return of TCAAP into a viable and exciting economic engine for the county, for the region, and for the State.
Employment on the property once totaled more than 25,000 people. Today this opportunity could bring added employment and housing options to thousands of people .

At the Chamber’s March Membership Meeting, Charlie Holt accepted a Celebrate Business Success award on behalf of Trane Company. Founded in 1913, Trane has a long history of industry-defining innovations, including the convector radiator, which would point the company toward its future success, and the development of the Turbovac, which led Trane into the new field of air conditioning. In the late 1970s, Trane moved into the building automation and management field. The company was the first to offer integrated controls for all its products and became a leader in the field of energy management, a leadership position that continues today. Now celebrating 100 years, Trane to be a leading global provider of indoor comfort solutions and services.

Bill Tipping has joined Larson King as a partner and will continue to focus his practice on products liability and business litigation. Bill brings nearly 30 years' litigation experience advising businesses, agricultural producers and manufacturers on a broad range of issues.
The Minneapolis office of Associated Bank hired Sally Anaya-Boyer as a senior vice president and commercial banking relationship manager.
The Principal Financial Group hired financial adviser Brent Carlson in its Lake Elmo office.
The Board of Trustees of the Minnesota State Colleges and University system appointed Annete Parker president of South Central College in North Mankato and Adenuga Atewologun president of Riverland Community College in Owatonna. Both appointments are effective July 1.
Felhaber, Larson, Fenlon and Vogt, P.A., Minneapolis, hired Lynn Mueller as an attorney.
The U.S. Small Business Administration named Adam Nathe, an attorney at Minneapolis-based Gray Plant Mooty, the Minnesota Minority Small Business Champion of the Year.
Adine Momoh, an associate at Minneapolis-based Leonard, Street and Deinard, was selected as a 2013 Fellow of the Leadership Council on Legal Diversity, a national organization seeking to advance diversity in the legal profession.
CSM Corp., Minneapolis, promoted Julie Trevis from manager of residential and commercial accounting to assistant controller.
The Institute of Museum and Library Services named Saint Paul-based Minnesota Children’s Museum as a finalist for the 2013 National Medal for Museum and Library Service.
Design-Build Institute of American, Upper Midwest Region named Saint Paul’s Union Depot one of its 2013 Design-Build award winners.
Saint Paul-based Sunrise Banks was named to B Corp’s global list of “Best For The World” companies, for creating the most overall social and environmental impact. Sunrise Banks was among 67 companies across 20 countries from Tanzania and Afghanistan to the United States and Canada recognized by the non-profit B Lab on their annual 2013 B Corp “Best For The World” list, which honors businesses that earned a score in the top 10% of all Certified B Corporations on the B Impact Assessment, an evaluation of a company’s impact on its workers, community and the environment.
Comcast has promoted Ralph Martinez to Senior Regional Vice President of the Twin Cities Region. In addition, John Radmanovich has been named Cable Stores Market Manager in Twin Cities Region and Michelle Johnson has been hired as the new Director of MDU (multi-dwelling units) Contract Sales for the Twin Cities Region.
