Because of this it is important that the Board membership be as rep- resentave of the enre FCCA commu- nity as possible. Next General MeetingThe FCCA Board of Directors will be elected at our November 18th Gener-al meeting. Directors serve a one year term, must be a dues-paying member of the FCCA and live within the FCCA geographic area. The Board meets once a month (in the evening, general-ly the 3rd or 4th Tuesday) and each Di-rector generally assumes responsibility for an area of interest--such as police liaison, school liaison, traffic concerns, FCCA Foxhall News, development–but some members serve “at large.”

Members are not required to attend all Board meetings but it is hoped that they attend as many as possible. The Board as a whole sets the agenda for the membership meetings and acts in lieu of the membership when issues arise that require immediate action. The Board also elects the Association officers (president, secretary and trea-surer). Because of this it is important that the Board membership be as rep-resentative of the entire FCCA commu-nity as possible.

At this point in time at least one mem-ber of the current board is moving and

thus will not stand for re-election. We would welcome a newcomer! If being on the Board interests you, please contact Bob Avery at [email protected] for more information or just show up at the November 18th meeting.

Ward 3 DC Leaf Collection Program Information

Sidewalk MaintenanceThe Foxhall area is very much a walking community – children going to school or to Hardy Rec Center, medical students and University em-ployees going up to GU, mail deliverers, dog walkers, joggers, people going to bus stops….

Leaves left on sidewalks often become very slippery, twigs and sticks become trip hazards and low-hanging branches and untrimmed plants can hit pedestrians as they walk by.

This is also a good time to make sure that you have a snow shovel and an ice melt or salt.

Whether you are an owner or a renter, it is your responsibility to keep your steps, walkways and sidewalks clear of all debris.The pedestrians thank you!

Thank you to all who have joined the FCCA during 2015. Your support has enabled us to meet, and even exceed, our membership goal by October. To those, whose names are listed on the back of this news-letter, much gratitude is extended.

With our strong membership level, we fund and publish a newsletter six times a year – in January, February, April, June, September, and No-vember. Volunteers deliver a copy four to ten days before each general FCCA meeting to every home in our area — members and non-mem-bers alike. In addition, our association is able to spearhead action on community issues, such as the initiative of addressing airplane noise in our neighborhood, historic preservation in Foxhall Village, the German Embassy renovation, and the new Lab School high school construction.

Hardy Recreation Center and ParkAnn Haas

Neighborhood Survey to be Reported at the November Meeting; Bring your Ideas!

What do you like best about Hardy Park? What programs would you enjoy there? What facilities do you recommend? These are the questions that neighbors answered in a sum-mer survey designed to maximize the effectiveness of the recreation center and its grounds.

“Since we moved to the neighborhood in the late ‘50’s, Har-dy School and its park and recreation facilities have been of prime importance to our family and extended family—a good influence and focusm” said one of the 101 survey par-ticipants.

Conducted by the Friends of Hardy and distributed as an in-sert in the June issue of The Foxhall News, the questionnaire was also accessible on-line through “Survey Monkey,” from June 5 through July 28, 2015. Survey questions evolved from interviews that the Friends group had conducted with young families, students, adults, and senior citizens.

Emphasizing the importance of the center and its grounds for organized sports and as a gathering place for neighbors, participants recommended repairing the basketball and tennis courts, adding shade trees, removing dead trees, re-placing fences, expanding access, and adding a walking path around the perimeter of the property—along with benches, fitness equipment, and permanent outdoor chessboards. Also mentioned were the needs for a dog-friendly area and a new water park. Summer movies, potluck events, and special lectures were among the program ideas. Sugges-tions also included a covered area for birthday parties and a martial arts and karate instructor for children.

Visiting the site on August 11, Ward Three Council Member Mary Cheh asked the Friends of Hardy to let her know spe-cific requests to make in the 2016 budget, adding that she is the chair of the Committee on Transportation and the En-vironment, whose responsibilities include public parks and recreation. Council Member Cheh said that budget would be taking form during the holidays and the early spring.

The Friends group is preparing a “wish list” based on the survey results and will seek further recommendations fol-lowing a presentation at the upcoming meeting of the Foxhall Community Citizens’ Association. Here’s a sampling of what neighbors had to say: “Make plans to replace dam-aged playground equipment, rather than simply taking things out of commission and leaving footings in place.”

“Encourage people to bike to the park and walk there.”

“A Babies and Toddlers group at Hardy. . . would be attrac-tive and valuable to potential home-buying families . . .”

“We stopped using the tennis courts because they have been so poorly maintained. I twist-ed my ankle in the large divot . . .”

“An exercise class on Saturday mornings.”

“Ban the use of Round-Up near the children’s play area and gardens . . .”

“Add a sign identifying the Hardy Recreation Center as belonging to the District of Co-lumbia’s Department of Parks and Recreation and mention-ing the center’s days and hours of operation and a telephone number.”

“Kiosk where the schedule of activities is posted and where people may add community notices—e.g., instructions for joining the citizens’ association or signing up for the ListServe”

“The trees are the best part of the tot lot. They provide shade, which is so important, especially during Washington summers.” when temperatures routinely exceed 90 degrees. “

Studies have illustrated the value of parkland in promoting the physical and psychologi-cal well-being of city-dwellers. The January 2015 Master Plan for Parks and Recreation, the first by the District of Columbia, focuses on investing in capital improvements, in-creasing budgets, and partnering to achieve recreation goals to “generate economic, so-cial and environmental benefits for the entire DC community.” Goals include “delivering equitable access, responding to needs and priorities, fostering community health and sustainability, and fulfilling the DPR mission to Move, Grow, and Be Green.”

Households participating in the survey are comprised of 64 school-aged children in the 5 to 18 age-group; 58 people in the 36-50 group; 38 children in the under 4 years group; 31 people in the 51-69 group; 27 in the 19-35 group; and 16 who are 70 years of age and older.

Airplane Noise UpdateAndrea Ramirez

The first meeting of the MWAA Community Roundtable was held with representatives from around the region including myself representing DC Ward 3 last month. While it was only the organizational meeting approving members and charter, I have requested and tentatively been granted time to present our concerns at the next meeting this month, and adjusting the North bound departure has been given top priority. This priority is encouraging, but unlikely to happen quickly even if the Roundtable votes in agreement (which is not guaranteed given representation from VA), the FAA estimated 6-12 months to implement. The overland landings issue was given lower priority there-fore I am requesting a subcommittee forum with FAA to hear their update on moving planes over the river even in poor weather. These problems are FAR from fixed and it is extremely important that all Foxhall residents continue to log complaints through the end of the year. In a similar situation, communities in California logged over 50,000 complaints... please have as many individuals log as many complaints as possible- about anything... the form is somewhat cumbersome, and you can always email or call the Noise Information Office directly ([email protected] (703)417-1204) as well. They need to hear the message that #1 things have gotten worse and #2 it is interfering with your daily life. Regarding pending litigation, Foxhall joined the Palisades, Hillandale, Georgetown, Col-ony Hill, Foggy Bottom, and Burleith communities as well as Georgetown University in filing a petition in DC Superior Court seeking to block the new routing under a tight statute of limitations deadline in August 2015. Unfortunately at that time the elected DC Attorney General Karl Racine declined to take up the case on behalf of the commu-nities as other cities have done, believing the FAA followed all requirements in a 2013 Environmental Assessment. Our councilmember, Mary Cheh’s office again requested the AG take this case last week, but again they declined, despite much research show-ing multiple ways the FAA did not comply with the law. I have requested an in person meeting with the AG to further make our case. Otherwise the communities are raising further funds to support the cause and tax deductible donations are being collected at

Update on Lab School ConstructionWendy Jennis

The brick work is mostly complete, the windows are in, and most of the scaffolding has been removed from the outside of the new High School at The Lab School. Only two ele-ments are missing from the exterior: the curtainwall of glass that will enclose main stairway in the front of the building overlooking our parking lot, and the tall, vertical fin shades that will go between the windows on the Whitehaven side of the building and just around the corner on the Reservoir side. The fins are both decorative and practical, in that they will reduce glare.

Inside, the classrooms and hallways are taking shape. Working mostly from the top level down, crews have been installing dry wall and completing first coats of paint. Now they have begun to install dropped ceilings and light fixtures -- enclosing wires, conduits and ductwork. Not all ceilings will be “finished”; in several spaces, including the two-story forum, the ceilings will remain concrete, and will simply be painted.

Work has begun on the foundation of the bridge connecting Lab’s parking lot to the building at its main entrance. The bridge traverses the wetlands and a storm retention area. The green roof/terrace off the third floor is almost com-plete. The pavers that cover its floor will be installed soon, and the planting areas are filled with dirt and just waiting for spring.

We are told by Clark Construction that, assuming no sur-prises, our new High School may well be finished ahead of schedule, and we may be able to move some students and faculty in before this school year is over!

Capital Bikeshare for Foxhall VillagePart of a great neighborhood is having access to multiple transportation options.Currently, our area is not not directly served by Capital Bikeshare - the closest station is at George-town University at 37th and O Street, a 20 minute walk away. A Capital Bikeshare station in Foxhall Village would substan-tially enhance our commuting options and make it easier to get to/from Dupont or Rosalynn Metro stations, and serve as a great alternative to the D6 Bus for short rides or running errands. There is funding for a number of new stations; how-ever Foxhall Village has not yet been identified as a priority area. The Palisades is also advocating on getting a station.
