    The website of LV=StreetwiseChatLV=StreetwiseChat was developed as a reaction to concern about the

    risk posed to children through online chatrooms. Along with advice forparents about how to keep children safe the site has a pretendchatroom game which encourages children to consider the dangersthey may be facing talking to strangers over the Internet. The gameuses the SMART rules, developed by award winning charity ChildnetInternational, to help children become safer online.LV=StreetwiseChat is part of LV=Streetwise, a Bournemouth basedcharity which promotes safety to children both in and out of the home.Their centre, based in West Howe, has a full size indoor village wherechildren are given tours by volunteers and asked to spot the dangersand take responsibility for their actions. Through interactive role playchildren are equipped with skills they can use in the real world. A

    study between 2004 08 shows on average one child in every class iskilled or injured on the roads before they turn 16, and LV=Streetwisehopes to change this by educating the 13,000 primary school childrenthat visit the facility each year.

    Queens Speech sets out Government

    priorities for coming yearThis month saw the first Queens Speech for two years, making it thelongest time without one since the Second World War. Such a longsession of parliament has enabled this coalition government to bringthrough some very important reforms in education, health and welfare.

    This speech lays out the agenda for yet more reforms from thecoalition, expressing the dedication of this government to reformingour instructions to make them more efficient and fair.The Prime Minister has taken this time to note that the Governmentswork to cut the deficit continues, and remains the number one priority.The coalition are reforming pensions to make it more affordable for thetaxpayers, striving for growth and jobs by cutting corporation taxesand offering new incentives for investment and reforming bankingregulations to protect consumers from risk.This is all happening alongside attempts to strengthen our civilsociety. The coalition is freezing council tax, untangling the adoptions

    process and car-home nightmares, offering flexible childcare andtaking measure to ensured criminals are properly punished.This is a very exciting time as everyone works hard to get Britainmoving again, and the Government has used this opportunity to provethat there is no let-up in the focus on reform.Commenting, Conor said: we must continue to press onward with thereforms we have already enshrined in law so far, the second half ofthis parliament should be all about delivering these changeseffectively throughout the UK. The acid test will be if we can help thehard working and striving and protect the most in need. I firmly believethat the next election will not be won for the Conservatives on the

    adjudication of groceries, but rather on how we have improved thelives and experiences of ordinary citizens and their abilities to pursuetheir livelihoods.Summary of the Bills and Draft Bills in the second session:Banking Reform Bill will create a ring-fence around vital bankingservices and introduce depositor preference, in line with therecommendations of the Independent Commission on Banking.Care and Support Bill (draft) will modernise adult care and supportlaw in England and replace outdated legislation with a new singlestatute.

    Crime and Courts Bill will establish the National Crime Agency totackle serious, organised and complex crime and strengthen bordersecurity. The Bill will also maintain the capability of intelligence andlaw enforcement agencies to acquire communications data to protectthe public within a framework of strict safeguards. Measures willfurther reform and modernise the courts and tribunal service toincrease efficiency, transparency and judicial diversity.Defamation Bill will reform the law of defamation. This willrebalance the law to give greater protection to free speech, whileensuring that people who have been defamed are able to protect theirreputation.Electoral Registration and Administration Bill will introduceindividual electoral registration and make improvements to other areasof electoral administration.Energy Bill will reform the electricity market. This will includepowers to establish long-term contracts for low-carbon energygeneration and to guarantee generating capacity, as well as othermeasures which together will deliver affordable electricity forconsumers and help meet security of supply and decarbonisationgoals. The Bill will also establish an independent nuclear regulator.Enterprise and Regulatory Reform Bill will promote enterpriseand fair markets, including provisions on a Green Investment Bank, a

    new Competition and Markets Authority and reforming employmenttribunals.European Union (Approval of Treaty Amendment Decision) Bill will seek the approval of Parliament on an amendment to theEuropean Union Treaties confirming the ability of euro area MemberStates to establish a financial stability mechanism within the euroarea.Croatia Accession Bill will seek the approval of Parliament on theanticipated accession of Croatia to the European Union.Children and Families Bill will improve the lives of children, young

    people and families, especially those coping with special educationalneeds. It will reform the assessment, planning and provision forchildren and young people with special educational needs and thosewho are disabled, reduce delay in the adoption system, introduce newarrangements for children of parents who apply to court and reformcourt processes for children in care so cases progress more rapidly.The Bill will also strengthen the role of the Children s Commissioner,enable both mothers and fathers to take flexible parental leave toshare early years parenting and make it possible for all employees tobalance their work and family commitments.Groceries Code Adjudicator Bill will establish an independentGroceries Code Adjudicator to ensure supermarkets deal fairly and

    lawfully with suppliers.House of Lords Reform Bill will change the composition of theHouse of LordsJustice and Security Bill will provide for strengthened oversight ofthe security and intelligence agencies; to provide for closed materialprocedures in certain civil proceedings; and to prevent disclosurecontrary to the public interest of certain material in judicialproceedings, including material shared with us by our allies.Local Audit Bill (draft) will set out measures to close the AuditCommission and to make new arrangements for the audit of localpublic bodies.Pensions Bill will reform the state pensions system, creating a fair,simple and sustainable foundation for private saving.Public Service Pensions Bill will reform public service pensions inline with the recommendations of the report prepared by theIndependent Public Service Pensions Commission.Unincorporated Associations and Partnerships (Scotland) Bill(not mentioned) will reform Scottish law to allow prosecutions evenwhen business partnerships are dissolved.Small Donations Bill will enable charities to claim top-up payments,

    similar to Gift Aid, on small donations they collect without the need toobtain a Gift Aid declaration.Water Bill (draft) will reform the water industry.

    Restharrow visit

    Conor with Cllr Susan Phillips, House Manager at Restharrow.Conor recently met residents of Restharrow and Pegasus Court at theinvitation of Susan Phillips, Manager of Restharrow. The purpose ofhis visit was to bring them up to date on the campaign against theproposed traveller transit site at the Lansdowne in Bournemouth, andto listen to their other concerns.

    Conor explained the actions that he has taken to register hisobjections to the proposed site, put forward by planning consultantsBaker Associates, which he firmly believes is wrong for Bournemouth.He emphasised that Bournemouth Borough Council has not endorsedany of the sites in the Baker report, but will consider the proposal,together with a report on the recent consultation.

    He also told the meeting of his work at Westminster to impress uponGovernment Ministers the need for robust powers to enable localcouncils and the police to take prompt action to remove gypsies andtravellers from illegal sites. The Minister has agreed to Conorsrequest to meet a delegation from Bournemouth to ensure theGovernment has a better understanding of the situation which thetown faces every summer.

    Conor took questions from the audience about the 2012 Budget, othergovernment policies and his work as an MP. Afterwards he said howmuch he had enjoyed the meeting, and his hope that he would be

    invited to return in the not too distant future to continue theconversation.

    Scout Community WeekLast Monday marked the launch of Scout Community Week which istaking place from 14 20 May. Scout Community Week is a week ofnational action where Scouts all over the country will do one thing tohelp in their community. Over 144,000 people and 2,500 groups willbe taking part in projects over the course of the week.

    As well as a activates and volunteering projects up and down thecountry, Parliament will also be doing working hard to help the scoutcommunity this week. An early day motion has been tabled, calling onthe House to support Scout Community Week. This can be viewed athttp://www.parliament.uk/edm/2012-13/24, with many backbenchersexpressing their support.This is in addition to the work of MPs, Scout Community Week will be

    coming to Parliament. Beavers and Cubs from 6 th Southgate Scoutgroup will be in Parliament undertaking a range of tasks to bring theweek to Westminster. They will be undertaking a litter pick, helpingdoorkeepers in the galleries and will be clearing tables in PortcullisHouse between 1pm and 2pm.

    Commenting, Conor said: This is a wonderful opportunity to celebratethe amazing contributing that scouting has made to our society overthe years. The work which Scouts do in their local communities,especially in Bournemouth is invaluable. It not only teaches ourchildren civic pride and responsibility, but it helps new leaders to growand give back to the communities they are a part of.

    Combating anti-social behaviour

    at the MUGA in Redhill Park.Conor visited Redhill Park recently with Bournemouth Council LeaderJohn Beesley and local campaigner David dOrton-Gibson to discusshow best to tackle reports of anti-social behaviour in the park.

    Many local youngsters make great use of the Multi-Use Games Area(MUGA) in Redhill Park, a welcome feature among the green spacethat gives young people somewhere to go and relax and unwind.But Conor and local Conservatives are concerned that the Police arebeing called to deal with anti-social behaviour later in the eveningswhen families with children and older residents are trying to get tosleep.Some of the ideas now being looked at to help combat the problemsinclude a new CCTV camera in Redhill Drive.

    Conor warns about counterfeit alcoholWith many households in Bournemouth having to make savings wherethey can, cheap alcohol can prove tempting. However, counterfeitalcohol can be unsafe, takes trade away from honest businesses, andis illegal.

    Alcohol fraud costs the UK around 1 billion a year in lost revenue,according to Government statistics. In 2010 26 per cent of licensedpremises raided by Trading Standards in South West England werefound to be selling counterfeit alcohol.

    People who consume counterfeit alcohol are at a higher risk of alcoholpoisoning which can include symptoms ranging from confusion andvomiting to seizures, unconsciousness and hypothermia.Commenting on this issue Conor said, I urge the public to be verywary of counterfeit alcohol. Some of the illegal wines and spiritsavailable are potentially dangerous, and the consequences of alcohol

    poisoning can be long term and tragic. I wholly support the Counciland Trading Standards ongoing efforts to keep people safe and

    protect honest businesses.Councillor David Smith, Cabinet Member for Planning andEnvironment, asked the public to be on their guard and added, We

    have an ongoing programme of test-purchasing and we will continueto pursue legal action wherever necessary. This prosecution shouldact as a warning to any trader tempted to take a chance on illegalgoods.Last month Kinson trader Mr Zeynal Altun was prosecuted for sellingcounterfeit wine and was fined 670. Bournemouth Council andTrading Standards have promise more prosecutions.Consumer group Which? has published advice to help the public spotfake alcohol in the high street. The tips can be found by clickinghere.

Will the Minister tell the House whether hehas had any conversations with the trade unions about their likelysupport for those measures and others that are necessary?Damian Green (Minister of State (Immigration), Home Office;Ashford, Conservative): As I said, new rosters are coming in atHeathrow in the coming weeks, which have been agreed with the workforce. That is a significant step forward, because it will mean that theycan be there when they need to be there to do the most effective job. Ican only repeat what I have said before: the vast majority of the

    workers in Border Force are extremely knowledgeable about their joband know how important it is. They want to do it as effectively aspossible and it is the job of the management of Border Force to enablethem to do that.

    An England football shirt and a ball signed by soccer star PaulGascoigne are among the lots at an auction raising funds for aBournemouth school.Restaurant dinners, a stay at a holiday let and professional surfing,knitting and golf lessons are part of an impressive collection of itemsdonated to raise money for school trips and equipment at St MichaelsPrimary School.The schools parent teacher association (PTA) is hosting the event atthe Durley Dean Hotel on the West Cliff on Friday night but the biddinghas started, with all lots available to view on the internet.

    Kate Shaw, TA member, said: We are thrilled to have had the supportof so many local companies and individuals and have an amazingrange of lots including a holiday let in the Purbecks and a bottle ofHouse of Commons whisky signed by Prime Minister David Cameron.Theres a bit of a food theme with lots of meals on offer and there isalso a unique opportunity to bid for dinner at an ex-BBC Masterchefcontestants home, which should be quite a treat.The bidding has started online and will continue on the night from7.30pm at the hotel on West Cliff Road with a bar and music toentertain on the night.

    Among the guest auctioneers will be Conor Burns, the MP forBournemouth West, Alderney and Branksome East.Kate added: Were really grateful to have Paul Gascoignes support.
