Overall:The candidate chose market access and carbon footprint as the two contemporary issues. Both issues have been explained with some data and relevant information on each issue (eg carbon footprint breakdown of lamb and apples exported to Europe) and in the context of lamb and apples. The analysis of the impact of the two issues on a single primary production system is lacking in some key areas. The candidate has discussed carbon footprint in relation to lamb well, but with the key omission of not comparing the carbon footprint of a New Zealand produced lamb exported to Europe with a locally / European produced lamb. The section on market access identifies the fact that 50% of New Zealand’s export beef and lamb markets have quotas, but fails to recognise that in recent years the volumes exported to the key destinations have not reached the quota volumes, negating the impact that the quota can potentially have. The market access issues of New Zealand apples being exported to Australia, and the use of biosecurity concerns as an example of a ‘non tariff barrier’ is explained, but with limited discussion of the impacts on the system. The responses to the two contemporary issues from the wider sector have been only partially discussed with responses / efficiencies from lamb producers, and vague responses from the apple sector. The candidate has not provided a comprehensive analysis of the two contemporary issues. There is insufficient critical thinking in identifying and discussing the key impacts. Responses to each issue have not been effectively discussed. The answer is adequately structured but lacks perception and insight.

Overall:The candidate chose pollution of rivers and the availability of groundwater / water use / irrigation as the selected environmental issues associated with primary production systems. The discussion of the two environmental issues is well structured but lacks relevant data to support the discussion. The key management practices that cause the issues are well explained.Key conflicts that are relevant to each environmental issue are identified and discussed (eg dairy farmers versus recreational water users versus tourism versus New Zealand’s marketing ‘image’) and responses / solutions to the issues are discussed. The candidate has provided an analysis of two environmental issues and applied sufficient critical thinking in identifying and discussing the key conflicts. The answer is well structured and the candidate has recognised and discussed most of the significant conflicts that exist. A lack of supporting data and consideration of the perspectives of other stakeholders within the system prevent it from being considered an Outstanding scholarship answer.

Overall:The candidate chose animal welfare as the contemporary issue and linked it to milk production and lamb. The practices of inducing dairy cows and docking their tails have been effectively discussed from the perspectives of the farmer, the consumer, and the marketing of the product. The power of consumer pressure, and the resulting changes to the production / farming practices are recognised, with discussion on the role of animal welfare standards as a means of ensuring access to export markets.Mention is also made of the issue of lamb survival. However, the discussion on this issue is less detailed / clearly discussed. While a figure has been stated (20%) describing the extent of the issue, the impact of the loss of these lambs to the wider industry has not been mentioned. There is little discussion of possible future impacts or how the issue of animal welfare is likely to evolve, apart from vague generalisations as stated on the last page.

Overall:The candidate chose market access and water as the two contemporary issues. Both issues have been explained in depth, with data and relevant information on each issue (eg, DOHA, FTAs, GATT, sustainable Farming Fund, RMA , etc). The analysis of the issues on a single primary production system is less complete, as the candidate has linked market access issues to beef and lamb (rather haphazardly) but the discussion lacks coherence and clarity. Water has been linked more effectively to milk production. The discussion of the key issues and the broader analysis of the different perspectives of different sectors/groups (government, public, Māori, farmers, ECan, Fonterra). The candidate has provided an analysis of the issues and applied sufficient critical thinking in identifying and discussing the key impacts. Responses to each issue have been discussed, but not to the depth required by the Outstanding scholarship performance level, and the answer lacks sophistication and perception.

Overall:The candidate chose agrichemical use and effluent discharge as the two environmental issues associated with primary production systems. The discussion of the environmental issues and the management practices that cause them is detailed, with relevant data included to support the discussion. Key conflicts that are relevant to each environmental issue are identified and discussed in depth (eg, the conflict between increased market access that often comes with FTAs, the subsequent increase in the biosecurity risk, and the role that agrichemicals have to play in mitigating this risk). The viewpoint of different sectors/groups is discussed, and attention is drawn to the pivotal role / power that consumers have in influencing ‘on farm’ practices. Potatoes and kiwifruit have been chosen as relevant product examples. The link between dairy farming and effluent discharge is identified and environmental data is provided to add depth to the discussion. Responses at the government / industry level are discussed, with the Clean streams Accord and Fonterra given as examples. The answer is well structured, with a clear introduction and conclusion, and the information has been well organised within the body of the answer. The candidate has provided an analysis of two environmental issues and applied sufficient critical thinking in identifying and discussing the key conflicts. The answer contains clarity of thought and a comprehensive understanding of the conflicts that exist when balancing economic and environmental considerations in order for an industry to remain sustainable in the long run.

Overall:The candidate chose the contemporary issue of value-added products, and linked it to milk and merino (wool and meat) production. The discussion of ‘value added’ in the contexts used is excellent. The candidate identifies how the primary production system has changed to maximise the gain, and clearly communicates these changes. Impacts have been fully discussed with reference to Icebreaker, and the link to traceability appropriately mentioned. The extension of the Icebreaker model to merino lamb is well reasoned, and the discussion of the brand silere Alpine Origin Merino and silver Fern farms provides evidence of extensive understanding of how value-added products are strategically developed and marketed.Milk products produced by synlait that involve changes in the production, processing and marketing parts of the primary production system are effectively discussed. Mention is also made of Tatua, another milk company specialising in niche, value-added products and markets. A final example of beef by-products being used for high value delicacies, as opposed to waste products, and their effect on the return per animal add further depth to the answer. However, there is little discussion of possible future impacts or how the issue is likely to evolve, and reasons for the suggested future changes.
