Anchors Aweigh By: MCPON John Hagan, USN (Ret.)

(Revised 1997)

Stand Navy out to sea, fight our battle cry!

We’ll never change our course so vicious foes steer shy-y-y-y!

Roll out the TNT, anchors aweigh!

Sail on to victory, and sink their bones to Davy Jones, hooray!

Anchors Aweigh, my boys, Anchors Aweigh!

Farewell to foreign Shores, we sail at break of day-ay-ay-ay;

Through our last night ashore, drink to the foam,

Until we meet once more, here’s wishing you a happy voyage home!

Blue of the mighty deep, Gold of God’s great sun;

Let these our colors be, Till All of time be done-n-n-ne;

On seven seas we learn, Navy’s stern call:

Faith, courage, service true, With honor over, honor over all.

Since joining DEP in 1983, Commissioner Vincent Sapienza has dedicated his career to protecting and improving New York City’s critical water infrastructure. Prior to his current role, Mr. Sapienza served in two senior positions within the agency, leading the Bureau of Wastewater Treatment from 2009 through 2014, and then heading the Bureau of Engineering, Design and Construction until June 2016. He then served as Acting Commissioner until his appointment as DEP Commissioner on October 3, 2017. According to Sapienza, “Our mission at DEP is to equitably provide services that promote the health and wellbeing of all 8.6 million city residents, while continuing to be a good neighbor and partner with dozens of upstate communities. New Yorkers are fortunate to have an ample supply of some of the best drinking water in the world, thanks to the foresight and toil of seven generations of our predecessors, and the continuing vigilance of current DEP staff. “We’ve also invested heavily in recent years on wastewater conveyance and treatment facilities, resulting in less street flooding and significantly healthier waterways. The City’s beaches, rivers and bays are cleaner today then they’ve been in more than a century. Still, there is much work to do, and we are investing in major capital upgrades to ensure that recreational opportunities can be further expanded.

“We must ensure that our massive infrastructure, which extends more than 100 miles from the city, is maintained in good operating condition and is resilient. To do that, we actively recruit individuals with a diverse set of skills and backgrounds, and we provide them with extensive training and opportunities to advance within DEP. We also promote a culture of efficiency and innovation, recognizing that DEP’s operating and capital costs are directly funded by New Yorkers through water bills.” Mr. Sapienza is a New York State Licensed Professional Engineer and holds a B.S. from Columbia University and an MBA from Hofstra University’s School of Business.

The Office of Capital Projects and Facilities manages and oversees NYU’s largest of capital construction projects as well as the Office of Facilities and Construction Management (FCM), Office of Facilities Finance and Technology, and Office of Strategic Assessment, Planning and Design, which are responsible for approximately $200 million in capital construction projects, $60 million in deferred maintenance projects, and 150,000 work order requests annually.

Linda Chiarelli is a tested and respected veteran of the construction world and has been involved in various roles in the construction process over the past 30 years, including work as an engineer on both design and construction management together with 15 years of construction contract and litigation work.

Letter From

COL John Boulé II, USA (Ret.)President, NYC Post

Welcome to the New York City Post’s 79th Annual Scholarship Dinner Dance!

Thank you for joining us tonight as we award scholarships to students from more than 75 colleges and universities across the nation.

It is my pleasure to provide you with our Annual Report. Once again, the New York City Post of the Society of American Military Engineers (SAME) has achieved tremendous results and remains one of the most prominent Posts in the nation. This document summarizes the Post’s activities for the 2018/2019 year and provides the status of our Scholarship Fund. Since 1955, the New York City Post Scholarship Fund has helped 6,000 students pursue a career in engineering, technology, science, and mathematics. Our Scholarship Fund continues to support the best and brightest engineering and architecture students from across the country. Our Endowed Scholarships are strong at 212. The Scholarship Fund Dinner Dance serves as the centerpiece of an active Post schedule that includes numerous other dinner meetings and technical sessions, many with other SAME posts or industry societies. Our events provide valuable opportunities for professional development and networking for public and private sector members and colleagues throughout the engineering, architectural, and construction community.

In addition to tonight’s Dinner Dance, the West Point Branching Dinner slated for Spring 2020 is the other marquee event. Here the New York City Post, in partnership with the Army Engineer Association, welcomes members of the graduating class into service as Corps of Engineers Officers in the United States Army. With an ethos that embraces the highest professional standards, the New York City Post is doing its part to achieve the SAME vision to lead in the professional and personal growth of all members and enabling the development of solutions to national security challenges. To our 67 Sustaining Member firms and our 293 individual members, a special note of thanks for your continuing loyalty, and a personal message of gratitude to our Directors, Post Officers, Special Advisors, and Committee Chairs for their commitment, enthusiasm, and time.

Without you and your financial support, the Scholarship Fund Dinner Dance, and the many other great events the NY Post conducts, would not be possible.

Sincerely,

COL John Boulé II, USA (Ret.) President, NYC Post

Welcome to the 79th Annual Dinner Dance to benefit the New York City Post Scholarship Fund. This event showcases the impact that SAME Posts can have in supporting the development of our nation’s next-generation of STEM professionals and leaders.

Since 1955, the New York City Post Scholarship Fund has helped over 6,000 students pursue a career in engineering, technology, science, and mathematics, providing more than $5 million in scholarships over the decades. To all the 2019 scholarship recipients being honored tonight: You are now among a storied list of individuals who have been supported by the Scholarship Fund over the last 64 years. I congratulate each of you on your accomplishments, wish you continued success in your education, and, on behalf of SAME, look forward to your future contributions to our profession and our nation.

I also would like to congratulate this evening’s special honorees, including Military Guest of Honor, RDML Dean VanderLey, PE., CEM, CEC, USN, Commander, Naval Facilities Engineering Command Atlantic. Thank you for your continued service to our nation, and your support of SAME as a leader within our military engineering community.

SAME is on the precipice of our Centennial. In 2020, we turn 100. While we have accomplished a great deal in recent years—refining our mission around leading collaboration, emphasizing the importance of local Posts, organizing our technical expertise within national Communities of Interest, energizing the Academy of Fellows, and establishing a powerful philanthropic opportunity through the SAME Foundation—we still have much to do to ensure we are ready to make an even greater impact to our nation and our profession. We are now truly in a “Sprint to the Start of our Second Century.”

Whether locally or nationally, SAME is focused on increasing participation of our members, partners, and stakeholders. As we begin our second century, it is through active and engaged participation that we will generate value and make a difference. The 2025 SAME Strategic Plan, which will kick off 2020, is being built around creating opportunities to find your passion in areas where making an impact will directly benefit our nation and our profession: strengthening industry-government engagement, building resilient communities, developing leaders, producing STEM professionals, and preparing service members and veterans for the A/E/C industry. One can quickly see where the New York City Post Annual Dinner Dance is vitally important in supporting these strategic goals.

I have been a member of this Society since 1969, and it is my honor to serve as our 100th National President. Thank you for everything each of you are doing today to enable SAME’s impact to only grow in our next century!

Report From

F.H. (Bud) GriffisNYC Post SAME Scholarship Fund, Inc. President

The market value of your Scholarship fund is $3,282,829. As in the past, the fund owes a debt of gratitude to the people who help with the fund. Judy Cooper, NYU Tandon School of Engineering/IDC Innovation Hub, vice president of the fund and past president of the Post; and the board of directors consisting of Dominick Servedio, STV Group; and Vinny Mangiere, Jacobs Engineering. We have to thank Jim Parks our treasurer and again, Judy Cooper and her student relations committee who next year will deal with 211 students at over 75 colleges and universities. Jim is retiring this year from being treasurer after several decades of service. I will really miss him.

This year your scholarship fund is helping educate 211 young engineering and architecture students throughout the nation.

Dewberry donated the 212th named scholarship. The Dewberry Scholarship will be awarded to an engineering student at the Rutgers University School of Engineering.

This scholarship fund was started by Joe Markle, a distinguished New York construction attorney. Joe died in 1989 when he was 89. Since that time the fund has awarded scholarships to 4,016 engineering and architecture students. Since Joe died, the success of the fund is a credit to the members of the New York City Post of SAME; so my congratulations to all members and their companions and guests. This is your Scholarship Fund, raised without the cost of a single stamp, and will continue to grow and make a difference in New York, the nation, and the world by providing educated architectural, engineering, and construction leaders.

year at the venerable and elegant Harvard Club where its first Regular Evening Meeting on Wednesday, October 3rd, 2019 welcomed Mohammed Nasim, PE, PMP, CCM, Sr. Director – Program Management AMTRAK and Francis Sacr, Interim Chief Financial Officer Gateway Program Development Corp. The 2018 – 2019 Officers and Directors were also sworn in at this meeting.

• The Post held its 78th Anniversary Annual Dinner-Dance for the benefit of the NYC Post SAME Scholarship Fund, Inc. on Saturday, November 3rd, 2018 at the Grand Hyatt New York.

• The Post once again served as a co-sponsor to the Metropolitan Engineering Societies Council (MESC) E-Week events, held Thursday, February 12, 2019 at District Council 37 (AFSCME AFL-CIO) HQ, 125 Barclay St. between Greenwich and West Streets.

• Our Wednesday, February 21st, 2018 Evening Meeting at the Harvard Club featured Wahid Albert, Chief Engineer, New York State Department of Transportation, who talked about the multi-billion dollar DOT design and construction program.

• Our Wednesday, February 27th, 2019 Evening Meeting at the Harvard Club featured a US Army Corps of Engineers Resiliency Program brief. COL Patrick Kinsman, District Engineer for the Corps’ Norfolk District and our own COL Thomas Asbery, District Engineer for the New York District, offered insights into their respective Districts’ resiliency programs.

• The Post again co-sponsored the Mid - Hudson Technical Societies Engineers’ Week Event, held at Anthony’s Pier 9 in Newburgh, NY, on Tuesday, February 26th, 2019. Continuing education credits were offered at this event. The Guest Speaker was Adam Bosch, Director of Public Affairs, New York City Department of Environmental Protection (NYCDEP), Bureau of Water Supply, discussing NYC’s extraordinary water supply system.

• The Post’s Young Member Committee provided the key support that allowed for yet another successful USMA Cadet Engineering Dinner, held at the US Military Academy, West Point, on Wednesday, May 1st, 2019, to honor those Cadets from the U.S. Military Academy Class of 2019 entering the Army Engineer Regiment. The AEA once again co-sponsored the event.

• Our Wednesday, May 8th, 2019 Evening Meeting at the Harvard Club featured Patrick Askew, Executive Vice President, NYC Economic Development Corp. to discuss their Capital Division programs.

• The Post, along with the NJ Post, once again concluded the season with another successful Annual Joint Golf Outing, held at Picatinny Arsenal, on Monday, July 8th, 2019. Proceeds benefited the Scholarship Funds of both Posts.

Young Member CommitteeSince its inception in 1988, the Young Member Committee (YMC) has organized an array of activities, including professional development seminars, technical presentations, fund raising, and participation in regional and national SAME conferences. The YMC again stepped up to do a great job of managing the Post’s involvement in the Cadet Engineering Dinner at West Point. Jeffrey Messinger, of STV, continued as Chair of the Young Member Committee.

2018 – 2019 was a good year for the Post… Membership remained fairly stable, and we held another successful Scholarship Fund Dinner Dance at our new venue, the Grand Hyatt New York. For the remainder of the Post’s operations, it was “steady as she goes,” continuing our Mission, as defined by our National Society, to lead collaborative efforts to identify and resolve national security infrastructure-related challenges. We continue to fulfill the Mission through our Vision, where we serve as the multi-disciplined integrator of military, public, private, and academic national infrastructure-related capabilities to produce viable solutions for America’s national security. We are pleased to provide this brief summary of the Year in Review.

NYC Post—A 99-Year Tradition of ExcellenceThe venerable New York City Post of the Society of American Military Engineers, along with the National Society, celebrated its 99th year in 2019. The Post advances SAME’s objectives by uniting architecture, engineering, construction (A/E/C), facility management and environmental entities and individuals in the public and private sectors to prepare for—and overcome—natural and man-made disasters, and to improve security at home and abroad.

Strength and Leadership and Networking OpportunitiesSince its formation on October 4th, 1920 the New York City Post has been chaired by outstanding leaders in both the military and civilian arms of the STEM professions. Attracting professionals at all levels, it continues as one of the few organizations in the country in which principals of major firms and military/ government executives have an opportunity, on a continuing basis, to network with one another and exchange important ideas and developments.

At its full schedule of meetings, the New York City Post has continually hosted nationally and internationally renowned guest speakers who have shared their expertise and interest in national defense and infrastructure resilience, the advancement of engineering knowledge, and the science of military engineering. These skills have positively influenced an audience beyond the military community, carrying over to a wide range of projects designed to serve our Nation’s general population.

An Active Membership FocusTraditionally, the New York City Post has avidly pursued and encouraged professionals in engineering, architecture, and construction, to become active members of the organization. In recent years, the Post has continued to attempt to expand its membership to contractors, environmental professionals, lawyers, insurers, and marketing and media professionals who specialize in SAME-related activities. Our ongoing efforts to present technical topics of pertinence to today’s engineers, as well as the availability of Continuing Education Credits at many Post and Post partner events, to those who attend, make the Post even more relevant to those who wish to remain up to date in STEM.

The Gold Standard of SAME Scholarship Funds—The NYC Post SAME Scholarship Fund, Inc.To inspire students to pursue engineering careers and to begin an early association with SAME, the New York City Post sponsors an extraordinarily successful scholarship program (described in detail within this report). It also supports adjacent student SAME Posts by regularly informing them of activities, and encouraging their participation in Post activities. With a principal balance, at press time, of around $3.3 Million, and Scholarships awarded across 35 states, there is no equal among the SAME Posts in scholarship funds.

Compliance with SAME Financial GuidelinesThe New York City Post of SAME and its Scholarship Fund comply with all of SAME’s national financial guidelines. Each year, the finances of both entities undergo appropriate audits to assure that sound financial practices are being pursued. Both the Operating Account and the separately incorporated NYC Post SAME Scholarship Fund are independently recognized by the IRS as 501(c)(3) charitable organizations.

Emergency Preparedness and Infrastructure Resilience CommitteeOur greatest challenge – and opportunity – rests in the Emergency Preparedness and Infrastructure Resilience Committee as it strives to meet and exceed SAME National metrics and guidelines. The devastation of recent Hurricanes in Texas, Florida, the Southeast, and Puerto Rico continue to remind us of the need for/ spawn improvements in construction practices and infrastructure resilience in all sectors – residential to commercial to industrial. Suzanne DiGeronimo continues as chair of this Committee, continuing to support relevant efforts to not just recover, but improve resilience so as to prevent future damages.

Environmental Affairs and Advanced Engineering Technologies CommitteeThe Environmental Affairs Committee again proved to be a highly active Committee, through its cooperation and co-sponsorship of Green Building and Sustainability seminars, field trips, and other events in association with the USGBC, New Jersey Chapter. The DoD adoption of LEED standards in base construction provides our members who work with DoD with exposure to these standards through the Committee’s activities, better enabling them to become partners with DoD in this ongoing and long-term effort.

Scholarship Endowments$5,000 Or More “Name Scholarship” Endowments

At a special meeting in December 1963, the Board of Direction of the New York City Post (SAME) passed a resolution providing for “Name Scholarship” endowments. Endowing a “Name Scholarship” required a single gift of $5,000 or more to the Scholarship Fund Thereafter, for the life of the fund, one of the scholarships awarded each year bore the donor’s name or the name of his designee. As of the end of 1968, 30 such scholarships were endowed. The scholarships, donors and dates are as follows:
