New Southbound Policy
Prologue
The global economy is fraught with volatility and vulnerability, but a growing trend to
look for opportunities in new economic blocks could change the current impasse.
Major players around the world, including the United States, the European Union,
Japan, Korea and China, are beginning to pay greater attention to the markets in
Southeast Asia and South Asia. This situation also affects Taiwan in deliberating its
long term development strategy and strengthening its adaptability to such changes.
The Taiwanese government has unveiled a plan called the “New Southbound Policy”,
which aims to strengthen the comprehensive trade and economic ties between Taiwan
and members of the Association of Southeast Asian Nations (ASEAN), South Asian
countries, as well as New Zealand and Australia. According to the policy’s guidelines,
the government will integrate the resources and strengths of the public and private
sectors in order to forge a mutually beneficial model of cooperation and create a sense
of economic community with those countries in aspects of talent cooperation,
economic integration, science and technology collaboration, cultural exchange,
resource sharing and market accession.
The New Southbound Policy has been designated to further Taiwan’s economic
development, and the government has adopted various strategies for its
implementation. However, realization of these policy goals will require joint efforts
from the private sector, and the civic communities of Taiwan and the countries
targeted in the policy. In order to provide an accessible source of information
regarding the New Southbound Policy and its relevant implementation projects, the
Taiwan government has compiled this booklet. Inside the booklet, you will find
information on the history, business, and culture of the countries targeted in the New
Southbound Policy, as well as the contact details of relevant agencies in charge of
each implementation program.
Our aim is to help Taiwanese industries, overseas business communities, and
Taiwanese students at home and abroad to better understand and collaborate on new
projects in the region. We hope to encourage a new kind of thinking about the
countries targeted in the New Southbound Policy, so we can help Taiwan march
towards the next stage of its development.

Policies
President Tsai Ing-wen proclaimed the Guidelines of the New Southbound Policy on
the 16th
of August, 2016. This policy aims to promote comprehensive connections in
economy and trade, science and technology, culture and education between Taiwan
and members of the Association of Southeast Asian Nations (ASEAN), South Asian
countries, as well as New Zealand and Australia. The policy will elaborate a new
model of cooperation through the sharing of resources, talents, and markets that will
create common prosperity and establish a sense of economic community between
Taiwan and its partner countries.
As an important member of the Asia-Pacific region, Taiwan has to adapt to the trend
of regional economic integration. The New Southbound Policy is an essential element
of Taiwan’s economic development strategy. Implementation of this policy will
provide momentum for economic growth and development, and redefine Taiwan’s
position and value in the region. At the same time, the policy will push forward
cooperation and dialogue between Taiwan and countries in ASEAN, South Asian
countries, Australia and New Zealand. The policy will also lead to closer relations,
and contribute to regional development and prosperity.
The New Southbound Policy is people-oriented, and centered on the values of
“settling in for the long haul, seeking comprehensive development, and creating
mutual benefits.” Based on these fundamental principles, Taiwan will strengthen its
collaboration with other countries in the areas of education, industry development,
and human capital exchange. By engaging with first and second generation
immigrants from the countries targeted in the New Southbound Policy, we can deepen
our level of economic cooperation, and strengthen our connection to human resources.
The policy upholds economic collaboration, talent exchange, resource sharing and
regional linkage as the main components. From these four aspects, Taiwan will create
a new model of economic development and help drive growth and prosperity for the
entire region.

b. Cooperation on Export/Import Sanitary and Phytosanitary and Technology
We implement risk assessments on market access of agricultural products, as well
as undertake export/import sanitary and phytosanitary measures. In order to
help Taiwanese agricultural and poultry products successfully go through
quarantine barriers, we participate in international multilateral and bilateral

Indonesia’s Investment Coordinating Board (BKPM) has established a Taiwan
Desk in order to serve Taiwanese businesses seeking investment counseling. In
addition, Taiwan Desks are expected to be available in Vietnam, Thailand, the
Philippines, Myanmar and India in 2017. Taiwan Desks provide a number of
services for Taiwanese businesses abroad, including general investment
counselling, provides information and business opportunities for local industries,
finds and introduces potential cooperation partners, and helps raise concerns
regarding investment barriers.

About India
When it comes to India, people cannot help but be awed by the Taj Mahal’s grandeur
with its mixture of Indian architectural styles, be impressed with Indian movies like
“3 Idiots” – a smash-hit in Taiwan, and be inspired by yoga practices that stretch back
thousands of years and aim to cultivate a mind-body connection and balance. In
addition, India has become the fourth nation to explore Mars by launching an
interplanetary probe, after the United States, Russia and the European Union. Now,
with its traditional values and modern vibe, India is emerging as “the world’s factory
of the 21th century” and is ready to shape the global economic landscape.
India’s land area is ninety-one times larger than that of Taiwan the seventh largest
country by land area in the world. As of August 2016, India’s total population has
reached 1.31 billion, trailing only mainland China. India boasts a young and vibrant
population, with the number of Indians aged between 25 years and 54 years
accounting for 40.74% of its total population, and the average age of its citizens being
28 years old.
Since Indian Prime Minister Narendra Modi took office in May 2014, India has
quickly taken the world by storm. As part of its effort to make India a global
manufacturing hub and pursue more foreign direct investment, the Modi
administration has launched the “Make in India” campaign, which has successfully
attracted numerous foreign businesses to invest and set up operations in India.
ROC President Tsai Ing-wen has placed an emphasis on forging a strategic partnership
between India and Taiwan in the fields of industrial cooperation and economic
relations. In September 2012, President Tsai visited India for 10 days in order to
survey cooperation opportunities. Furthermore, in her inaugural address on May 20,
2016, President Tsai specifically stressed that Taiwan views India with great
importance as part of its bid to expand economic and trade exchanges with the globe.
President Tsai has also mentioned that India, as a powerhouse in South Asia, plays a
pivotal role in Taiwan’s overall strategy of tapping global markets, clearly
demonstrating India’s importance in the international economic landscape.
Industry development

India’s main industries include automotive manufacturing, green energy,
communication, and pharmaceuticals.
The International Organization of Motor Vehicle Manufacturers stated that India
produced 4.21 million vehicles in 2015, making it the world’s sixth largest automobile
manufacturer. India’s auto industry accounts for 7.1% of the nation’s GDP.
Regarding the green energy industry, it is estimated that India will become the world’s
third largest consumer of energy by 2030. India’s Ministry of New and Renewable
Energy pointed out in December 2014 that the country’s solar potential is around 750
GW. In addition, the lighting sector accounts for around 20% of the total electricity
consumption in India. India’s LED lighting market is projected to reach US$2.2
billion by 2021.
On the telecommunications front, research and consulting firm Occams Business
estimated that during the forecast period from 2010 to 2020, India’s cloud services
market will expand at a compound annual growth rate of 76% and will reach a market
scale of between US$15 billion and US$18 billion.
With respect to pharmaceuticals, India’s Ministry of Commerce and Industry asserted
that India is poised to become the third largest pharmaceutical market by 2020.
Approximately 20% of the world’s generic medicines will be made in India, making it
the largest exporter of such products.

Flight: Direct flights between Taiwan and India are operated by China
Airlines. At the moment, there are scheduled flights from Taiwan to India

Healthcare: Private hospitals in India provide better healthcare services than

Food: Dining at hotels and drinking bottled water are strongly advised.
Living: The hotel and hospitality industry in India is well-developed. India
offers a variety of hotels for business travelers. Staying at four-star (or above)

Transportation: Options include domestic flights, bus, car rental, taxi, metro,
and auto rickshaw. As ideal tour guides as rickshaw drivers may be, be sure
to bargain before jumping in a rickshaw and make payment after the ride. It
is also advised to rent a car through a hotel for safety concerns.

that Indian companies are not able to manufacture or are in short supply.
India is promoting key initiatives, such as Make in India, Digital India, Skill India,
Start-up India, and Smart Cities, with an aim to attract foreign direct investment
