CONSIDERATION OF RESOLUTIONS

1. CURRICULUM, INSTRUCTION, PROFESSIONAL DEVELOPMENT, ASSESSMENT & ACCOUNTABILITY

a. Resolution to Approve Grades 6, 7 & 8 Curriculum Middle School Language Arts Scope and Sequence and Secondary (Grades 6-12) Writing Resources Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent, to approve Grades 6th, 7th and 8th Curriculum Middle School Language Arts scope and sequence and secondary (grades 6-12) writing resources, Specifically, the revised scope and sequence, writing resources and New Middle School Argumentative Writing Guide (Grades 6-8) are aligned to the Common Core State Standards/Trenton Public Schools curriculum as well as cognitive shifts required by the Partnership for Assessment of Readiness for College and Careers (PARCC). (Attachment 1-A)

b. Proposal for Bilingual/ESL Immigrant Parent Education Program Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Bilingual/ESL Immigrant Parent Education Program for the period May 4, 2015 through June 12, 2015 at a cost not to exceed $12,811.00. Evening classes in Civics and English as a Second Language will be offered for parents/guardians of English Language Learners. BE IT FURTHER RESOLVED that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. c. Proposal for McGraw Hill Professional Development for Math Teachers at Mott Elementary School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for McGraw Hill Professional Development for Math Teachers on January 13, 2015 at no cost to the Board. With the de-departmentalizing of teachers at Mott Elementary School, it is necessary for teachers new to teaching Math in the building to have PD relevant to the District’s Math resources.

d. Proposal for EcoSchools USA Training – 2014 Science Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for EcoSchools USA Training – 2014 Science for the period January 5 through June 23, 2015 at no cost to the Board. The program will be held for 4th and 5th Grade Teachers at Wilson and Grant Elementary Schools to provide a framework for transformational leadership that integrates sustainability practices within existing curriculum.

e. Resolution to Submit Assurances for Progress Targets Action Plans for Non-Priority/Focus Schools for 2014-2015 Whereas, the Trenton Public School District has three schools not classified as Priority or Focus Schools under the ESEA Flexibility Waiver; and Whereas, these schools are Dr. Martin Luther King, Jr., Parker and Wilson Elementary Schools; and Whereas, the schools did not meet their Annual Performance Targets for 2013-2014 and are required to address the needs of student populations that did not meet their proficiency targets; and

f. Proposal for Dunn Middle School Performance at Trenton City Hall Christmas Tree Lighting Ceremony Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Dunn Middle School Performance at Trenton City Hall Christmas Tree Lighting Ceremony on December 5, 2014 at a cost not to exceed $156.31. A-148 Secretary’s Report – October 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for October 2014, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. c. A-149 Treasurer’s Report – October 2014 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending October 31, 2014, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the 2014/2015 Joint Agreement between Trenton Board of Education and Ewing School District for the provision of transportation services for two students attending Delaware Valley School for Exceptional Children, a school to which we already provide transportation. Ewing School District will pay Trenton Public Schools $5,800.00 for the 14-15 School Year Program. This resolution was Board approved on October 27, 2014. The revision is needed to correct the amount paid to Trenton Public Schools. Resolution to Approve the Comprehensive Annual Financial Report and Corrective Action Plan for 2014 BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to accept the Comprehensive Annual Financial Report (under separate cover) and Corrective Action Plan (Attachment 3-AA) for 2014.

Resolution to Approve the Purchase of Site Licenses from Curriculum Associates for Kilmer Middle School BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for a Purchase of Site Licenses from Curriculum Associates for Joyce Kilmer Middle School for the 2014-2015 school year at a cost not to exceed $12,417.00. Kilmer will implement the I-Ready program to help students reach proficiency in language arts literacy and math. BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. Professional Services Contract – Mildred Miranda BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for a Professional Services Contract with Mildred Miranda under the Title III Immigrant program for the 2014-2015 school year at a cost not to exceed $4,000.00. The consultant will design and provide courses for parents of immigrant students to help them with understanding American government and education systems, and to improve their English language learning. BE IT FURTHER RESOLVED that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. Resolution to Approve the State Facilities Pupil Count BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the State Facilities Pupil Count as submitted to the County Superintendent. This report serves as a verification of the names, personal information and residency of 68 Trenton students placed in State Facilities.
