Brief Report
1. Name of the course: National Training Workshop on Supply Chain Management
2. Duration: 3 days, 26-28 November, 2019

4. About the Programme
Every Disaster whether cyclone, floods, tsunami, earthquake or drought, inevitably disrupt
global supply chains with postponed or paused deliveries, closed ports, rail, road, cancelled
cargo flights and unbalanced supply and demand. Depending on the severity of the situation
and the preparedness surrounding it, some supply chains even come to a complete halt. This
often creates a ripple effect, as businesses in the affected area may not be able to procure the
supplies they need on time or may receive fewer shipments than normal. As the local markets
collapse, supply has to be arranged from neighbouring states, leading to a bottlenecks and
delay, which ultimately impacts the immediate response after a disaster. Recovery in such
cases can also be time-consuming, expensive and arduous as in the case of Kerala floods
2018 where the total estimate damage was in crores. Also, cyclone FANI had a huge
economic loss estimated to be crores.
Planning for supply chain is increasingly becoming crucial for response management. Failing
to properly react to supply chain disasters can have long-term implications to the bottom line.
That is why it is imperative to regularly assess inherent gaps in the supply chain, build
redundancies into operations and engage in collaborative partnerships to offset sudden
variations in demand and supply (adapted from inboundlogistics.com blogs). The rapidly
changing demand and supply situations in the aftermath of a disaster makes it necessary to
capture and communicate these variances so that prioritization and reallocation can be made.
Communication is arguably one of the most important factors in any operation. Due to the
fast pace of disaster management, communication among suppliers, must be ensured,
pointing to the need for open communication lines.
Katrina overwhelmed the Federal Emergency Management Agency (FEMA) management
and overloaded its logistics system. Response and relief personnel had little visibility into
available federal assets and resources. The process for requesting assistance could not support
the volume of requests, and the technology supporting that process proved inadequate.
Federal, state, and local officials requested assistance outside existing channels with little
coordination and communication. Hurricane Katrina was beyond the capacity of the state and
local government. It was the largest natural disaster ever strike the United States. FEMA
management lacked situational awareness of existing requirements and of resources in the
supply chain. An overwhelmed logistics system made it challenging to get supplies,
equipment, and personnel where and when needed. When supply requests and subsequent
supply distributions were not logged, FEMA could not accurately keep track of the resources
it staged at regional facilities. As a result, supplies and equipment were delivered not
according to specifications, delivered late, or not delivered at all, and priority needs were not
met.The failure at all levels to enter into advance contracts led to chaos and the potential for
waste and fraud as acquisitions were made in haste.
Although the ultimate impact of natural disasters is hard to predict in advance, Supply chain
management in disasters can take few simple steps to ensure preparedness and speedy
recovery.
• Create an assessment of the requirement and be ready for Supply chain management
• Create a response and recovery plan – Take time to develop well-thought out detailed
guidelines and directions for team members, and be sure that everyone is on board
and familiar with their duties. Plan for backup suppliers and review the plan regularly
to identify areas for improvements or adjustments
• Assess supply chain risks regularly and to get to know the suppliers you partner with
– find out if they have their own disaster response/ preparedness plans in place, and
what they entail. Creating a supplier scorecard can be helpful for analysing risk levels
and potential problems. This will guide in determine which third parties are most
useful in disaster event.
• Understanding the risks facing the supply chain management
• If disaster does strike, make sure all investigations are through and well conducted –
when dealing with disasters, proper planning and recovery processes are critical for
ensuring resilience in the supply chain management.

Methodology followed was a combination of lectures, group discussions and table top
group exercises.

8. Proceedings of the Workshop
Inaugural session
Prof. Santosh Kumar, NIDM, set the session in motion by introducing the need of supply
chain in Disasters while Dr.Chandrani Bandyopadhyay, Assistant Professor, NIDM,
briefed about the training workshop. Shri
Ajit Seth, former Cabinet Secretary,
inaugurated the workshop. While addressing
the participants, Shri Seth congratulated
NIDM for conducting such workshop and
raised some critical issues pertaining to
supply chain management during disasters.
The inaugural session was also addressed by
Major General Manoj Kumar Bindal, Executive Director, NIDM, who shared his on-field
experience of disaster response.

Technical sessions
Day 1 (26th November 2019): The inaugural
session was followed by technical sessionsby
Shri Ajit Sethwho explained the need for
supply chain management in disaster response
by sharing his experiences of managing many
mega disasters which happened during his
tenure as Cabinet Secretary. He emphasised
on the need of prior planning and coordinated
response between all the stakeholders during
disaster response. The post lunch session by
Dr C. Bandyopadhyay focused on issues in Relief Management. Prof. Santosh Kumar
focused on Central Response Process in Supply Chain Management.
Day 2 (27th November 2019): Day two of the course had the participants exposed to Supply
chain management – A Perspective from Indian Army. The session was addressed by Brig.
Vinod Dutta(Retd.) where he discussed on Humanitarian Assistance and Disaster Relief

(HADR) operations. Prof. Santosh Kumar describe the importance of Post Disaster Needs
Assessment (PDNA) in supply chain. The standards of relief in the Humanitarian Sector-
coordination with the government and other
stakeholders were discussed by

India, and child- centric supply chain
management along with Post disaster
needs assessment were discussed by
Mr. Sarabjit Singh, United Nations
Children's Fund (UNICEF).
Day 3 (27th November 2019): Day three focus on long-term recovery and prioritizing
through Incident Response System (IRS) for supply chain management. The session on IRS
was addressed by Col. P.K Pathak. Thissession was followed with a table-top exercise for
the participants which aims to recapitulate the theoretical aspects of the supply chain
management. The workshop ended with the Valedictory Session.
