OverviewWelcome to the Handbook of the National Training and Productivity Centre (NTPC), formerly known as the Training and Productivity Authority of Fiji (TPAF). Key functions of NTPC as mandated through the Fiji National University amended Decree 2010 are as follows: •Ensurethatthein-servicetrainingneedsoftheindustriesinFijiaremetatalltimes. •ManagetheApprenticeshipSysteminFiji. •PromoteProductivityandBusinessExcellenceprogrammesinindustryandactastheNational Productivity Organisation for Fiji on behalf of the Government. •Beresponsiblefortraininggrantswithinthebudgetaryprovisionsandfinancialpoliciesofthe University. •Carryoutsuchtradetestsasarenecessaryforfulfillingtheobjectiveoftrainingfornationaldevelopment. •Carryoutothersuchresponsibilitiesrelatingtoindustrytrainingneedsasaredelegatedtothe NationalCentrebytheFNUSenateortheViceChancellor.
In 2010, Cabinet endorsed the merger of TPAF with FNU. Henceforth, the former TPAF continued to function as the National Training and Productivity Centre (NTPC) of the FNU. After the merger, NTPC underwentarestructuretoensureefficiencyandimprovedresponsivenesstoindustryneeds.Thethreetraining divisions of NTPC are as follows: •DivisionofBusinessandInformationTechnology •DivisionofExecutiveManagementandHospitalityServices •DivisionofTechnicalTraining
Otherthanthesethreetrainingdivisions,theDepartmentofNationalTradeTestandtheDepartmentofNationalApprenticeshipfallundertheambitoftheDirectorate.
NTPC Courses & Credit AccreditationRationalebehindestablishingcreditpointsforNTPCprogrammes:
Creditpointsrefertothepointscommensuratewithclassroomcontacthoursandspecifiedself-directedlearning.Self-DirectedLearning (SDL) is learning thata studentundertakes through formal/structuredstudyonone’sown.Thiscouldbefromreadingprescribedmaterials,carryingoutprescribedhomeworkorassignments,or,predeterminedpracticalwork.Noneofthesewouldrequireaninstructortobepresent.Onecreditpointcomprises15hoursofsuchclassroomstudiesandspecifiedself-directedlearning.Eachprogrammeofstudywillspecifythetotalcreditpointsthatareneededforapersonwiththeminimumentryrequirementtosuccessfullycompletetheprogrammeattherequiredlevelofcompetency/achievements.The total credit points for a programmeof study shall normally be divided into number of coursesorunits,withclearspecificationofthetotalcreditpointsforeachunit.Ascreditpointsdependuponthetimenecessarytosuccessfullycompleteaunit,creditpointsmaydifferfordifferentunitswithinaprogramme.
Thefollowingappliestonon-creditcourses:
•WheretheUniversityshallofferongoingcoursesaspartofindustrialoron-the-jobeducation andtraining,and/oradult/continuingeducation. •Wherecoursesbuildtowardsorattractcertificatesofattainment,theyshallbecredited,andthus regulatedthroughthepoliciesprescribedintheseregulations. •Wherecoursesdonotattractanycertificateofattainment,orwherecoursesareunrelatedtoanyaccreditation,certificatesofparticipationshallbeofferedtoparticipants. •Studentsenrolledforcertificatesofparticipationshallpaytherequiredfeesforthecourse,butshallnotgainanycredittowardsacertificateofattainment.NTPCoperates from itsHeadOfficebasedatQueenElizabethDrive inNasese,andhasCentres inNarere,Nabua,Samabula,,Sigatoka,Nadi,Lautoka,RakirakiandLabasa.

ItismypleasuretointroducethetrainingprogrammesoftheNationalTrainingandProductivityCentre(NTPC) of the Fiji National University. The NTPC, being the National Productivity Organisation of Fiji, is bestowedwiththetaskofprovidingtrainingtoorganisationssothattheybecomeefficient,productiveandcancompetebothlocallyandglobally. THE NATIONAL APPRENTICESHIP TRAINING SCHEMEOverviewTheNationalApprenticeshipSchemewas introduced in1963under theMinistryofLabourandknownas theFijiApprenticeshipCouncil. In 1974, the responsibilitywas passed toTPAF (thenFijiNationalTrainingCouncil)forexpansion.TransformationofFNTCtoTPAFwascarriedoutin2003.TheNationalApprenticeshipTrainingDepartmentwaspassedontotheNationalStandardsandAccreditationCouncil.
TheNationalApprenticeshipTrainingSchemeisregulatedandadministeredbytheNationalTraining&ProductivityCentrethroughsupportfromtheindustriestoaddresstheskillsrequiredandtoproduceacompetentandcertifiedworkforcefortheorganisations.

Contract of ApprenticeshipApprenticesareindenturedunderaformofcontractconformingtotheApprenticeshipOrderunderTheFijiNationalTrainingOrder:Cap.93Section21asnowitisundertheFijiNationalUniversity(Amendment)Decree 2010.The contract is between the:•Employer•Apprentice;and•DirectorofNTPC
Iftheapprenticeisundertheageof18years,aparentorguardianwillberequiredtosignasguarantorfortheapprentice.ThecontractismadeundertheApprenticeshipOrdertoenabletheapprenticeandtheemployertofulfilltheir obligations and responsibilities during the term of apprenticeship.This contract, after being fullycompletedandsignedbyallparties,issubmittedtoNTPCforregistration.

Thiscontractisfulfilledonthesuccessfulcompletionoftheapprenticeshipwhentheapprenticebecomesaqualifiedtradesman.

Ourprogrammeshavebeen inexistencesincethe inceptionof thisUniversityandtheformerTraining&ProductivityAuthorityofFiji(TPAF).Inlinewithchangingengineeringtechnology,wehavealsobeenconstantlyreviewingourprogrammese.g.reviewoftheweldingprogrammebyanAustralianBusinessVolunteers consultant in 2009. We must note that we are leaders in NTPC in the development ofCompetency-BasedTrainingconceptsfortheTechnicalTrades,whichdirectly impingesonourtrainingrole in the industry.
Theprogrammescurrentlyofferedbyourdepartmentcomprisesofthefollowing:Welding&Fabrication,Refrigeration&AirConditioning,MechanicalEngineeringIndustrySkills,andAUTOCAD.In-builtintoNTPCtradeprogrammesisafocusedemphasisonpracticaltrainingandassessments,toensureparticipantsarewellversedwithindustrypracticalrequirements.

OverviewTheDepartmentoffersTVETStreamprogrammesrelatingdirectlytotheconstructiontradesectorsforadiverserangeoffirmsintheprivatesector.Theprogrammesplayaverycrucialroleintheoverallefficiencyandproductivityofanyorganisationintheconstructionindustry.
OurprogrammeshavebeeninexistencesincetheinceptionofthisUniversityandtheformerTraining&ProductivityAuthorityofFiji(TPAF).Inlinewitheverchangingconstructiontechnologyandnewtechniquesin thedeliveryof tradeskillsprogrammes,NTPChasalsobeenconstantly reviewing itsprogrammes.This has led to theTechnicalTrainingDivision becoming the leaders inNTPC in the development ofCompetencyBasedTraining(CBT)conceptsfortheSkillsTradesectors.
The programmes currently offered by our Department comprisethe following: Carpentry & Building,Plumbing and Sheetmetal, Cabinet Making and Blocklaying and Plastering. In-built into NTPC tradeprogrammesisafocusedemphasisonpracticaltrainingandassessments,amajorcomponentofCBTtraining.
Toaddressthedynamicsofthecontemporarylabourmarket,theDepartmentalsoofferseveningclassesand short courses to suit existingworkers andnewentrants into industry.Apart from regular industryconsultation,wealsohaveclosecontactwiththeConstructionIndustryCouncil(CIC)andtheFijiMasterBuildersAssociation(FMBA).
All NTPC developed programmes are taught by NTPC staff with appropriate trade qualifications andindustryexperience,whichproveshighlyrelevanttobothindustryparticipantsandnewentrants.

OverviewThe Marine and Ports Industry Training Department has designed its training programmes with anemphasisonprovidingtrainingforindustrywhichincludescurrentworkersandthosewishingtoup-skilland attain higher qualifications and also to address the unemployed in securingwork in the industry.NTPC’sMarinetrainingprogrammesallincorporateMaritimeSafetyAuthorityofFiji(MSAF–previouslyFIMSA)requirementsandalsoitsadherencetoInternationalStandardsintheSTCWregulations.
ThePre-SeaCertificate training programme addresses the unemployedwith providing the necessaryknowledge required by all personswishing to commencea career at sea.This programme facilitatesthebasicNauticalandEngineeringknowledgecomponentsplusthe4SafetyShortCourseswhicharecompulsoryforallentrantsintothisindustry–OHSatSea,SurvivalTechniques,BasicFirstAidandtheBasicFirePreventionandControlSafetycertificates.TheseprogrammeswilltargettheCentral,NorthernandWestern divisions so as to work alongside MSAF in ensuring safety and training standards aremaintained throughout the maritime industry in Fiji.
The scheduling of the Marine Safety Short Courses and Certificates of Competency training for theindustryisalsoprovingtobeamajortrainingmarketsectorfortheDepartment.ThishasbeenevidencedbythecontinuousenrolmentofparticipantsfromorganisationsintheWesterndivisionsuchasSouthSeaCruises,BlueLagoon,NeptuneShippingandalso thehotelierswhichalsodealwithwatersportsandferryingservices.ThemaindrawcardtheDepartmentbelievesithas,asopposedtoitscompetitors,isNTPC’smobilityandflexibilityindevelopingandconductingtrainingforout-of-Centretrainingforindustry,rural and maritime sectors.
TheNTPChasalsobeenendorsedbyMSAFtoconducttrainingintheMarineCertificatesofCompetencieswhichhasbeenproventobeveryefficient.Theseprogrammesincludethefollowing: •RestrictedClass6Master/Engineer •Class6Master/Engineer •Class5Master •Class5Engineer
ThemajorityofthesetrainingcourseswillbeofferedfromNTPC’sNarereandLautokacampuses,withshorter modules available in the Northern division due to the availability of resources in main centres. With theavailabilityofthe2mostseniormarinetrainingofficersaround,theDepartmentwillbefocusingonensuringthequalityoftheseprogrammestobeitspriorityforthefuture.NTPCwillcontinuetooffertheAdvancedShortCoursesforcurrentworkersintheindustrywhorequiretraininginordertoupgradetheirqualifications.
Course Introduction-Marine Safety Courses

Tomeet thedynamicsof thecontemporary labormarket, theDepartmentalsoofferseveningclassesandshortcoursestosuitexistingworkersandnewentrantsintotheindustry.Apartfromregularindustryconsultation,wealsohaveclosecontactwiththeIndustryStandardAdvisoryCouncil(ISAC).
