National Federation Development Program

MISSION

The mission of the FINA Development Program is to elevate the importance of swimming by providing a framework for: 

• Increased participation

• Enhanced promotion

• Global competitive success in the sport

THREE PRIMARY GOALS

1) To increase the proficiency and effectiveness of Continental Associations and National Federations

2) To provide progressive educational opportunities for officials, judges, referees and coaches in all five disciplines

3) To enable athletes in all five disciplines to reach their full competitive potential

SEVEN PRINCIPLES (1‐4)

1) Inclusion of all five aquatic disciplines

2) Participation by all five continents, but with recognition of different needs and methods

3) Program recognizes the specific characteristics of each Continent and the unique needs of each National Federation, within a consistent framework

4) Use of non‐FINA resources, including the International Olympic Committee and Continental Olympic Associations

5) Utilization of globally‐respected coaches and technical officials with established, consistent curricula

6) Administrative support provided by FINA staff members, with necessary accountability of FINA funds

7) Appreciation of technology and optimization of Internet resources
