The Community-Based Monitoring System (CBMS) was introduced in the municipality of Basud in the year 2003. Information about CBMS came from the office of the Provincial Planning & Development Coordinator where the wife of our Local Chief Executive is currently employed. The Mayor calls the attention of his Municipal Planning & Development Coordinator to study the system to find out whether this CBMS has impact to the socio-economic development of the municipality. After all, the LGU signifies intention to the CBMS International Network, Manila, adopting MIMAP CBMS in the municipality of which the primary objective is to provide an organized information for the policymaking and program implementation at all geopolitical levels and to update information on the welfare status and needs of the community to effect good governance. The municipality started the activities of MIMAP-CBMS last August 2003. The MIMAP Manila staff provided free training to enumerators of the twenty nine (29) barangays. The local government unit provides the supplies and materials to be used during the training period. After the training, survey activities started simultaneously to the 29 barangays. During the implementation, the LGU experienced a very challenging work as detailed to wit: For Best Practices:

1. LGU partnership (between the municipal and the barangay government)

The Munnicipal Development Council and the Barangay Development Council both provided human and financial resources. The Municipal Planning & Development Office and the community leaders and volunteers act as key players in the implementation of the project.

2. Full support from the municipal and barangay officials

The Sangguniang bayan and barangays appropriated financial

counterpart to MIMAP activities. The municipalities appropriated almost P100,000.00 at the start of the project while each barangay appropriated P5,000.00 counterpart charged from their 20% Barangay Development Fund. From the appropriated amount, supplies and materials, honorarium of enumerators, purchase of one (1) unit computer and other operating expenses were disbursed.

3. Liga ng mga Barangay as co-partner of the project

The Liga is one of the key players in the implementation of the project. The amount of P145,000.00 (P5,000.00/ brgy) barangay counterpart was lodged to the liga thru the Liga Treasurer. Disbursement of funds for the projects depends on the activities. The MPDO serves as the requesting official in every transaction. The Liga Board approved the program of works presented as basis for the implementation. No problems encountered and have smooth implementation as of today.

4. Barangay consultation and Field Validation

Through an assembly, MIMAP was introduced. The Municipal Technical Working Group of MIMAP discussed to the public what the project all about is. A short presentation was made and dialogue followed. After the survey conducted, field validation was made to confirm whether the data is true and correct.

5. Support of the National Government Agencies

The Department of Education thru its school head of Teacher-In-Charge, the Department of Health thru its DOH Rep., the TESDA, PNP and other entities extended full support to the project particularly technical assistance. They are also members of the Technical Working Group to effect proper implementation. The teacher who is assigned in the project helps the Barangay Secretary to formulate the narrative report of the survey which resulted to barangay socio-economic profile.

6. Regular conduct of Monitoring & Evaluation

The MTWG conduct regular monitoring of the project. The

MPDC always render a report to the Municaipal Development Council and to the Liga ng mga Barangay to update them the status of the project.

Lessons Learned:

Lack of participation of the community (in the negative aspect)

Some people who asked for an interview are not cooperating.

Sometimes they are not giving proper answer to the question asked particularly in the KITA or INCOME thinking that BIR might collect taxes if they are declaring the right income. This problem was encountered in all barangays of the municipality.

Very useful and informative (in the positive side)

The municipal & barangay government found the project very

useful and informative particularly to all policymaking and legislative body. It creates and maintains databank in all levels which could be used as reference in planning and budgeting. Results were used in day to day transaction such as in the issuance of certification of residency, poor income level and other purposes. Results also could be used by our political leaders for their own consumption and references.

In the preparation of the annual development and investment plans,

MIMAP-CBMS was used as the basic reference of all planners in all level. The MDC & BDC formulated plans, programs and activities base on the result of what is really the need of the constituency.

Utilizing a Community-Based Monitoring System (CBMS) for Local Governance

by MIMAP-CBMS is a great help to all local government units who is always looking forward to its socio-economic development. Therefore, gratitude is fully extended to all people particularly Dr. Cecilia Reyes, Ms Badette Mandap, Ms. Jasmin Asirot and others who share their precious time, talent and treasure to the Local Government Unit of Basud, Camarines Norte for the realization of this project.
