Background of the CBMS implementation
With the updated data, it has become the basis in all planning endeavors of the City
Considered as the most reliable grounding in providing interventions
Maximum utilization of the data
Rationale:• Desire of the City to provide services to the most relevant,
marginalized and disadvantaged sector• Absence of disaggregated data
Implementation:
•1st Round - 2007 – Survey, encoding, validation and editing•2nd Round - 2011 – Updating, e-CBMS (using laptops)
Status of CBMS:

Lessons Learned• All data generated are useful except for the
definition of “employment” which was define on thebasis of the number of hours an employee works, which means that if an individual is employed evenin an hour for a week is already considered as“employed”.
• Program dubbed: DBC CARES (Delivery of Basicand Comprehensive Constituency Assistance andResponsive Services). The program is designed todeliver a package of appropriate services to themost eligible beneficiaries.

Recommendations: • Institutionalization of CBMS down to barangay level
through legislation by Congress • Much higher honorarium for enumerators for the next
survey period• Increase appreciation of the data generated by the
system.• Enhance the CBMS by unifying all the survey
indicators.
