bank account of RKVY. Funds allotted as per demand of the departments.

• DAPs of all the 32 districts are prepared.

• State Agriculture Plan is being prepared ( expected to be completed by 31st March, 2009).

Status of preparation of District Agriculture Plans (DAPs)

Rastriya Krishi Vikas Yojana

Attempts for convergence with NREGS, BRGF, watershed etc

• In district Agriculture Plans and in shelves of projects being prepared, convergence of RKVY with NREGS, BRGF, watershed etc. is being carried out.

• Instructions have been issued to districts to dovetail programmes on Water harvesting structures/ Farm ponds and minor irrigation works with NREGS. 8199 WHS structures have been constructed upto Dec, 08 and 18478 ongoing

• Drought proofing and tree plantation on farmers field being funded through NREGS.

• Land development activities also being supported• Provision of irrigation facility to individual beneficiaries, 38539 covered upto

Dec, 08 and 43107 ongoing• 12 districts of Rajasthan covered under BRGF• District collectors/CPO have been directed to involve Panchayats and utilise

available funds available through BRGF/NREGS / other schemes

Strengthening Extension Machinery at State Level

• Kharif Abhiyan 2008 –pre Kharif Panchayat level campaign to reach out to farmers with special focus on productivity enhancement

• “KHETIBARI”, a weekly TV program of Department-good quality and highly popular

• “Kheti Ri Batan” a live daily Radio program with farmer-friendly format-phone-in, success stories, farmers interviews etc.

• Inter-state exposure visits organized (6300 farmers benefited during 2008-09)

• Beneficiary trainings ( Software ) included in implementation of components ( hardware ) viz. seed production,agri. implements, sprinkler, drip, pipe line etc.

• Kisan Call Centre 2nd highest calls in the country.• Crop specific, area specific productivity enhancement projects such as Mustard target 20+, Barley

operation 150%, etc implemented.

• ATMA-implementation:• ppp based implementation of extension programme- organization of 49 farm schools with the

collaboration of ITC besides National /Multinational companies like Pepsico, Mahyco, Monsanto

Cargill India Ltd, SAB millar, Chambal Fertilizers, Lupin, NM Sadguru foundation are also being

involved in delivery of Extension services

• 10 farmers development exhibition organized ( one at each region)

• Broad based capacity building of field functionaries.

• Advance stock building by the state avoided crisis,But, this system placed an huge burden on the state finances. GOI should provide assistance for advance stock building.

Olive Cultivation in Rajasthan• Rajasthan Olive Cultivation

Ltd. has been established under public-private partnership between RSAMB, PPIIL, Pune and Indolive of Israel.

• Olive cultivation is being undertaken on 210 Ha. on 7 sites in different agro-climatic regions of Rajasthan.

• 1.20 lac Olive plants of 7 varieties have been imported and Planted.

• An Israeli expert is permanently stationed in Jaipur to look after technical operations.

• Release of funds under ISOPOM- Under ISOPOM scheme, GOI has technically approved the action plan of Rajasthan for the year 2008-09 of Rs. 61.09 crore ( CSS share ). The GOI has released Rs 30.00 crore till date .Therefore, an amount of Rs 28.25 crore is yet to be released from GOI. This may kindly be released at earliest possible. We already have payment to liability of over Rs.10.00 crore for seed distributed in Rabi Season and Rs.5.00 crore’ pending liability in field which is pending for want of funds.

• Settlement of claims under national agriculture insurance scheme (NAIS):- Release of balance amount of crop compensation by GOI for Kharif 2005 (Rs. 26.13 crore ) and Rabi 2005-06 (Rs. 6.48 crore) total amounting to Rs. 32.61 crore.

• Inclusion of some more districts under NFSM - State of Rajasthan has submitted a proposal of inclusion of new districts as under: NFSM Wheat- 9 districts viz. Sri Ganganagar, Hanumangarh, Chittoregarh, Baran, Bundi, Jhunjhunu, Karauli, Dholpur and Dungarpur.

NFSM Pulses-5 districts for kharif pulses viz. Jodhpur, Bundi, Jhalawar, Pali & Bhilwara

11 districts for rabi pulses viz. Alwar, Bharatpur, Sawaimadhopur, Karauli, Jaisalmer, Pali, Baran, Bundi, Bhilwara, Dungarpur & Udaipur (Barmer may be deleted having in significant area under rabi pulses)

NFSM Rice- 4 districts viz. Banswara, Dungarpur, Bundi & Hanumangarh.

•Procedure simplification required under NFSM w.r.t. release of subsidy on seed distribution only after receiving details of farmers as list of farmers and other details is impractical to maintain by the dealer.

• Under NFSM Pulses, relaxation be made for inclusion of > 10 years varieties (upto 15 years) particularly of moth, urd, cowpea, moong and gram for foundation / certified seed production and for certified seed distribution there should be no limit.
