    One of the major responsibilities of the National Center for EducationStatistics (NCES) is to report on the condition of public elementary andsecondary education in the United States. In support of this mission,NCES collects from state education agencies selected data itemsabout all the public elementary and secondary schools and educationagencies in the 50 states, the District of Columbia and the 5 outlyingareas: American Samoa, Guam, Commonwealth of the NorthernMariana Islands, Puerto Rico, and the Virgin Islands. Information isalso provided by the U.S. Department of Defense (DOD) on itsdependents schools overseas.

    Information on the universe of public schools and education agenciesis collected annually in the NCES Common Core of Data (CCD)surveys. The surveys are completed from administrative records ofthe state education agencies by Common Core of Data Coordinatorswho are designated by their chief state school officers as official stateliaisons with the National Center for Education Statistics.

    The information for this publication comes primarily from the CCDeducation agency universe data collection of Spring, 1997. In theIntroduction, several tables that summarize the contents of the file areprovided. They are followed by the listing of education agencies,organized by state and type of agency. The directory lists all reportedpublic elementary/secondary education agencies in the 50 states, theDistrict of Columbia, the 5 outlying areas, and DOD. An agencycannot be designated as more than one type, and if there are noagencies of a given type in a state, the heading for that type is omitted. Definitions of agency types are given on page xvii.

    A complete entry for an agency includes the following information:

    The state in which an agency is located is identified in the upper left-hand or right-hand corner of the page.

    Name of Agency

    This column lists the names of education agencies providing publicelementary and secondary education, in alphabetic and/or numericorder, grouped by type of agency within state or state-level jurisdiction. The listed agency name is the name commonly used within the state,as supplied by the state education agency. It may differ from the legalname of the education agency. If there are no agencies of a giventype in a state, the heading for that type is omitted from the listing.

    Street or P.O. Box of Mailing Address

    This is the post office box number, rural route number, or the building'sblock number and name of the street where mail to the agency's chiefexecutive officer should be addressed. The mailing address givenhere may not represent the physical location of the agency. If the fieldis blank, no street address is used by the state education agency inmailings to the education agency.

    City of Mailing Address

    This column provides the name of the city used in the mailing addressof the agency's chief executive officer. If a state name abbreviationappears in this column, then the mailing address of the agency islocated in the state shown rather than in the state actually served bythe agency. This was true for 17 agencies in 1996-97. The streetaddress and ZIP code also follow this convention. If no address wassupplied by the state CCD coordinator (as was the case for 84agencies), this field is blank.

    ZIP Code

    The ZIP code is assigned by the U.S. Postal Service to aid in thedelivery of mail. The first digit is a regional identifier, the next 2 digitsidentify the post office, and the next 2 digits identify the block or zone.

    Telephone Number

    The entry in this column lists the 3-digit area code, 3-digit exchange,and 4-digit local telephone number of the administrative office of theagency's chief executive officer. If no number was supplied by thestate CCD coordinator, this field is blank (674 agency telephonenumbers were not reported or missing).

    Name of County

    The entry in this column is the county where the chief executive officerof the agency maintains the agency's operational and administrativebase. If no county is given, this field is blank.

    Metro Status Code (MSC)

    This column presents a single-digit code that classifies an educationagency's service area relative to one of the 355 Metropolitan StatisticalAreas (MSA) determined by the Bureau of Census during the 1980Decennial Census and updated as of 1990. The following codes areused:

    1-The agency serves the central city of an MSA.2-The agency serves an MSA but not primarily its central city.3-The agency does not serve an MSA.

    Grade Span

    The entries of this column identify the lowest and highest gradesserved by the agency, as inferred from student membership data forthe schools affiliated with the agency. This span is represented by afive-character code with the general form LL-HH, where LL representsthe lowest grade level offered by the agency's schools and HH

    represents the highest grade level offered. The following codes areused to describe grade-span when numerical designations areinappropriate:

    PK= PrekindergartenKG= KindergartenUG= Ungraded Grades recognized for inclusion in the universe of elementary andsecondary agencies range from prekindergarten (PK) through gradetwelve (12). Note that a district whose span is identified by gradesmay also include ungraded pupils. In addition, two grade-spanpatterns are used that require explanation:

    UG-UG: This category is used to indicate that all of the studentsof an agency are ungraded. This is typically the casewith regional educational services agencies (RESA).

    00-00: This designation identifies agencies that have noresponsibility for instructing students or that have noschools associated with them. The most prevalent ofthese are supervisory union administrative centers,special-purpose agencies that provide the services of acommon superintendent of schools and businessmanager to clusters of small agencies.

    Student Membership

    Student membership is defined as the unduplicated count of studentson the roll of the agency (excluding any formerly enrolled students whowithdrew), taken on the school day closest to October 1, 1996.

    Various conditions exist in which student membership may not bereported for an agency. Some types of agencies, such as supervisoryunion administrative centers or regional education service agencies,typically do not report students. Some regular school districts contractwith other agencies to provide services for a portion of their studentsrather than operate schools for these students themselves. In thesecases, student membership is not reported for the receiving district in

    order to avoid duplication of student counts. Conversely, in caseswhere all students are sent to a contracting agency, no membership is reported for the sending, or "nonoperating," district. Studentmembership is also not generally attributed to supervisory unionadministrative centers or regional education service agencies. In thisfield and the remaining data fields, missing or "not applicable"responses are represented by three dashes (---).

    1995-96 Regular High School (HS) Graduates

    This figure represents the number of students who have received adiploma from a regular high school program or summer school in thisagency during the period September 1995 through August 1996. Notincluded in this count are other high school completers such asgraduates of adult education programs, GED certificate recipients, andcompleters of educational programs for which a certificate other than adiploma is awarded.

    Special Education Individualized Education Program (IEP)

    This is a count of all students under the jurisdiction of this agency whohave an Individualized Education Program on file under the Individualswith Disabilities Education Act (IDEA-Part B). (These students arealso included in the Total Student Membership field.)

    No special education IEP counts were reported by Kentucky.

    Teachers

    This figure represents the number of classroom teachers reported inthe schools associated with each agency. The source of this numberis the 1996-97 CCD Public Education Agency Universe. Teacherswho are not assigned to schools, such as teachers of the homeboundor itinerant teachers who serve pupils in several schools, may not beincluded in this count in all cases. This number is reported in full-timeequivalents rather than head counts. It is reported to one decimalplace at the school level but the sum for each agency, as reported inthis directory, is rounded to the nearest whole number. Virginia did notreport teachers on the Public Elementary/Secondary EducationAgency Universe in 1996-97.

    Schools

    This represents the number of schools operated by the agency.

    • Regular school districts are agencies responsible for providingfree public elementary and secondary education for school-agechildren residing within their jurisdiction. These agencies mayinclude special and vocational education in a comprehensiveeducational setting. In some cases, these education agenciescontract with other agencies to provide services rather thanoperating schools themselves.

    • Supervisory union administrative centers are agencies thatprovide administrative services for a group of small schooldistricts. Terminology varies among reporting state educationagencies. For example, in Nebraska each countysuperintendent provides administrative services to all schooldistricts within the county having fewer than seven teachers. Inthat state the supervisory unions are called "county administeredsystems." Although supervisory union administrative centersgenerally do not report student membership, there may be someexceptions to this rule.

    In this directory, the administrative center and regular districts whichit serves are listed separately as a consequence of organizing theagency listings in alphabetic order within type of agency.

    • Regional educational service agencies (RESA) are agenciesthat provide special services (such as regional vocational/technicalor special education) to other public elementary and secondaryeducation agencies.

    • State-operated agencies are any elementary, secondary, orcombined education programs operated by a state agency (suchas state schools for the blind or deaf) reported by the CCDCoordinator.

    • Federally operated agencies are any elementary, secondary, orcombined education programs operated by a federal agency (suchas Bureau of Indian Affairs) reported by the CCD Coordinator.

    • Other agencies are any elementary, secondary, or combinededucation programs that cannot be appropriately classified usinganother CCD designation and that have been reported as such bythe state's CCD Coordinator.

    Districts having student membership include all regular schooldistricts for which membership of one or more students wasreported by the state's CCD Coordinator for the 1996-97 schoolyear.

    An overview of the patterns of elementary/secondary educationagencies within the reporting states can be gained by an examinationof the six summary tables provided.

    Table 1 shows the number and percentage of public elementary/secondary education agencies, by type of agency and by state. In allbut seven states, the District of Columbia, and the outlying areas,(excluding DOD Dependents Schools), some educational services areprovided by agencies other than regular school districts. Theseagencies take many forms and serve varied purposes, but theygenerally provide special educational services such as special orvocational education programs to a cluster of school districts in aspecified jurisdiction.

    Table 2 indicates what percentage of 14,841 regular school districts,by pupil membership, serve what percentage of elementary/secondaryschool students in the United States. The primary purpose of thistable is to allow users of the Directory to focus their attention on thesize of the district most appropriate to their interests. Note thatalthough school districts in the three categories representing thelargest districts (memberships 10,000 and higher) comprise only 5.4percent of all school districts, they serve 49.9 percent of all publicschool students in the United States.

    Table 3 provides a breakdown of regular school districts by gradespan and membership to enable researchers and other users of thedirectory to make judgments about the characteristics of this universe. It can be seen from this table that elementary/secondary unifiedschool districts (those offering PK, K, 1 to 12) represent 70.7 percentof all regular school districts.

    Table 4 gives a breakdown of regular school districts by grade spanand state. While most states' school districts are PK, K, 1 to 12, thereare states who choose, by definition, to designate larger proportions ofdistricts as either elementary or secondary districts. What occurs as aresult of these designations is variance in reporting among states asshown on this table.

    Table 5 shows the number of regular school districts in each sizecategory by state. It can be seen from this table that small schooldistricts are more prevalent than large ones, but that the ratio of smalldistricts to large ones varies widely among states.

    Table 6, in addition to showing the number of regular school districtshaving student membership in each state, indicates the number ofstudents in membership in school districts at selected percentileintervals on an ascending size scale. A total of 80 regular schooldistricts reported no students in membership and an additional 339regular school districts reported zero students and therefore do notappear on this table. In the United States, the median school districthas 1,064 pupils in membership; the average, or mean, number ofpupils in a district is 3,192. In the 1995-96 Directory, the median was1,052 and the mean was 3,089 pupils.
