    The fourth quarter of 2009 was a slowand painful period for office space in theGreater Reading Market. Vacancy ratesincreased throughout the county as com-panies were downsizing, relocating tosmaller spaces, or closing operations.The market faced challenges in the 4thquarter with Class A building vacan-cies increasing from 7.5% to 10%,mainly due to the increased developmentand softening demand at the higher price

    points, along with stiff competition fromaggressive landlords. Class A build-ings have typically been a safe sector inthe marketplace because of low inven-tory; however with new developmentscoming on line, and companies lookingfor lower rents the Class A sector isseeing less demand, greater competitionand more vacancy.

    The Class B sector experienced thesame issues in the 4th quarter 2009 as didClass A due to the economic condi-

    tions. Vacancy rates increased mildlyfrom 13.4% to 14% while rental ratesdipped more than 10%. Base rateswithin this sector range from $8-9 persquare foot and topping out at $12-13per square foot with gross rates comingin around $15-16 per square foot.Downtown City of Reading vacancyrates continue to increase in late 2009with rates rising 14.5% to 17.5% withmuch of the vacancy surrounding largeblocks of contiguous space.

    2010 is showing some signs of hope,with new leases and deals being con-summated including the 175,000 squarefoot Acute Care Center that was built bythe Reading Hospital and Medical Cen-ter in Wyomissing, a 32,000 square footnewly executed lease with a medical

    user in Wyomissing and a 10,000 squarefoot lease signed in Wyomissing. Thesedeals are from companies within theCounty, however by adding to their over-all presence they are reducing the amountof space currently on the market.

    Deals are getting done because landlordsare reacting to current market conditions,which means companies are getting fa-vorable incentives, such as introductory

    rates, rent abatements and additional ten-ant improvements. Also, landlords arenow offering tenant improvements andincentives to keep their existing tenants.

    Class A vacancy so far in the firstquarter of 10 has remained stabilewith current rates ranging from$15.50 - $16.75 (Triple Net) on thehigh side; however there is consider-able downward pressure on pricingwithin this segment that is just begin-

    ning to be noticeable.

    Class B vacancy rates remainedsteady, but pricing is all over theboard due to aggressive incentivesand introductory rates offered bylandlords. Pricing is currently in the$8.00/sf - $12.50/sf and we believethis will continue into the foreseeablefuture, especially since a large blockof space has recently come on themarket due to a major relocation.Recent absorption has come mainly

    from expansion of operations bycompanies already in the market, twonotable leases were a 32,000 squarefoot medical user and a 8,500 squarefoot utility.

    Penn Street and 501 WashingtonStreet are starting to show some signsof hope due to new management andownership changes taking effect.Owners and tenants are continuing tostruggle with high parking costs andsecurity concerns, which are continu-ing to be addressed by a committedCity Administration.

    The suburban market has been flat onthe sale side, due to the continuedeconomic conditions as seen in early

    2009 along with difficulty obtainingfinancing. Most of the transactionsare occurring with owner/users withestablished and well capitalized busi-nesses or from deals being consum-mated due to creative financingwhere by owners are holding backsecond mortgages or financing pro-jects outright. Pricing has remainedfairly steady with reduction in value

    occurring mostly in the City of Reading.

    The City of Reading and economic developmentgroups have been working hard to improve andrevitalize Downtown which shows in the numberof projects underway. The new IMAX Theater andthe nearly completed addition to the Reading Eagle

    Headquarters in the CBD are welcome entrants tothe market and kick off a multi-million dollar mainstreet corridor project that includes a new $67 mil-lion Doubletree hotel and garage project acrossfrom the Sovereign Entertainment and Expo Cen-ter. This will help attract a more vibrant restaurantand entertainment segment with increased ameni-ties and ultimately assist to bring tenants backdowntown while decreasing vacancy rates andincreases in the tax base.

    The Greater Reading Area offers affordable rentswith good amenities and a well educated work

    force. The residential market has remained stableeven in these most troubling times with below av-erage declines in home prices. The desirable bed-room communities along with excellent schoolsmakes the area a good location to raise familiesand run businesses.

    What kind of Rent are you paying? Confused? Call us for help!

    Gross Lease: A Lease in which, for a specified Rent, the Landlord provides all Services and Repairs and pays all expense of theleased property, such as taxes, insurance, maintenance, utilities, etc

    Full Service Rent: A rental rate that includes operating expenses and real estate taxes for the first year. In most cases the tenantwill pay for any increase in operating expenses over the base year amount. Some times stated as Base Year Rent.

    Net Lease: Lease in which the Tenant is responsible for payment of Rent, plus some or all Operating Expenses such as taxes, insur-ance premiums, repairs, utilities, etc On most occasions landlord remains responsible for roof and structure.

    There are also net-net (double net) and net-net-net (triple net) leases, depending upon the degree to which the tenant is responsi-ble for operating costs.

    Triple Net (NNN) Rent: Rent stipulated in a lease in which the tenant agrees to pay all of the landlords operating expenses and realestate taxes for the building. This is often referred to as CAM & Taxes, the CAM being Common Area Expenses. This is themost common form of lease used in the Berks Market.
