For those of you who don’t know, there’s been another full percentage cut by the Reserve Bank of Australia this week. Th is has now cut the offi cial cash rate to just 3.25 per cent, which is exciting news for property owners, or those contemplating taking the property-owning plunge for the fi rst time. If banks follow suit and pass on the rate cut to borrowers, it means the reality of buying neutrally geared, or even positively geared, property on the Coast is closer than it has been for a very long time. It makes the entry-level property market even more appealing to would-be investors, and I’m sure the new rate cut has had many number-crunching borrowers reaching for the calculator this week. Th e dropping rates must be having an eff ect, as our market tracker section on page 18 (which lists properties that have sold in the last week) seems to be expanding. Could this perhaps be the sign of a moving property market?

As Anna Bligh joins the push for more planning on the Sunshine Coast, MPR continues with part two of our series on the top 10 development hot spots. Julie Gatehouse examines the two hearts for Caloundra and the revitalisation of Mooloolaba Spit.

MOOLOOLABA SPITHIGH-RISE OR HECK, NO?

You may picnic in its parks, cycle on the boardwalk or chomp on local prawns at its cafes. You may work on board one of the trawler fl eet or set sail in your own boat. You may dive with sharks at the giant aquarium and enjoy its

tavern and tourist precinct. Some people live there, or stay in the abundance of holiday accommodation that it off ers. About 700,000 a year just laze at its beach.

Th e Mooloolaba Spit packs a lot into its narrow, curving peninsula that is located between the Mooloolah River mouth and the ocean, and the pressures on it have grown along with our population. Both levels of government, plus private landowners and community stakeholders, are in the throes of mapping its future for at least 10 to 20 years. Th ere’s been a lot of water under the bridge, with fears that the caravan park will disappear or there’ll be towers at the Wharf.

All is revealed in the Spit Draft Master Plan. Division four councillor Chris Th ompson says the council now

awaits a response to the document from the state Department of Natural Resources.

If adopted, key changes will include: realigning the caravan park’s boundaries to replace 15 per cent with public parkland; making it more pedestrian-friendly with improved boardwalks, adding greenery and beach access; improving car parking; and upgrading the harbour and yacht club areas while consolidating government offi ces.

Th e future of the Wharf complex, which attracts half-a-million people a year, is undecided. Original proposals had a new 12-storey commercial/residential building on top of the existing multi-level car park, Parkyn Parade becoming a plaza and the tavern relocating. However, Chris says the council knocked this idea on the

head aft er public feedback. He says existing planning controls, including a height limit of three storeys, remain in force for the Wharf precinct.

“Th e council’s formal position is that we would like to go ahead with an upgrade of the Spit in terms of streetscaping, parking, new paths and cycleways and a new park at the end,” he says. “We want to build infrastructure for locals to use, not just tourists, and support the commercial fi shing industry. We want to encourage the private sector, for example, there are applications for a speed boat stacker and a restaurant on the marina.”

As for UnderWater World? Th e popular tourist attraction, which has another 37 years on its lease, does not have any application before council, despite talk about redevelopment by previous owners. Th e Living and Leisure Australia Group acquired the long-term lease for UnderWater World and the Wharf and some retail businesses in 2006. A spokesperson says the company has no immediate plans to redevelop UnderWater World, although “the group ensures its exhibits are of the highest standard … and is continually assessing plans for the ongoing development of all its leisure businesses”.

Th e group has a variety of tourism ventures, from ski lift s in Victoria to aquariums in Melbourne, Bangkok and Shanghai. “LLA remains committed to the local Sunshine Coast community and will keep all stakeholders up to date on any future plans for the redevelopment of UnderWater World and the Wharf at Mooloolaba,” the spokesperson says.

CALOUNDRA’S NEW HEARTTh e writing’s been on the wall for Caloundra Aerodrome for years, sparking gossip as to what it will become. South of Caloundra Road and west of Caloundra’s CBD, the area is in a prime position to serve the growing region. An early plan added a railway to the site’s fringe. Now the State Government, which owns the land, and the Sunshine Coast Regional Council are working to relocate the whole lot so the land can be redeveloped as a new transit-oriented community/town centre. So what exactly does this mean?

AERODROME MOVING ON

Come 2014, we’re unlikely to see light aircraft pilots, parachutists or chopper joy-fl ighters taking off from the Caloundra Aerodrome at Pathfi nder Drive any longer. Th at’s when the leases are up and, under current plans, the tenants will start making way for a population of several thousand on the ground in what is being called CalTOC

(Caloundra Transit Oriented Community).Th e aerodrome may be a smaller cousin to Marcoola’s

airport, but its niche market businesses such as fl ight training, along with the Queensland Air Museum, are well-loved “and have very good prospects for growth”, according to Gerrie Carr-MacFie of Sunshine Coast Enterprises. “We are keen to ensure this stays in our region, but there’s still debate about how,” she says.

Th e state Department of Infrastructure says a new site is required because of encroachment from new residential areas and urban infrastructure projects. It wants to do a master plan for the relocated Caloundra Aerodrome this year. Only problem is, where will it go?

Th e study team has released four potential sites plus a fi ft h option of combining it with an upgraded Caboolture Aerodrome. Bells Creek Road is an option, followed by three sites in state forests – Coochin Creek, Johnston Road and Donnybrook (north of Caboolture).

Division one councillor Anna Grosskreutz expects ongoing controversy as locals fi ght any site that may impact the serenity of the Glass House Mountains.

“At this stage the community does not have enough information from the State Government to make an informed decision,” Anna says. “We are waiting for the next phase of consultation.”

Anna says a new aerodrome will be a much bigger asset, increasing aviation movements from the current 75,000 a year to 200,000 and with a larger runway capable of small jets in the future. Th e State Department says it will accommodate aviation-related sports and recreation, pilot training and low-capacity fl ying aircraft .

Anna says the Air Museum should be retained in its current location. “I believe CalTOC can be planned to include it as a valued tourism feature.”

PEOPLE MOVING IN

CalTOC is a funny acronym but it’s a serious example of the future for Coast communities. Th is concept of both levels of government and major developers is for a series of linked, well-serviced, public transport-friendly, self-contained communities where new residents can live, work and play in harmony with their environment. CalTOC is similar in concept to the fast-tracked greenfi eld developments that will house tens of thousands of people at nearby Caloundra South and Palmview (opposite the Ettamogah Pub), but on a much smaller residential scale, with about 2000 dwellings.

Deputy mayor Tim Dwyer says CalTOC aims for a mix of major retail, commercial and residential uses based around a major transport corridor and interchange involving buses and trains.

He says, “It will form an integral part of driving Caloundra’s culture change from car to public transport so, with our population increase predicted by the State Government [almost half-a-million people by 2031] we won’t ruin our lifestyle because of reliance on cars.”

Tim stresses that no master planning has started and it’s all pending fi nal decisions on the aerodrome.

However, he envisages multi-unit blocks to cut urban sprawl and create aff ordable housing in the new community, adding, “Higher densities also will minimise the impact of population growth on our established neighbourhoods and villages.” Caloundra’s town plan has a maximum height limit of nine to 10 storeys in designated areas. Th e council is determining a new town plan in this term.

Stockland Sunshine Coast has a big stakeholding in the Caloundra region. It intends to develop 3700 hectares at Caloundra South, including 20,000 residential lots. Th e company is working with both levels of government to bring the land to market. Th e property adjoins the aerodrome site.

CALOUNDRA’S TRADITIONAL HEARTCBD MOVING UP

Where does all this talk of CalTOC leave the traditional CBD, extending along Bulcock Street from the top of town to Stockland shopping centre? No one – retailers, tourists shoppers, offi ce workers, residents, Sunday market browsers, beachgoers or councillors – wants new development to aff ect the existing main street precinct.

Tim Dwyer says CalTOC should simply be a catalyst for the revitalisation of Bulcock Street because the region can support two commercial hubs with diff erent characteristics. “Bulcock Street needs to evolve while retaining its relaxed vibe,” he says. “I’d hate to see a repeat of the quiet times that Big Top suff ered as a result of the birth of Sunshine Plaza. We’re asking people to be proactive about what needs to happen now.”

Business support agency Sunshine Coast Enterprises is managing a project, involving traders and stakeholders, to decide how to enhance the street’s ambience and retail competitiveness. “It’s a gem with undersold charm,” says CEO Gerrie Carr-MacFie. “Th ere’s a lot of planning to be done, but the community wants to retain it as an authentic experience – a vibrant niche market for retail, tourism (including entertainment) and residential.”

Given Bulcock Street’s geographical limits (bounded by beaches, holiday high-rises and suburban housing), the only way for expansion may be up. Tim says it’s logical given that ground fl oor space is constrained and the council’s CBD planning scheme allows for higher buildings, up to around six or seven storeys on the southern side, for example. “We need to look at incentives so property owners have confi dence in redeveloping according to a new vision.”

It’s nothing new for accommodation in the area. Construction is underway on the 12-level Monaco resort fronting Bulcock Street and Otranto Avenue with views to Bribie Island.

Tim off ers an example of a three-storey building with al fresco cafe at ground level, professional offi ces above and residential living on top. “It’s not just about shopping,” he says, “it’s about employment, economic drivers and social atmosphere.” Issues to be tackled include parking and traffi c, the need for people movers to connect the proposed transport interchange at CalTOC with the traditional CBD, planning rules and development costs.

Premier Anna Bligh on releasing the draft SEQ regional plan in December. Th e 98,500 is a large increase, given that according to ABS fi gures, there were just 103,675 dwellings on the Coast in 2006.

This vibrant coastal area is an amazing part of our region and the nearly 300,000 residents who live

here want us to keep it the way they love. This plan caters to the Sunshine Coast growing at an average rate of 2.1 per cent per year until 2031. To achieve our preferred settlement

pattern for South East Queensland, we require an extra 98,500 dwellings on

the Sunshine Coast. Around two-thirds will be located through new

developments and major long-term broad hectare areas in Caloundra

South and Palmview.

With rents at an all-time high and vacancy rates low, it’s a great time to invest in rental property. So, if you’re looking to start or expand your property portfolio, where should you buy? Follow our eight location tips for rental success.

Buying near educational facilities such as day-care centres, primary schools and high schools is a great way to attract families to your rental. If you can fi nd a property within walking distance of the local school, even better. If you’re happy to lease your property to students, look to buy near a university or TAFE college, but remember that most students will be looking for rentals in January each year, just before the start of the fi rst semester.

If you’re looking to attract a family to your rental property, make sure it’s relatively close to a shopping centre or grocery store. Th ere’s nothing more frustrating than having to drive a long distance to do the grocery shopping, and renters will keep this in mind when inspecting your home.

Renters oft en look for a home that’s close to entertainment facilities such as clubs (RSLs and surf clubs), pubs, shopping strips, sporting facilities, restaurants and cinemas. You’ll get a big tick if you’re close to these facilities and may be able to charge a little more accordingly.

Nothing appeals to renters more than a peaceful property away from fl ight paths and noisy main roads. While it’s important to buy near services and facilities, no one wants to live on a busy road, so ensure your property is in a quiet street or area. Take a look at planned development in the area, too. No one wants to live next to a construction site.

Where are the growth corridors on the Coast? What suburbs have new business hubs springing up? It’s likely that rents will be at a premium in suburbs located near employment hubs as families prefer to live near where they work. Keep an eye on development in the area and investigate potential rental properties accordingly.

If you can aff ord to buy near water (beach or river), don’t hesitate. Views of the water will add a layer of cream to your rental property income as they are popular with renters looking for that elusive work-life balance.

Traditionally, hospitals are big employers, so buying near a major hospital is likely to attract the local workers who want to live close to their work. Families are also oft en attracted to suburbs and properties close to medical facilities, so keep this in mind when searching for your next property for your portfolio.

It’s important to take into account the proximity of your rental to public transport, as many renters rely on trains and buses to get around. Renters like having a bus stop within walking distance or a train station close by. However, you don’t want to be too close to the train line, if possible, as the noise and traffi c may also turn off potential renters.

Lost and found

It took a TV show and a dose of negative press for John Morrall to fi nd himself. Now The Biggest Loser contestant is inspiring others to shed weight and live life.

John Morrall believes he has just battled through the toughest year of his life. A surprising statement given that in the past 12 months, he has lost more than

50 kilograms, starred in a reality TV program and started his own successful personal training business.

For John, the journey began in 2007 when he was selected as a competitor on Th e Biggest Loser. Grossly overweight, unhappy, unhealthy and unfulfi lled in many areas of his life, Th e Biggest Loser provided John with an opportunity to change his ways, regain his health and fi nd happiness. And it worked, on many levels, though this success did not come without heartache and challenges.

John successfully made the show but was told that due to a pre-existing heart condition he could not compete for the $250,000 prize money. Ordered to train with a paramedic at all times, John felt guilty for taking the paramedic away from other competitors and one day trained without supervision, breaking the producer’s rules. He was immediately disqualifi ed from the show.

John returned to the Sunshine Coast a mere shadow of his former self, determined to pick up where the show left off . He found two local trainers willing to help him continue the transformation and soon decided that he too wanted to become a trainer. So what has transpired over the past 12 months? Why has life been so tough?

“It was hard being asked to leave the show,” John says. “Reading all that negative stuff about me on the internet

was hard too – these people didn’t know me. Being recognised made me more humble, though. To have this impact on people is a big deal and something I realised could not be abused. Really, I was just a fat bloke who went on a TV show and showed his stomach, but there was enormous pressure not to go back to the way I was.”

John returned to the Coast without a job or secure future, a diffi cult pill to swallow for such a proud man. “Going from a full-time job to pretty much no income was hard,” he says. “My wife Berryl and I also went through some incredible pressures. Working and training part-time was hard and Berryl was worried about us, but I had my

dreams and goals. Would I change anything? Defi nitely not. We got through and our relationship is 20 times stronger than it was. We have fallen in love all over again.”

Now in charge of his own destiny through his personal training business, John is the family’s ‘house husband’, responsible for the cooking, washing and housework while Berryl focuses on her career. Working for himself provides John with fl exibility and a work-life balance that he hasn’t experienced before.

“I used to walk out the door in a suit with a briefcase, but now I walk out in my trainers with a gym bag. I love working for myself. I just feel too free to be controlled by anyone else now. I love motivating people. I’m not superman and if I can do it, anyone can.”

John’s approach to personal training isn’t about weight loss alone. “I have a holistic approach,” he says. “It’s about fi tness, the mind and nutrition. But there’s no magic wand. It’s hard work. For me, it’s not about what I weigh but about achieving a look. I’m not there yet, but I will be by April.”

Th is isn’t John’s only goal for 2009. As a former suff erer of hypertensive heart disease, John was asked by the Heart Foundation to be the organisation’s ambassador for the 2008 Doorknock Appeal. He will continue his relationship with the charity in 2009.

John’s clear passion is public speaking, something he is keen to do more of, as it gives him a “buzz” to share his story and motivate others. But when he isn’t inspiring people, John can be found in his Tewantin home located at the end of a peaceful cul-de-sac. John and Berryl have lived here for seven years and share it with their two dogs.

His pride and joy is the garden – he has done all of the landscaping himself. He runs his personal training business from an offi ce in his garage, right next to his beloved Harley-Davidson motorbike. Just down the hallway is the media room, the perfect escape for this sports-mad man.

Reminders of John’s previous life as a state manager for music retail juggernaut Brashes adorn the walls of the pool room, one of his favourite spots. Posters, photos and personally scribed messages from some of the world’s biggest celebrities decorate the room. Th ere’s a man in the photos who looks a little familiar, and it’s hard to believe that it is the same man standing in the room – a man who is anything but a loser. John Morrall is clearly a big winner.

Another per cent goneHome owners, and potential owners, were relieved at the full per cent rate cut issued by the Reserve Bank of Australia on Tuesday. Th e one per cent drop reduces the offi cial cash rate to a record low of 3.25 per cent.

REIQ managing director Dan Molloy says the full per cent cut was necessary, given global economic uncertainty. “Th is adjustment comes on top of the Federal Government’s $42 billion stimulus package, which aims to insulate the Australian economy in the months ahead,” he says.

The name game continues and heads down a new street aft er last week’s list of monikers attached to high-rise

buildings that are seen for miles around.Local authorities set down guidelines

for choosing street names in new estates but alas, these are oft en more mindful of practicalities than aesthetics so that, as pointed out to me this week, you could potentially end up living in a wine cellar.

It could be argued that this idea isn’t all bad, but while Chardonnay, Chablis, Merlot, Shiraz and Cabernet courts might sound meaningful in, say, the Barossa or Hunter valleys, they do seem slightly out of place at the foot of Buderim.

It’s hard to judge the origin of this veritable vineyard, but it does seem reasonable to propose that the streets were named over a long, boozy lunch.

“Okay lads, what are we going to call these new streets? Come on, someone must have a few ideas.”

“Geez boss, I can’t think of a thing. Pass the cab sav will you, while I mull it over.”

“Nah, it’s just fi nished. How about a merlot?” Bingo. Our new estate is named.

It is to be hoped that no recovering alcoholics plan to live there though, as it would be pure hell to have to turn into Chardonnay Court aft er work every aft ernoon. Th ank goodness too, that smoking was banned in public places or the next cluster of streets might have been Rothmans, Winfi eld and Dunhill parades.

Th ose entrusted with naming streets are also steered away from Christian names. Bitter experience has shown that signs with common fi rst names tend to disappear in the middle of the night, so most councils won’t have a bar of them.

Th e criteria are generally simple. Th e name is ideally short, easy to spell and easier to pronounce.

It was a rather clever choice to name the streets of Chancellor Park with an academic theme – Harvard, Cambridge, Oxford and so on, running off the main University Way.

Kawana, the Aboriginal word for the

wildfl owers that once grew in abundance along the Nicklin Way strip, has continued the theme with most streets from Bundilla to Wurtulla having a distinctive native Australian ring to them, such as Mirrool, Coorabin and Tandara.

Strange then, that on the western side of the Nicklin Way, the new Kawana Island is riddled with foreign enclaves. Th ere’s the Greek quarter with Mykonos and Corfu and a Caribbean quarter with Barbados, Antilles, Jamaica, Bahamas and Antigua. Th ere is sure to be some purpose to these romantic foreign choices, presumably because they conjure up evocative images.

Th ere’s nothing wrong with estates full of trees, fl owers, birds and marsupials either. Local history and surnames of early explorers, settlers and good citizens also provide another source of inspiration.

Th en there are the estates named aft er the developer and his family, although with a name like Drane this may not be a good thing. When my brother’s passionfruit farm at Mons was turned over to housing

a decade or so back, he chose to name a street aft er my aged father, who had been an active member of the community and an associate of Dave Low in the ’60s.

All went well with the approvals and the council of the day didn’t have a problem when he presented his case, but some time aft er, a disgruntled resident who couldn’t sell his property, successfully demanded that the name be changed because potential buyers didn’t want to live in Drane Court.

Shrugging off the tag of ‘railway towns’, Beerwah and its nearby centres are now part of the greater Glass House region, as development in the hinterland continues to steam ahead.

A new era of growthThe upgrade of an open railway crossing

that has been holding up more than traffi c in Beerwah is expected to launch

a new era of prosperity and growth in the centre serving the Glass House region.

Councillor Anna Grosskreutz, who has represented the region for 13 years, says the $70 million bypass project, which is now nearing completion, will provide safe entry to Beerwah. An overpass will cross the railway line south of the CBD, replacing the open level crossing, which has been the only eastern entrance to the town. Th e new road connects Beerwah Parade, Roberts Road and Peachester Road with the Steve Irwin Way.

“Th e town becomes gridlocked many times during the day and this will be resolved,” Anna says. “It’s a massive project and creates a number of new intersections.”

Roys Road is also to be upgraded and will ultimately provide a short cut for locals

wanting to get to the M1, plus better highway access for the industrial estate on the eastern side of the Steve Irwin Way.

“We have been working on it for a long time, but we couldn’t go any further without addressing the level crossing,” Anna says.

Two new businesses have opened in the town in the past two weeks, one of them a full branch of the Commonwealth Bank. Th ere is an application for an Aldi supermarket in Beerwah and a $30 million redevelopment of the existing shopping centres is in the pipeline. Th e Beerwah Marketplace and IGA are to be combined with the new development to include a Target store and a two-storey parking area.

“Beerwah will be a true regional centre for the hinterland,” Anna says. “Big things are happening. It hasn’t been a little country town for a decade now. It is a town of growth. When people think of growth they think it will kill the main streets, but it

doesn’t. It all reinvents itself so that people will eventually be able to stay and shop locally. It keeps people in the town and that’s a good thing.”

She says Beerwah now has the same planning status as Nambour, Caloundra and Sippy Downs in terms of where to put future State Government offi ces.

She envisions both state and federal levels of government eventually establishing offi ces in the town, so that regional residents won’t have to cross the highway to access such services as Centrelink, Medibank Private and the Department of Transport.

Th e State Government is also designating future urban land to the south-east of Beerwah and, recognising its role in the Brisbane commuter zone, it has also improved the railway stations.

Beerwah has a new station, Landsborough’s is near-new, Beerburrum’s is being built and the Glass House station is

undergoing a major renovation, including a public art project.

Among issues confronting the region is relocation of the Caloundra aerodrome. Given community outrage at an Australia Zoo proposal to run helicopter joy fl ights through the Glass House, it is a move that is unlikely to be welcomed.

Anna says there has also been changes in the farming sector and the council needs to respond to that. “For example, the Golden Circle cannery being taken over by Heinz may change the way we do business,” she says.

Anna says people don’t talk in terms of the railway towns anymore and Glass House is now a region, rather than a series of separate towns. “Whatever happens in Beerwah leads to the other townships,” she says. “It is a region because collectively they are more powerful, even though each town has retained its individuality.”

Many hundreds of women are currently working in and with the Sunshine Coast development, property, housing and construction industry. Although their number has grown dramatically in recent years, women are still underrepresented in this dynamic fi eld.

The Women in Development (WID) group aims to support and encourage the participation of women in development by providing a forum for networking, mentoring and professional development. Regular WID events bring together women spanning the broad gamut of organisations and related services engaged in the Sunshine Coast industry.

Women in Development is an initiative of the Urban Development Institute of Australia (UDIA), the peak body representing development in Queensland. Since its inception in 1999, WID has enjoyed an enormous increase in company representation and event participation by women in the industry.
