that his Brisbane-and Nambour-based project team “will move forward as quickly as we possibly we can” on the newly completed stage two masterplan. “I appreciate there may be nervousness about this commitment after two years’ delay, but the fi rst step in the private hospital is now set in stone and advertising for a PPP [public-private partnership] for the public hospital has begun,” he said.

Looking at the masterplan [see following page], the large public hospital building with helipad is separated from the private hospital by a skills, academic and research centre. A network of landscaped courtyards aims to boost the amenity for patients and staff. Adjoining the research centre to the south is a plaza to include public transport.

To the west of the indicative masterplan, along Kawana Way, are three carparks which Mark says will have an estimated 3500 car spaces. To the north sits the Kawana Health Innovation Park, a potential commercial development for some non-government health and support services such as a biomedical research hub. A large portion to the south has been kept vacant for future expansion.

The State bought the fi lled site in 2007 and says it will adhere to consultants’ recommendations that land and building levels at various locations should be raised to achieve fl ood immunity for one-in-500-years, including allowance for climate change.

How it will workMark says turning the sod on the 200-bed private hospital later this year will spark the development of the entire campus, investment in the local economy and planning for the future Kawana town centre, immediately north-east of the site.

Public patients also will be using the private facility for about fi ve years from its opening in late 2013. “Queensland Health will purchase up to 110 beds’ worth of public patient services from Ramsay while our hospital is being constructed and commissioned between 2013 and 2016,” says Mark. “By 2018 we’ll unwind that bed purchase arrangement and all public services will transfer to the public hospitals at Kawana and Nambour.”

More than 300 construction jobs are expected

The masterplan and drawings for the Sunshine Coast’s new hospital precinct offer the fi rst glimpse of what will be built

and where on the 20-hectare site on the corner of Lake Kawana Boulevard and Kawana Way. What they don’t show are the enormous fl ow-on benefi ts that government, property and economics experts predict from the $2 billion-plus initial investment.

“This is not just about the new public and private hospitals,” executive project director Mark Wilde of Queensland Health tells MPP. “It’s about the wider health, education, economic, employment and development benefi ts to the Coast community.”

This year the long-awaited plan – the biggest hospital building project in Australia – gets off the ground. Residents can expect to see construction start in October on the private hospital, a smaller facility to be developed by Ramsay Health Care. Ramsay, the country’s largest private hospital operator, was announced as the successful contractor by Premier Anna Bligh on April 4.

On April 13 the State Government advertised for expressions of interest from consortia wanting to build the $2.03 billion public hospital, to be called the Sunshine Coast University Hospital because of its links to medical research, tertiary education and training. “This is the green light for a new era in health care for the Sunshine Coast. What this means is that all systems are go for both projects,” the premier said.

Development Institute of Australia at Maroochydore. With the construction industry still struggling post-GFC, members were eager to hear about timelines,

job creation and other impacts of this urban development, just

Ramsay’s managing director Christopher Rex says the multi-storey building will have operating theatres, a procedural suite and day surgery centre and will offer a range of diagnostic services.

Its design-build team comprises construction fi rm John Holland and architects Phillips Smith Conwell, with Akalan Projects as project manager.

The size of the public hospital will be incredible for the Coast, with about 11,000 construction jobs expected between the time work starts in 2013 and 2021 when it will be fully commissioned with 738 beds in total (666 overnight beds and 72 same-day beds). Drive by in peak periods and you could see up to 2000 workers on site.

Of prime importance for our ageing population, those bed numbers will give the new Kawana public hospital the capacity for about 31,000 overnight admissions and 32,000 same-day admissions each year. Nambour General Hospital will remain open, with new services now being introduced and a 96-bed ward block recently added. Nambour, Caloundra and Kawana hospitals will all feature emergency departments and complementary health care. Some Nambour employees are expected to go to Kawana, which will end up with about 3500 staff in total, including 2500 new positions.

First the Government must decide which consortia it wants to deliver the PPP. “There’s been good interest from the market so we’re looking

forward to formally seeing expressions of interest,” says Mark. “We’d expect interest from major contractors and fi nanciers across Australia and internationally. This is a fantastic and rare opportunity to build a hospital of such scale on a greenfi eld site that has few constraints. Most similar projects, such as the one underway on the Gold Coast, are built to replace existing hospitals.”

The successful tenderer will have to produce a fi nal masterplan for the entire campus, excluding the private hospital, then design and build the 738-bed tertiary teaching hospital, the integrated skills, academic and research centre and suitable commercial retail developments. It will be responsible for a car parking, a central energy plant, the duplication of Kawana Way adjoining the site

Stockland Sunshine Coast regional manager Troy Wainwright says the Sunshine Coast University Hospital is an important component of the overall concept for Kawana.

“The proposed Kawana Waters masterplan incorporates the delivery of major future infrastructure by both Stockland and the State Government that will service Birtinya, Bokarina beach and surrounding residential areas,” he says. “It includes the hospital, Kawana town centre and a substantial transport corridor with a rail link and new arterial road.”

The Birtinya residential community is already open and offers a mix of housing types.

“We have lodged a development application for the proposed Bokarina beach community that will eventually be home to 2500 people, and are continuing to progress the planning process for the balance of Birtinya Island and Kawana town centre. The Kawana precinct will include living options and prices to suit a wide range of purchasers.”

The public hospital will be commissioned in stages, with at least 450 beds by 2016 and the remainder by 2021. The $60.8 million research centre will help attract, train and retain future generations of clinicians.

Why a public-private partnership? University of the Sunshine Coast Professor of Property and Development Mike Hefferan, who has consulted on and studied large health projects in Australia and overseas, suggested to the industry meeting that private sector involvement and the PPP would bring advantages, such as a level of certainty. discretion, issues such as maintenance will be locked into a PPP contract. He explains the private consortia will design, build, fi nance and maintain the assets for 25 years. “We effectively lease the public hospital from them and at the end it’s all handed back to Queensland Health at no cost,” he says. There is an important delineation. “All of the clinical services, the doctors and nurses, and the majority of facilities services such as cleaning and catering will continue to be delivered by Queensland Health.”

The team consulted with other PPP hospitals such as Royal North Shore in Sydney. “We believe this method will provide quality and better value for money than traditional methods of procurement,” says Mark. A shortlist will be decided by the middle of this year. Binding bids are expected by February 2012 and a “fi nancial close” by late next year.

What’s coming next?Decision-makers from local and state government say the wider benefi ts of the Sunshine Coast University Hospital precinct cannot be overstated. “The business and development opportunities relating to this project will have a major impact on the Coast,” councillor Debbie Blumel told developers. Debbie chairs a collaborative taskforce designed to identify and maximise these economic opportunities and boost local job creation. She said the potential for regional growth was recently underlined by a visiting Canadian medical and educational academic, Professor Abraham Fuks, who described a similar experience at his university hospital centre in Montreal.

According to Mark Wilde, the annual operating costs of the new hospital – about half a billion dollars – will provide an extraordinary ongoing investment in the Coast. “For example, think about the food retailers needed for 15,000 visitors a day as predicted,” he says. “We’re sure this precinct will be a catalyst for local commercial and residential development, including the Kawana town centre.”

raised much-needed funds for not-for-profi t organisation Sunshine Coast Riding for the Disabled. The organisation will receive $15,000 from the day, which will help it provide therapeutic and recreational horse riding, hippotherapy and carriage driving to children and adults with a disability.

Lexus ambassador and Wallaby’s captain Rocky Elsom lent his support, outlining his thoughts on the upcoming World Cup and mixing with the crowd. Attendees played 18 holes of golf and enjoyed a delicious two-course lunch, while Jason Andrew conducted a charity auction.

Jason takes the top job at Henzells

Henzells has announced the appointment of Jason Jaeger to the position of general

manager. Jason takes the top job after working as residential and sales project manager at Henzells since 2009. As general manager, Jason will oversee all day-to-day operations of Henzells Agency, the Sunshine Coast’s longest serving and most dominant independent, full-service real estate agency.

Boasting more than 16 years’ real estate experience, Jason is looking forward to fostering Henzells’ team culture and combining great service with new technology and innovation. Jason has come a long way – he says at the age of 15, “I took a job at the local pub as a night porter come jack-of-all trades, which essentially meant ‘cleaner’”.

Back in the late ’80s most of my school friends lived near the forests of Buderim, in Mountain Creek’s quiet streets or by one

of the new canals in Minyama. The view from my bedroom window was out over Aerodrome Road and up towards Mooloolaba. That’s because I lived in the oldest high-rise on the Sunshine Coast.

My parents, Graeme and Vicki Pearson, owned the onsite management rights to Maroochy Sands from December 1988 to June 1992. And though it’s been nearly 20 years since I called it home, I’m still very fond of the old place. So when a couple of years ago we heard rumblings that Maroochy Sands was to receive a major facelift, my family, like many other locals, was keen to know more.

Built about 40 years ago, it was an old high-rise even when we lived there. “There are three levels of car park,” says Vicki. “Because Maroochy Sands was built on a spring, it had a sump pump in the basement car park, but the pump broke in the fi rst few months we were there and the car park started fi lling up with water – that was interesting.”

There was also an incinerator in the basement – residents and guests would pop their rubbish in the garbage chutes and it would be burned on site. No council collection back then. “When we took over there were two units that were partially renovated,” Vicki says, “the rest were in original condition. When we left I think there were only about four units that hadn’t been renovated.”

“We put in the half-size tennis court and did up the pool area,” adds Graeme. “We did some landscaping and resurfaced the pool, put in some new tables and chairs. The Chinese restaurant was renovated when we were there.”

Still, Maroochy Sands has changed little since the day it was built.

Tony Green from AAA Certifi ed Body Corporate Management has been the body corporate manager of Maroochy Sands for the past fi ve or six years. He too knows the challenges of managing an old building. The concept of revamping Maroochy Sands began several years ago, when the management discussed repainting the complex. “Once we gathered quotes we realised it [painting the building] would cost a substantial amount of money when you take into account the need for scaffolding,” Tony says. “We were looking at some of the other issues in relation to maintenance and we looked at what we could repair with the scaffold in place.”

So how do you even start to get all those owners and commercial tenants to agree to a building refurbishment? Tony says, “It’s very diffi cult. The body corporate asked us to put together a package that we thought would be suitable for all owners.” It was a couple of years of meetings before Tony got the 75 per cent of

owners he needed to agree before going ahead with the project. “In the end we actually got more than 75 per cent,” he says.

Sprout Architects was charged with the task of remodelling the building and developed the idea for the redesign. Director Anthony Robinson explains, “The brief involved an external upgrade, however, we wanted to give the unit holders and tenants an experience.” That experience involved expanding the balconies and replacing all windows and doors. “Every individual owner got something out of it in the balconies,” Anthony says.

“The views were amazing and we wanted to capitalise on that,” he adds. “The biggest tasks we

even more tricky because it was on a building that not only has a huge presence in beachside Maroochydore, but is a Sunshine Coast landmark. Anthony says he was nervous about undertaking work on Maroochy Sands. “The body corporate was a vocal bunch. We did at least two full presentations to be absolutely sure they were aware of what we were proposing. They were along every step of the way.”

Those involved in the redesign have nothing but praise for each other. “Tony was the one responsible for bringing all those unit holders and commercial tenants together,” says Anthony. “He was great in supporting our ideas and turning those into the body corporate’s ideas. Trevor Cook, the builder – he was under a tight time frame and suffered severe weather and it was work we did with him upfront that made it a smooth process – he was great, and the body corporate manager was great.”

Anthony adds, “The budget was about $2.9 million for all the works. We worked closely with the builder assigned by the body corporate and the costs were analysed regularly. The money they spent was nothing – they could have spent triple. The result they got for the money was fantastic.”

“Projects like this can cost in excess of $10 million,” agrees Tony. “My clients are happy.”

“The nicest thing is I look up and see three of four people sitting around a table on one of the balconies having an afternoon drink,” Anthony says. “We’re really proud of it – we get good comments.”

And it now competes, externally, with the new buildings around it. “Even the commercial tenancies were cleaned up with new signage,” Anthony says. “Those tenancies are always occupied – it is good spot.”

But I think it was always a good spot. Now it’s even better.

Another big challenge, adds Tony, was “getting it done and completed on time”. Management had to ask all tenants and owners to move out for three months so windows and doors could be repaired and replaced. Tony and his team were determined not to inconvenience them for too long. So they were on a tight time frame, doing in three months what could have taken six or 12. Anthony says some occupants seized the opportunity to renovate inside, with about six owners approaching the builder to repaint and update.

There may be some confusion when it comes to the spelling of Diddillibah

Steve Perry believes the suburbs’ reputation as a safe place to raise children, and its proximity to both private and public schools, are major drawcards for buyers.

“I talk to a lot of people who never lock their houses because they feel so secure,” Steve says.

“There are people who have lived there for 20 to 30 years and have obviously been very happy and have raised their kids there. It’s a great place for a few chooks, some horses and a vegetable garden and just to live your lifestyle.”

So how much can you expect to pay for an acreage property in Diddillibah or Kiels Mountain?Steve says the current slowdown in the market is allowing more people to buy into the area, which may have been out of reach for them two or three years ago.

High-tech home automation allows residents to remotely control equipment and appliances in and around the home.

Once an expensive luxury, seen only in high-end residences, home automation is now really starting to come into its own. Products are always being developed, updated and improved, and the added security, convenience and energy savings that home automation provides is making it much more sought after. It’s no longer about being too lazy to pull down the blinds or vacuum your own fl oor – home automation helps increase your home’s value and future proof your most valuable asset.

But it is more than just clever light switches and video intercoms. Even before you arrive home, your automated house kicks into gear. As you turn into your street you can disarm your security system and activate the air-conditioning from your mobile phone. Drive into your property through keyless security gates as sensor lights illuminate the way to the garage. Unlock the front door by popping your fi nger on the waterproof fi ngerprint scanner and step inside as the hall lights fl ick on without you touching a switch.

Once inside you can control the climate of the entire home – heaters, air-conditioners and fans – from one keypad. Manage the electric blinds and shutters in the bedrooms and living area and reset the water feature by the pool and sprinkler system in the garden from the same location. Head into the bathroom where automatic lights and exhaust fans will ‘sense’ your presence and the rail will start heating up your towels. Down in the media room, press play and the lights will dim as the projector screen slowly descends from the ceiling.

Toilets that monitor waste, garage doors that identify a car approaching and underwater speakers that let you listen to music while doing laps are all available, if you have the cash. Flat-screen plasmas that rise out of the fl oor and wardrobes that suggest clothes are also appearing in the homes of the well-heeled. While these seem like unattainable luxuries, it won’t be long before demand pushes down prices and technologies improve.
