Buying a property off the plan seems daunting. After all, you are paying a lot of money for something you cannot touch or feel. But in

saying that, I do know quite a few people who’ve done considerably well from buying real estate this way. Some have even bought, settled and

resold months down the track for a profi t before the development has even been built. In this

week’s cover story, Jemma Pearson investigates the pros and cons of buying property off

the plan, making it easier for you to do your research if you’re considering this in the near

future. However, if you’d rather bid on something tangible, there is a large property and chattels auction on this weekend in Palmwoods.

All proceeds from the late Dr June Canavan’s home will go towards the charity, which has

It’s not like buying an established home, but

purchasing off the plan is an opportunity

worth investigating.

Ask buyers why they choose property over any other form of investment and they’ll probably mention something

about a property’s tangibility. They can touch it, walk around in it, open cupboards and tap walls – the real estate equivalent of kicking a car’s tyres. But when buying a property off the plan, purchasers don’t have the same assurance. Sure, there are plans to pore over, maybe a scaled-down model or a computer render to check out, but it’s not the same, right? Which is perhaps the reason why many investors and owner-occupiers steer clear of this type of buying opportunity, leaving purchasing off the plan to seasoned property investors.

But ignore this type of property buying opportunity and you could miss out on

some great gains – fi nancial and lifestyle.

So what is buying off the plan all about? Developing a

bare plot of land into a unit or apartment complex is an expensive business. Selling those units off the plan, sometimes in stages, helps developers obtain funding to build the entire project. Developers can market

and sell their projects, gauging interest and

attracting buyers, before it’s fi nished. But buying off the

plan isn’t advantageous for just the developer. For prospective

purchasers, this form of buying means they get a brand-new apartment, one

that they can perhaps even have input into designing. Because there can be many months between signing the contract and fi nal settlement, there is even a chance the property will increase in value before you get the keys.

Sunshine Coast developer Reed Property Group is in the process of selling homes in Emporio, an innovative mixed-use development in Maroochydore. General manager Carl Nancarrow says the development offers all sorts of opportunities for investors and

owner-occupiers. “One-, two- and three-bed apartments, plus commercial and retail,” says Carl.

For buyers moving into Emporio, there will be two key things they have to get their heads around – buying off the plan and buying into an apartment. “We get a few people who are new to apartments,” says Carl, adding that early in the selling process there tends to be more investors looking to buy, while owner-occupiers, usually tentative in the early stages, gain confi dence from the fact that others are buying and tend to crop up once the development is well and truly underway.

Like Reed, Walter Iezzi Development Group has been developing projects on the Sunshine Coast since the 1980s. Walter Iezzi is an old hand at selling off the plan, having constructed more than $280 million worth of projects in the past eight years alone. “The normal process,” he says, “is to sell of the plan and this reinforces the value [off the project] as well as satisfi es the valuers and the banks”.

Right now Walter is busy signing contracts on Monterey, his boutique apartment development on Buderim’s eastern escarpment. Walter says 13 out of the 30 apartments have already sold.

different to buying an established property. Instead of inspecting the home, you’ll be inspecting plans, checking up on the developer’s track record and perhaps choosing paint colours, fi xtures and fi nishes. If you’re happy to proceed, you sign a contract, pay a deposit and wait for your new home to be built. Settlement occurs when the building is complete.

It’s in the early stages that it’s essential to do your homework. If you’ve had a look around the developer’s display unit, make sure the apartment you’re looking to buy has the same quality of fi ttings and fi xtures as the display. “We’ve got an onsite display centre with a large model of the entire development,” says Carl of Emporio. “People can have a look and the sales manager goes through the process of buying off the plan.”

He adds, “We walk them through the contract documents and if they are comfortable with that they can then put a deposit down – about $1000. There is a fi ve-day cooling off period.” And then they are asked for a 10 per cent deposit. “That goes into a trust account.” This offers peace of mind to buyers – as their money goes into trust, “if something goes wrong the purchasers can get their money back”, says Carl.

Before signing any contract, of course, buyers are advised to get their solicitors’ advice. Then it’s just a matter of waiting for the developer to get on with the job, and perhaps even for the market to improve. “Because of the timing, if you buy at the bottom of the market there is good opportunity to pick up capital gain,” Walter says.

On the subject of capital gain, there was a time when investors would get into a development early, wait for the market to rise and sell before settlement, picking up a tidy profi t along the way. But this form of investing is perhaps too speculative for today’s more subdued investors. “[Selling before settlement] is possible, but not a lot of buyers do it,” says Carl. “Most people, particularly nowadays, are making longer-term investment decisions.”

And if it is a home you are after and not simply an investment, buying off the plan can offer opportunities to play around with the apartment’s design. If it’s important for you to have input into the colour of the walls, and you want to choose the taps and the material used for the kitchen benchtops, check with your developer if this is possible. Some allow for design changes while other developments have fairly strict guidelines about colours and fi ttings.

“My attitude is that within a unit there are only so many walls and doors, so they [buyers] can go for broke as long as it doesn’t affect the construction program – the end product is important,” says Walter regarding Monterey. “I always support [people making design changes]

if it doesn’t affect the structure and the construction programme.”

Walter adds that the one thing he believes makes people nervous about buying off the plan is “uncertainty”. He advises prospective buyers to thoroughly check up on the credibility of the developer. “Do the groundwork, chat to your lawyer, chat to consultants and valuers,” he says. “Valuers generally are the ones familiar with all of the stock on the Coast. Speak to bank managers. They’ll know if the developer is credible and the type of stock the developer is known to provide.”

To make your buying experience as risk-free as possible, make sure you:

1. Do you homework on the developer and builder – check out the other projects

they have worked on and chat to other buyers about their reputation.

2. Check the proposed measurements of the property you plan to buy. Note the

ceiling heights and room widths, the size of the car parks, the amount of storage the

unit will have and the type of fi xtures and fi ttings included to make sure they all

meet your needs.

3. If you’re new to apartment living, don’t forget to look into body corporate

fees and other levies you’ll be obliged to pay once the work is done.

4. If you’re keen for a view, don’t forget to look at the land around the new building and investigate if there are other proposed

developments that could potentially impose on your outlook.

5. Check the building by-laws, which are the set of the rules you must abide by

when living in the apartment complex. By-laws cover things such as keeping pets,

noise limits and parking.

6. If you like the idea of apartment living because of the security it offers, don’t

forget to check out what kind of access control and security systems are in place for

your fl oor, the entire building the car park and common areas.

“I think probably the key things we tell people is that buying off the plan is very safe,” says Carl. “There is a lot of consumer protection legislation that protects purchasers’ rights. Gone are the days that a developer can change things and not deliver. Nowadays it’s a very safe investment. Some of the horror stories of the past just couldn’t happen now.”

Carl says with DVD fl y-throughs, plans and models, buyers can get a good idea of what they are buying. Good communication is the key when dealing with a developer, he says, and always go with one that has a good track record.

Congratulations to Sunshine Cove at Maroochydore, which gathered a number of its consultants, builders,

An auction with extra heart is being held at 367 Kiel Mountain Road, Diddillibah this Sunday – the Colonial-style property is the former home of Sunshine Coast doctor June Canavan, who was tragically killed in a plane crash in Papua New Guinea in 2009, and the money raised from the sale is set to go to the charity foundation that’s been established in her honour. “Basically it’s been decided that in order for June’s legacy to continue, all proceeds from the sale of her property will go straight to her foundation,” auctioneer and agent Mike Burns, from Elders Palmwoods, explains. “As a result, it’s going to be a very realistic reserve that will refl ect today’s current market.” A chattel auction of household items, including furniture and collectables, is expected to raise further funds, and Mike says that so far the experience has been heart-warming. “I didn’t know Dr June personally but I’ve certainly met a lot of her former patients who’ve come in and shared their stories. It’s great in this day and age to see people being so kind and generous.” If you can’t make it out to Diddillibah at 1pm on Sunday, make sure you check back in with MPP next week to see the result.

There are two projects in Landsborough that are attracting large amounts of interest – one is a residential estate approved by the council, the other a McDonald’s restaurant, which was knocked back. For both developments, the issue of preserving and incorporating the character and history of Landsborough was important.

The new residential development, called Pathways, occupies 15 hectares of land, of which 34 per cent is open space. It claims to have captured the township’s pioneering history and its traditional land use. Sales and project manager Scott Heaney from Next Property Group says the name itself took a lot to settle on.

“The name Pathways was chosen to refl ect the signifi cant history of the town as a major stop on the original Cobb and Co coach route,” Scott says. “It

also refl ects Landsborough’s heritage as a logging and transport town, as a hub for the Sunshine Coast region’s growth, and its connections to major highways and rail transit lines.

“The development has also been designed to have many pathways throughout the bushland, along the creek and into town.”

These pathways will also become a learning occasion for those who use them, through the establishment of educational signage.

“The developer has consulted with a historian, and an Aboriginal environmental and cultural advisor, about the history and natural features of the site,” Scott explains. “The signs will offer information about native trees and plants at the site, and the heritage of the area, so that enjoying a bushwalk is both a recreational and educational opportunity.”

confl icted with the zoning for the land. “Prior to amalgamation, Caloundra City Council looked at Landsborough and identifi ed that there was a shortage of industrial land, and so they went through the process of bringing in new industrial land into the Landsborough community,” he said.

“This application was for a restaurant over that industrial land.

“The major confl ict was that if this approval was given, it would reduce the amount of industrial land available, which would certainly be required into the future, as we do have a big shortage of industrial land across the entire Sunshine Coast.”

The council’s secondary reason for refusing the golden arches application was to preserve the character and identity of the gateway to the hinterland area and scenic routes of Landsborough. And while this statement has raised debate over whether an industrial area demonstrates character, Russell tells MPP that even industrial buildings must portray certain physical traits.

“The elements that were contained within the design that was put forward in the application were of the corporate McDonald’s design with the out-of-the-box design and colour palette that they use,” he explains.

“That is certainly in stark contrast to the style of buildings and architectural feel in Landsborough.

“Any industrial developments that we allow in the industrial area in the Landsborough precinct do have to capture some of those elements, and they have to take on the rural character and the features you’d expect in a hinterland community.”

And according to Russell, the popular hamburger restaurant only had to “go down the road a short distance” to fi nd land suitably zoned for a McDonald’s franchise.

“People expect council to approve anything because it’s good for business,” Russell explains. “If you start to do that, you’re going to have a whole heap of confl icting land uses side-by-side, which will create a whole lot of angst in the community.”

uplift in activity for both sales and leases over the past month, but it is

hard to tell whether this is due to new activity or is a case of all the fence-sitters fi nally making a move. Anecdotal evidence at this stage suggests the latter. Of note this

month is the increase in activity in the Noosa region and the removal of Maroochydore as the dominant suburb, particularly in the sales arena. Buderim, Kunda Park and

Sales data is quoted as GST exclusive. All leases are quoted as NET amounts excluding GST and outgoings. Changes to the government reporting of zonings is making the identifi cation of some properties diffi cult. Propell National Valuers reserves the right to not include a property if there is doubt about the zoning. This issue may affect the volumes of data reported in the future.

Mooloolaba still dominated in the leasing department. Overall, retail was the standout performer in sales and leasing with industrial and offi ce sharing a percentage of the rest.
