    PolyGram Counters Report,Kaas Did Not Freeze IncomePolyGram France general -secre-tary Michel Parent has offeredclarification of a number ofdetails arising from his company'slegal dispute with CBS involvingFrench recording star PatriciaKaas and her former producerBernard Schwartz. The explana-tion follows Music & Media'sreport (November 24) of a possi-ble out -of -court settlement of thecase.

    In a statement issued Novem-ber 28, Parent points out thatKaas did not, as reported, obtaina court order freezing part ofPolyGram's earnings for her firstalbum. "In fact;' says Parent,"the court ordered the freezing of

    royalties owed by PolyGram toSchwartz. From a strictly finan-cial point of view, there is no dif-ference for PolyGram in payingroyalties to Schwartz or freezingthem:'

    M&M's report, continues thestatement, "mentions that thefreezing ordered by the Court ofAppeal in Versailles concernedCBS royalties. In fact, in thewords of the court, it freezes "Allturnover resulting from recor-dings made by Patricia Kaasunder her contract with CBS of ItMarch, 1990 until a final deci-sion has been made concerningthe suit Bernard Schwartz is tobring within six months against

    Finally, Parent describes as"quite strange" the claim (by CBSFrance CEO Hemi de Bodinat)that "freezing CBS turnover isnot a real problem for CBS, sincethe sums will still generate in-terest".

    "It should be pointed one'asserts Parent, "that althoughinterest is indeed earned, this ac-tually goes to the Bar of Sar-reguemines [whose members havesequestrated the sums] - not toCBS, which will thus never benefitfrom this frozen turnover!'

    Sky, RadioAmsterdam -based Radio 10 hasconfirmed plans to launch a newpan-European service in springnext year, and Sky Radio says ittoo will launch a new station in1991. Both are expected to beCHR-oriented stations, and likeBussum-based Sky's current 'softAC' and Radio Ill's Gold servicebe distributed across the conti-nent via cable and satellite.

    Both stations have securedstereo channels for their new ser-vices in the Amsterdam cable net-work's 1991 frequency plan. Thisconcession is to be reviewed afterone year. The services have beenprovisionally earned HitRadio 10and Sky Hitradio, although theseare unlikely to be their final tides.

    "We're still working one nameand programming;' says Radio ICIpresident Jeroen Soer, "but somekind of hit format seems mostlikely at the momene' Adefinitive decision is expected inJanuary, he adds, with the stationgoing on air "in the spring".

    At Sky Radio, operationsmanager Ton l_arnouwers saysplans for a second station are welladvanced.     Developing A Strong Position Through Local ProductWhile Scandinavian's

    worldwide status as atalent source has

    continued to grow,independents such as

    Sonet have faced a seriesof financial blows through

    the loss of major labellicensing and distribution

    deals. As Sonet chairman,Dag Haeggqvist, tells

    Chris Fuller, he seesversatility, diversification

    and faith in local talentas keys for survival.

    Q: Scandinavian musk has risenin world prominence in recentyears through the lilacs of A -Ha,Europe, more recently Rosette,Leila K and Titiyo. Are you confi-dent this can continue?A: Yes. And the home market isnow healthy enough to supportthe music, which was not the caseat the time of ABBA, for example.People trying to develop local actsin the wake of AB13A could notget enough media exposure toestablish a home market, andhence did not reach the interna-tional market either. Now thesituation is very different. There'sa strong market here and goodchances to develop out of it,which is what happened withRosette.

    Q: In international terms, do youconsider that Scandinavian musichas had a rough deal in the past?A: From a statistical point of viewwe've probably had more successthan we should have. Iceland, forinstance has had absolutely im-mense success considering thetiny population of 250.000 orwhatever. Scandinavia is anawkward part of the world from acommunications point of view. Ifthere's anything to complainabout it's been the local situation,where often state -run radio andTV monopoly has given too littletime to new music or to creativepeople generally. I think thereception internationally has beenpretty fair.

    Q: Sweden still awaits nationalcommercial radio and TV. Willthis not help boost the recordmarket when it arrives?A: I just read this morning thatSweden is the only country inEurope without commercialradio... though I have my doubts

    about Albania! I approve of moremedia outlets, but then I wouldn'tsay radio and TV are overlybackward in Scandinavia from amusic industry point of viewbecause, as the territories aresmall, there does exist the pro-blem of sudden overexposure.

    Sonet has lost several impor-tant licensing and distributiondeals over the past two years as aresult of international agreementsstruck between major labels. Hasthis problem been mirrored acrossthe Scandinavian independentsector?

    A: Yes. But those who have suf-fered the most are those whodrifted away from maintaining a

    local roster and were solely relianton distribution for major labels.Grammofon Electra [which wentbankrupt in November 1989) werethe first victims because they hadvirtually no creative side at all.

    For Seem to lose labels likeChrysalis and Island has obvious-ly been very tough. But we havefound new life by developing astrong position in the local marketwith local product. And we havehad to adapt from an organisa-tional point of view, which is a keyfactor. When a purchase spreegoes on among the majors youwill either go under, sell out likeTelder or CGD or else, like us,rethink and restructure

    And on the sales side, up until a

    few years ago I understand thatSweden had the highest per capita

    record consumption outside ofthe US, And that was with a totalstate monopoly within the media.I know that the Americans areabsolutely amazed at how we canpromote records. But it followsthat the records that do getexposure get a very big market. Soyou have to be very careful indrawing conclusions.

    Q: Have improved promotionaland marketing techniques im-proved the chances of cross,border success within Scan-dinavia?A: I don't think them are any hardand fast rules. Sophisticated

    marketing does not really operateon a business level within a smallterritory like this, or indeed Out ofit. There is a lot of luck involved.Rosette are a good example ofexactly that. An American stu-dent took a record home from hissummer holiday, had it played onhis local station somewhere in theStates and it took off from there.

    Within Scandinavia, retail re-mains underdeveloped, and moremegastores will better the situa-tion. It would be interesting to seesome of the international com-panies like Tower make an en-trance here. I think their conceptswould work very well.

    Q: Are there any new acts in par -

    dealer which you see making aworld impression in 1991?A: Norway's Dance With AStranger should stand a prettygood chance of developing andhave already started on a goodscale in Germany. Then there's aSwedish Sonet band called Armyof Lovers, who we're negotiating aUS deal for, plus a Finnish Sonetoutfit, 22-Pistepkidat and a bandcalled Nomads that have justmoved from a smaller label,Amigo, to us.

    On the dance side too, I thinkSwedish labels like Swemis andTelegram will continue to do verywell. They have Rob 'N' Raa,Titiyo, Lelia K. A very big successright now is Doctor Alban, whohas a defunte gold album herewith Hello Africa.

    Q: You have redefined Sonet as a"broad -based media company" -what's the philosophy here?A: We feel that, particularly in alimited territory, it's essential tohave an involvement right acrossthe whole media, involving bothsound and pictures, to safeguardan operation of this sire one year-round basis. Sonet is spreadacross records, publishing andfilm plus video and TV produc-tion. I don't think you can mn arecord company ore music com-pany here unless you are preparedto enter these other, complemen-tary areas, which are essential forthe development and sustainingof artists. 0

    Dag Haeggqvist, chairmanand director of bona Gram-mofon, has been with the com-pany for over 30 years. In thistime it has grown into Scan-dinavia's leading independentmusic group, in recent yearsexpanding into film and videodistribution plus TV produc-tion.

    Though Swedish - based,Sonet has affiliate companiesin Norway, Denmark andFinland, and operates jointventures in France (with Mut)and the UK (with Intereordand Ricordi).

    Just over a year ago, Haegg-qvist was appointed the soleScandinavian representativeon the international IFPIboard.

    Sound, 3CR for f 1.3 MillionThe Chiltern Radio group hascontinued a vigourous expansioncampaign in its acquisition of FMcontemporary hit station SevernSound and AM Gold outlet ThreeCounties Radio (3CR) for up to£1.3 million. The final price iscontingent on forthcoming netrevenues.

    Chiltern Radio MD ColinMason says that, along with thegroup's major stake in FTP/Bristol, Severn and 3CR will"firmly establish" the ChilternNetwork group in the WestCountry.

    Chiltern obtains both the busi-ness and net operating assets ofGloucestershire Broadcasting plc,the two stations' holding com-pany. The deal is conditional onIBA/Radio Authority approval,although contracts have been ex-changed.

    An initial consideration of £ Imillion is payable on completion,expected in early January. In the

    year to September 1990 Glouce-stershire Broadcasting had a tur-nover of £ 804.030 with anoperating profit of £ 11080.

    The 10 -year -old Severn Soundbroadcasts to a potential 460.000audience around Gloucester andCheltenham. 3CR, which carriedSevern Sound's pop format untila frequency split two months ago,has a 720,000 potential listener -ship in Gloucestershire Worcester-shire and Hereforshke.

    According to Colin Mason,interaction between Severn, 3CR,FTP and the existing ChilternNetwork's four FMs will achieve"major cost savings".

    French Record SalesRebound In OctoberAfter a slow summer and a weakSeptember, the French record

    Promax Launches New LabelBrussels -based Promax Recordshas launched Abigwan, a newrock and blues label. Its first andonly release to date is the albumBackslider by US group BC andU (Blues Corporation and You),which has already been power -played on Radio 21's 'Rock AGogo' show.

    According to Promax labelmanager Alain Mathieu, theAbigwan label will be predomi-nantly English -language and usedfor rock, blues and jam releases.

    The company is currently seekinglicensees for the new label acrossEurope, with deals close for Ger-many and Spain.

    Holland's Catholic public broad-cast organisation KRO, is to alterits schedule on national pop sta-tion Radio 3 from the new year.Head of music Paul van der Lugtsays the changes, which includenew jingles, aim to "broaden thegeneral audience base and, morespecifically, bolster our eveningratings, which have not beenstrong".

    Under the current public broad-cast system, KRO is allocated thewhole of Sunday's output onRadio 3. Evening programmingwill be restructured with the in-troduction of a new AOR show,`The Young Dogs', hosted byleroenKosterman and Bert Rada-makers from 18.00-20.00 eachweek.

    Among shows airing on its firstchannel, La Use, is a concertspecial on the evening of Decem-ber 31, including footage from liveshows by David Bowie, The Rol-ling Stones, Patricia Kaas andINXS. The second channel, Tele21, will show a full Rolling Stonesconcert on December 29.

    Normal programming will belargely set aside throughout theweek, dubbed 'La 52eme', to bereplaced with a vertical scheduledominated by music humour,variety and films, many of which

    SCANDINAVIACenterpartiet Presents Commercial Radio Plan

    One of Sweden's three most im-portant opposition parties haspresented a plan for the introduc-tion of commercial radio, a movewhich is widely expected to finallyplace the issue firmly in thepolitical arena.

    The Centerpartiet plan, reveal-ed in Stockholm late last month,allows for the three nationalpublic broadcasters, PI, P2 andP3, to remain as they are, whilethe 25 current local public broad-cast stations will be redefined asLansradio [district radio]. It isbelieved that these stations willshift away from being purely localradio. However, the emphasis ofthe proposal is for the stations toremain local, essentially effective-ly ruling out the possibility of net-working.

    Remaining under the auspicesof Sveriges Radio, the local sta-tions would receive approximately15% of advertising income fromTV2 if, as many expect, TV2becomes commercial along with anew third channel. The new 'com-mercial' stations would hold alicence for up to eight years.

    Centerpartiet is the first Swe-dish political party to presentsuch a concrete proposal for com-mercial radio. It wields politicalclout through its relationship with

    the ruling Social Democratsgovernment, which may put it inthe position of getting at leastpart of its proposal taken serious-ly. This would be a major break-through in a country where theissue of radio deregulation hasrepeatedly been put on thepolitical back burner.

    Centerpartiets consultant onmedia affairs Ove Hultquist saysthe party hopes, at the very least,that their proposal will mean theforthcoming discussions on theintroduction of commercial TVinto Sweden will be extended todiscuss radio. "We think the issuemight be included in the TVdiscussions or that these talks willhave a continuation to take inradior he says.

    In the UK, The BeautifulSouth's second album

    Choke has already beenafforded a flying start with

    a no. I lead-off single,A Little Time, and a

    llout UK tour. Theband's label, Go! Discs,is now implementing a

    campaign for Europeaimed at consolidatingthe band's following, as

    Chris Fuller reports.

    Released across Europe on Novem-ber 16, Choke, produced by MikeHedges at London's Olympic andAIR studios and distributedthrough PolyGram, has some-thing to live op to. The band's1989 debut effort Welcome ToThe Beautiful South recordedsome 400.000 UK sales, a half amillion across the rest of Europe,and yielded three UK hits in SongFor Whoever, You Keep It All Inand Sail This Ship Alone.

    deroy, Choke is "well on the wayto achieving half a million UKsales by Christmas" and includes"at least two more potential hits".The first of these is the newUK release My Book, a momup -tempo effort than the DavidHemingway/Briana Corrigan acidduet A Little Time, with a leadvocal from Paul Heaton.

    Cowderoy regrets that A LittleTime had a considerably laterrelease date in continental Eur-ope, "too close to the album toenable us to get any momentum".Initial reaction at radio has beenstrong, however, and the singlehas just charted in Germany,Belgium and Holland, whichalong with France gave the groupits strongest continental sales onthe last album.

    At press time, the album was

    no. 29 in the European Ibp 100Albums, while the single was atno. 38.

    Up -front of the LP, key radioand retail contacts were issuedwith a four -track CD sampler,and limited -edition jackets andwatches have also been circulated.

    Germany proved so enthusiasticabout the B-side of A Little Time,a track entitled What You See IsWhat You Get, that in futureGerman pressings of the CD itwill be included as an additional12th track.

    Following key press and major -station radio interviews in Ger-many and the Benelux, the bandbegan a short European tour inHamburg on December 3, finish-ing in Amsterdam on December13 and taking in dates in Franceand Belgium. Cowderoy, "I thinkthe power of the live shows willsurprise many. The subtlety anddark humour of the lyrics comesacross clearly and ha a live setting,with a full brass section, is givenatm punch!'

    Cowderoy believes that pm-blems some Continental radioprogrammers had in accepting thetransition from The Housemar-tins, the Hull -based band out ofwhich The Beautiful Southevolved, has now dissipated. "Thename has of course changed, but Idon't think there's been anysignificant shift in style, and themnow seems to be now a wideracceptance of that. In the UKthere was no such hesitation!'

    Choke, says Cowderoy, willbuild a solid European base forthe band before they turn theirattentions to the US next spring,where the LP is just out. US radiohas had "trouble programming ALittle Time" though My Bookshould fare better. In addition,says Cowderoy, the second singlecomes with an "extremely MTV -friendly" video.

    The Beautiful South comprises:Dave Hemingway (vocals); SeanWelch (bass); Paul Heaton(vocals); David Stead (drams);and Briana Corrigan (vocals).Heaton and Hemingway, bothformer Housemartins, formed theband in 1989.

    Carey first came to Germany in1978 after leaving his position askeyboard player in RitchieBlackmore's Rainbow. Teamingup with Peter Halite Carey setout on a very successful inter-national solo career. After some10 albums, Carey joined the PeterMaffay Band.
