Rod Underhill announced Kelly Krohn, Chief Investigator, will retire in July and will be replaced by Paul Weatheroy. Most LPSCC members attended the Justice Reinvestment Summit on April 6 th . Governor Kate Brown reiterated her interest in Justice Reinvestment. The minutes from the March 3, 2015 LPSCC meeting were approved. LPSCC Year End Report & 2014 Public Safety Trends Report Lauren Brown noted several LPSCC accomplishments found in the 2014 LPSCC Year End Report. The report also includes the 2014 Public Safety Trends Report. Several

Introductions, Announcements, and Approval of Minutes Abbey Stamp called the meeting to order and introductions were made. LPSCC Year End Report & 2014 Public Safety Trends Report Lauren Brown noted several LPSCC accomplishments found in the 2014 LPSCC Year End Report. The report also includes the 2014 Public Safety Trends Report. Several

charts were highlighted. Due to the Portland Police Bureau’s transition to RegJIN, there is a lag in incident data. LPSCC members were asked to keep note of observations and questions of the trends report for discussion at future LPSCC meetings. The DOJ settlement update was requested as a future LPSCC agenda item. There is a desire to know about the service outcomes relating to the Justice Reinvestment quarterly report. LPSCC and Juvenile Justice The LPSCC annual retreat took place on Tuesday, March 31st. Abbey Stamp gave an overview which included a presentation about the cumulative impact of adverse childhood experiences and juvenile justice involvement. The themes that resulted from the retreat were:

1) Implement Trauma-Informed Care Practices and Principles: a) Trauma Training b) Organizational assessment c) Practice change (victim services, offender intervention, staff support, etc.) d) Observations and feedback e) Measure outcomes

2) Implement Procedural Fairness: a) Training b) Ongoing technical assistance c) Observations and feedback d) Measure outcomes

3) Family Involvement: a) Assess current level of family involvement in programs b) Seek technical assistance to improve family involvement c) Enhance policies/programs to increase family involvement d) Measure outcomes

4) Collective Impact: Increase collaborative efforts using collective impact framework:

a) Common agenda b) Common progress measures c) Mutually reinforcing activities d) Communication -- culture of collaboration e) Backbone organization

Everyone in attendance was asked to complete a prioritization exercise where people indicated the level of impact and control over each of the four themes. There was discussion involving the importance of Collective Impact and how LPSCC could be the backbone organization. Legislative Updates There was a public hearing on House Bill 3503, sponsored by Representative Jennifer Williamson, which directs Department of Corrections to establish Family Sentencing Alternative Pilot Program in partnership with circuit courts, county community corrections agencies and Department of Human Services.

Five bills were introduced by John Foote. Senators Shields and Williamson requested racial impact statements on each. House Bill 2907 establishes the definition of recidivism; while the racial impact statement showed no disparities, it would in fact impact recidivism outcomes for juveniles of color in Multnomah County. Senate Bill 822 ensures the recordation of grand jury proceedings. Rod Underhill stated that the fiscal impact may be high. The meeting was adjourned.
