    A manager of a 64-turbine wind farm to be built near Yendon has urged the state government to bring back its Renewable Energy Target (RET) to ensure future investment and jobs for regional Victoria.

    WestWinds manager of project delivery and development, Steve Crowe, said that while WestWind was fortunate its project was past the application stage, the state restrictions on wind farms were extreme.

    WestWinds planned wind farm near Lal Lal was approved by then-planning minister Justin Madden in 2010. The company has until April 2017 to build the turbines.

    Mr Crowes comments come as the Abbott government considers scaling down Australias RET, following a submission from the Napthine government.

    The submission argues the RET ensuring at least 20 per cent of Australias electricity is derived from clean sources should be scaled back and suggests that gas-fired power and power generated using waste wood from native forest logging be counted as a clean source.

    If the federal government scales down the RET, it will halt investment in regional Victoria, Mr Crowe said. A state RET could attempt to counter this.

    The WestWind project is expected to generate electricity for 44,000 Victorian homes and create 45 jobs once construction is complete.

    Meanwhile, an Environment Victoria report claims the state government has made it almost impossible to get approval for wind farms.

    Environment Victoria chief executive Mark Wakeham accused the government of being joined at the hip with coal companies, risking billions of dollars of investment.

    Most of Victorias policy agenda for a cleaner and more efficient energy mix has been deliberately dismantled over the past four years, he said.

    Victorian Wind Alliance state co-ordinator Andrew Bray said it was easier to build a coal mine than a wind farm.

    In the 21st century, thats the wrong way around, Mr Bray said. Its become so difficult to build a wind project that many companies give up in the planning phase. Since 2011, just two permits have been approved for a total of nine turbines.

    In a joint statement, Environment Minister Ryan Smith and Energy Minister Russell Northe accused Environment Victoria of a complete disregard for cost-of-living issues.

    Environment Victoria is clinging on to the outdated view that state governments must lead on emission reductions measures, when it was federal Labor that said states should take the lead on climate adaptation and not mitigation, the ministers said.

    They said renewable energy already made up 12 per cent of Victorias energy use.

    Call for state emissions goal

    Its easier to build a coal mine than a wind farm - Andrew BrayNicole Tresize was only 24 when she was diagnosed with non-Hodgkins lymphoma.

    Ms Tresize, who had gone to the doctor complaining of fatigue, quickly embarked on six months of chemotherapy, including an experimental double dose that rid her of cancer.

    Sixteen years later, the 40-year-old is helping organise the first Relay for Life in Caroline Springs. The 24-hour event for sponsored walkers and joggers, is at Burnside Heights Recreation Reserve overnight on September 20-21.

    Cancer doesnt sleep, so we wont either on that one night, Ms Tresize says. Its my way of giving hope there is life without cancer and you can live life to the fullest.

    More than 200 people, including Ms Tresize, her partner David Driscoll and children Makenzie, 9, and Rylee, 7, have so far

    signed up for the relay. Organisers hope to raise $100,000 and turn it into an annual event.

    Cancer survivors and carers will walk the first lap of the relay before enjoying afternoon tea. There will also be a candlelight ceremony where people can reflect and pay tribute to loved ones affected by cancer.

    According to the Cancer Council, about 315 Melton City residents will be diagnosed with cancer this year.

    Relay for Life spokeswoman Emma Voger says money raised by the event will help the Cancer Council fund research, implement prevention programs and provide support services for people affected by cancer.

    The decision to grant a permit for six dwellings in Masons Lane with no visitor car parking has raised the ire of some Bacchus Marsh residents.

    Moorabool councillors voted at last Wednesdays meeting to allow a mix of single-storey units and double-storey townhouses on the lot.

    They also debated the absence of visitor car spaces.

    Theres merit in the application, but because Bacchus Marsh is a commuter suburb, I dont think we should allow an exemption to a car park, Cr David Edwards said.

    Advocate Joseph Lo Giudice, for the developer, said that at a previous meeting with the applications six objectors the applicant offered indented car parking spaces, but that was rebuffed by both objectors and the council. Weve made every attempt to comply, he said.

    But Veronica Mayne, an objector to the entire development, said having no visitor spaces would cause greater issues.

    Parking will affect not only the people who live around the street, but also those who use it for school drop-offs, she said.

    Another objector, Christopher Niessen, said six dwellings was an over- development of the site and did not comply with neighbourhood character.

    It appears to be aimed more at maximising the dwelling density than integrating into the established neighbourhood, he said.

    Parking issue raises hackles

    Bushwalkers can enjoy close to five kilometres of Moorabools trails again following completion of the Lerderderg River walking trail.

    The trail was opened on September 1 as part of a Moorabool council flood recovery project that started in 2011 after heavy rain took its toll. It covers 4.8 kilometres, including the Werribee River, Caledonian Park and Links Road drainage reserve.

    said the trails would be great for outdoor activities, especially in the warmer months.

    The value of these trails to a community is important, he said.

    They provide walking and cycling for a healthy lifestyle, and theyre environmentally friendly and safe.

    Council engineering services manager Sam Romaszko said the aim was to increase public safety and reduce ongoing maintenance, given vast sections of the existing paths were close to the river beds and below flood level.

    For the most part, these objectives have

    been achieved and the community now has these great recreational assets to enjoy, Ms Romaszko said.

    The trails restoration is the last of about 46 flood recovery projects, with the initial focus having been on restoring infrastructure such as roads and bridges.

    Work estimated to have cost $18.8 million was done in the past three years, the biggest task being drainage restoration works in Wallace and Leila Road, Bacchus Marsh, and replacement work on the S Conroy Road bridge in Bunding.

    Dirt roads attract police attentionThe Moorabool region is the focus of a police campaign aimed at reducing weekend accidents on unsealed roads. The 12-month campaign will focus on Moorabool, the Macedon Ranges and Surf Coast areas that Victoria Police say attract a higher number of motorcyclists and four-wheel drive enthusiasts, with accidents and serious injury more prominent than elsewhere. Inspector Michael Baker said vehicles still had to be registered and roadworthy even for use on unsealed roads. Anyone who plans to drive off-road is urged to let others know where theyre going and take a first aid kit and extra supplies in case an accident leaves them stranded.

    Letters from Theo has all the elements of a great story an impossible love, a swift rise to fame, music and plenty of laughs.

    When Theo is conscripted to fight in Vietnam, Anna is heartbroken but continues her career as a go-go dancer.

    In the Bacchus Marsh Express of September 5, 1914, an advertisement appeared urging locals to farewell the first enlistees for the war that had been declared in Europe.

    A list of men was printed, and it included Charles Edwards, Arthur Hine, Alex Murdoch, Thomas OLeary, Maurice Whelan, Bill McKenzie and Charles Waterhouse.

    At the first of many send-offs, patriotic fervour was high with songs and anthems rendered and many of the districts dignitaries giving speeches. Of the 20 men listed as attending, many joined either the 7th Battalion or the 4th Light Horse.

    The 7th Battalion was commanded by Harold Pompey Elliott, who would become one of the most admired Australian military leaders. The boys from Bacchus Marsh, including Hine, OLeary, Waterhouse and Murdoch, were joined by men from Footscray and Spotswood to make up C company.

    Thomas OLeary was born in Kyneton but enlisted in Bacchus Marsh, giving his occupation as labourer.

    Arthur Hine (enlisting as Alfred William) was a farmer born in Rowsley, aged 19. He enlisted in Bacchus Marsh on August 24 alongside Alex Murdoch, a butcher who had experience in the 8th Battalion cadets and was a member of the Bacchus Marsh Rifle Club.

    Charlie Waterhouse was born in England and his occupation was listed as contractor. He had been in command of the local citizen force and was one of the earliest to enlist, on August 15, at Footscray.

    After training at Broadmeadows, the 7th Battalion arrived in Egypt on December 7, 1914.

    of the second wave of troops ashore. Within a week, Hine, Murdoch and OLeary were dead from wounds received at the landing.

    Waterhouse was shot in the jaw and was evacuated to England where he spent the remainder of the war in hospital. He died in 1922 in England.

    Whelan, McKenzie, Edwards and others enlisted on August 19, at Broadmeadows. They joined the 4th Light Horse and arrived in Egypt on December 10, 1913.

    It was a culture shock for many of the country boys, their amazement at the colour and entertainment surrounding them revealed in letters sent home. Edwards called it a wonderful place.

    Maurice Whelan received a gunshot wound to the left leg at Gaba Tepe on August 22, 1915.

    He returned to Australia on June 24, 1916 and requested his discharge on October 4, 1916.

    Charles Edwards transferred to the 2nd Light Horse regiment and was promoted to driver. After serving in and around Jordan, he was sent home on September 15, 1918 on the HMAS Waterhen on submarine guard.

    Bill McKenzie was ultimately promoted to corporal during his time in the Light Horse and was in the troop at the time of the famous charge of Beersheba on October 31, 1917.

    He was granted 1914 special leave and was home with his family in time for Christmas 1918.

    Robots, storytellers, fairytale characters and even a spray-painting dragon artist were just some of the highlights seen on Moorabools Literacy Trail in Bacchus Marsh last week.

    The award-winning street event for children celebrates literacy in all forms, showing kids how important and fun reading, writing and counting can be.

    One of the children enjoying the festivities was three-year-old James Lee.

    The pig was my favorite, James said, pointing to a porker.

    Moorabool mayor Paul Tatchell also got into the spirit, dressing up as Henry VIII.

    The Literacy Trail helps to promote some of

    the most important life skills you can have reading, writing and imagination, Cr Tatchell said.

    The trail is fun for all ages, a community event that couldnt happen without the support of local businesses and community groups.

    Everyone gets involved. Local businesses donate their time and money to make this such a fun and excellent event.

    The Literacy Trail alternates between Bacchus Marsh and Ballan and is brought to the streets of Moorabool by the state governments Best Start Program.
