Mouchel has more than

6,500 people based in

the UK, Middle East and

Australia.

125 years of supporting communities every minute of every day Mouchel is an international infrastructure and business services Group. We help to transform and sustain essential public services.

We work in partnership with public and private sector clients to improve

the day-to-day lives of millions of people. We provide advisory, design,

project delivery and managed services associated with infrastructure

and business services. We work in highways and transportation, local

government, emergency services, health, education and utilities markets

across the world.

Some of our work has been part of the landscape of people’s lives for

decades – imagine Liverpool without the Royal Liver Building, Battersea

Power Station without its landmark chimneys, or even a football goal

without a net.

Not all of our work is as visible – for example reducing congestion on roads,

helping to maintain water supplies or helping local authorities to operate

more efficiently while improving public services – but we continue to improve

people’s lives 24 hours a day.

Every minute of every day, someone representing Mouchel, or something

created or managed by Mouchel, will be helping to improve life for people in

the UK and across the world.

In conjunction with our client, DRD Roads Service in Northern Ireland,

Mouchel is seeking to deliver the largest highway project ever undertaken

in Ireland. The A5 Western Transport Corridor will connect Londonderry

to the Republic of Ireland, by creating a new 86km dual carriageway. The

£800m scheme is being promoted and co-funded by both the Northern

Ireland Executive and the Irish Government. Mouchel has managed four

major consultation events attended by over 6,000 people, 419 affected

landowners and many businesses, enabling our client and our engineers

to select a preferred route within a corridor study area of over 2,130km2.

Our multi-disciplinary design and engineering team has located the

new road to minimise its impact on five Special Areas of Conservation,

two Areas of Outstanding Natural Beauty and Sites of Special Scientific

Interest within the corridor. Our environmental specialists have carried out

extensive geotechnical, hydrogeological and ecological surveys to aid in

the development of the route and advised on the engineering solutions

for bridges, underpasses and drainage.

Highway DesignMouchel is the market leader in the management and operation of highway networks, with an emphasis on the use of technology to achieve customer outcomes.

We work collaboratively with all our clients to help develop a better

understanding of their required outcomes. This informs our design

processes and enables us to focus on sustaining the environment,

developing local communities and improving the experience of

transport users.

Mouchel is currently undertaking design and project management work

on many major new highway projects across the UK, working with the

Highways Agency in England, National Assembly for Wales, Transport

Scotland, Northern Ireland’s DRD Roads Service, local authorities and

private sector clients.

We offer specialist design advice from scheme inception and route selection

through to detailed design and construction supervision, including the CDM

coordinator role. Mouchel carries out: corridor feasibility studies; ground

investigation and survey work; engineering and environmental assessments;

and extensive public consultation, including expert witness through to

planning enquiries.

Mouchel manages 6,900km of roads in Western Australia.

At 04:00, farmers in the small town of Brookton, Western Australia are

harvesting wheat ready to deliver to customers across Australia. Three

weeks ago they would have been unable to transport their crops as

the Buckingham Bridge had collapsed during a bush fire. Since then,

DownerMouchel and the Main Roads Metropolitan team have constructed a

temporary bridge to replace the timber bridge destroyed by the fire.

The Australian Business Excellence Award for Customer and Market Focus

was given to the DownerMouchel business, for its approach to tailoring the

people, systems and processes provided to Main Roads Western Australia,

one of only three such awards made across all industries in Australia.

Highway ManagementMouchel works with local and national transport authorities, as well as the private sector, to plan and improve infrastructure, facilitate developments and regeneration and support local public transport networks.

We understand how crucial a well-managed road network is to a nation’s

economy and the mobility of its people. By providing an integrated solution

we ensure a safe environment, maximise efficiencies and minimise disruption

to users while also ensuring that the network achieves broader social,

economic and environmental benefits.

In the UK, EM (formerly EnterpriseMouchel, now a wholly-owned Mouchel

company) provides market-leading award winning services to the Highways

Agency and Transport for London among other highway authority clients.

In Scotland, joint venture Scotland TranServ provides similar services to

Transport Scotland. We also have a joint venture with Peek (PeekMouchel)

to manage highway technology equipment over a substantial part of the

English road network.

In Western Australia, with our joint venture partner Downer EDI

(DownerMouchel) we run three Integrated Services Arrangements.

Across the Middle East we are providing services in Kuwait, Saudi Arabia

and the UAE, including managing the roads in the western region of

Abu Dhabi.

We manage

1,000kmof UK motorway and

trunk roads.

67,000kmof UK local roads.

100,000km+of roads worldwide.

We provide highway management for around 100,000km of roads worldwide 04:00

Mouchel has been involved with the National Traffic Information Service

(NTIS) since June 2011, when it was awarded the contract to operate and

transform the service for the Highways Agency in a joint venture with

Thales UK.

At 05:00, tanker driver Barry heads north along the M3 from Basingstoke.

The traffic is kept flowing with the help of specialist operators employed

by the joint venture, who sit in front of a wall of screens at the NTIS control

centre in Birmingham.

The screens show live footage from every motorway and many trunk roads

in England, sent by Highways Agency cameras situated along the network.

Information about possible congestion or delays on the network is then

fed to drivers via the Highways Agency website, overhead gantries, news

websites, television and radio stations, as well as to port authorities and

haulier companies.

Intelligent TransportMouchel is a market leader in the management and operation of highway networks and is recognised as the UK leader in Intelligent Transport Systems (ITS) consultancy services.

Known for providing innovative solutions, we understand, analyse, improve

and operate the processes, systems and networks that keep our towns,

cities, motorways and people moving. Mouchel helps millions of people to

travel every day, keeps millions of tonnes of goods flowing and facilitates

the smooth transfer of data – activities that firmly underpin any society

and economy.

Our broad range of services, covering the whole asset life-cycle, from

inception to operation, include transport planning, managed motorways and

freeways, intelligent transport systems, customer information systems and

network management and operation.

Mouchel, the largest ITS consultancy in this country, is the only UK consultant to provide full life-cycle ITS capability.

At 06:00, Maureen is travelling home to Warrington from a trip to visit her

grandchildren in Surrey. She looks at the clock in her car and realises

that she is about to hit the outskirts of Birmingham in rush hour. It’s not a

trip Maureen makes regularly, but rather than face the usual tailbacks on

the M6, the hard shoulder has opened providing extra capacity. She and

fellow travellers sail past Birmingham with hardly any delay as the flow is

smoothed by the dynamic speed limits and improved driver information on

the message signs.

Mouchel has designed and overseen the construction on the Birmingham

Box Managed Motorways Phase 1 and 2 project and played an important

role in helping the Highways Agency deliver to programme and within the

original £9.5bn Transport Innovation Fund.

£2.7mhas been saved in fuel for drivers using the M42 managed motorways since the scheme opened – £3.1m in today’s prices.

At 08:30, pupils at William Read Primary School on Canvey Island in Essex

are on a field trip to Canvey Wick – a Site of Special Scientific Interest (SSSI).

The children are hoping to spot some of the protected species that live

there, such as great crested newts, water voles and barn owls.

Although there had been concerns among local schools and other groups

(including Natural England, the Environment Agency and the Essex Wildlife

Trust), that a new road commissioned by Essex Council – the Roscommon

Way Extension – would threaten the site, these fears have been allayed by

Mouchel’s Environment team.

The team carried out an Environmental Impact Assessment on behalf of the

Council and developed and implemented a number of creative mitigation

measures for the scheme. These included replicating conditions found at

the SSSI in all the soft areas around the road itself and creating the same

environment beyond the boundaries of the site, as well as carrying out

works to prevent impact on wildlife along the route.

On the Roscommon Way Extension, Mouchel’s work prevents impacts on four protected species and 15ha of protected habitat in parallel with the project’s construction programme.

The Thames Tideway Tunnel is a major new sewer that will help tackle the

problem of overflows from the capital’s Victorian sewers and will protect the

River Thames from increasing pollution for at least the next 100 years.

On 27 March 2013, the Planning Inspectorate accepted the application for

development consent for examination.

Mouchel Environment Land Services team was appointed to provide land

referencing services to the project. The land reference documentation for

the development consent order application for this project is the largest and

most complex ever produced for a UK infrastructure project.

EnvironmentMouchel’s unique and diverse mix of engineering and environment skills gives us the capability to tackle many challenges presented by large, complex projects with environmental considerations.

We work on some of the most exciting projects across the UK and internationally

within the highway, rail, water, urban development, port and harbour and energy

sectors.

We pride ourselves as an industry-leading ‘one-stop-shop’ and our specialist

services include:

Land – we capture, manage and present data for a wide range of projects.

Geotechnical – we design, procure and supervise ground investigations to provide

geotechnical solutions.

Maritime – we plan, develop, design and deliver marine projects.

Environmental – we cover Environmental Impact Assessments to ecology and

nature conservation, Health Impact Assessments, waste and resource management,

acoustics, air quality and urban design – to name just a few.

Acoustics – we have extensive knowledge of all aspects of acoustics and vibration.

Air Quality and Odour – we have extensive experience in monitoring, pollution

dispersion and air quality modelling studies.

Flooding and Drainage – we have vast experience in flooding and drainage solutions.

Replacement of the Victorian sewerage system will protect the River Thames from increasing pollution.

Mouchel’s Urban Drainage Academy (MUDA) shares best practice and knowledge between its members in the wider drainage and flooding community.

Mouchel has been delivering water efficiency services in the UK for more than seven years.

At 10:00, Jane, resident of Tiverton, fills the kettle for her mid-morning coffee

break. To her, the flow of clean, wholesome water which comes from the tap

is unremarkable. What she doesn’t realise is that over the last few months

the ageing water mains which have supplied her town for years, have been

replaced and renewed as part of a programme of water mains rehabilitation

which has been guided by Mouchel’s engineering teams working

hand-in-hand with South West Water.

Mouchel’s highly-sophisticated analysis and design tools ensure that the

long-term work of maintaining water supply systems is carried out in a

way that addresses the highest priority areas while developing long-term,

cost-effective solutions – helping to keep Jane’s bill as low as possible.

Mouchel is active in all aspects of water and wastewater asset management

and our strengths lie in applying in-depth asset management knowledge and

principles to specific challenges, where our technical and operational skills

bring operational and capital efficiencies to our clients.

WaterMouchel is a market leader in the UK water market, working with almost every water and sewerage company through both short-term and long-term contracts providing end-to-end services across regulation, asset management, engineering design and operational field activities.

Water has been a core sector for Mouchel for many years and we continue

to develop a range of services across various disciplines, including water

resources, water supply, wastewater, regulation and flooding.

Our skill set includes strategic and operational planning, design and

the implementation of capital projects in water supply and wastewater

treatment, infrastructure maintenance management, leakage and

pressure management.

Our water design division incorporates environmental skills found in our

wider environmental business such as integrated planning, environment

and land consultancy, ecology, architecture, landscape and urban

design services.

We also have a commercial water services business which brings together

the skills and resources from our three water operating divisions and

packages these as a managed service offering to private and industrial

water clients.

It’s 09:00 and Iain has just heard on the local news that Perth & Kinross

Council is to move forward with plans to improve Comrie’s flood defences.

Iain shares the news with his neighbour and calls his daughter in England to

discuss the good news.

The town suffered flooding from the nearby Waters of Ruchill in August 2012

and, most recently, in November 2012. Up to 60 homes were affected.

During the latest flood, significant river bank erosion took place and an

existing flood defence embankment was at serious risk of breaching.

If breached, the town would be inundated with flood water. Since the

floods, Mouchel has been working with the Council, Scottish Environment

Protection Agency (SEPA), landowners, local community and the contractor

to ensure the flood defence embankment is not breached again and to

implement flood defence measures to prevent flooding occurring in

the future.

ConsultingMouchel’s consulting capability provides vital expertise and support to ensure we deliver our commitments to our customers.

Public services are facing an unprecedented set of challenges that are

forcing those who work within them to re-think the public service landscape.

Significant cuts to public budgets are biting at precisely the moment that

demand for services is rising relentlessly. Increase in demand is driven by the

demographics of the UK – particularly the large and increasing numbers of

older and elderly people and also the impact of the financial crisis, with more

people out of work and less resilience in individuals and communities. At the

same time, people who currently use public services are now able to decide

how budgets are spent through the introduction of individual personal

budgets, and the ‘double devolution’ of public budgets – the passing of

responsibility for areas of activity previously controlled or managed centrally

to local bodies is resulting in wide-ranging and systematic changes to

processes, structures and systems.

Mouchel’s Consulting team provides a wide range of expertise and

support, working alongside our customers as they tackle these large-scale

challenges.

The Centre for Workforce Intelligence (CfWI) is the national authority on

workforce planning and development for health and social care.

The CfWI is an independent agency working on specific projects for the

Department of Health, Health Education England and Public Health England

to support the NHS, social care and public health system. It is an operating

unit within Mouchel.

The CfWI produces quality intelligence and analysis to support better

workforce planning in health and social care - the process of ensuring that

organisations have the right number of employees with the right knowledge,

skills and behaviours in the right place, at the right time. The work of the

CfWI supports the need to provide sustainable, high-quality healthcare for

patients and ensures effective longer-term workforce planning and better

It’s 23:00 and the curtain has fallen on a production of The Soldier’s Tale

at the Epstein Theatre in Liverpool. The theatre was once a music hall called

Crane’s Theatre in the 1950s and in the late 1960s, when taken over by

Liverpool City Council, it was known as the Neptune Theatre. Patrons now

benefit from both the artistic restoration of the old theatre carried out by

2020 Liverpool, a joint venture between Mouchel and Liverpool City Council,

together with the improved disabled access, which formed part of

the restoration.

At 19:30, nurses on duty at Alder Hey Children’s Hospital in Liverpool benefit

from an improved working environment – now the atmosphere has been

improved, following the introduction of the new BioZone odour-free air

freshening system by Mouchel’s Facilities Management (FM) team.

The FM team on site at Alder Hey looks after the Oncology Unit,

Neurosciences Unit and the day-case theatres. Since it introduced the new

BioZone system units, the hospital trust has installed them right across

the hospital.

Mouchel provides building maintenance consultancy and facility

management services, including minor works for local authorities and other

clients such as hospitals and schools.
