The challenge
The EnterpriseMouchel Network Control Centre (NCC) in Basingstoke monitors the Highways Agency (HA) Area 3 road network.
Along with other tasks, it provides a critical support service for incidents on highways infrastructure in the area, working to improve journey time reliability. This includes additional support during severe weather conditions.
The NCC support service relies on Closed Circuit Television (CCTV) images in order to monitor the road network.
The previous system transmitted HA CCTV images to the NCC via an internet based service. It provided access to a limited range of CCTV images in the area, at a lower picture quality than was required for this application.
To improve the effectiveness of the NCC’soperations, increased visibility of the road network was required.
As a result, EnterpriseMouchel tasked Mouchel to design and implement an enhanced system to provide access to all HA CCTV cameras in the area.
The Mouchel solution was to design, procure and install an Enhanced Video Client system, connecting the Area 3 NCC to the main HA CCTV network.
This system provides the NCC with full access and control to all HA owned cameras in the South-East, South-West and West of England.
In excess of 750 key strategic cameras
are now readily available to view and control at full picture quality from the NCC operator workstation.

This project dealt with the supply, installation and commissioning of an Enhanced Video Client (EVC) Server and Workstation for the Area 3 NCC at Rosalind House in Basingstoke.
This system enables NCC operators to view and fully control CCTV images from Highways Agency CCTV cameras and provides a text overlay facility, which includes camera location information.
The scope for this scheme included the following:
Mouchel has ensured the NCC is now better equipped to complete its function supporting maintenance and incident management across the area.
The Area 3 NCC now has full and continuous access to all HA CCTV cameras on the road network for which it is responsible.
The system is normally configured to provide images from a rolling sequence of cameras at strategic locations offering busy operators a snapshot of real conditions on the road network.
When required, cameras can be selected and controlled to give operators accurate and timely information about incidents and road conditions enabling appropriate measures to be implemented, thus maintaining journey time reliability.
Feedback from the NCC operators is very positive. This highlights the return from employing targeted technology to support operations.
Following the completion of the scheme, considerable interest from other parties has been generated.
