Basic Data and Information for EOI

The Karachi Water & Sewerage Board / GoS is in receipt of a credit through EAD, Ministry of Finance, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GoS for the Karachi Water & Sewerage Services Improvement Project [KWSSIP] and intends to apply part of the proceeds to make payments against the subject consulting services.

The consultants applying for the shortlisting for consulting services (“Project Management Consultant”) have to be the renowned consultancy firms, well versed in and well acquainted with the project management practices and tools, fully equipped with the knowledge and aware of the best practices in the field of project management. The consultant will assist PIU, KWSSIP in day to day project management tasks such as contracts, procurement, costing, budgeting, cash-flow forecast, progress monitoring, preparation and timely submission of monthly, quarterly and annual progress reports etc. The TORs of the assignment can be referred in Appendix A.

Instructions to ConsultantsGeneral Instructions

While expressing the interest, consultants have to consider the following:

i. The Project Implementation Unit (PIU) invites eligible consulting firms/ Joint Venture(s) with specific and proven competence and experience to indicate their interest to provide the services. Eligible firm(s) / JV’s should submit Expression of Interest (EOI) in English language along with the required relevant complete details of the qualification and experience requested in Item 3 – Shortlisting Criteria.

ii. Interested consulting firm(s) / Joint Venture(s) must provide information indicating that they are qualified to perform subject services (e.g. description of similar assignments, values of previous assignments, experience under similar conditions, availability of appropriate professionals etc.). The maximum number of JV members allowed is three [03].

iii. In accordance with World Bank’s Procurement Regulations, an association of consultants can either be in the form of a joint venture (JV) or a sub-consultancy. Therefore, the consultant submitting their Expression of Interest in association should clearly mention whether the association is a Joint Venture or a Sub-consultancy. Moreover, under JV, each partner has to be reasonably qualified to take over the responsibilities and role of any of the partners in case one of them fails to perform or withdraws. Thus, the experience of all the firms in the JV will be considered for evaluation. In case of Sub consultancy, the Lead Firm must be clearly mentioned in the EOI. However, the experience of the sub-consultant will not be considered in qualification.

iv. An applicant can express only one interest either as a single entity or a joint venture member, however, a sub-consultant can associate with any number of applicants.

v. A firm that applies either as single entity or JV member cannot be a sub-consultant to another entity or JV. In such a case, all the applications in which the firm is involved shall be disqualified and rejected. While selecting a sub-consultant, applicants are strongly advised to check for this condition.

vi. A consulting firm/ Joint Venture will be shortlisted in accordance with the procedures set out in the World Bank's Procurement Regulations for Investment Project Financing (IPF) Borrowers of July 2016, revised November 2017 and August 2018.

vii. It is expected that the interested firm(s)/ joint venture(s) will have expertise in the areas of project management, well versed and well acquainted in both theory and practices, fully equipped with the knowledge and aware of the best practices in the field of project management. Experience of working on public and donor-funded development and reforms projects will be a plus point.

viii. The consultant(s) should ensure that the submitted information is correct. An EOI containing significant omissions/ errors shall not be considered. A firm / JV qualifying on the grounds of misrepresentation of facts shall be disqualified at any stage even after the award of contract and the sanctions / penalties may also be imposed as per World Bank’s rules and regulations.

ix. The information need to be presented in a clear and comprehensive manner free of ambiguities. The copies of documents attached should be clean and legible.

x. If the EOI consists of more than one volume, the applicant must clearly number the volumes constituting the EOI and include a table of contents for each volume. All documents should be securely bound. Please do not put documents in cardboard folders or clipped in loose form for submission.

xi. World Bank's Procurement Regulations for Investment Project Financing (IPF) Borrowers of July 2016 Revised November 2017 and August 2018 can be perused at the website: www.worldbank.org/procure

xii. Consultant selection as a result of this REOI shall be in accordance with the Consultant’s Quality and Cost Based Selection [QCBS] Method in accordance with the Clause 7.2 (a) of World Bank procurement regulations. Both, local and international consulting firms can express interest.

xiii. Once your team is shortlisted and invited for submission of the Proposal, it is not permissible to transfer the invitation to any other firm, such as Consultant’s parent or sister companies, subsidiaries and affiliates.

xiv. The procuring agency will reject a Proposal if the Consultant drops a JV member without the Client’s prior consent, which is given only in exceptional circumstances, such as debarment of the JV partner, insolvency or occurrence of Force Majeure.

xv. Submit one signed original and two copies of EOI in hard format and soft copy of complete EOI on USB device in pdf. Documents specifically generated in words or Excel for this EOI have also to be provided in Word or Excel for ease of comparison.

xvi. In case of discrepancy between data / information provided in hard and soft form, the data/ information in hard signed format will prevail and will be used for evaluation purposes.

Information Needed for EOIEssential Information

i. Name of the Company, Phone, Fax, email address, postal address of the head office and name of Contact Person. In case of JV, provide information of all JV members.

ii. Certificate of Registration of the firm as Legal Entity. In case of JV, provide information of all JV members.

iii. Firm(s)/ joint venture(s) name, address, copy of the Registration Certificate with relevant professional bodies of the concerned Government, supported by latest/ updated renewal, Country of incorporation (if the firm is registered and operating in several countries). Memorandum/ Article of Association/ Partnership Deed or Joint Venture Agreement or intention to form JV (as applicable).

iv. Names and short CVs of the technical staff, permanent or retainer, including their individual copy of the Registration Certificate with relevant professional bodies along with updated renewal; however, CVs of retainers will not be considered for shortlisting.

v. Financial position indicated in the last three years’ audited Balance Sheet, Profit and Loss Account and Cash Flow Statement of the firm or joint venture members;

vi. National Tax Number of the firm/joint venture;

vii. List of other similar works indicated in General and Specific Experience below completed in last ten (10) years or in progress of the firm / joint venture members indicating the following:

a) Name of the Project;

b) Name and address of the Client;

c) Value of the contract in US$.

d) Start and Completion Date

e) Whether worked as Consultant, Sub-consultant or JV Member. In case of JV Member indicate the share in the JV.

f) If worked as sub-consultant or JV member, provide details / component of works performed.

viii. Any additional document(s) to support relevant experience of firm(s)/ Joint Venture(s);

ix. List of the litigation/arbitration during last ten (10) years, if any, in which the company has been involved and the current status of each litigation/arbitration.

x. An Affidavit from firm / all the participating partners of the association / JV confirming that: (a) applicant firm has never been blacklisted by any International, Government / Semi Government Organization and (b) All the information provided by the applicant firm in this EOI is correct.

Project / Contract Management Consultant

Karachi Water and Sewerage Services Improvement Project

1. Project Background

Karachi, the largest city and the economical hub of Pakistan contributes major share to the country’s GDP and Revenue. Karachi is expanding exponentially both in horizontal and vertical directions, with increased commercial interventions and mushroom growth in population. Karachi Water and Sewerage Board (KW&SB) being the sole authority responsible for providing water and sewerage services in the city combating many challenges because of poor financial health of the organization and its capacity to provide the required services are falling far short of the expanding requirement with no significant capital investment in the sectors for more than a decade. The Master Plan (2008) had envisaged an estimated investment of over US$ 2.5 billion by 2030 to provide safe access to an affordable drinking water. The last project financed by an international financing institution (IFI) dates to the mid-1990s. The system is old, inefficient and has almost completed the design life adversely affecting the operational performance and capacity, with high maintenance costs. Massive investment is required to improve and strengthen the service delivery level and to squeeze the supply – demand gap to mitigate the operational challenges and to revamp the overall institutional environment.

The Government of Sindh (GoS) with support of World Bank Group (WBG) through an unprecedented endeavor of transforming Karachi into livable & economically competing megacity, has conducted a multi sectoral Karachi City Diagnostic Study to compile a Strategy Report presenting a detailed analysis on the economy, livability and the key urban services of Karachi. The report has identified quantification, qualification and the ways to bridge the services gap in the city. Conclusively, requirement of various feasibility studies and viability of certain strategic investments & reform actions and plans were envisaged in the report with an extensive series of consultations with different stakeholders including government counterparts, civil society, academia, private sector, and women’s’ groups. The consultations led to the need for a targeted and long-term engagement to support the transformation process of Karachi into an economically well competing metropolis.

The study recommends institutional strengthening and reforms led investment plan to be the key to success to practically enjoy the fruitful result of the transformation process and to achieve the anticipated goals to enrich competiveness and sustainability. Besides other urban snags, interventions in water supply and sewerage sectors have been given explicit preference with a widespread and comprehensive plan named Karachi Water and Sewerage Services Improvement Project (KWSSIP). KW&SB with the assistance of the World bank shall implement this reform led investment plan not only uplift the service delivery level of KW&SB to meet the water and sewerage requirement but also through institutional capacity building, reforms investments transform the department into financially sustainable organization to operate professionally with proper, effective and well managed system in place to meet the future requirement.

2. PROJECT DESCRIPTION

The Karachi Water and Sewerage Services Improvement Project (KWSSIP) has been developed to provide a platform for institutional and governance reforms in KW&SB along with a strategic investment for the improvement of water & sewerage infrastructure to bring about reliability in service delivery to its consumers. The project aims to deliver strategic coherence with the long term financial framework for the infrastructure expansions and utility reform program being pursued by KW&SB significantly achieving upgraded infrastructure, capacity building, healthy environment to attract private investments with foremost objective to improve the operational performance and satisfactorily service delivery standards to safe water and sewerage to its consumers with improved and sustainable financial conditions.

The KWSSIP Project will be implemented in twelve years of time and is comprised of four overlapping phases; Series of Projects (SOPs). An investment of US$ 100 million will be made for the first phase (SOP – I) which is grouped into three components.

· Component-1 will focus both in capacity building and reform measures to shape up and improve the overall working environment to empower the utility performance to deliver to the required standards and goals for more reliable water and sewerage services.

· Component-2 will undertake selected infrastructure investments, thereby ameliorating water and sewerage services in Karachi and increasing the city’s resilience to water shortages and sewage flooding.

· Component-3 will facilitate the project management and associated studies.

Component-1: Reforms in Karachi Water and Sewerage Board

This component aims to target the capacity building and to revitalize the operational performance to lift the image and create a supportive working environment in KW&SB. This will support an array of measures including on:

· Revenue Management

· Non-Revenue Water (NRW)

· Institutional Reforms and Human Resources.

· Social Sector Policy and Katchi Abadi Program.

· Other Capacity Building Priorities

Component-2: Securing Sustainable Water Supply & Sewerage (Infrastructure Investments)

The infrastructure interventions of the Phase-I KWSSIP will be selected during implementation according to criteria that will ensure compliance with project objectives and relevant policies, while retaining flexibility to align investments dynamically with evolving reforms agenda with overall aim to reinforce the impact of capacity building and institutional Reforms. The priority areas in which specific investment will be selected include:

· Water Network Rehabilitation

· Sewer Network Rehabilitation

· Rehabilitation and Improvement of Safe Water Supply in Informal Settlements.

· Improve Energy Efficiency.

Component-3: Project Management & Studies

This component will support the costs towards managing the project and preparing subsequent interventions in the Karachi. This will include direct project management costs and the studies in the following areas:

· Design and Tender Documents for SOP-1 and Proposed Future Projects

· Updating of KW&SB’s Master Plan

· Preparing Specific Safeguards Documents

· Energy Audit

· Review of PPP Options

· Ground Water Protection Assessment.

World Bank guidelines shall take precedence and shall be followed and adhered to during the currency of the entire project. Bank’s monitoring procedures using M&E techniques shall be adopted for all practical purposes related to implementation of Environmental & Social Safeguard Studies and other activities of the project implementation. All the targeted Indicators of Project Development Objectives shall be achieved in its true letter and spirit.

3. CONSULTANCY OBJECTIVE

OBJECTIVE

The objective of this Consultancy is to support the Project Implementation Unit, KWSSIP through a Project Management Consultant (PMC) who shall be responsible to take care of the whole contract management as well as the Monitoring and Evaluation (M&E) of the project through skilled and experienced managers for smooth, timely completion of the project in given time & within given budget. The Project Management Consultant (PMC) shall act as faithful advisor to assist the PIU and shall act impartially to:

(i) Provide day to day contract management support to the PIU.

(ii) Closely monitor project implementation activities and provide technical and financial advices to the PIU related to the project to track the physical and financial progress of the Project.

(iii) Assist the PIU to determine the Annual Work Plan with proposed associated Budget.

(iv) Review compliance with World Bank’s policies, Social and Environmental Safeguard Requirements, Procurement Procedures, Performance Indicators, and alert the PIU of any shortcomings.

(v) Review the Physical Achievements, Expenditures, Progress Monitoring, cash flow requirement for smooth implementation

(vi) Ensure preparation and timely submission of Monthly, Quarterly and Annual Progress Reports on overall project implementation to the PIU.

(vii) Assist the PIU to prepare Semi-Annual Project Progress Reports for the Asian Infrastructure Development Bank (AIIB) and the World Bank.

(viii) Review the preparation and timely submission and implementation of specified Environmental and Social Safeguards Documents, including Resettlement Action Plans , and alert the Client and the World Bank / AIIB of any shortcomings.

(ix) Support the PIU in preparing updated information about project progress during implementation support missions of the World Bank / AIIB and/or meetings with the KWSB Board of Directors, Government of Sindh (GoS) or other stakeholders.

(x) To monitor the performance of different consultants undertaking their assignments as a sub-project of KWSSIP Project by developing an oversight on the studies, design and supervision activities conducted by the consultancy firms in accordance with their scope of services.

(xi) Carry out the Project Monitoring and Evaluation in accordance with the project’s Results Framework and prepare semi-annual progress reports about it.

The estimated period of this assignment is from the commencement date of this assignment (July 1, 2021) to the closing date of the project (June 30, 2025): Forty Eight (48) months.

TERMS OF REFRENCE (TOR)

The PMC are required to provide but not limited to the following services:

1. GENERAL CONTRACT MANAGEMENT

a) To review if all the requirement of World Bank’s guidelines are complied with in letter and spirit and to inform the PIU of any shortcoming.

b) Prepare realistic cash flow requirements of individual sub projects and integrated plan of overall project during the currency of contract.

c) Supervise the budgetary provisions using recognized software to have strong financial controls to maintain the project budget.

d) Prepare master project schedule.

e) Attend and/or lead project progress meetings; provide agendas and document meeting notes.

f) Assist the Client in the review and evaluation of consultants’ proposals, bids and quotations.

g) Assist the Client to review the contract designs, conditions of contracts, and finalization of contracts

h) Assist the Client in contract negotiations, amendments and implementations.

i) Establish close coordination with Design consultant and Construction Supervision Consultant to rectify any or all shortcomings in scope, schedule and budget of the sub projects / project.

j) Assist Client and advice to refine any proposal / plan recommended by the Design / Supervision Consultants

k) Review the projected cash flows and advice the Client for the best realistic Cash flow projections.

l) Assist the Client in making disbursement projections from the AIIB and the World Bank loan.

m) Assist the Client in any other issues related to Consultant Management.

n) Assist the Client in any other issues related to Contract Administration.

o) Assist, advice and monitor effective project management implementation on all the sub projects.

p) Coordinate with other sub consultants and/or stake holders.

q) Prepare all the reports / information / data required by the Government of the prescribed formats on as and when required basis.

r) Establish Management Support System (MSS) to work in close coordination with the PIU to maintain proper data base incorporating the physical, financial progress, releases and expenditure details, balance sheets and other accounts matter related to the project through MIS (Management Information Systems)

2. PRE-CONSTRUCTION STAGE:

a) Review the Feasibility Reports and Design reports and affirm to the Client that all the E&S concerns have been mitigated properly as per guidelines of the World Bank.

b) Coordinate with the Design consultants and advice to incorporate any or all the points overlooked during design phase.

c) Attend meetings and record minutes, as and when required by the Client. Later, take follow up on the decisions taken.

d) Coordinate in development of standards and specifications to prepare a comprehensive Bid documents.

e) Provide full assistance to Client to get all the available information / data required / missing from the technical specifications to refine the bidding documents.

f) Maintain a design decision matrix to be used as a design document quality assurance tool.

g) Identify all the necessary permits and regulatory approvals required by the Client for smooth implementation of sub projects.

h) Review minutely the rationale of the items submitted by the Design team to firm up the quotes used to establish the contract price.

i) Review the preambles to the bill of quantities to affirm that all aspects related to the works have been covered with details.

j) Assist the Client to prepare Special Conditions of Contract ensuring the spirit of the Contract remains intact.

k) Provide confirmation to the Client that all the contractual prerequisites prior entering into Contract Agreement with the successful bidder have been complied with and that all the tax, duties, levies, if applicable, has been made to the concerned authorities.

l) Accomplish final accounting for the construction contract.

m) Coordinate with design consultants and assist the client in coordinating meetings with Utility companies as necessary.

n) Review the Joint Venture(s) / Sub Contract(s) agreement from legal aspects, registration from appropriate forum and other formalities and provide Client the recommendations.

3. CONSTRUCTION PHASE

a) To prepare standardized formats to supervise the activities at site in harmonized manner.

b) To prepare Standard Operating Procedures to maintain uniformity and proper project control.

c) Develop a comprehensive and effective HSE (Health, Safety & Environment) manual for implementation at site and strictly implementation of the specified regulations at working sites

d) To assist in meeting the quality of construction and deadlines of the project

e) To monitor proper execution of every activity from commencement to its completion.

f) To manage projects and related various activities within given time, quality and budget.

g) Conduct periodic reviews to make sure that the project works are on right track.

h) Coordinating various functional activities from within and outside project management team.

i) Planning and forecasting various activities and organizing the different activities

j) Arrange regular meetings with all the stakeholders of the project and record minutes, if required.

k) Meet health, safety and environmental expectations including flow down through the consultant, prime, sub and sub-contractors.

l) Manage contracts, especially EPC based contracts.

m) Assist in delivering fit – for – purpose facilities.

n) Use proven software tools to facilitate detailed analysis optimization and forecasting of future performance for effective management of project schedule & cost.

o) Maintain close Client relations and effective communication

p) Manage interface management to identify overlaps and assignment gaps

q) To manage collaboration, visibility, decision making and follow up by use of the developed software tools like primavera PC, XDB, IMT, CMS, CDB and Risk manage tools.

r) Oversee the solicitation of subcontractor bids and the selection of subcontractors to ensure best value for the client, and compliance with regulatory procurement laws.

s) Provide necessary on-site supervision and inspection to ensure project design and specification compliance.

t) Ensure that local and regulatory inspections have been completed as necessary.

u) Administrate contract, review and process change orders and bill payment requests.

v) Provide construction budget updates to Client Management.

w) Confirm delivery and storage of all materials, supplies, and equipment.

x) Assist the client and/or cost consultant in resolving any disputes arising from the performance of the contractor and sub-contractors.

y) Ensure compliance to all acceptable levels of work safety, environment safeguards and human health during the currency of the project.

z) Assist Client in settlement of Claim(s), if any, as per contract stipulations safeguarding the PIU rights.

aa) Assist the communication consultants in providing technical information to all stakeholders.

4. POST CONSTRUCTION STAGE:

a. Ensure the works listed in punch list are addressed as per specifications

b. Accomplish final accounting for the construction contract.

c. Coordinate and confirm final retention money releases and delivery of all final close-out documents.

d. Provide final budget report to the Client and recommend returning all sureties, bonds etc to all the respective stakeholders and/or contractors on time.

e. Coordinate and administer final project closeout.

f. Prepare Executive Summary in comparison of the estimated quantities actual cost, quality, quantities and completion time.

g. Review and recommend on the Final Completion Report submitted by the consultant on specified format of World Bank.

h. Assist PIU to financially close the project.

i. Maintain proper data base system to compile the details of all the sub projects including all the information from inception to final stage of the project i.e. As-Built drawings, Contract agreements, and Pictorial progress at different construction stages, IPCs etc.

5. PROFESSIONLS / EXPERTS TO WORK WITH PIU

The PMC is required to engage the services of the following specialists with the specified qualification(s) and experience(s) to exclusively work for the PIU and will be rendering services at the entire discretion of the PIU team and will directly be reporting to the Project Director, KWSSIP.

A) RESTTLEMENT SPECIALIST

Qualification

· Master degree or above in Social Sciences (e.g. development studies, resettlement planning, sociology, human geography, urban studies, anthropology) from a recognized university.

· Foreign qualification will be an added advantage.

Experience

· Minimum 15 years of working experience in resettlement management, implementation of social safeguards and preparation of, or assisting in the preparation of, at least five (5) resettlement plans for infrastructure projects. Experience in urban settings would be an advantage.

· Strong knowledge of relevant Federal, Provincial, and Local laws, Standards, Regulations, and Policies such as those pertaining to land acquisition and resettlement, labor management and protection, special protection legislation, mechanisms and provisions pertaining to women and vulnerable and marginalized groups.

· Well conversant with the social safeguards policies and environment and social frameworks, and compliance requirements of IFIs (e.g. World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, JICA etc.)

Core Competence

· Familiar of participatory methods, techniques, and practices for community engagement and mobilization, social assessments, qualitative studies, survey and resettlement planning.

· Research, interpret and apply technical information to prepare clear and concise management reports; apply logical supporting information to justify decisions and recommendations.

· Potential to work with diverse groups to achieve desired results.

· Establish and maintain cooperative relations with others.

· Excellent written and spoken communication skills in English and Urdu.

Objectives

The Resettlement Specialist will lead the KWSB’s strategy towards the resettlement issues faced during the planning and implementation of KWSSIP aimed at:

· Identification of potential social risks associated with KWSSIP subprojects.

· To formulate management, implementation and supervision plans to avoid and/or mitigate identified social impacts.

· Management of social risks including those related to resettlement.

· To identify opportunities, and influence the design, implementation, and supervision of subprojects and operations.

· Enhancement of social benefits for directly affected persons and communities (including vulnerable and marginalized groups)

· The Resettlement Specialist will work closely with different departments of KWSB and with contractors and will be fully integrated in the PIU.

Scope of Services

· Providing oversight on the compliance of social safeguards policies and social standards in project preparation and implementation;

· Assist PIU in screening, identification of resettlement in sub-projects

· Overall responsible for reviewing and implementing relevant safeguards documents, such as ESIA/ESMP/RAP/ARAP prepared by consultants or by PIU to ensure compliance with relevant safeguards policies/environment and social standards of the World Bank and policies of the Government of Pakistan. Coordinating and facilitating the work of consultants engaged to carry out social impact assessments and social management planning and monitoring of safeguards instruments implementation

· Devise and implement mechanism for effective implementation, internal monitoring and progress reporting related to ESMP/Resettlement Action Plan (RAP)/Abbreviated Resettlement Action Plan (ARAP) prepared for KWSSIP.

· Ensure ESMP/RAP/ARAP adherence and monitoring at field level

· Coordinate the consultation process required for the preparation and implementation of ESMP/RAP/ARAP

· Responsible for the review, evaluation and clearance of project documents for compliance with the Bank’s safeguard policies and environment and social framework. Provide recommendations to PIU accordingly and make necessary changes prior to submission of relevant safeguard/E&S instruments to the World Bank. Ensure consistency in the level of proficiency and presentation of the documentation;

· Assist PIU in the review of documentation pertaining to social safeguards compliance (including bidding documents, reviews on-site, reports from contractors etc.) during project implementation;

· Develop and implement the procedure of audits in matters pertaining to timely payments, provision of temporary measures to affected persons;

· Provide training on resettlement process, development of documents, associated surveys and implementation

· Periodically review and assess the effectiveness of the activities implemented and their outcomes and impacts as well as compliance with national and international standards and environmental and social safeguards instruments

· Contribute to project progress reports pertaining to overall implementation of environmental and social safeguards requirements of the project. Prepare quarterly progress reports including those required for submission to PIU / World Bank as defined in relevant social safeguards frameworks and plans;

· Responsible to develop appropriate performance and monitoring indicators for input into the Monitoring and Evaluation (M&E) Framework of the project;

· Perform other such duties that may be assigned from time to time.

B) MONIORING AND EVAUATION SPECIALIST

Qualification

· Master degree or above in Project Management, Urban & Regional Planning, or similar qualification from a recognized university.

· Foreign qualification will be an added advantage.

Experience

· Minimum 15 years of working with M&E related experience, preferably involving international donors.

· Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;

· Proven experience and skills in developing monitoring, evaluation and research protocols and tools.

· Demonstrated skills and experience in developing tools for monitoring and evaluation of large investment projects preferably financed by international donors.

· Proven record of leading multi-disciplinary teams in meeting monitoring and evaluation deliverables.

· Strong knowledge of relevant standards, rules, regulations, and policies such as those pertaining to Project Management, monitoring and evaluation.

· Demonstrated skill of monitoring and evaluating large projects with reform and investment components complying, the requirements of IFIs (e.g. World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, JICA etc.)

Objectives

The Monitoring and Evaluation Specialist will lead the KWSB’s strategy towards effective monitoring of project activities in line with the agreed project results framework. The specialist will contribute to setting the milestones for Project Activity Indicators, Baseline Indicators and End Targets for tracking the physical and financial progress of the project. The specialist will evaluate the performance of project activities against agreed indicators through the meaningful use of data, and review of project methodologies, work plans and project deliverables. The M&E Specialist will identify the potential risks associated with the progress of project and will recommend necessary improvement measures ensuring to meet the targeted progress milestones. The M&E Specialist will work closely with different departments of KWSB, with contractors and the PIU Communications Specialist will be fully integrated in the PIU.

Scope of Services

· Prepare a detailed work plan for Monitoring & Evaluation (M&E) that includes a schedule of data collection. The plan should provide definitions of the performance indicators in line with the agreed results framework, detailed guidance on sources of information required to track the project’s results indicators, methods of data collection, timing of data collection, and who is responsible for collecting it.

· Provide hands-on support to the Project Implementation Unit (PIU), ensuring that verifiable data relating to KWSSIP key performance indicators are collected, analyzed and reported accurately as required.

· Create a Web Platform that would enable KWSSIP PIU to visualize and share: (i) disaggregated project results data, (ii) local results stories and (iii) geo-tagged multi-media content such as before- and-after photos and videos of planned and in-progress investment activities.

· Implement the use of geo-spatial data and GIS for the M&E activities of KWSSIP.

· Advise and assist the PIU in monitoring and evaluating the effective implementation of various contracts for works, goods and consultancies financed by KWSSIP.

· Prepare semi-annual progress reports for KWSSIP covering the Reforms as well as Investment aspects agreed between the World Bank and GOS/KWSB. The reports will cover the entire project activities including the progress with implementation status.

· The M&E Specialist will put in place the necessary mechanism in coordination with KWSSIP PIU to develop Comprehensive M&E Framework and Project Monitoring Information System (PMIS) aiming to collect field data for mid-term and end of project impact evaluation.

· The PMIS shall enable the stakeholders to access and view the necessary Project Progress, Monitoring and Evaluation Reports through KWSSIP-PIU website.

· Develop monitoring plan using Result Based Monitoring (RBM) indicators and parameters for site visits, facilitation as well as for assessing implementation and project progress.

· Monitor the project performance and impact and also closely monitor the implementation of environmental and social management plans (ESMPs), resettlement action plans (RAPs) and gender action frameworks, during and after construction.

· Regularly meet the PIU team to update them on the progress, findings, and challenges faced by the Project, and provide recommendations where necessary to improve project implementation;

· To prepare the Mid-Term Evaluation Report of the project in accordance with World Bank requirements to ascertain the project outcome, success level and impact of the project on stakeholders, based on the developed indicators and also prepare periodic Evaluation and Impact Assessment Reports.

· Document and disseminate lessons learned from project component’s design and implementation, to support future strategy for project planning.
