1. Background

i. Karachi, a megacity, is Pakistan’s premier Industrial and Financial center, and the economic capital of Pakistan. The city with its two sea ports is responsible to handle 95% of Pakistan’s foreign trade. Karachi is one of the ten largest cities in the world and its population is continuously increasing with a large number of citizens settling in informal settlements (Katchi Abadis). In addition, Karachi is also expanding horizontally and vertically, dovetailed with mushroom growth of commercial interventions.

ii. Karachi, like all megacities, has grown so quickly that it struggles to deliver basic infrastructure services, including potable water and wastewater collection and treatment. The water and sewerage utility, Karachi Water and Sewerage Board (KW&SB), is no longer equipped or empowered to deal with the challenging reality on the ground. There is a huge unmet demand for water (550 MGD current capacity versus an estimated demand of 1200 MGD); and a high non-revenue water percentage (50-60 percent); Most of KWSB’s 1.1 million customers get water through the piped network on an irregular basis, and some just 2-4 hours every other day. There is currently no sewage treatment, as the city’s sewage treatment facilities are dilapidated and not working, resulting in an estimated 475 MG of sewage/day being discharged into the Arabian Sea. The utility has not had significant capital investment for more than a decade, and most of its infrastructure is worn out and operating far below its rated capacity.

2. IntroductionRealizing the rapidly deteriorating conditions of services in Karachi, the GoS requested the World Bank to carry out a study to develop a strategy for Karachi to transform it into a livable city keeping in view its importance for entire Country. The World Bank resorted to a Study namely Karachi City Diagnostics (KCD) that led to the release of a Karachi Transformation strategy which not only highlighted problems the Mega City is facing but also suggested targeted reforms with an indicative financial investment portfolio required to be spent in the next ten years’ time.

Following to the release of KCD findings, as a result of almost two years preparatory work of WB experts and a dedicated team of Engineers of KW&SB, a project was planned under the title of Karachi Water & Sewerage Services Improvement Project (KWSSIP). This Project will be funded by the World Bank, the Asian Infrastructure Investment Bank and the Government of Sindh at the ratio of 40:40:20.

KWSSIP aims to transform the Karachi Water and Sewerage Board (KW&SB) into a financially viable and technically well performing water utility that ensures clean, safe drinking water and sewerage services to the general public.

This Project has been appraised to an indicative cost of USD 1.6 billion as a Reform Led Investment Program in 4 overlapping phases to be implemented in a span of 12 years. The Phase 1 of KWSSIP, which is named SOP 1 (Series of Projects 1) has an investment portfolio of USD 100 million. Its implementation is being undertaken by GoS/KW&SB commencing with a number of procurements likely to take place within a short period of time.

2.1Project Components (SOP 1, KWSSIP)

The Phase-I (SOP 1) KWSSIP has been developed for institutional and governance reforms in KW&SB along with a strategic investment for the improvement of water & sewerage infrastructure to bring about reliability in service delivery to KW&SB consumers.

Following are the three project components of the Phase-I (SOP-I) KWSSIP:

2.1.1 Component 1-Reform in Karachi Water and Sewerage Board

To build capacity and raise the operational performance of KW&SB, as well as to prepare and implement an enabling environment, this component will support an array of measures including:

Revenue Management with Tariff Rationalization Non-Revenue Water (NRW) Institutional Reforms and Human Resources. GIS program with Asset management Social Sector Policy and Katchi Abadi Program. Other Capacity Building Priorities including Financial Management

2.1.2 Component 2-Securing Sustainable Water Supply & Sewerage (Infrastructure Investments)

The infrastructure interventions of the Phase-I KWSSIP will be selected during implementation according to criteria that will ensure compliance with project objectives and relevant policies, while retaining flexibility to align investments dynamically with the evolving reform agenda with the overall aim to reinforce the impact of capacity building and institutional reforms. The priority areas in which specific investment will be selected include:

Rehabilitation and Improvement of Water Supply and Sewerage network in Informal and low income Settlements.

Water Network Rehabilitation Sewer Network Rehabilitation Improve Energy Efficiency. Procurement of Suction & Jetting Machines

2.1.3 Component 3-Project Management & Studies

This component will support the costs of managing the project and preparing subsequent interventions in the urban area of Karachi. This will include direct project management costs and the studies in the following areas:

Feasibility and Tender Documents for SOP-1 and proposed future projects,

Updating of KWSB’s Master Plan, Preparing Specific Safeguards Documents Energy Audit Review of PPP Options Ground Water Protection Assessment.

3. Objective of the AssignmentTo utilize the infrastructure investment portfolio of the Project mentioned under the Component 2 above, these ToRs have been framed to carry out following functions by a Consultancy Firm (Local / International either single entity or Joint Venture) recruited through a process of procurement under the World Bank Procurement Guidelines for the respective sub-projects.

i. Identification of sites for the respective work and feasibilityii. Preparation of detailed Environment and Social Safeguard Documents i.e.

Environmental and Social Management Plans (ESMPs), Initial Environmental Examination (IEE) / Environmental Impact Assessment (EIA), Resettlement Action Plan (RAP) / Abbreviated Resettlement Action Plan (ARAP) under the Bank guidelines and Sindh Environmental Protection Agency (SEPA).

iii. Detail Designs, Bidding Documents and Construction Supervision of the entire sub- projects via detailed Topographic Surveys, authentication of technically suitable and hydraulically viable water supply and sewerage systems, socio-economic and engineering surveys and specialized services during Construction Supervision.

Out of the five sub-projects mentioned in the Component 2 of SOP 1, the following will be covered in these ToRs.

4. Assignment Part A: Rehabilitation of Water Supply and Sewerage in Three Low Income Communities4.1Objectives

The peculiar nature of problems this city is facing has led the planners of project to take up the matter of low income or underserved communities separately. The city now comprised of almost 40% of Katchi Abadis or informal settlements and not all of them have been regularized despite of two government department are dedicated for this purpose, one under the GoS and the other with KMC.

Given this situation, these small and large dwellings need special attention and exclusive arrangements from KW&SB and the GoS to solve their basic problems.

With this consideration, the sub-project for low income communities has been separately added to the Component 2 and it will continue to be reflected in the next coming phases of the project. This has enabled KW&SB to establish a Katchi Abadi Cell (KAC) staffed with a dedicated team of engineers, social and environmental experts along with engineering consultants and contractors to work closely with the communities and convince them to cooperate with the proposed improvements planned for their particular localities. The KAC will communicate with the residents / representatives of these Katchi Abadis. Detailed surveys shall be conducted to develop a database of these areas. Existing conditions of water supply lines and sewer network will be analyzed with the help of modern technologies. Records shall be gathered and kept for fresh water usage alongwith the capacity and type of sewage production of the area. Consultations and informative meetings shall be organized for the residents of KAs to develop a sense of responsibility about the usage, benefits, blessings and scarcity of water and efficient sewerage disposal.Effective communication between the KAC and representatives of KAs will make customer(s) satisfied by dealing with problems of the community at right time in an efficient manner. Further, a database for billing purpose shall be maintained. Door to door surveys will be conducted to identify the use of water and production of sewage from the community. By evaluating condition of water supply and sewer networks, the extent of rehabilitation needs will be identified and investments decision will be guided by the rehabilitation needs and funds availability.

The work will be carried out in broader consultations with all stakeholders of the communities with special emphasis on the women, to make it possible that at the end of the day a good quality sustainable service is provided to the community with a commitment of responsible use of water, the regular payment of monthly bills, safe use of water and maintain a good hygienic environment for a healthy and safe life. The Consultancy firm will require to carry out the tasks as follows:

4.2Scope of ServicesTo assist KWSSIP PIU to implement Component 2 (Rehabilitating water supply and sewerage in three low income communities of Karachi) and achieve the desired project objectives by providing the following Services, but not limited to:

4.2.1 Feasibility Studies

i. To begin with the assignment, a list of low income communities (KAs) covering all areas of Karachi will be provided by the KW&SB to the Consultant. The Consultant will be required to select three low income communities from identified areas of Karachi.

ii. The identification of the locations will be firmed up through a pre-feasibility survey by the same Consultants.

iii. Alternate of analysis should be included to accept or reject a site on technical as well as on environmental and social impact basis

iv. After the identification, the Consultant will assess current Water Demand along with quantification of Sewerage generated in the Proposed Project Areas.

v. The Consultant will assess and analyze the capacity and conditions of the present Water Supply Network and Sewerage Network.

vi. The Consultant shall review & analyze the existing available investigations and survey data.

vii. The Consultants will Carry out detailed Survey in respect of following but not limited to:

Reconnaissance Survey Topographic Survey Socio-economic Surveys

viii. The Consultant will determine Economic and Financial viability of the proposed project.

ix. KW&SB shall rank 20 Katchi Abadis (Low Income Communities) for the purpose of selection for KWSSIP.

x. The Consultant shall then develop an initial BOQ’s and Budgetary Cost estimates for 8-10 Low Income Communities (Katchi Abadi) out of the above for selection of three (3) Low Income Communities by Project Implementation Unit (PIU) of KWSSIP after the detailed environment and social safeguard studies to be carried out by the same Consultants under the World Bank Guidelines.

4.2.2 Detailed Environmental &Social Safeguard Studies

The Consultants shall prepare the required documents of Environmental and Social Impact Assessments (ESIA), Environmental Management Plans

(EMP), Social Management Plans (SMP), and (where required) Abbreviated Resettlement Action Plans / Resettlement Action Plans (RAP) for the improvement of Services in 3 low income communities compliant with relevant laws and policies of the Islamic Republic of Pakistan, the Government of Sindh, the City of Karachi and the applicable Safeguards Policies of the World Bank. The final selection of the sites will be carried out under the Project Selection Criteria already provided in the PAD (Project Appraisal Document).

The overall scope of work to be carried out by the Consultant shall include but not limited to the following:

i. Conduct detailed Environmental and Social Impact Assessment (ESIA) for the selected sub-projects in accordance with the Bank’s OP-4.01, OP-4.12 and other applicable safeguard policies.

ii. Conduct a comprehensive Environmental and Social Screening for the particular sub-project, and prepare respective instruments.

iii. Prepare the Labor Management Plans (LMP) iv. Prepare the detailed Environmental and Social Management Plans for

the sub-project and their budgetsv. Prepare the Abbreviated Resettlement Action Plans

(ARAPs)/Resettlement Action Plans (RAPs) if required in the light of the RPF (Resettlement Policy Framework) embedded in the Bank’s approved Social Management Framework for KWSSIP

General ESMP Guidelines for Sub-Projects (Applicable to all parts of these ToRs)i. When a subproject includes distinct mitigation measures (physical

works or management activities), an Environmental and Social Management Plan (ESMP) needs to be included with the subproject application.

ii. Sub-Project ESMP General Format/ Contents:An ESMP usually includes the following components: Description of Design and Engineering Elements: Short descriptions

of sub-Project Design and engineering details w.r.t. exact measurements in ESMPs based on topographic surveys.

Description of adverse effects : The anticipated effects are identified and summarized.

Description of mitigation measures : Each measure is described with reference to the effect(s) it is intended to deal with. As needed, detailed plans, designs, equipment descriptions, and operating procedures are described.

Description of monitoring program : Monitoring provides information on the occurrence of environmental and social effects. It helps identify how well mitigation measures are working, and where better mitigation may be needed. The monitoring program should identify what information will be collected, how, where and how often. It

should also indicate at what level of effect there will be a need for further mitigation. How environmental and social effects are monitored is discussed below.

Responsibilities : The people, groups, or organizations that will carry out the mitigation and monitoring activities are defined, as well as to whom they report and are responsible. There may be a need to train people to carry out these responsibilities, and to provide them with equipment and supplies.

Implementation schedule : The timing, frequency and duration of mitigation measures and monitoring are specified in an implementation schedule, and linked to overall subproject schedule.

Cost estimates and sources of funds : These are specified for the initial sub-project investment and for the mitigation and monitoring activities as a subproject is implemented. Funds to implement EMP may come from the subproject grant, from the community, or both. Government agencies and NGOs may be able to assist monitoring.

Monitoring Methods:Methods for monitoring the implementation of mitigation measures or environmental effects should be as simple as possible, consistent with collecting useful information, so that community members can apply them.

Methodology for Environmental &Social Safeguard Studies

The entire exercise of this part of the assignment will be carried out under the local laws of Pakistan and Sindh as well as the World Bank safeguard policies. The EMF and SMF (including RPF) have been prepared by the KWSB and approved by the Bank. These can be downloaded from the KW&SB website. www.kwsb.gos.pk/View.aspx?Page=30

The Legislative and Administrative FrameworkThe consultants will refer the prevalent laws and practices which may include but not limited to the following:

WAPDA Act, 1958; Telegraphic Act Pakistan 1885 The Environmental Protection Act (EPA), 1997 The Sindh Environmental Protection Act (SEPA), 2014 The IRSA Act, 1992 The National Environmental Policy, 2005 The National Drinking Water Policy, 2006 The Sindh Local Government Act (SLGA), 2013 (The SLGA, 2013 gives

The KW&SB Efficiency and Discipline Rules, 1987 and The KW&SB Delegation of Powers, 1991 amongst others. Some of these

will have been superseded following devolution as the Government of Sindh (GOS) have issued a number of rules and regulations for local government departments.

The Land Acquisition Act 1894 (LAA 1894) with its successive amendments

The ‘Sindh Katchi Abadis Authority’ (SKAA), various Non-Governmental Organizations (NGO’s) and ‘City Community Boards’ (CCB’s) with the aim of improving W&SS and ensuring that all areas and communities throughout Karachi are represented. The idea of CCB’s or ‘beneficiary groups’ taking an active role in the O&M of local schemes has been slow ‘getting off the ground’.

World Bank Safeguards Policies

The project will trigger the following safeguard policies of the Bank. Environmental Assessment OP- 4.01 Natural Habitats OP4.04 Physical Cultural resources OP4.11 Involuntary Resettlement OP 4.12

Largely, the Consultants will follow participatory approaches to the work. There are a number of stakeholders of Water & Sewerage Services operating / existing in the City. Cantonments Boards, DHA, Port Qasim Authority, six large Industrial Areas are few of them. Besides, KMC, KBCA, DMCs. KDC, Pakistan Railways carries a frequent mutual interaction with KW&SB. As the local context is highly variable, appropriate participatory methods to be utilized will be determined. The exercise will use mixed methods, quantitative and qualitative, for data collection. The methodology including (not limited to): quantitative sample size and survey instruments, sample size, interview guides, and categories of stakeholders to be included in the qualitative interviews; and, number of consultations and focus group discussions, discussion guides, stakeholder categories and sub-categories within categories of stakeholders for consultations and focus group discussions should be shared for review and approval in the inception report. Data must be gender disaggregated and separate consultations and FGDs should be ensured for women.

PUBLIC DISCLOSURE: The consultants are to provide support and assistance to the Client in meeting the disclosure requirements, which at the minimum shall meet the World Bank’s policy on public disclosure. The consultants will prepare a plan for in-country disclosure, specifying the timing and locations; translate the key documents, such as the EIA, SIA, IEE/EIA and ARAPs/RAP Summary in local language; and help the client to place all the EIA, SIA and RAP reports in the client’s website. The consultants shall prepare non-technical EIA, SIA, IEE/EIA and ARAPs/RAP Summaries for public disclosure, conduct a

disclosure workshop and document all proceedings for the same and furnish it into the final EIA SIA and RAP reports.

4.2.3 Detailed Engineering Design and Construction Supervision for Three (3) Low Income Communities.

Based on Detailed Environmental & Safeguard studies, Consultant shall lineup resources, expertise, know-how, experience and skills that the assignment warrants under the supervision of Team Leader/Project Manager.

For the three selected low-income communities as a sub-project, besides fine-tuning all the tasks carried out under the feasibility studies, the consultant will carry out the following but not limited to:

i. The Consultant will develop Detail Design for improvement / up gradation of Water Supply and Sewerage Networks considering the different options; Conceptual & Preliminary Design recommended in Feasibility and propose the best optimal & efficient Design for the selected project.

a. The design of water supply shall consider transforming the selected community into a District Metering Area (DMA) so that an exercise of NRW reduction shall be taken up by the Katchi Abadi Cell in close cooperation with the NRW Cell, KW&SB.

b. The Design of Sewerage System will be taken up as such that the entire disposal of selected community is directed towards mainstream Sewerage Network of KW&SB permanently diverting it from Nallahs / Strom Water Drains and connect it to a functioning WWTP.

c. Estimate the Operation & Maintenance (O&M) Cost estimates for selected Low-Income Communities / Katchi Abadi.

ii. The consultant will carry out all kind of necessary soil testing / any other technical investigation of the project area with regards to the components of the sub-project.

iii. The Consultant will Prepare Cost Estimates including resettlement cost with Rational of prices for the best optimal & efficient Design for the proposed project.

iv. The Consultant will prepare & propose the Timelines and best Methodology with its rationales to carry out the proposed Project.

v. The Consultant will develop all necessary Drawings & documentation for the Proposed Project.

vi. The consultant will prepare all required Documents / Reports related to the proposed Project including B.O.Qs & Tender Documents. The entire Tender Documents will be prepared in the light of World Bank Procurement Guidelines.

vii. All the recommendation of ESMP and RAP will be made a part of the Construction Contract for contractor to comply during the execution.

Consultants shall provide service but not limited to the following:

a. Complete detail design and preparation of engineering estimates. The design will be completed up to the tender evaluation stage.

b. For Pumping Stations, if required, the consultants may propose any method like EPC, Turn-key, or Works Contract etc. that leads to high pump efficiency and is most suitable in longer run in KW&SB interest.

c. Prepare tender documents. All reasonable care will be taken to ensure that the documentation is in conformity to World Bank procurement guidelines or Internationally accepted engineering standards as directed by KW&SB.

d. Assist KWSSIP PIU in the process of Pre-qualification of Civil and E/M Contractors and preparation of shortlist thereof.

e. To support KW&SB to respond to the tenders’ queries, detailed evaluation and submission of the tender evaluation report with firm recommendations and assist KW&SB in negotiations with contractors and preparation of contract documents.

viii. The Consultant will carry out detailed Construction Supervision of all projects under these ToRs throughout their execution period.

ix. The consultants will also supervise the compliance of the recommendations of ESMP and RAP.

x. Any change in design which leads to change the social/resettlement and environmental aspects will be informed to the client and the change in environmental and social (E&S) safeguard documents will also be made.

xi. The consultant will be bound to resubmit the revised version of E&S safeguard documents i.e. IEE/EIA, ARAPs/RAPs.

xii. The consultant will supervise & monitor commissioning of all worksxiii. The consultant will submit all the necessary as-built drawings, in the

form of hard copies as well as shape files of GIS Software in order to integrate that work into the mainframe GIS database of KW&SB, to the client after successful commissioning

xiv. The consultant will assist the client in decision-making regarding the selection of materials and shall ensure quality and quantity at site once selected

xv. The consultants shall carry out all kind of on-site and ex-factory inspections of all kind of material used in construction

xvi. In conformity to the overall project span of time the consultant shall prepare a plan on Microsoft Project or Primavera to follow the progress on ground with all the necessary information regularly updated in the software record.

5.1 Introduction

Karachi water woes are all inclusive and the system has been deteriorated in all sectors, be that it is the Bulk Water Supply side, the Main Trunk Distribution system, the Intermediate pumping stations or the end user level quantity and quality shortfalls. In a nutshell, infrastructure improvement is required in all the fields related to the entire water sector. This is the reason the project KWSSIP has been planned to cater all the development needs in a best possible and holistic manner in the next 12 years period so that the entire infrastructure is revamped for the decades to come. Under this first phase that is Series of Projects-1, some allocations have been made to put infrastructure works for the water sector of Karachi under the title of the priority water network improvement to initialize the process of revamping and rehabilitating the entire network, which will attain greater pace with larger investment in the subsequent phases of the KWSSIP. The breakup of this sub-project is as under:

i. Installation of Different sizes of Full-Bore Electromagnetic Water Flow Meters with Data Transmitter for real-time retrieval through SCADA System coupled with the Mainframe GIS Software to ascertain the actual water supplied to the city from the Bulk Water Supply System of Karachi.

a. This project aims to develop a real time knowledge base for all the concerned offices of KW&SB about the water flowing in the system by establishing a water audit system at the upstream level to check large scale unbilled authorized and unauthorized consumption of water to prevent real and commercial losses at that level of KW&SB’s Network.

ii. Establishment of District Metering Zones (DMZs) by replacement of required sections of Water Trunk Main System comprising of large diameter pipes ranging from 18" diameter to 72" diameter and installing master area meters, pressure reducing valves, air valves for leakage controls and non- return valves on elevated supply areas along with construction of RCC Chambers of valves and meters.

of water loss through poor infrastructure leakages. While KW&SB has a mechanism of repairing leakages in the Bulk and Trunk Main system, however there are numerous points where the leakage once occur becomes almost impossible to repair given the condition of the Pipe.

iii. Procurement of Portable Leakage detection equipment that combines a Leak Noise Sensor and telemetry technology.

a. The equipment will be acquired coupled with the training provision in order to develop a team of engineers and staff capable to detect hidden leakages in the DMAs as well as other areas of the City.

iv. Installation of intermittent Chlorination Stations in the water supply network at the prescribed locations to maintain the residual chlorine to the end user level.

a. The quality of water is an issue and thus in first phase of KWSSIP an option of acquiring and installation of intermittent chlorination stations (stationary or mobile) has been included to ensure residual chlorine at the end user level. The identification of locations of these stations will be done through the historical data of lab-tests and their evaluation by the Consultants.

5.2ObjectiveThe objective of the first phase component of Priority Water Network Improvement is to give impetus to the plan formulated for the infrastructure improvement to ensure improved water services in Karachi with regards to both quantity and quality, and establish foundation with successful projects for up scaling through mega investments of SOP 2.

5.3Scope of ServicesTo assist KWSSIP implement Component 2 (Priority Water Network Rehabilitation including O&M equipment, Meters through District Metered Area (DMA) to reduce Non-Revenue Water (NRW) and achieve the desired objectives by providing the following Services but not limited.

5.3.1 Feasibility Studiesi. To begin with the assignment under these ToRs for this particular

work, the consultant will be provided with detailed description of the above-mentioned works allocated under this sub-project.

ii. Based on the information provided by the Client, the Consultants will conduct and prepare feasibility for the work under serial No. 1 for the installation of full-bore EM flow meters at sites identified by Client.

iii. The Consultants then assist the Client in the finalization of sites for the installation of meters and proceed for the detail design, tendering and Construction Supervision once the Environment and Social Safeguard documents are prepared and approved by the KWSSIP PIU and the Bank.

iv. The Consultants shall assist the Client in identifying the locations of larger water supply network improvement works with creating District Metering Zones (Trunk Mains Networks) in order to quantify water flow from Bulk to distribution system at Sub-division or town level.

v. The identification of locations of the DMAs will be made through a specific feasibility study by the Consultants hired separately under a study provision of Component-1 of SOP-1. The same Consultants will carry out the further work of design and construction supervision.

vi. For the serial No. 5 of this sub-project, the Consultants will assist the client in the identification of sites for the installation of mobile or stationary intermittent chlorination facilities as allocated in the PC I to ensure desired levels of residual chlorine for safe water supply at the end user level. The feasibility of liquid chlorination (-hypchlorites) shall be ascertained.

vii. After the identification and necessary assessment of the scope of each work, the Consultant will then assess current Water Demand along with quantification of Sewage generated in the Proposed Project Areas, respectively.

viii. The Consultant will assess and analyze the capacity and conditions of the present Water Supply Network and Sewerage Network.

ix. The Consultant shall review and analyze the existing available surveys, investigations & data.

xi. The Consultant will determine Economic and Financial viability of all the works included in this sub-project.

xii. The Consultant shall then develop an BOQ’s and Budgetary Cost estimates for all the works included in this sub-project and submit to the PIU, KWSSIP.

5.3.2 Detailed Environmental &Social Safeguard Studies for Priority Water Network Rehabilitation of Karachi City

The Consultants shall prepare the required documents of Environmental and Social Impact Assessments (ESIA), Environmental Management Plans (EMP), Social Management Plans (SMP), and (where required)Abbreviated Resettlement Action Plans / Resettlement Action Plans (RAP) for the Priority Water Network Rehabilitation works including O&M Equipment, Meters &establishment of DMAs to Reduce Non-Revenue Water (NRW), compliant with the relevant laws and policies of the Islamic Republic of Pakistan, the Provincial Government of Sindh, the City of Karachi and the applicable Safeguards Policies of the World Bank. The final selection of the sites will be carried out under the Project Selection Criteria already provided in the PAD (Project Appraisal Document).

The overall scope of work to be carried out by the Consultant shall include but not limited to the following: i. Conduct detailed Environmental and Social Impact Assessment (ESIA)

for the selected sub-projects in accordance with the Bank’s OP-4.01, OP-4.12 and other applicable safeguard policies.

ii. Conduct a comprehensive Environmental and Social Screening for the particular sub-project, and prepare respective instruments.

iii. Prepare the Labor Management Plans (LMP) iv. Prepare the detailed Environmental and Social Management Plans for

the sub-project and their budgetsv. Prepare the Abbreviated Resettlement Action Plans

(ARAPs)/Resettlement Action Plans (RAPs) if required in the light of the RPF (Resettlement Policy Framework) embedded in the Bank’s approved Social Management Framework for KWSSIP

General ESMP Guidelines for Sub-Projects (Applicable to all parts of these ToRs)When a subproject includes distinct mitigation measures (physical works or management activities), an Environmental and Social Management Plan (ESMP) needs to be included with the subproject application.

Description of mitigation measures: Each measure is described with reference to effect(s) it is intended to deal with. As needed, detailed plans, designs, equipment descriptions, and operating procedures are described.

Description of monitoring program: Monitoring provides information on the occurrence of environmental and social effects. It helps identify how well mitigation measures are working, and where better mitigation may be needed. The monitoring program should identify what information will be collected, how, where and how often. It should also indicate at what level of effect there will be a need for further mitigation. How environmental and social effects are monitored is discussed below.

Responsibilities: The people, groups, or organizations that will carry out mitigation and monitoring activities are defined, as well as to whom they report and are responsible. There may be a need to train people to carry out the responsibilities, and to provide them with equipment and supplies.

Implementation schedule: The timing, frequency and duration of mitigation measures and monitoring are specified in an implementation schedule, and linked to the overall subproject schedule.

Cost estimates and sources of funds: These are specified for the initial sub-project investment and for the mitigation and monitoring activities as a subproject is implemented. Funds to implement the EMP may come from the subproject grant, from the community, or both. Government agencies and NGOs may be able to assist with monitoring.

Monitoring Methods:Methods for monitoring the implementation of mitigation measures or environmental effects should be as simple as possible, consistent with collecting useful information, so that community members can apply them.

Methodology for Environmental &Social Safeguard StudiesThe entire exercise of this part of the assignment will be carried out under the local laws of Pakistan and Sindh as well as the World Bank safeguard policies. The KW&SB Efficiency and Discipline Rules, 1987 and The KW&SB Delegation of Powers, 1991 amongst others. Some of these

will have been superseded following devolution as the Government of Sindh (GOS) have issued a number of rules and regulations for local government departments.

The Land Acquisition Act 1894 (LAA 1894) with its successive amendments

World Bank Safeguard Policies

The project will trigger the following safeguard policies of the Bank. Environmental Assessment OP- 4.01 Natural Habitats OP4.04 Physical Cultural resources OP4.11 Involuntary Resettlement OP 4.12

Largely, the Consultants will follow participatory approaches to the work. There are a number of stakeholders of Water & Sewerage Services operating / existing in the City. Cantonments Boards, DHA, Port Qasim Authority, six large Industrial Areas are few of them. Besides, KMC, KBCA, DMCs. KDC, Pakistan Railways carries a frequent mutual interaction with KW&SB. As the local context is highly variable, appropriate participatory methods to be utilized will be determined. The exercise will use mixed methods, quantitative and qualitative, for data collection. The methodology including (not limited to): quantitative sample size and survey instruments, sample size, interview guides, and categories of stakeholders to be included in the qualitative interviews; and, number of consultations and focus group discussions, discussion guides, stakeholder categories and sub-categories within categories of stakeholders for consultations and focus group discussions should be shared for review and approval in the inception report. Data must be gender disaggregated and separate consultations and FGDs should be ensured for women.PUBLIC DISCLOSURE: The consultants are to provide support and assistance to the Client in meeting the disclosure requirements, which at the minimum shall meet the World Bank’s policy on public disclosure. The consultants will prepare a plan for in-country disclosure, specifying the timing and locations; translate the key documents, such as the EIA, SIA, IEE/EIA and ARAPs/RAP Summary in local language; and help the client to place all the EIA, SIA and RAP reports in the client’s website. The consultants shall prepare non-technical EIA, SIA, IEE/EIA and ARAPs/RAP Summaries for public disclosure, conduct a disclosure workshop and document all proceedings for the same and furnish it into the final EIA SIA and RAP reports.

5.3.3 Detailed Engineering Design and Construction Supervision for Priority Water Supply Network Rehabilitation of Karachi City

that the assignment warrants under the supervision of Team Leader/Project Manager.

For all the works included in this sub-project, besides fine-tuning all the tasks carried out under the feasibility studies, the consultant will carry out the following but not limited to:i. Develop Detail Design for installation of Flow Meters at prescribed

locations of KW&SB Bulk and Water Trunk Main System.ii. Develop Detail Design of all the rest of the works mentioned under

this sub-project for the installation at site after the identification of works / locations and their respective ESIA and RAP if necessary

iii. The Consultant will carry out all kind of necessary soil testing / any other technical investigation of the entire project area with regards to all identified works included in this sub-project

iv. The Consultant will Prepare Cost Estimates including resettlement cost with Rational of prices for the best optimal & efficient Design for the proposed Works.

v. The Consultant will prepare & propose the Timelines and best Methodology with its rationales to carry out the proposed Works.

vi. The Consultant will develop all necessary Drawings & documentation for the Proposed Works.

vii. The Consultant will prepare all required Documents / Reports related to the proposed Works under this sub-project including B.O.Qs & Tender Documents. The entire Tender Documents will be prepared in the light of World Bank Procurement Guidelines.

viii. All the recommendation of the ESMP and RAP which may have cost bearings will be made a part of the Construction Contract for the contractor to comply with during the execution.

Construction Supervision i. The Consultant will carry out detailed construction supervision;

ensure quality of works as per specification and monitoring of the implementation of ESMP and RAP of all the Works under these ToRs throughout the execution period.

ii. Any change in design which leads to change the social/resettlement and environmental aspects will be informed to the client and the change in E&S safeguards documents will also be made.

iii. The consultant will be bound to resubmit the revised version of E&S safeguards documents i.e. IEE/EIA, ARAPs/RAPs.

iv. The Consultant will supervise and monitor the testing and commissioning of all the works included in this sub-project.

v. The Consultant will submit to the Client, all the necessary as-built drawings of all the completed works under this sub-project, in the form of hard copies as well as shape files of GIS Software in order to integrate the works into the mainframe GIS database of KW&SB, after successful testing and commissioning.

vi. The Consultant will assist the Client in the decision-making regarding the selection of materials and shall ensure quality and quantity at site, once selected

the quality and quantity, as per specification provided in the bidding documents.

viii. In conformity to the overall project span of time the consultant shall prepare a plan on Microsoft Project or Primavera to follow the progress on ground with all the necessary information regularly updated in the software record.

ix. The Consultant shall continually provide the client all the record of disbursement under reimbursable cost of sub-project.

x. The Consultant shall assist the Client in developing all sorts of interim progress reports, presentations as and when required by the Government or the Bank besides Monthly Progress Reports.

xi. The Consultant shall assist the Client in the financial closure of the all the works under this sub-project

xii. The Consultant will assist the Client in the preparation of PC IV of the entire sub-project

xiii. With the help of the investment and calculated operation cost of the project the Consultant will provide KW&SB the breakdown cost to assist the other team of the Project working on the rationalization of Tariff for the city in general and the selected area in particular.

vi. Finalized Comprehensive Priority Water Supply (Infrastructure) Network Rehabilitation Plan for Mega City of Karachi.

vii. Finalized Conceptual Design for Priority Water Supply Network based on approved plan for safe, reliable and sustainable Water Supply Systems for Mega City of Karachi.

viii. Design reports, of DMZs and DMAs in the entire city of Karachiix. Detailed Design Engineering Package (Calculations, Documents &

Drawings) for Priority Water Supply (Infrastructure) Network for Mega City of Karachi.

x. Detailed Design for installation of water ATM’s or any other new technologies to reduce Non-Revenue Water (NRW) if required

xi. Detailed capital cost and Operation & Maintenance (O&M) cost estimate of proposed Rehabilitation Plans for Priority Water Supply (Infrastructure) Network for Mega City of Karachi.

xii. Complete Tender Document (s) covering all aspect of the Component-2 (Securing Sustainable Water Supply & Sewerage) for selecting a procurement & construction contractor.

6.1 Introduction

The Karachi city has a decades old sewerage system, most of which, has either outlived its designed life or become undersized due to the unplanned population progression because of commercialization and change of land use in different parts of Karachi and mushroom growth of informal settlements (Katchi Abadis).The above has caused serious damage to the existing Sewerage Network and as a result of that the frequency of sudden collapses and sinking of sewers have been increased manifold, especially after rains in Karachi. This situation gave rise to the flooding of wastewater on the roads and streets of the city, that not only creates nuisance for the residents and the commuters but also causing health hazards to everyone encountering these breakdowns.The rundown condition of the Sewerage system requires extra ordinary steps for its immediate rehabilitation to bring it at par with the actual needs of this rapidly expanding mega City.In order to check the situation and initialize a holistic program of rehabilitation and updating of the entire Sewerage collection and disposal system, it is planned to go with a gigantic Phase wise program with the title of Priority Sewerage Network Improvement works under the SOP 1, KWSSIP. The envisaged rehabilitation works is targeting a sustainable Sewerage Infrastructure for Karachi for the next many decades to come with the investment of WB, AIIB and the GoS.

6.2ObjectivesThe objective of the first phase component of Priority Sewer Network Improvement is to give impetus to the plan formulated for the infrastructure improvement in Sewerage Sector of Karachi with regards to both quantity and quality, and take a lead in paving the way for the mega investments of SOP 2.

6.3Scope of ServicesTo assist KWSSIP implement Component 2 (Priority Sewerage Network Improvement Works) and achieve the desired objectives by providing the following Services.

6.3.1 Feasibility Studies

i. To begin with the assignment under these ToRs for this particular work, the consultant will be provided with few locations in different parts of the City to start the work of feasibility.

ii. The identification of the locations will be made through a pre-feasibility survey by the same Consultants under the Selection Criteria provided in the Project Appraisal Document (PAD) and the PC-I of the Project.

iii. After the identification, the Consultant will assess current Water Demand along with quantification of Sewage generated for the proposed Project Areas.

iv. The Consultant will assess & analyze the capacity & conditions of the existing Sewerage Network, and propose the disposal points, leading to any given treatment facility.

v. The Consultant shall review & analyze the existing available investigations & Survey data.

vi. The Consultants will carry out detailed Survey in respect of following but not limited to:a. Reconnaissance Survey, b. Topographic Survey. c. Socio-Economic Surveys.

vii. The Consultant will determine Economic and Financial viability of the proposed project.

viii. The Consultant shall develop clear Criteria how to prioritize and select the sewer pipes to be replaced or repaired.

ix. The Consultant shall then develop BOQ’s and Cost estimates for Priority works, identified whose environmental & social safe guard assessments have already been carried out under World Bank Social Safeguards Policy.

x. Besides the above, the Consultant will chalk out a holistic plan for the rehabilitation and upgrade of the entire Sewerage Network of Karachi with future Project requirement and their possible identification of location for the next Phases sub-projects under KWSSIP to give a clear and firm roadmap for sustainable improvement in this particular sector of Karachi. The Consultants will require to dedicate a small team of expert Engineers on this task.

7. Timeframe for All Three Assignments The total duration of the Environmental & Social Safeguard Studies and

Detailed Engineering Design will be Twelve (12) months. Total Duration of Construction Supervision will be Thirty (30) months. Total duration till Commissioning will be Forty-Two (42) months.

8. General Instructions

i. The Project Implementation Unit (PIU) invites eligible consulting firms/ Joint Venture(s) with specific and proven competence and experience to indicate their interest in providing the services. Eligible firm(s) / JV’s should submit Expression of Interest (EOI) in English language along with required relevant complete details of the qualification and experience requested in Item 9 – Shortlisting Criteria.

ii. Interested consulting firm(s) / Joint Venture(s) must provide information indicating that they are qualified to perform above services (e.g. description of similar assignments, value of previous assignments, experience under similar conditions, availability of appropriate professionals etc.).

iii. In accordance with World Bank’s Procurement Regulations, an association of consultants can either be in the form of joint venture (JV) or a sub-consultancy. Therefore, the consultant submitting their Expression of Interest in association should clearly mention whether their association is a Joint Venture or Sub-consultancy. Moreover, under JV, each partner has to be reasonably qualified to take over the responsibilities and role of any of the partners in case one of them fails to perform or withdraws. Thus, the experience of all the firms in the JV will be considered for evaluation. In case of Sub consultancy association, the Lead Firm must be clearly mentioned in the EOI.

iv. A consulting firm(s) / Joint Venture(s) will be shortlisted in accordance with the procedures set out in the World Bank's Procurement Regulations for Investment Project Financing (IPF) Borrowers of July 2016, revised November 2017 and August 2018.

v. It is expected that the interested firm(s)/ joint venture(s) will have expertise in the areas of water supply and distribution networks, water-meter recommendations and installation in supply areas / zones, control of non-revenue water [NRW], pumping stations, sewerage system, working with informal communities [katchi abadis] and low income areas.

vi. The consultant(s) should ensure that all submitted information is correct. An EOI containing significant omissions/errors may not be considered. A firm / JV qualifying on the grounds of misrepresentation of facts may be disqualified at any stage even after the award of contract and the sanctions / penalties may also be imposed on the firm as per Bank’s rules and regulations.

vii. The information need to be presented in a clear and comprehensive manner free of ambiguities. The copies attached should be clean and legible.

viii. If the EOI consists of more than one volume, the applicant must clearly number the volumes constituting the EOI and provide an indexed table of contents for each volume. All documents should be securely bounded.

c. Construction Supervision of at least (03) three Water Supply or Sewerage Projects during the last (10) ten years having a contract value of minimum (1.5) Million US$ each.
