• Appreciate the guidelines and policies of the prison agro-industry manual

• To identify the threats of the said manual including the strength, weaknesses and opportunity as well.

• Understand certain policies that needs to improved.

Purpose

to keep the inmates busy, and to provide them money for their personal expenses and their families as well as help them acquire livelihood skills, in order that they may become productive citizens once they are released and assimilated back into the mainstream of society.

The Prison Agro-industries of the BuCor functioned as an independent unit, having its own personnel, funds and independent management.

It has been absorbed into the general structure of the bureau, including the funding of salaries of the industry’s employees from the general fund.

The prison of Agro-Industries should retain its independent unit of the BuCor

Miss-use / Over use of the fund

Serves as temptation to corruption.

The prison agro industry paid compensation to the inmate

Compensation of the rates are approved by the director of correction or head of the prison and penal farm

Compensation for the inmates (workers) should be transparent to them.

Established a system of incentives if they were able to meet certain production of targets or quotas.

A tendency that the inmate (workers) will be given a compensation that is not equal or suited to what they have worked .

Strength Weakness Opportunity ThreatThe director of corrections may allow the participation of private investors / contractor / entrepreneur, private volunteer organizations and non government organizations in the development, operations and expansions of prisons agro-industry.

Director has a wide discretion in entering joint ventures

Legality of joint venture agreement should be ascertained by the Bucor’s legal office.

There should be a consideration on the part of the (workers) inmates in terms of the production target or quotas:

It may place the government and the inmates at disadvantage

Strength Weakness Opportunity ThreatProvides uniform procedure for proper valuation, recording and reporting of agro-industrial product acquired or produced by the prisons and penal farms.

There is a lack of responsible official to confirm reported output

They should check possible underreporting of farm and shop produce by putting a floor on production volume.

It may result from pilferage
