    A Ballan opportunity shop has reached out to those affected by the recent Lancefield fires.

    Manager of Opportunity on Inglis, Michaela Johnston said she was browsing online when she saw a call out from the Lancefield Op Shop.

    Im on the I love to Op Shop Facebook page and I noticed that there was a call out for winter clothes. Lancefield residents had been moved out of their homes when they knew of the fires and they only had about ten minutes to evacuate, she said.

    Being a 35-degree day, they were all wearing singlets and shorts and now they cant get back into their homes and its cold. When I found out, I rang the Op Shop over there and told them that we would love to make a donation.

    Ms Johnston said with the help of volunteers she began collecting clothes from the shop racks and packing them into bags.

    We packed ten large bags of warm clothing, with each bag designated to either kids, babies, ladies or gents, she said.

    Everyone in Ballan is so generous that we have plenty of stock to donate to those who need it. I just think that what goes around comes around and Im sure they would do the same thing for us if we were in their position.

    Its going to be a long hot summer so we have to look after each other, especially in country towns.

    The 4000-hectare blaze, which was allegedly sparked by a government-controlled burn-off in Lancefield, has destroyed two homes, six sheds and two vehicles.

    Spring is in the air and with it comes the second annual Bacchus Marsh Horticulture Show. Founded by Joce Williams

    in 2014, the show will fea-ture everything from mosaic gardens to poultry and floral art.Joce, a long-time supporter

    of the local Agriculture Show that concluded in 2001, decided to reinvent the hor-ticultural section, which was believed to be the most suc-cessful part of the old show. To be held over two days

    from October 24, the show will see seven entry sections including roses, cut flowers, floral art, Australian natives, juniors, pot plants and gar-den produce. Each section will be judged, with prizes for first, second and third. A number of workshops

    will also be on offer from local and surrounding busi-nesses including Floral Art, Bacchus Marsh Florist and Nursery and Wal Johnson from the National Rose Gar-den in Werribee. Committee member, Karen

    Mather said after last years successful event, the plan was to be very much bigger and better.

    Last year I didnt have a very good idea about horti-culture; as for me personally it was just about helping to organise the event for my friend Joce, however I was very surprised at how well attended it was. There are so many people that are really into gardening and flowers and it was great to see how many people joined in, she said.Even with the show just

    around the corner, the com-mittee are already planning for 2016 so they are obvious-ly very content on continu-ing on and having the event grow as much as possible because it really is good for the community. Plant sales and live music

    by Bacchus Marsh Grammar students will feature along-side sausage sizzles and scones, and a raffle with a major prize donated by Bac-

    chus Marsh quilters. The Horticultural Show

    will be held in the Bacchus Marsh Hall from 12pm until 5pm Saturday and 9am to 4pm Sunday. Schedules for the show are

    Plans to build a mobile phone tower in Blackwood are on track but the blackspot caused trouble for one broken down councilor.

    Allan Comrie, an East Ward Councillor and also a bus driver, last week broke down in the town and couldnt call for help.

    I was driving the school bus, and Id just started so I hadnt picked anyone up yet, and the bus broke down and I

    couldnt call anyone to come and get us out.

    I could get text messages out to other drivers to let them know Id be late - you cant ring anybody, but you can send texts, so I got onto the bus company and they got a mechanic up there.

    At the October council meeting, in urgent business, Cr Comrie raised the question of when the mobile phone tower, set to be built in Blackwood will eventuate.

    Speaking after the meeting, CEO Rob

    Croxford said it would be soon.

    An application has been lodged, advertised and referred, Mr Croxford said.

    If no objections have been received by 12 October, then the application can be determined under delegation shortly after that.

    If approved, the proponent will have planning permits to allow the construction of mobile telecommunications infrastructure this year.

    The Bacchus Marsh West Golf Club is claiming ex-clusive rights to the man-agement, operation and maintenance of its site at the Bacchus Marsh Racecourse Recreation Reserve.A new lease, approved

    for public exhibition at the October council meeting, features a seven-year term, with two additional seven-year options.The proposed term of the

    lease is suitable given the significant investment that the Golf Club have already made to the Reserve and the future plans the Club has to improve the facilities, read a report tabled at the meeting.The report also stated that

    an increase in water allo-cations would be granted along with the lease.The Golf Club proposed an

    allocation rise of at least five per cent, an increase of 5MgL of councils water allocation.However, the report states

    that water rights fluctuate, and while a negotiation for amounts would occur when 100 per cent of allocations are not available, it recom-

    mended that an increase of 2.5 per cent be granted instead.Any surplus water identi-

    fied toward the end of the third quarter each financial year can be negotiated with the Golf Club for allocation.The report pointed out that

    the water supply also ir-rigates other reserves, with the demand for water at the reserves expected to in-crease also as they are fur-ther developed.A water trading policy is

    currently being prepared that will guide the process for the trading of surplus water allocation, and council staff are also working with Southern Rural Water sourc-ing water from a deep aqui-fer in the local area. Given the length of the

    lease, council is required to put it on public notice for a term of four weeks to inform the public.East Ward Councillor Dave

    Edwards noted that he is a member of the golf club, but does not have a conflict of interest as he does not hold a decision-making position at the club and is simply a member.

    A Darley teenager has claimed his very own VFL premiership medal. Billy Myers, 19, represented

    Williamstown Football Club on September 27 in a 54-point win over Box Hill. Making his debut into the

    Victorian Football League earlier this year, Myers said the win was the best day of his life. It was the first [grand final]

    I had ever played in and to be such a big one and to see how much it meant to the club made it so much better, he said.Commencing his football

    career at Darley as an un-der-10, Myers went on to play at the Western Jets in the under-15 and 16 squads before playing for Vic Metro in the under-16 division. He then continued to play

    at the Western Jets for two years as an under-18 before the 23rd player rule al-lowed him to play his first game for Williamstown in 2014. Only recently re-intro-

    duced, the rule allows for all non-AFL clubs to play one player in addition to the regular 22 players, as long as they are under the age of 21. I kept in contact with Wil-

    liamstown after that game and they told me that if I wasnt drafted last year they would love for me to be apart

    of them in 2015, Myers said.They waited until after the

    draft last year and when I wasnt picked up they con-tacted me and asked if I wanted to sign on. Myers said he always hoped

    to play in a grand final, however during the year he began doubting the possibil-ity due to the strength of the squad.

    But the coach made his

    intentions clear that if I was available when it came to fi-nals then I was a big chance to play because I was a player he could play in many positions, he said. I would never have expect-

    ed to play in a grand final at 19 and am very lucky to have played in one, let alone win one. The best part about the premiership was seeing how much it meant to the players,

    coaches and supporters.

    Myers said whilst he hoped to be picked up by an AFL club in the future, he could also see himself playing a lot of football with Williamstown.

    My first year has been real-ly good down there. Theyre such a professional club and everyone down there are just great people.

    A six-year plan to develop community capacity and so-cial sustainability in Moora-bool has been adopted by councillors.

    The Community Develop-ment Strategy 2015-21 came before the October council meeting with a recommen-dation for its adoption fol-lowing a public exhibition period earlier this year.

    Developed through com-munity engagement as well as research into community development practices at other local, state and federal government departments, the strategy provides an overview of the principles and practices of community

    development - and an action plan for improving and en-hancing community devel-opment activities across the Shire.

    A report recommending that councillors adopt the strategy stated that it pro-vides future direction for community capacity build-ing and developing activities for the Council to support its community.

    The Strategy will be imple-mented and evaluated by the Community Develop-ment team in conjunction with other Council staff and community groups and gov-ernment organisations, with an annual review to be put before council meetings.

    Ballans Matt Barton has se-cured a wildcard entry into the Australian Motorcycle Grand Prix. The 19-year-old will leave

    for Phillip Island this week, where he will compete in the Moto3 class against the worlds best. Barton will join fellow wild-

    card winner Olly Simpson and full-time Moto3 rider Remy Gardiner, making it three Australian riders in the class.Its pretty nerve wrack-

    ing, he said.

    Its my first world champ event so theres a lot of dif-ferent things going through my head. In some ways though its a relief as Ive been trying for it for a long time and its something Ive really pushed for. A long-term rider, Barton

    said he had dreamt of riding in the Grand Prix since he was just four-years-old. When I went to my first

    GP I knew I wanted to get to that stage and to actually get there and be given a shot to potentially be picked up by a team and ride there full time is a pretty awesome feeling,

    he said.Ultimately Id love to be

    able to just get a bit of recog-nition. Im looking to move over to the UK to ride so if I could get over there and have people know who I am then it would help with the level of support I would get. Competing in the Austral-

    ian Superbike Champion-ships throughout the year, Barton came in at third place after four race wins, six sec-ond places, two thirds and three DNFs.He finished on the podium

    in every race he completed and also broke three lap

    records in Queensland and Western Australia.

    Barton said whilst there were a few mistakes, the year as a whole had been re-ally positive.

    We finished third but were only 15 points down so it was very close and to finish on the podium in every race I completed is a pretty big achievement as I dont think anyone has ever done that in the champs.

    Barton will compete at the Phillip Island Grand Prix Circuit from October 16-18.

    Council has its priorities, and a newly refreshed document has set them out in print.The 2015 review of the Moorabool

    Shire Council Key priority Projects Document features some big changes.It includes greater detail on the four

    Bacchus Marsh traffic improvements projects; it puts greater strategic context on the Shires recreation and small town servicing requirements; it updates the Parwan Employment Precinct; and it

    includes the removal of Coal Mining.The document also includes the

    elevation of Dales Creek and Greendale as the next highest ranking mobile telecommunications priority locations. A report prepared by council officers

    and tabled at the October council meeting stated that the previous edition (May 2014) was updated to reflect Councils progress, evolving priorities - and the likelihood of an imminent Federal election. The advocacy document is used to

    inform and lobby stakeholders and decision makers about important funding and policy requirements within the Shire.It has previously been successfully

    used for projects including the Darley Civic Hub Pavilion, the Darley Early Years Hub, the mobile phone tower in Blackwood; and the Halletts Way Southern Extension (bridge over Werribee River.)The 2015 update was adopted by

    councillors.

    Key projects reviewed and prioritised

    Wilsons Home Timber and Hardware has opened its doors at a new location. The family-run Bacchus

    Marsh business has combined with their Timber and Building Supplies store in order to create a new multi-purpose venue.Co-owner Doug Wilson,

    who runs the business with his brother Jamie, said it had become difficult to operate out of two small shops. The old Grant Street

    location was our retail

    hardware store and we also had a bulk timber location which was mainly for the tradies, but the traffic made it really hard to operate, he said.It was getting too

    congested on Grant Street so we decided that it was much easier to relocate to the one large site. Mr Wilson said the new

    store covered a much larger range across all departments. Its twice the size of the

    old place which gives us the opportunity to offer a lot more to the customers. We

    cover a lot more departments now too, like outdoors for example, he said.It is also an easier site to

    get to and there are about 40 car parks available. Officially opened on

    October 5, Mr Wilson said the new venue was already very well received. We have already seen a

    lot of customers, some that we havent seen before, that have made comments on how impressed they are with the new site, he said. The old Grant Street

    location had been a hardware

    store for nearly 100 years so the community is obviously familiar with it, but the Wilsons have been involved for a fair period of that time and we will continue that on from this location.

    Passed down through three generations, the Wilsons have owned and operated the business since the 1950s.

    Located on 1 South Maddingley Road, Bacchus Marsh, an official opening of the store will be held in November, with a date to be fixed.

    Moorabool Shire Council now has a Volunteer Strategy and a Volunteer Policy in place.The six-year Strategy and

    Policy were developed in direct response to an internal volunteer audit undertaken by Council in February 2014, and were officially adopted at the October council meeting following a public exhibition period earlier this year.The Strategy outlines the

    benefits and importance of volunteering in the community and how the Council can continue to support and recognise volunteers in the Shire.The Policy provides a

    statement and context for how the Council can support and manage its own volunteers.These documents will

    provide the strategic and policy basis for supporting and developing volunteerism in the Moorabool Shire into the future, stated a report tabled at the meeting.The strategy and policy

    are applicable to Moorabool Shire Council volunteers.

    Bacchus Marsh police are appealing for public assis-tance to help find 46-year-old Keith Foggin. The Bacchus Marsh resident

    was reported missing on October 1 after his daughter, who he is known to keep in regular contact with over the phone, had not heard from him in more than a week. Missing Persons Squad de-

    tectives believe the man was last seen at a Millbank Street address in Bacchus Marsh at around 10:30am on Thurs-day, September 24. Mr Foggin has not used his

    phone or accessed his bank accounts since he was last seen and may have been travelling in a Ford XD sta-tion wagon with a grey coloured undercoat and no registration plates. He is described as Cauca-

    sian and 170cm tall with a medium build, short dark hair, a grey beard and hazel eyes. He was last seen wear-ing dark grey pants; a light grey hooded zip-up wind-cheater and thongs. Anyone who has infor-

    mation is urged to contact Bacchus Marsh Police Sta-tion immediately on 5366 4500 or Crimestoppers on 1800-333-000.

    Concerns rise for local man

    A local butcher who fed swill to his pigs has been fined $2,000. Appearing in the Bacchus Marsh Magistrates Court on

    September 18, the accused pleaded guilty to feeding and allowing access to swill. Swill is the traditional name for food scraps or waste that

    contains or has come into contact with meat from a mammal. A prohibited waste, it is illegal to feed swill to pigs in all

    states and territories as it can carry exotic diseases. Officers from the Department of Economic Development,

    Jobs, Transport and Resources (DEDJTR) visited the mans property in Ballan and found approximately 30 pigs confined to two paddocks, the court heard. DEDJTR Regional Manager Agriculture Services Stephanie

    Andreata said the paddocks contained several bones and two whole skulls still containing soft fresh tissue.The bones and skulls were seized, laboratory tested and

    proved to be mammalian material.Ms Andreata said swill feeding had been identified as the

    most likely way for Foot and Mouth Disease (FMD) to infect livestock in Victoria. In 2001 in the UK, swill containing the FMD virus was

    illegally fed to pigs on a farm. Plumes of virus then spread and infected sheep on an adjoining farm. she said. Not showing any signs of the disease, the sheep were

    traded at a local market, subsequently spreading the disease all over Britain.She said millions of livestock were slaughtered in an effort

    to eradicate the disease. Magistrate Cynthia Toose said the offence could have had

    significant repercussions for livestock industries. Prosecutor Adrian Serratore told the court that research

    undertaken demonstrated that a medium sized incursion of FMD had the potential to cost the economy $50 billion in containment, eradication and effects on export markets. The accused was fined $2,000 without conviction and costs

    of $125.87.

    PREPARING FOR THE 2015/2016 FIRE SEASONEmergency services are forecasting that this years re season may start sooner and be more severe than in previous years and as a result, Moorabool Shire Councils Municipal Fire Prevention Of cer will shortly begin the annual inspections for re hazards on properties within Moorabool.Council and emergency service agencies work together throughout the year to ensure that the community is educated on re prevention activities and mitigation works that can be carried out to prepare our community for the threat of bush res. The majority of land within our state is privately owned and Council encourages you to assist in ensuring that we are all prepared for the forthcoming re season.While the weather is cooler and wetter, it is time to plan for the coming re season. Prepare a re plan and talk to your family about what you will do. Continue to take action around your house and property. For example: Service and repair lawnmowers and brush cutters. Keep grass short no more than 10 centimetres high. Make space between plants and trees. Clear fallen leaves and twigs from around your property on regular intervals. Removing rubbish and built up fuels. Clear gutters of built up leaves and twigs.Establish and maintain rebreaks throughout the year and consider working in conjunction with neighbours to reduce the risk on adjoining properties.     A project completed by Parks Victoria has targeted off-road motorbike activity in Bacchus Marsh. The multi-agency operation

    provided a balance of educa-tion, customer service and compliance in order to remind residents of the affects that off-road riding had on the environment. Focus areas included Lerder-

    derg State Park, the Wombat State Forest, Pyrete Range, Gisborne Creek and Rosslyne

    Reservoir water catchment. Three riders were recently

    issued infringement notices after the creation of new tracks at the Rosslyne Reservoir had caused erosion and increased sedimentation, affecting the quality of Gisbornes water supply. In collaboration with Victoria

    Police and the Department of Environment, Land, Water and Planning, the project also tar-geted firewood collection, fire and vandalism. Ranger team leader, Scott Ni-

    cholson said the operation was

    a huge success. The operation was timely, as

    we are seeing an increase in informal tracks being made by some motorbike users, which can cause serious environmen-tal damage in sensitive areas, including erosion, loss of plant species and degraded animal habitats, he said. Off road riding also nega-

    tively affects other park users enjoyment due to the damage to natural values and noise on walking tracks and off-road areas. Mr Nicholson said it was great

    to see so many people out and enjoying the park, but compli-ance with regulations was vital for public safety and helping to protect the environment. A total of nine off-road rid-

    ers were issued infringement notices, with official warn-ings given for a fire offence and a firewood collection infringement. Mr Nicholson said he was

    pleased to note that Victoria Police, Parks Victoria and DELWP would collaborate on future compliance and educa-tion operations.

    Edwards, who put forward the motion to approve the fees and the CPI increase, said it is a win-win situation because the clubs would car-ry out minor maintenance while at the site and will in return have stability.The agreement means they

    will know how much they have to contribute towards councils costs, Cr Edwards said.

    He explained that a con-fused debate broke out, ending in councillors decid-ing to implement the CPI adjustments for the term of the five-year lease, and not review it annually.My personal opinion is

    A new x-ray machine will soon find itself into the wards of Ballan and District Health and Care. A group of 30 local indi-

    viduals and businesses have played an integral part of the hospitals annual Love is in the Air major fundraiser held at St Annes Winery in August.Donating their products

    and wares for a successful event, the evening, sup-ported by over 150 people, raised close to $30,000 that will fund the OPG X-ray machine, which is used to produce visuals of the teeth, jaws and temperomandibu-lar joints. Ballan property-owner, Mr

    He Zheng Gang made a sig-nificant donation of $10,000, which was gratefully ac-cepted by BDH&C. Mr Gang was unable to

    attend the event, however was represented by Laurie Thompson, Stephanie Yuan and Shawn Yuan. BDH&C CEO Wayne

    Weaire said the fundrais-ing event was an amazing effort that would help fund a much-needed piece of equipment. This year has seen another

    history of raising funds to support BDH&C. The money raised by local peo-

    tients, in-house medical imaging is vitally important as it reduces the trauma of being transported to outside hospitals for scanning. For disadvantaged members of the community, it re-duces barriers to accessing healthcare.The annual fundraising

    A woman who recently moved to the country from the city for a life in the bush this week faced a fire here in Tasmania. While there were not 200 fires in Tasmania, as there were in Victoria, there were still far too many and for the first time in history two total fire-ban days were declared in early October. The look on this womans face as she described her fear said it all. I, for one, used to look forward to summer; not any longer. Moving to the bush used to be the dream of many, perhaps it still is, but maybe the number is declining. This year, as now more and more, South East Australia faces a very trou-blesome summer. And this is with a rise of 0.8 degree and not the 2 degrees our

    government has decided is best for us.In the face of this coming

    fiery summer it does no one any good to say we told you so. We are way past that and anyway it never works. The main issue I believe is for those fighting for the planet to keep their spirits up. The deafness and lack of any seriousness of governments and most businesses to take climate change seriously can indeed get you down. So, this week I will dip my feet again into some words of Derrick Jensen to lift my spirits. A changed captain at the federal level will not do it.

    Who are we who are in-terested in the health of

    Moorabools business community will celebrate the local industrys best at a gala awards ceremony next week. The Ballan Business Excellence Awards, sponsored by the

    Ballan Chamber of Commerce, will recognise the regions top businesses after the announcement of approximately 50 finalists.Each business was placed in one of seven categories

    including hospitality, home-based, local produce, trade and manufacturing, community, retail and professional service, and tourism and accommodation.The competition was then narrowed down to three

    contestants in each category, with the final winners to be announced at the award ceremony on October 23. Ballan and District Chamber of Commerce member, Peter

    Whitefield said each category had their own judge, who scored each business on certain sections out of ten. Each independent judge rated the contestants on things

    like their advertising structure, whether or not they had a business plan, what was their new product range for next year and whether they were a financially sound business, he said. Its really about identifying businesses that have shown

    excellence in their processes. The judges included Suzi Fitzpatrick (Local Produce),

    Jeremy Johnson (Tourism and Accommodation), Andrew Bradley (Trade and Manufacturing), Stuart McGibbon (Home Based), John Hayes (Hospitality), Vicki Coltman (Community) and Janice Ray (Retail and Professional Services). The judging panel will meet again prior to the awards

    ceremony, where they will put forward their businesses for selection in the Business of the Year Award. Mr Whitefield said the inaugural awards were an excellent

    way of recognising businesses through the eyes of the customer. A lot of these businesses do a lot of work behind the scenes

    and dont get a lot of publicity or credit so these awards are a way of rewarding those who are doing well, he said. There is no doubt already that they have already proven

    to be beneficial. Just from speaking with some of the nominees, I understand that they already feel pretty special just from receiving a visit from the judges. It makes people feel like theyve been acknowledged for what they do. The awards ceremony will be held at St Annes Winery on

    While best known for its af-fordability, around 80 homes in regional Victoria have sold for at least $1 million in the year to date.

    The latest REIV data shows coastal locations, in particu-lar those within commuting distance of Melbourne, were home to some of regional Victorias most expensive properties.

    The states highest residen-tial sale so far this year was in Barwon Heads on the Bellarine Peninsula, where a four-bedroom home sold for more than $3.5 million in January.

    With a median house price of $811,000, Barwon Heads has recorded several sales well above $1 million this year including a $1.9 mil-lion sale in September while a smaller, three-bedroom property there went for $1.52 million in May.

    An additional 10 homes in the coastal town have gar-nered a sale price of $1 mil-lion or higher in the year to date.

    In Geelong, a four-bedroom home sold for more than $3 million in February and another for $2.5 million in August well above Gee-longs median house price of $580,000.

    Larger homes were also in demand at the top end of the market in Ocean Grove on the Bellarine Peninsula with a five-bedroom home snapped up for $1.6 million in April after being on the market for just 16 days.

    So far this year more than 10 homes in Ocean Grove have attracted sales prices above the $1 million mark considerably higher than the median house price of $523,500.

    Quality three and four-bed-room homes in the Ballarat suburb of Lake Wendouree have also been popular with buyers, with seven proper-ties this year selling for in excess of $1 million.

    Other areas attracting top sales include the Bendigo suburb of Kennington as well as Paynesville and Fos-ter in the Gippsland region.

    Likewise, the Geelong sub-urbs of Newtown, Waurn Ponds, Highton, Mount Moriac, Manifold Heights, Hamlyn Heights, Drumcon-dra and nearby Wallington have all recorded million dollar sales this year.

    Point Lonsdale, Clifton Springs, Curlewis and Por-tarlington on the Bellarine Peninsula have also seen sales of at least $1 million in the year to date.
