Dear Friend,

Over the past decade MMS has earned an excellent reputation in the area of low cost housing. Our commitment to building quality houses has been achieved by the dedication of all our staff.

Our professional approach to delivering consistently good quality homes has only been possible by real engagement at local and community level and excellent working relationships at municipal and provincial level.

2009 saw the completion of our first rapid construction project .

Our mobile quick delivery unit demonstrated the capacity of the MMS Team. In this approved rapid construction project inthe Eastern Cape we completed 1,200 units in a six month period. Starting in March 2009 we were finished by September 2009. This highly successful project saw the achievement of our goal of achieving handover of 80 houses per week from a start up situation.

Our considerable experience gained over many years in the low cost housing sector was utilised and demonstrated the progress that can be made in a short time frame with the correct management approach. Our commitment to local employment was exceeded with over 1,000 local community members participating in this project. We particularly thank the Housing Department and Buffalo City Municipality whose support throughout made this a shared success.

We are keen to open up new friendships and play a pivotal role in delivering the volume of housing our country needs to solve the housing backlog in the coming years.

Our Rapid Construction Housing Programme has been carefully researched and fully resourced. We are now available to offer this service nationally.

Background Who We AreMMS Development is a South African construction company with an unrivalled reputation for quality building and speed of delivery.

MMS, previously known as Marnol Management Services (Pty) Ltd., is a South African company dating back to 1987.

MMS’s Chairman is Niall Mellon, a well known property developer and philanthropist whose business interests abroad and charity work in South Africa are well documented.

He founded the Niall Mellon Township Trust (s.21) in 2002 and has so far built 13 500 houses under the banner of Mellon Housing Initiative. As a developer Niall has overseen the development of major residential and commercial projects in Europe, and locally, with total development value in excess of several billion Rand.

MMS’s co-owner and Director is Ms. Tembela Toko (B.Sc). Tembela previously has worked for the Niall Mellon Township Trust. She has an honours degree in Social Development and has valuable experience in subsidised housing.

MMS is proud of its broad based black economic empowerment: 50% ownership in the hands of Tembela, strong BEE employment policies and the majority (75%) of our material suppliers are BEE enterprises.

The MMS team is highly experienced in the construction of housing in South Africa. The team which includes engineers, quantity surveyors and project managers have overseen the construction of 25,000 houses in South Africa date and are familiar with managing multiple location projects.

What We Do “We Do Well”MMS operates as a contractor primarily in the Low-Cost housing sector but has the capacity, expertise and resources to deliver large scale Residential, Commercial and Infrastructure projects.

MMS has developed a formula to deliver Low-Cost housing across South Africa on a fast-track basis while maintaining standards of quality, utilising as much locally sourced materials as possible and specialising in employing local labour.

A prime example of this fast-track delivery of Low-Cost housing was the recent construction of 1,200 units at Reeston, East London. This project was started in March 2009 and completed in September 2009, on time and within budget.

This project serves as an example of the MMS Brand where the local construction workforce has benefitted greatly in terms of being trained and mentored on how to achieve and maintain high standards of workmanship while completing houses in a fast time scale. MMS has employed, trained and operated with a number of young people from the area and has the ambition to bring these people forward within the company to greater goals in the future.

The fresh approach taken by MMS to construction and training has resulted in much higher quality and greater speed of delivery than any of our competitors.

The MMS formula has evolved with emphasis on the following fronts:

Housing Projects CompletedEast London, Buffalo City Municipality, Reeston 1,200 HomesOn this project MMS exceeded all expectations set by the Eastern Cape Department of Housing and Buffalo City Municipality. The construction started in March 2009 and was completed by September 2009.

MMS employed 45 sub-contractors, 1,000 labourers ( 70% being local labour and 20% female) on this project. The project delivered completed houses at a rate of 80 houses per week and the 1,200 homes were completed in a six month period again demonstrating our ability to engage with all parties involved to ensure that housing is delivered swiftly without sacrificing quality.

Ekhurhuleni Metropolitan Municipality 11,000 HomesIn the period April 2004 to 2009 MMS (Then Marnol Management Services, name change in 2007) delivered 11,000 houses for the municipality under a project management agreement for the Ekhurhuleni Municipality. MMS was responsible for the training of the community to build their own houses, implementation of the project from house design, budgets and financial control. On average MMS had 1,200 people deployed on various projects, the majority of whom were community builders from that particular township.

Over the period of management MMS managed expenditure of R 400 Million.

Our CommitmentQuality Product and Delivery MMS has designed its own quality management system which ensures that every house it builds has a series of checks in place from foundation stage through to completion and handover, in order to produce a quality product every time.

Responsibility for ensuring quality lies with individual project managers working with MMS who conduct a variety of surveys and feedback processes to ensure that quality is maintained effectively at the requisite high level.

Because of the emphasis on quality the end product that MMS is handing over is of a high standard of finish, constructed to the degree that maintenance problems are not envisaged.

The MMS track record of fast-track delivery is unrivalled by any of our competitors in the Low-Cost housing sector. At full production on a given site we have the capacity to complete in excess of 100 houses per week.

TrainingMMS provides on site training for all MMS employees, sub-contractors and their workers.

The emphasis is on skills training and high quality workmanship. Our management team encourage a training culture on site and work to ensure a safe, highly skilled workforce.

The construction workforce on our projects have benefitted greatly in terms of being shown how to complete houses in an enormously fast time scale. Many sub-contractors have been shown the way forward for themselves and their employees.

In Ekhurhuleni MMS trained candidates from a number of communities through the CETA basic home building curriculum and also ran 45 day training courses with the department of labour on 7 projects concurrently ensuring skill development in the townships.

The proper training and up-skilling provided by MMS will increase labour productivity and enhance efficiency in the Low-cost housing sector which unfortunately has a history of poor delivery in terms of quality and numbers.

CommunityMMS forms an integral part of the communities in which we operate. We are committed to ensuring that the genuine needs, views and interests of the local community are taken into consideration and we are sensitive to the impact our operations may have on our neighbours, particularly those in the immediate vicinity of our business.

MMS works closely with the community to ensure community involvement, cooperation and empowerment.

We have a well established practice of supporting well-focussed local initiatives in job creation and education.

Our support is very much focussed on worthy local neighbour and community initiatives.

On the recent project at Reeston, MMS renovated the local community hall and built a childrens playground for the community.
