Minutes for 23rd Meeting of WR Constituents regarding Connectivity & Long-Term Access applications in Western Region
held on 01.06.2016
List of participants is enclosed as Annexure-1.
COO (CTU-Planning), POWERGRID welcomed all the participants. Thereafter,
agenda-wise deliberations commenced and the details of deliberations are as
given below.
1. Confirmation of the minutes of 22nd Meeting of WR Constituents regarding
Connectivity & Long-Term Access applications in Western Region held on
30-11-2015 at NRPC, New Delhi
CTU informed that minutes of 22nd Meeting of WR Constituents regarding
Connectivity & Long-term Access applications in Western Region held on
30.11.2015 were circulated vide letter dated 05-01-2016. As no comments were
received the minutes were confirmed as circulated.
2. Amendment in Detailed Procedure
CTU stated that Hon’ble CERC has issued directions by amending the Detailed
Procedure for treating long pending applications vide letter dated 17.02.2016 and
directed CTU to give wide publicity to the amendment for the information of all
concerned (also available at CTU website). The amended provision states that:
“23.16 CTU shall not hold any LTA application in abeyance and process the
applications within the timeline prescribed in Regulation 7 of the Connectivity
Regulations. If any LTA applicant requests CTU in writing for deferment of
consideration of its applications or does not participate in the LTA meetings despite
being invited by CTU, the application shall not be further processed. CTU shall in
such cases close the applications and return the bank guarantee.
In respect of applications which are already pending with CTU on request of the
applicants or for their non-participation in the LTA meetings, CTU may give a

notice of 15 days in writing to the concerned LTA applicants about the closure of
the application. If any applicant is willing to pursue his application the same shall
be processed in the next LTA meeting. If the applicant seeks further deferment of
extension of application or does not respond to the notice, CTU may proceed to
close the applications and return the bank guarantee”
In view of the above, CTU stated that connectivity / LTA application shall not be
kept on-hold. It was further requested that applicants should sign necessary
agreements as per the time lines upon issue of Intimation for Grant of
Connectivity/LTA.
Members noted the same.
3. AGENDA FOR INTER - REGIONAL (IR) LTA APPLICATIONS SEEKING
POWER TRANSFER FROM WR TO NR
3.1. CTU informed that LTA to various customers with generation projects located in
WR / ER / SR having beneficiaries in NR had been granted with different
transmission corridors which are under various stages of implementation and
slated for commissioning progressively.
Presently following major inter-regional links between WR & NR are in pipeline for
commissioning:

3.2. CTU further stated that corresponding to time frame of April, 2018, LTAs have
been granted for transfer of about 17500 MW from generation projects in WR, ER
& SR to NR through WR-NR Corridors and the anticipated ATC with above links is
of the same order.
3.3. It was also informed that recently, there have been number of cases where LTA
customers have approached CERC for relinquishment of LTA on account of
various reasons including alleged force majeure events. The quantum proposed to

be relinquished in WR-NR corridor is about 1900 MW. The Hon’ble CERC has
observed that pending decision on the various issues involved, the relinquished
LTA quantum can be utilised for grant of LTA to other eligible LTA applications.
Accordingly, an exercise has been carried out to re-allocate the transmission
capacity relinquished in WR-NR corridor by LTA customers to applications under
process seeking power transfer through WR-NR. Details of such applications is
given at Table-2 below :

* Noida Power Company has applied LTA on Target Source Basis from WR (400 MW) and
ER (100 MW).
** TRN Energy was earlier requested to file fresh application on account of non-submission of
NOC by UP with application dated 27-Aug-2015. However as per the directions of Hon’ble
CERC vide order dated 31.3.2016 in Petition No. 226/MP/2015, deemed NOC of UPPTCL
is to be considered in case the same is not received by 30th Apr, 2016. In view of the no-
furnishing of NOC by the said date deemed NOC is being considered for its earlier
application dated 27-Aug-2015 and priority of the same is being considered accordingly.

3.4. CTU stated that above mentioned relinquished capacity of about 1900MW may be
allocated to LTA applications as per their priority of the month in which applications
were received and summary of deliberations is given below :
No representative of M/s Satviki Energy Pvt. Ltd. was available. CTU informed
that M/s Satviki Energy Pvt. Ltd. has not been attending LTA & JCC meetings
since long. Subsequently Satviki Energy Pvt. Ltd. vide letter dated 15.06.2016
have made a formal request for keeping their application in abeyance for
another one year and therefore in line with the provisions of the Detailed
Procedure the LTA application shall be closed.
During the meeting, representative of Noida Power Co. Ltd. stated that Long-
Term PPAs have been signed with few IPPs in Western Region which have
already been granted LTA by CTU with NR as target region and their position
with respect to present LTA application will be clear in next 6-8 months.
Accordingly, the applicant requested to keep its LTA application on hold. CTU
representative clarified that as per the recent amendment by CERC to the
Detailed Procedure informed earlier, applications cannot be kept on hold and
under such a situation the LTA application is to be closed. The representative
was requested to confirm their request through a formal letter based on which
necessary action in line with the Detailed Procedure shall be taken.
Subsequently NPCL vide letter dated 03.06.2016 have made a formal request
for keeping their application in abeyance till one year and therefore in line with
the provisions of the Detailed Procedure the LTA application shall be closed.
Representative of Rewa Ultra Mega Solar (RUMS) Ltd. stated that on account
of power sale tie up with DMRC(NR) as well as change in government policy
regarding absorption of solar generation by host state, they now intend to
change the LTA sought for NR from 300MW to 200MW. Accordingly, revised
LTA sought shall be: NR: 200MW; WR: 550MW. As the change in quantum is
of 100 MW that does not require filing of fresh application, therefore it was
decided that the LTA application may be processed with above revised
quantum of target beneficiaries.

3.5. As per the agenda it was proposed to grant LTA to the pending LTA applicants
with commissioning of Jabalpur PS – Orai 765 kV corridor and Champa –
Kurukshetra HVDC Phase-II, based on priority of new LTA applications. With
subsequent developments i.e. request of Noida Power Company Ltd. and Satviki
Energy for keeping their LTA applications in abeyance, the LTA applicants that can
be accommodated in the capacity made available due to relinquishment is as given
below :

Grant of LTA to above applicants shall be subject to commissioning of Jabalpur -
Orai 765 kV corridor under implementation as “Inter-Regional System
Strengthening Scheme in WR and NR Part-B” and Champa – Kurukshetra HVDC
Phase II under implementation as “Transmission System Strengthening in WR-NR
Transmission Corridor For IPPs in Chhattisgarh”. Details of both the schemes are
as given below:

Transmission System Strengthening in WR-NR Transmission Corridor for
IPPs in Chhattisgarh
Up-gradation of ± 800kV, 3000MW HVDC bipole between Champa PS –
Kurukshetra (NR) to 6000MW
Kurukshetra (NR) – Jind 400kV D/c (Quad)
3.6. Regarding Barethi STPS (NTPC Ltd.) listed at Sl. 7 of table 2 above, CTU stated
that LTA to Barethi TPS is proposed to be granted along with its evacuation
system. Details of the same are discussed at item 4 below.
3.7. The representative of MB Power & KSK Mahanadi mentioned that they have
already availed the MTOA for 169 MW & 1000 MW respectively against the same
PPAs till 29th Oct, 2019, therefore now with the grant of LTA they shall be required
to relinquish MTOA and pay relinquishment charges. In view of this they requested
that the payment of relinquishment charges may be waived by CTU or else LTA
may be granted with the start dated of 30th Oct, 2019 after expiry of the MTOA. It
was explained that in the present regulations, there no such provision for waiver of
MTOA relinquishment charges. They were advised to give written communication
towards change in start date of the LTA. Based on which the LTA as proposed
shall be granted.
3.8. CTU stated that in addition to applications mentioned in table-2, M/s Dhariwal
Infrastructure Ltd. vide letter dated 20.05.2016 has asked for reallocation of 20MW
LTA from WR to NR pursuant to signing of long term PPA with NPCL for 170MW.
3.9. Further, it was informed that new WR – NR inter-regional corridor i.e. Vindhyachal
– Varanasi 765 kV D/c line has been agreed in the NR Standing Committee
meeting held on 30.05.2016 and accordingly, it was proposed to grant the LTA to
the following balance applications with the new WR-NR corridor:

It was informed that upon approval of above link, the same shall be put to
Empowered Committee. After recommendation from Empowered Committee, the
link is expected to be commissioned in about 49 months {40 months (CERC time
schedule) + 9 months (time required for bidding process)}.
3.10. Regarding LTA application of Srijan Energy System Private Ltd. at Sl. 16 of table 2,
it was informed that the high capacity Green Energy Corridor starting from Bhuj PS
(WR) to Moga (NR) is under implementation for evacuation and dispersal of power
from renewable generations coming up in Gujarat (especially Kutch complex) and
Rajasthan. Accordingly, it was agreed that LTA for power transfer to NR shall be
granted on the under implementation Bhuj Pool – Banaskantha PS – Chittorgarh
765kV D/c corridor.
Members agreed with the above grant of LTA.
4. Connectivity (6x660 MW) and LTA (4x660MW) Application of Barethi STPS of
NTPC
The representative of M/s NTPC was requested to update the status of their
generation project towards which it was informed that the coal allocation for the
generation project has been recently received and they are in the process of
applying for MoEF clearance. It was also informed that the project schedule shall
be about 48-50 months from the LOA. Thus, expected commissioning schedule of
the project would be in 2021-22 timeframe.
It was elaborated that during the NR standing committee meeting held on
30.05.2016, it was discussed that about 870MW of power has been allocated by
MOP, GOI to UP for which adequate transmission system need to be planned for
dispersal. During the same meeting, UPPTCL had informed that Orai & Bareilly are
not their major load centres and hence the proposed transmission system needs to
be reviewed.
In view of the above, it was agreed that the system shall be discussed again in WR
LTA Meeting after joint studies by CEA, UPPTCL & POWERGRID as per the
discussions in the NR LTA meeting.

5. Connectivity & LTA application for 750 MW by REWA Ultra Mega Solar
(RUMS) Ltd. for development of Solar Park in Rewa, Madhya Pradesh
It was informed that the subject application is for 750 MW solar project for which
the target beneficiaries are WR-450MW & NR-300MW. This application was earlier
discussed in the 22nd LTA & Connectivity meeting of WR constituents held on 30-
11-2015 wherein it was decided that since it involves power transfer to NR,
therefore LTA shall be granted on the new proposed WR – NR corridor after
approval of the scheme in meeting of NR constituents.
Representative from RUMS Ltd. informed that their solar park development is
progressing well and expected to commission progressively from June’ 2017 and
solar park is scheduled to fully commission (750MW) by Oct’ 2017. Further, as
noted earlier at para-3.4 above, the LTA application is to be processed with the
revised quantum of target beneficiaries as per the request of the RUMS Ltd.
representative (i.e. WR – 550 MW & NR – 200 MW).
After deliberations, following transmission system was proposed and agreed for
connectivity and LTA for RUMS Ltd.
Transmission System for Connectivity:
RUMS Ltd. switchyard – Rewa PS 220kV 3xD/c line along with associated bays
at Solar Park (to be implemented by SPPD)
Establishment of 400/220kV, 1x500 MVA Pooling station at Rewa
LILO of 1st circuit of Vindhyachal STPS-Jabalpur 400kV 2nd D/c line (ckt-3/4) at
Rewa PS
6 Nos. 220kV Line bays at Rewa PS (for RUMS-Rewa PS 220kV 3xD/c)
Transmission System for LTA:
For transfer of power from M/s RUMS Ltd. to WR under LTA, following
transmission system in addition to that proposed for connectivity shall be required.
Addition of 400/220kV, 2x500 MVA ICT at Rewa PS
LILO of 2nd circuit of Vindhyachal STPS-Jabalpur 400kV 2nd D/c line (ckt-3/4) at
Rewa PS
1x125 MVAr, 420 kV Bus Reactor at Rewa Pooling Station

For transfer of power from M/s RUMS Ltd to NR under LTA, Vindhyachal –
Varanasi 765kV D/c line (agreed in Item No. 3 above) shall be required.
POWERGRID representative informed that the Rewa Pooling station along-with
associated transmission lines have already been awarded in Feb’ 2016 and are
expected to get commissioned by Mar’ 2017.
Members agreed for the same.
6. Connectivity & LTA application of Srijan Wind farm in Bhuj, dist. Kutch
Gujarat.
CTU representative informed that M/s Srijan Energy System Private Limited
(SESPL), a wholly owned subsidiary of M/s Continuum Wind Energy (India) Pvt.
Ltd. is developing a Wind Power Project around Bhuj, District Kutch, Gujarat.
SESPL has applied for connectivity & LTA in ISTS for 300 MW in this regard.

CTU representative stated that 765/400kV Bhuj and Banaskantha Pooling stations
along with Bhuj PS - Banaskantha PS 765kV D/c line is already under
implementation as part of Green Energy Corridor scheme. Further, Banaskantha
PS is also being interconnected to 765 kV Chittorgarh and 400 kV Sankhari
(GETCO) S/s as part of above transmission scheme. However, implementation of
400/220kV transformer along with 220kV switchyard at Bhuj PS was not taken up
in absence of LTA applications for power injection.
After detailed deliberations, following system was agreed for grant of Connectivity
and LTA to M/s SESPL:
Transmission System for Connectivity:
1. SESPL switchyard – Bhuj PS 220kV D/c line along with line bays at both ends
(to be constructed by SESPL)
2. Installation of 2x500 MVA, 400/220kV ICT at Bhuj PS (to be implemented by
POWERGRID under Green Energy Corridor)
CTU representative informed that the connectivity of SESPL with the grid shall be
established after the commissioning of above system and
– Bhuj PS (765kV) – Banaskantha PS (765kV) – Sankhari (400kV) corridor
OR
– Bhuj PS (765kV) – Banaskantha PS (765kV) - Chittorgarh PS (765kV) -
Chittorgarh (RVPN) (400kV) corridor
(Being implemented by POWERGRID under Green Energy Corridor-ISTS
scheme and expected to be commissioned by July’18.)
M/s SESPL informed that the connectivity line i.e. SESPL switchyard – Bhuj PS
220kV D/c line is 12KM long and involves forest stretch. Accordingly the line may
be built under TBCB route. CEA stated that construction of such small portion of
line which also includes forest may not attract bids from private parties. After
deliberation, it was decided that construction of the line may be taken up by
SESPL.

CTU representative further stated that POWERGRID shall make all efforts to
commission 2x500 MVA, 400/220kV ICTs along with 220kV switchyard in matching
time frame of Bhuj 765/400kV PS i.e. by July’ 2018.
Transmission System for LTA:
Regarding power transfer under LTA within WR, it was mentioned that existing and
under construction transmission infrastructure shall be sufficient to enable
dispersal of power within WR.
Further, LTA for transfer of power to beneficiaries in NR was agreed to be granted
with commissioning of following transmission system (under implementation as
part of Green Energy Corridors):
Bhuj PS - Banaskantha PS 765kV D/c line
Banaskantha PS - Chittorgarh PS 765kV D/c line
Chittorgarh PS – Chittorgarh (RVPN) 400kV D/c (quad) line
Further, for power transfer (60MW) to SR, the inter-regional transmission links are
already under implementation for enhancement in ATC between NEW Grid & SR
Grid to facilitate import of power to SR. Accordingly, LTA for transfer of 60 MW to
SR is proposed to be granted with progressive enhancement of ATC with
progressive commissioning of following links:
Wardha – Nizamabad 765 kV D/c line along with Nizambad – Dichpally 400 kV
D/c Line (HTLS)
Nizamabad – Hyderabad (Maheshwaram) 765kV D/c line along with
associated 400 kV Transmission System.
Same shall also be taken up for approval in meeting of Southern Region
constituents for Connectivity / LTA applications.
Members agreed for the same.
7. Connectivity Application of M/s Renew Power Ventures Pvt. Ltd. (4x100MW)
CTU stated that M/s Renew Power Ventures Pvt. Ltd. (RPVPL) has applied for
grant of connectivity. Details of the application are as follows:

CTU representative stated that as the renewable generation project is being
established in Kutch area, it was proposed to provide connectivity at Bhuj PS,
which is being developed as part of Green Energy Corridor & expected to be
available by July’ 2018.
Representative from M/s RPVPL stated that their generation is less than 40km.
away from Bhachau substation, hence connectivity at Bhachau substation would
be preferable.
After deliberations, following was agreed:
Transmission System for connectivity
RPVPL switchyard – Bhachau 220kV D/c line along with associated line
bays at both ends (to be constructed by RPVPL)*
* Line bays at Bhachau end to be implemented as GIS (on account of space constraints at
Bhachau S/s)
Here, it may be mentioned that M/s Ostro Kutch Wind Pvt. Ltd. (discussed at
Item#8) has also been granted connectivity at Bhachau S/s. In view of Right of way
constraints towards the entry at Bhachau substation, it was proposed that options
for utilization of multi-circuit towers (2xD/c) for the required stretch near Bhachau
substation shall be explored for termination of RPVPL – Bhachau 220kV D/c and

OKVPL – Bhachau 220kV D/c lines at Bhachau. The no of multi-ckt towers towards
the entry at Bhachau S/s may be mutually decided by M/s OKVPL & M/s RPVPL.
Members agreed for the same.
8. Connectivity Application of Ostro Kutch Wind Pvt. Ltd.
CTU stated that M/s Ostro Kutch Wind Pvt. Ltd. (OKWPL) has applied for
connectivity to the ISTS system. Details of the application, received in Apr’16, are
as follows:

Since the generation project is located very near to Bhachau sub-station of
POWERGRID, following transmission system for connectivity was agreed:
OKWPL switchyard - Bhachau 220kV D/c line along with associated line
bays at both ends (to be constructed by OKWPL)*
*Line bays at Bhachau end to be implemented as GIS (on account of space constraints at
Bhachau S/s)
Here, it may be mentioned that M/s Renew Power Ventures Pvt. Ltd. (discussed at
Item#7) has also been granted connectivity at Bhachau S/s. In view of Right of way
constraints towards the entry at Bhachau substation, it was proposed that options
for utilization of multi-circuit towers (2xD/c) for the required stretch near Bhachau
substation shall be explored for termination of RPVPL – Bhachau 220kV D/c and

OKVPL – Bhachau 220kV D/c lines at Bhachau. The no of multi-ckt towers towards
the entry at Bhachau S/s may be mutually decided by M/s OKVPL & M/s RPVPL.
Members agreed for the same.
9. Connectivity & LTA application by Gujarat Power Corporation Limited
(GPCL) Ltd. for Banaskantha (Radhanesda) Solar Park (700 MW) in
Banaskantha, Gujarat
CTU stated that Connectivity & LTA application for 700 MW has been made by M/s
Gujarat Power Corporation Ltd. Salient features of the application are as under:

The transmission system for M/s GPCL was already discussed in the 40th Standing
Committee Meeting of WR constituents held in forenoon of 01.06.2016, wherein
following interstate transmission system for connectivity was discussed and
agreed:
Transmission System for Connectivity:
1. Establishment of 400kV Banaskantha (Radhanesda) Pooling Station – under
the scope of solar power park developer (SPPD)
2. Banaskantha (Radhanesda) PS – Banaskantha PS (PG) 400 kV D/c along with
2 nos. 400 kV line bays at Banaskantha PS (PG) – under the scope of
POWEGRID.

3. 2 nos. 400 kV line bays at Banaskantha (Radhanesda) PS for Banaskantha
(Radhanesda) PS – Banaskantha PS (PG) 400 kV D/c line – Under the scope
of the solar power park developer (SPPD)
CTU further stated that the connectivity of Banaskantha (Radhanesda) Solar Park
with the grid shall be established after the commissioning of above system and
– Banaskantha PS (PG) (765kV) – Sankhari (400kV) corridor
OR
– Banaskantha PS (PG) (765kV) - Chittorgarh PS (765kV) - Chittorgarh
(RVPN) (400kV) corridor
(being implemented by POWERGRID under Green Energy Corridor-ISTS scheme
and expected to be commissioned by Apr’18.)
Transmission System for LTA:
Regarding power transfer in WR, CTU representative stated that existing / under
construction transmission system shall be adequate to enable transfer of power
within WR.
Representative from M/s GPCL requested for establishment for 400/220kV
Banaskantha (Radhanesda) PS under ISTS to facilitate connectivity & transfer of
power to target beneficiaries as was carried out in the case of NP Kunta Solar
Power Park.
CEA stated that the matter has already been discussed in 40th Standing
Committee Meeting of WR (held in forenoon) wherein it was decided that as
Banaskantha PS is already under implementation under GEC-ISTS scheme and 3
voltage levels (765kV, 400kV and 330kV) have been provided at the PS for
integration with RE projects at 220kV or 400kV levels, Banaskantha (Radhanesda)
PS shall also get connected with Banaskantha PS. It was further explained that in
case of NP Kunta Solar Park the transmission system planning was carried out on
receipt of the LTA application, however in case of Green Energy Corridor from
Kutch area, the transmission system has been planned and taken-up for
implementation much before the LTA application has been received. Further the

said transmission system planning has been carried out on anticipation after
detailed deliberations with the designated nodal agency (DNA) in respective
Renewable Energy rich States. Moreover, Bhuj PS and Banaskantha
(Radhanesda) Solar Park are quite close which does not warrant establishment of
one more 400kV pooling station under ISTS. GPCL representative stated that they
would need to consult the SPPD i.e. NTPC Ltd. regarding the implementation of
Banaskantha (Radhanesda) PS.
After deliberation, the members agreed with the above mentioned transmission
system for connectivity & LTA.
10. Long-term Access application of M/s Essel Saurya Urja Company of
Rajasthan Ltd.
CTU representative stated that M/s Essel Saurya Urja Company of Rajasthan Ltd.
located at Phalodi & Pokharan in Rajasthan has been granted LTA in 8th
Connectivity and LTA meeting of NR dated 20/01/2016 for 750 MW out of which
400 MW is to be consumed within NR and 350 MW is to be transferred from NR to
WR.
It was deliberated that the existing / planned transmission system is adequate to
enable power transfer from the generation project in NR to WR and power shall
mostly flow by displacement to WR.
Accordingly, it was agreed to grant LTA to M/s Essel Saurya Urja Company of
Rajasthan for transfer of 350MW power to WR with the existing/planned
transmission system as finalised in the NR LTA meeting.
11. Connectivity Application of Adani Green Energy Ltd. (AGEL) : 300 MW
CTU representative stated that the application was earlier discussed in the 22nd
LTA & Connectivity meeting of WR constituents held on 30-11-2015 wherein
connectivity was proposed at Sami (Adani) / Banaskantha PS (PG). M/s AGEL had
informed that Sami substation is around 15km from the project site whereas
Banaskantha PS (PG) is more than 90km from the project. Accordingly, it would be

preferable to grant connectivity at Sami (Adani) substation which is further
connected to Dehgam Substation.
It was noted that Sami is a switching station with no 220kV level. M/s AGEL was
requested to confirm about availability of land for development of 220kV level at
Sami Switching Station. Subsequently, AGEL vide its letter dated 02.02.2016 has
informed that land is available at the Sami Switching Station for creation of 220kV
level & termination of 220kV line through installation of one no. 400/220kV ICT
along with 220kV bays.
CTU representative stated that as per extant planning criteria, the ‘N-1’ criteria may
not be applied to the immediate connectivity of wind / solar farms with the ISTS /
Intra-STS grid. Hence, following system for connectivity of the Solar power project
with ISTS was agreed:
1. AGEL - Sami (Adani) 220 kV D/c line along with associated line bays at both
ends
2. 1x500 MVA, 400/220 kV ICT at Sami (Adani) substation
With regard to the implementation of the Transmission System for Connectivity, the
representative of AGEL agreed that they shall construct the above transmission
system for Connectivity by themselves. Further AGEL agreed to submit the
schedule of the solar park within 15 days from the meeting.
12. Request for enhancement in quantum of Connectivity granted to Surguja
Power Pvt. Ltd. (SPPL) for 4x150 MW power plant from 490MW to 550MW
CTU representative stated that M/s SSPL vide our letter dated 07.05.2015 has
been granted connectivity for 490 MW with following transmission system to be
implemented by generation developer:
1. SPPL Switchyard - Dharamjaygarh 400kV D/c line
2. 1x125 MVAR 420 kV bus reactor at SPPL switchyard
CTU representative further informed that SPPL vide letter dated 16.12.2015
requested for enhancement in connectivity quantum from 490 MW granted vide
intimation letter dated 07.05.15 to 550 MW.

Since the connectivity line has adequate capacity to cater to the proposed
connectivity quantum (550MW), it was agreed to enhance the connectivity
quantum from 490 MW to 550 MW with the above mentioned system (to be
implemented by generation developer).
M/s SPPL informed that their commissioning schedule is as follows: U1: Feb’ 2017;
U2: Nov’ 2017. Further, dedicated line shall also be in matching timeframe of the
generation project.
On enquiry of the section-68 for the connectivity line by CEA, SPPL stated that
they shall revert back on the same.
13. Revision in the LTA quantum of Chhattisgarh State Power Trading Company
Ltd. (CSPTrdCL).
CTU stated that the matter was discussed in the 21st and 22nd LTA meetings held
on 17-07-2015 and 30-11-2015 wherein CTU had stated that if CSPTrdCL reduces
the quantum of power availed from various generation projects, relinquishment
charges in line with CERC regulations will apply and the same shall be incident on
CSPTrdCL. In this regard, CSPTrdCL vide email dated 28-11-2015 had intimated
that they have decided to file a petition in CERC.
CSPTrdCL stated that they have already filed a petition in CERC against
imposition of relinquishment charges.
CTU stated that if appropriate direction is received from CERC, the relinquished
quantum shall also be reallocated to LTA applications in queue for power transfer
to NR. However, the Vindhyachal – Varanasi 765kV D/c line shall still be required
as corresponding generation projects in Chhattisgarh from which LTA had been
availed by CSPTrdCL are commissioned / under implementation and power
transfer requirement to NR from these projects may be required by other
applicants.
In such a scenario, the Vindhyachal – Varanasi 765kV D/c line shall be taken up as
a system strengthening scheme as it shall also provide desired reliability in WR –
NR corridor.

14. LTA Application of Heavy Water Board for 17 MW drawl from 440MW
Kakrapar Atomic Power Station (KAPS) in Gujarat
CTU stated that LTA was granted to Heavy Water Board (HWB) vide our letter
dated 19-12-2012 for transfer of 17 MW from Kakrapar Atomic Power Station in
Gujarat to Heavy Water Board’s load at Thal in Maharashtra. However, HWB is yet
to sign the Long-term Access Agreement with POWERGRID and is also not
attending Joint Coordination Committee meetings of WR. In view of the above, it is
proposed to close the subject LTA application.
CTU stated that Heavy Water Board vide e-mail dated 30-05-2016 informed that
they have not yet received clearance from state Discom and hence their pending
LTA application may be closed.
No representative from HWB was present in the meeting.
Members agreed with the proposal of cancellation/withdrawal of above grant of
LTA to Heavy Water Board.
15. Connectivity and LTA Application of Pipavav Energy Pvt. Ltd.
CTU stated that Connectivity as well as LTA for 1200MW was granted to M/s
Pipavav Energy Pvt. Ltd. (PEPL) vide intimations dated 14th September, 2010.
Connectivity was granted with PEPL TPS – Pirana 400kV D/c (triple) line. LTA was
granted for 1200MW with following target beneficiaries: WR: 550MW, NR: 290MW
and ER: 360MW. However, M/s PEPL is yet to sign requisite commercial
agreements. M/s PEPL is also not attending the JCC meetings and no progress
has been reported till date. Hence, it is proposed to close the Connectivity and LTA
applications of M/s PEPL.
No representative from PEPL was present in the meeting.
Members agreed with the proposal of cancellation/withdrawal of grant of
Connectivity and LTA to M/s PEPL.
16. Additional Agenda regarding closure of LTOA Application of Chhattisgarh
UMPP (4000MW)

CTU stated that intimation for grant of LTOA for evacuation of power from
Chhattisgarh (Akaltara) UMPP was granted vide letter dated 07.12.2011. However,
the LTA agreement could not be signed due to uncertainty in implementation of the
generation project. In view of the above, it is proposed to cancel the above grant of
LTOA and close the LTOA application. The generation developer may apply afresh
as and when the project makes some progress.
No representative from Chhattisgarh UMPP was present in the meeting.
Members agreed with the proposal of cancellation/withdrawal of grant of LTOA to
Chhattisgarh (Akaltara) UMPP.
