As a result of the length of this meeting some members were unable to attend; some members arrived late and left early The Honorable David Newell arrived at approximately 1:35 p.m. Heidi
York departed at 2:12p.m.
On July 23, 2019, the Person County Economic Development Commission extended their regularly
scheduled meeting into an afternoon-long planning session, beginning at 1 :00 p.m. With their
previously-done SWOT Analysis and a completed survey as guides, the board began to work through
six targeted goals and to assign action items and metrics to form a Strategic Plan. Both the SWOT
Analysis and survey results are included as a part of this recording.
The six targeted goals are as follows:
• Education/Workforce Development
• Marketing & Recruitment
• Product Development
• Business/Ag Support
• Funding Source Location
• Appearance Enhancement
In choosing the term for the Strategic Plan, members determined that it made sense to have the term
of the plan to run concurrent with the term of the appointed members, which was stated to be until
June 30, 2022.
While the meeting was mostly open discussion facilitated by Ms. Wilborn, board action was taken on
two items, as follows:
A motion was made, seconded and unanimously passed to purchase a full-page ad in an upcoming
edition of Site Selection magazine.

A motion was made, seconded and unanimously passed to explore developing an industrial park in
southern Person County and to explore a 50,000 square foot speculative or shell building.

It was suggested by Mr. Reynolds that the feasibility and target industry studies that Ms. Wilborn had
included in the 2020 ED budget were not necessary in light of the decision to move forward with the
building and site development exploration.
At approximately 5:10 p.m., and after having completed only the first four of six target goals, the
meeting was recessed until 9:00 a.m. on August 7th in the same location.
