MINUTES OF THE BOARD TRAINING – February 6, 2019 The Board of Education of the Alpine School District met in a professional development training on Wednesday, February 6, 2019 at 8:00 A.M. at the Education Service Center. Board members present: Board President S. Scott Carlson, Vice President Mark J. Clement, Sarah Beeson, Amber Bonner, Sara M. Hacken, Julie King, and Ada Wilson. Also present: Superintendent Samuel Y. Jarman, Business Administrator Robert W. Smith, and members of the administrative staff. There were two others in attendance. Superintendent Jarman reviewed the process used to determine school closure on a snow day. Scott Carlson and Mark Clement reviewed the Alpine School District Board Handbook. There was discussion about collaboration and effective communication among the board and cabinet members. The Board reviewed the goals set in 2018 and how they are continuing to be emphasized. The goals included attracting, hiring and retaining the best and brightest teachers and focusing on a comprehensive curriculum. Staff members shared the efforts and accomplishments being made to reach these goals. The graduation rate for 2018 was 92%. The focus on reading proficiency has become a K-12 effort. Staff also shared that ASD has 21 elementary schools that have received the Beverly Taylor Sorensen Grant for their art and music programs. This equates to $1.2 million dollars this year. Mark Clement shared the requirement for board members to complete the Utah School Boards Association Master Boards. It is required by state law for board members to receive the training about open meeting laws, etc. Business Administrator Rob Smith presented on the process involved in purchasing property for future schools. He shared the information regarding property that has been purchased and land that is still pending. He also discussed the 2019 legislative session and the bills that are relevant to education. Jess Christen, Administrator of Operations, reviewed the school priority list based on the seismic study. He also gave an overview of the capital needs throughout the district, explaining that asphalt, roofing and HVAC are the biggest capital expenditures for the district. Assistant Superintendent Dr. John Patten gave a summary of how the decision to consolidate Hillcrest and Scera Park came about. He discussed the district’s philosophy regarding school size and the decision that was made to watch elementary schools whose enrollment falls below 450 or above 900 students to determine if adjustments are needed. Dr. Patten reviewed the district’s enrollment numbers as of January 31, 2019. He also led a discussion about the coaching model that has been implemented in our schools. These include elementary instructional coaches, K-12 innovative learning coaches, secondary PLC and content area coaches. Dr. Garrick Peterson, Administrator of Education Services, shared the history of how the coaching model began in ASD. He explained that providing coaches and effective professional development is an effort to invest in teachers and to build their capacity to improve student learning.
